Christopher DiPompeo's practice focuses on complex litigation and appellate advocacy in the context of business restructurings and chapter 11 bankruptcies. He has significant experience across a variety of industries, including financial services, government contracts, gaming, and municipal government. Chris regularly counsels clients in connection with issues relating to bankruptcy jurisdiction and venue, the automatic stay, post-petition financing, and complex commercial contracts.
In 2013 and 2014, Chris was a member of the Jones Day team representing the City of Detroit, Michigan in its historic chapter 9 bankruptcy case. He played a significant role in many aspects of the chapter 9 case, including litigation over the City's eligibility for bankruptcy, its request to obtain post-petition financing, and confirmation of its plan of adjustment. Chris also played a lead role in the City's lawsuit challenging the legality of $1.4 billion of pension obligation certificates of participation issued by the City in 2005 and 2006. Most recently, he has represented major creditors of Energy Future Holdings Corp., Caesars Entertainment Operating Company, General Motors, and the Commonwealth of Puerto Rico.
Prior to joining Jones Day, Chris served as a law clerk for the Chief Justice of the United States, John G. Roberts Jr., and for Judge Paul V. Niemeyer of the United States Court of Appeals for the Fourth Circuit. Brian Hodges is a Senior Attorney at PLF’s Pacific Northwest office in Bellevue, Washington. Brian focuses his practice on defending of the right of individuals to make reasonable use of their property, free of unnecessary and oppressive regulations.
In 2013, Brian second-chaired Koontz v. St. Johns River Water Management District before the U.S. Supreme Court, a case that placed constitutional limits on the government’s common practice of demanding that landowners fund unrelated public projects in exchange for a permit approval. And in the 2008 case, Citizens’ Alliance for Property Rights v. Sims, Brian successfully challenged a Seattle-area ordinance that required all rural property owners to dedicate at least half their land as conservation areas as a mandatory condition of any new development without any showing that rural development would impact the environment.
Brian graduated from Seattle University of Law in 2001 with honors. After which, he served as a judicial clerk at the Washington State Court of Appeals, then entered private practice where he focused on appellate advocacy for several years before joining PLF in 2006.
Brian came to the liberty movement by an uncommon route: the arts. Brian played guitar and keyboards in several Seattle-area bands before eventually studying music composition and literature at the University of Washington—earning two Bachelor’s Degrees and a Master of Arts. Through that experience, he came to firmly believe that the goal of art—indeed, the goal of any creative ambition—is to maximize individual freedom and expression, tempered by personal responsibility and ownership, rather than outside oversight or arbitrary restriction. Carrying that philosophy into law school naturally led him to fight for individual rights.

NCLA’s President and General Counsel, Mark Chenoweth, has observed the administrative state up close and personal from perches in all four branches of the federal government. Mark served as the first chief of staff to Congressman Mike Pompeo, as legal counsel to Commissioner Anne Northup at the U.S. Consumer Product Safety Commission, as an attorney advisor in the Office of Legal Policy at the U.S. Department of Justice, and as a law clerk to the Hon. Before becoming an attorney, James had been a productive member of society working as an exploration geologist in the late 1970s throughout the southwestern United States. However, after several years of dealing with irrational government bureaucrats and environmental policies untethered from reality, James decided that what the world needs is more lawyers — if they are willing to fight for rationality in regulatory regimes, property rights, and liberty.
James attended the University of Arizona College of Law in Tucson, where he served as an editor for the Law Review and received a J.D. degree in 1983. He had previously received a Masters degree in geological sciences from Brown University and an undergraduate degree from Hamilton College in New York. James received the Professional Achievement Award from the University of Arizona Alumni Association in 2018.
James has worked with Pacific Legal Foundation since 1983, litigating cases from Alaska to Florida. He is a member of the Federalist Society’s Environmental Law and Property Rights Practice Group’s Executive Committee, a member of the American College of Real Estate Lawyers, and an honorary member of Owners Counsel of America, an organization comprised of eminent domain attorneys who represent property owners. The Owners Counsel awarded James its Crystal Eagle award in 2013. In 2022, James was awarded the Brigham-Kanner Property Rights Prize at the William & Mary College of Law. The prize is awarded annually to an individual whose work has advanced the cause of property rights and has contributed to the overall awareness of the important role property rights occupy in the broader scheme of individual liberty.
In 2001, James successfully argued a major property rights case, Palazzolo v. Rhode Island, before the United States Supreme Court, a case which affirmed that rights in regulated property do not disappear when land is bought and sold. He has written extensively on all aspects of property rights and environmental law and frequently speaks on these subjects throughout the nation.

