Galloway, a case in which the lower Court of Appeals held that a legislative prayer practice violates the Establishment Clause of the First Amendment, notwithstanding the absence of discrimination in the selection of prayer-givers or forbidden exploitation of the prayer opportunity. Was the lower court correct?