Republican Staff Director, Worker and Family Support Subcommittee, Committee on Ways and Means, US House of Representatives
Anne DeCesaro has been the Republican Staff Director since 2016 of what is now the Worker and Family Support subcommittee, formerly Human Resources, of the Committee on Ways and Means. The subcommittee has jurisdiction over a range of domestic social programs including foster care and adoption, home visiting, Temporary Assistance for Needy Families, and the others. She previously served as professional staff for the subcommittee from 2011 to 2014, covering unemployment insurance, child support enforcement, and Supplemental Security Income. In between, she was the lead staffer on the House Agriculture Committee subcommittee on nutrition which oversees the nation’s Supplemental Nutrition Assistance Program, formerly known as food stamps. Steve Redburn is a distinguished lecturer, budget advisor, and authority on financial management, government performance, and public policy with over 25 years of experience as a senior government official in the U.S. Office of Management and Budget (OMB) and the U.S. Department of Housing and Urban Development.
Since 2004, Professor Redburn has been a professorial lecturer in the Trachtenberg School of Public Policy, where he teaches a course on the institutions and processes of federal budgeting. Dr. Redburn has directed fiscal studies for the Center of the Public Service in the Schar School of Policy and Government, George Mason University. As a participant in deliberations of the National Budgeting Roundtable since 2014, he has helped to lead research on reform of the federal government’s budget process. In 2017 and 2018, he consulted on budget processes in Indonesia for the World Bank. He co-authored a 2018 National Academy of Public Administration (NAPA) white paper presenting a long-term strategy and recommendations to strengthen the federal government’s capacity to perform.
In 2010 and 2011, Redburn directed a project on budget process reform for the Peterson-Pew Commission on Budget Reform at the New America Foundation in Washington, D.C., where he supervised preparation of the Commission’s December, 2010, report, Getting Back in the Black, recommending comprehensive reform of the U.S. federal government budget process, and edited a series of papers on additional reform options in 2011. From January to August 2007 Dr. Redburn served as Senior Budget Advisor on the USAID Kosovo V project, where he assisted the Ministry of Finance and Economy on a range of issues and advised the budget director and staff. From 2008 to May 2014, he was a scholar and study director for the National Academy of Sciences in Washington, D.C. He directed a study of high rates of incarceration in the U.S. in 2013-2014 and co-edited the final report. In 2008 – 2009, he directed a study of the fiscal future of the U.S. for NAS and NAPA, developing and assessing spending, revenue, and process reform options to put the U.S. on a sustainable budget path; the final study report, Choosing the Nation’s Fiscal Future, was published in November, 2009.
Dr. Redburn is an elected fellow and member of the board of directors (2013 – 2018) of the National Academy of Public Administration. As a Senior Executive in the Executive Office of the President (OMB) until his retirement from the federal service in 2006, Steve Redburn advised the President's senior staff on all aspects of budget, policy, legislation, program design and performance, and regulations concerning major Federal agencies and programs.

Molly Reynolds is a senior fellow in Governance Studies at Brookings. She studies Congress, with an emphasis on how congressional rules and procedure affect domestic policy outcomes.
She is the author of the book, "Exceptions to the Rule: The Politics of Filibuster Limitations in the U.S. Senate," which explores creation, use, and consequences of the budget reconciliation process and other procedures that prevent filibusters in the U.S. Senate. Current research projects include work on oversight in the House of Representatives, congressional reform, and the congressional budget process. She also supervises the maintenance of "Vital Statistics on Congress," Brookings’s long-running resource on the first branch of government.
Reynolds received her Ph.D. in political science and public policy from the University of Michigan and her A.B. in government from Smith College, and previously served as a senior research coordinator in the Governance Studies program at Brookings. Judge Stephen Alexander Vaden was appointed as the Deputy Secretary of the U.S. Department of Agriculture on July 7, 2025. Alongside Secretary Brooke L. Tammy McCutchen is a leading authority on federal and state wage-hour laws and prevailing wage laws. She counsels businesses on wage-hour compliance, including conducting internal audits on independent contractor status, overtime exemptions, and other pay practices. She also represents employers during investigations by the U.S. Department of Labor and serves as an expert witness in wage-hour class actions. She was a founding officer of ComplianceHR, a law and technology company, where she created AI-based applications to evaluate independent contractor and overtime exempt status.
Ms. McCutchen served as Administrator of the U.S. Department of Labor’s Wage and Hour Division, appointed by President Bush and confirmed by the Senate in 2001. She was the primary architect of the 2004 revisions to the overtime exemption regulations, the first major changes to the regulations in 55 years.

James C. Ho is a Circuit Judge on the U.S. Court of Appeals for the Fifth Circuit. Before taking the bench on January 4, 2018, he was a partner and co-chair of the national Appellate and Constitutional Law practice group of Gibson, Dunn & Crutcher LLP.
As an appellate litigator for over a decade, including three years as the Solicitor General of Texas, Judge Ho presented 50 oral arguments in federal and state courts nationwide. He won numerous appeals, including three merits cases at the U.S. Supreme Court. He was routinely ranked among the nation’s leading lawyers by Benchmark, Chambers, Law360, The Legal 500, and The National Law Journal, among other publications. His work has been cited favorably by courts at every level of both the federal and state judiciaries. He won a Best Brief Award from the National Association of Attorneys General for every year that he served as solicitor general, and he is the only state solicitor general in history to be invited by the U.S. Supreme Court to express the views of a state.
Judge Ho has served in all three branches of the federal government. On the Senate Judiciary Committee, he served as chief counsel of the Subcommittees on the Constitution and Immigration under Senator John Cornyn. At the Justice Department, he served as Special Assistant to the Assistant Attorney General for Civil Rights and an attorney-advisor at the Office of Legal Counsel. He clerked for Judge Jerry E. Smith of the U.S. Court of Appeals for the Fifth Circuit and Justice Clarence Thomas of the U.S. Supreme Court.

Michelle P. Connolly is Professor of the Practice in the Economics Department at Duke University. She was the Economics Director of Duke in New York: Financial Markets and Institutions Program for 2007-2009 and the Director of EcoTeach for several years. She currently serves as the Director of the Honors Program in Economics and a member of the Duke Alumni Association Board.
In 2011, Professor Connolly won the Howard D. Johnson Trinity College Teaching Prize and was named among the top five percent of Duke University Undergraduate Instructors in 2009, 2010 and 2011.
Professor Connolly previously served as Chief Economist of the Federal Communications Commission in 2006-2007 and 2008-2009, and as an Economist for the International Research Function for the Federal Reserve Bank of New York from 1996 to 1997. She graduated Phi Beta Kappa and Summa Cum Laude from Yale University in 1990, and went on to earn her M.A. and M.Phil in economics. Professor Connolly received her Ph.D. in economics from Yale University in 1996.
Professor Connolly’s research and teaching focus specifically on international trade, telecommunications policy, media policy, education, growth, and development. She has received funding for her research from the National Science Foundation, the Duke Arts and Sciences Research Council Grants, the Spencer Grant, and the Teagle Grant.
Professor Connolly has published in numerous journals, including the American Economic Review, the American Economic Journal: Macroeconomics, the Journal of Development Economics, the Journal of Economic History, the Journal of Economic Growth, the Review of Industrial Organization, and Current Issues in Economics and Finance.
In 2011, Professor Connolly testified before Congress and participated in a White House panel on Spectrum Issues. She has been presenting her work at university seminars and international conferences since 1996. Some of her appearances were at the ACLP Advanced Communications 2009 Summit, where she was a panelist and moderator, at the conference on “Wireless Technologies: Enabling Innovation and Economic Growth”, where she served as a keynote panelist, and at the Martin H. Crego Lecture in Economics, an all college Lecture at Vassar College. Francella Ochillo leads the National Hispanic Media Coalition’s policy and government affairs office in Washington, D.C. and is responsible for developing policy and legal strategies that encourage open and affordable communications, innovation, competition, and diversity. Francella represents NHMC in meetings with decision makers in Congress and at federal regulatory agencies. Her expertise and advocacy have been featured in outlets including USA Today, Law 360, and ColorLines Magazine.
Francella coordinates organizational responses to regulatory proposals that threaten to widen the digital divide and has co-authored several notable filings documenting opposition to the FCC’s Net Neutrality repeal, proposals to gut Lifeline, and further media consolidation. Francella has expertise elevating the public dialogue and developing Congressional outreach strategies. For example, she has organized and moderated briefings to educate House and Senate staffers on a range of issues related to Lifeline, media diversity, the extreme vetting immigration initiatives. Francella also supervises NHMC’s legal fellowship program, which provides an opportunity for select students throughout the country to experience media, technology, and telecommunications law and advocacy.
In her prior role at NHMC as policy counsel, Francella analyzed and helped implement communication policy initiatives for the National Hispanic Media Coalition, while coordinating government outreach and public engagement efforts that bring Latinos online and on the airwaves. She developed strategic relationships with organizational allies to amplify the voices of Latinos in Washington and was a critical part of the team analyzing the more than 50,000 consumer complaints received from the FCC in response to NHMC’s Freedom of Information Act requests that drew renewed attention to the importance of preserving the 2015 Open Internet Order.
Francella earned a B.S. in Marketing from Morgan State University and a J.D. from John Marshall Law School in Chicago, Illinois. Founder and CEO, Jeff Warshaw is a lifelong broadcaster. He built his first station while still a student at the Wharton School of Business at the University of Pennsylvania. Chairman, Federal Communications Commission
Brendan Carr is the Chairman of the Federal Communications Commission. He previously served as the senior Republican Commissioner and as the FCC’s General Counsel. Nominated by both President Trump and President Biden, Carr has been confirmed unanimously by the Senate three times.
Described by Axios as “the FCC’s 5G crusader,” Carr has led the FCC’s work to modernize its infrastructure rules and accelerate the buildout of high-speed networks. His reforms cut billions of dollars in red tape, enabled the private sector to construct high-speed networks in communities across the country, and extended America’s global leadership in 5G.
Chairman Carr is also focused on expanding America’s skilled workforce—the tower climbers and construction crews needed to build next-gen networks. His jobs initiative promotes community colleges and apprenticeships as a pipeline for good-paying 5G jobs. He is recognizing America’s talented tower crews through a series of “5G Ready” Hard Hat presentations.
Chairman Carr leads a groundbreaking telehealth initiative at the FCC. The Connected Care Pilot Program supports the delivery of high-quality care to low-income Americans and veterans.
Chairman Carr’s time outside of Washington helps inform his approach to the job. He regularly hits the road to hear directly from community members and learn how changes in federal policies could help improve their lives.
Chairman Carr brings nearly 20 years of private and public sector experience in communications and tech policy to his position. Before joining the FCC as a staffer back in 2012, he worked as an attorney at Wiley Rein LLP in the firm’s appellate, litigation, and telecom practices. Previously, Chairman Carr clerked on the U.S. Court of Appeals for the Fourth Circuit for Judge Dennis Shedd. After attending Georgetown University for his undergrad, Chairman Carr earned his J.D. magna cum laude from the Catholic University of America’s Columbus School of Law where he served as an editor of the Catholic University Law Review.
Professor of the Practice of Economics, Duke University
Michelle P. Connolly is Professor of the Practice in the Economics Department at Duke University. She was the Economics Director of Duke in New York: Financial Markets and Institutions Program for 2007-2009 and the Director of EcoTeach for several years. She currently serves as the Director of the Honors Program in Economics and a member of the Duke Alumni Association Board.
In 2011, Professor Connolly won the Howard D. Johnson Trinity College Teaching Prize and was named among the top five percent of Duke University Undergraduate Instructors in 2009, 2010 and 2011.
Professor Connolly previously served as Chief Economist of the Federal Communications Commission in 2006-2007 and 2008-2009, and as an Economist for the International Research Function for the Federal Reserve Bank of New York from 1996 to 1997. She graduated Phi Beta Kappa and Summa Cum Laude from Yale University in 1990, and went on to earn her M.A. and M.Phil in economics. Professor Connolly received her Ph.D. in economics from Yale University in 1996.
Professor Connolly’s research and teaching focus specifically on international trade, telecommunications policy, media policy, education, growth, and development. She has received funding for her research from the National Science Foundation, the Duke Arts and Sciences Research Council Grants, the Spencer Grant, and the Teagle Grant.
Professor Connolly has published in numerous journals, including the American Economic Review, the American Economic Journal: Macroeconomics, the Journal of Development Economics, the Journal of Economic History, the Journal of Economic Growth, the Review of Industrial Organization, and Current Issues in Economics and Finance.
In 2011, Professor Connolly testified before Congress and participated in a White House panel on Spectrum Issues. She has been presenting her work at university seminars and international conferences since 1996. Some of her appearances were at the ACLP Advanced Communications 2009 Summit, where she was a panelist and moderator, at the conference on “Wireless Technologies: Enabling Innovation and Economic Growth”, where she served as a keynote panelist, and at the Martin H. Crego Lecture in Economics, an all college Lecture at Vassar College. In 2013 Professor Connolly was awarded a National Science Foundation Secure and Trustworthy Cyberspace Grant, “Dollars for Hertz: Making Trustworthy Spectrum Sharing Technically and Economically Viable.”
