Michael E. Rosman is CIR’s General Counsel. He graduated summa cum laude from the University of Rochester in 1981, majoring in economics and political science. He received his J.D. in 1984 from Yale Law School. Mr. Rosman worked as an associate at Rosenman & Colin in New York City from 1984-93.
Mr. Rosman joined CIR in March 1994. Mr. Rosman is the author of several articles, including: “Ambiguity and the First Amendment: Some Thoughts On All-White Advertising,” 61 Tenn. L. Mr. Rosman has litigated throughout the federal court system, and has argued many times in the federal courts of appeals. He also successfully argued on behalf of CIR client Tony Morrison in the United States Supreme Court in the landmark case of United States v. Morrison, 529 U.S. 598 (2000).
Professor of Law, UCLA School of Law
Sander has been working on questions of social and economic inequality for nearly all of his career. He was born in Washington, D.C., but spent most of his childhood in small towns in northwest Indiana. After earning a B.A. in Social Studies at Harvard, Sander in 1978 joined the federal Vista program and worked for a small neighborhood housing group on Chicago's south side. While organizing tenant unions and building receiverships, he was deeply impressed with the work of the South Shore Bank, an experimental, community-development bank owned by churches and foundations. Sander secured funding from three federal agencies and, with the Woodstock Institute, completed the first detailed study of the bank. South Shore Bank was widely imitated as an instrument for community revitalization in other urban areas over the next two decades.
Sander attended graduate school at Northwestern University from 1983 to 1988, earning degrees in law (J.D., 1988) and economics (M.A. 1985, Ph.D., 1990). In his law review comment and his dissertation, Sander sought to understand why fair housing laws had seemingly produced widespread integration in some American metropolitan areas, but very little integration in most. During much of this period, Sander served on the board of the Rogers Park Tenants Committee, and worked on the election effort and subsequent transition team of Harold Washington, Chicago’s first black mayor.
In 1989, Sander joined the faculty of the UCLA School of Law. During this period, he continued his work on housing segregation, but also pursued two new interests: the reasons behind the American legal profession’s explosive growth since the mid-1960s, and the structure and effects of law school admissions policies. With Kris Knaplund, he published in 1995 the first comparative evaluation of academic support programs used in legal education. After California voters approved Propostion 209 in 1996 – banning the use of race in various government programs, including admissions at the University of California – Sander successfully argued for the adoption of class-based preferences in the law school’s admissions, and published a study on the results of this experiment in 1997.
During the 1990s, Sander was involved in several Los Angeles civic initiatives. He served as President of the Fair Housing Congress of Southern California from 1984 to 1996; founded the Fair Housing Institute in 1996, and helped the City of Los Angeles design and implement in 1997 what was, at the time, the nation's most ambitious living wage law. Sander also persuaded regional authorities to develop outreach programs that sharply increased local usage of the Earned Income Tax Credit, generating tens of millions of dollars annually for LA's poorest working families.
Sander was one of seven UCLA faculty members and staff who launched the Program in Public Interest Law and Policy, which created a distinct curriculum aimed at public interest students. From 1998 to 2004, Sander helped to steer the "After the JD" study, the first national panel study of law school graduates. In 1998-99, Sander and others at the School of Law launched the Empirical Research Group (ERG), an entity designed to help faculty members undertake ambitious empirical projects and introduce more quantitative and methodological sophistication into their policy-related work.
In 2004, Sander published a comprehensive study of affirmative action in American law schools, focusing particularly on the ways in which large preferences imposed unexpected but substantial costs on their intended beneficiaries.
Sander teaches courses in Property, Quantitative Methods, Urban Housing, and Policy Analysis. He is married to astrophysicist Fiona Harrison, and has a son, Robert. He lives in the Los Feliz neighborhood of Los Angeles.
Executive Director, American Association for Access Equity and Diversity (AAAED)
Shirley J. Wilcher, Mount Holyoke Class of 1973, is a leading authority on equal opportunity and diversity policy. After graduating from Mount Holyoke cum laude with a degree in Philosophy and French, she went on to receive her MA in Urban Affairs and Policy Analysis from the New School for Social Research and her Juris Doctor degree from Harvard Law School. While a student at Mount Holyoke she received a certificat pratique de langue Francaise from the Université de Paris. While a student at Harvard, Wilcher began a career in civil rights as clerk for the NAACP Legal Defense and Educational Fund, Inc.
After earning her law degree, she became staff attorney for the National Women’s Law Center in Washington, D.C. She later moved to Capitol Hill as Associate Counsel for Civil Rights for the House Committee on Education and Labor. There, she was responsible for legislation and oversight of the federal agencies charged with enforcement of Title IX of the Education Amendments of 1972, Titles VI and VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act and other laws relating to equal employment opportunity and labor standards. She served as principal staff person on major investigations of the civil rights enforcement activities of the Equal Employment Opportunity Commission, the Office of Federal Contract Compliance Programs, U.S. Department of Labor, and the Office for Civil Rights, U.S. Department of Education. Wilcher left Capitol Hill to serve as the Director for State Relations and General Counsel for the National Association of Independent Colleges and Universities.
During the Clinton Administration, Wilcher served a near seven-year term as Deputy Assistant Secretary for the Office of Federal Contract Compliance Programs in the Labor Department. There she directed a federal program that emphasized the elimination of systemic barriers to equal employment opportunity, the glass ceiling, and inequities in corporate compensation systems, testifying before both House and Senate Labor Committees. Following her service in the Clinton Administration, Wilcher established her consulting firm, Wilcher Global LLC, and served as Executive Director of Americans for a Fair Chance, a consortium of six civil rights legal organizations formed to serve as an educational resource on affirmative action. Wilcher also taught as adjunct Associate Professor of Law at Washington College of Law of American University and worked as Attorney Advisor for the Equal Employment Opportunity Commission.
Currently, Wilcher is the Executive Director of the American Association for Access Equity and Diversity (AAAED), formerly the American Association for Affirmative Action (AAAA), founded in 1974. AAAED is an organization of equal opportunity, diversity and affirmative action professionals working for academic institutions, the private sector and government. Wilcher is also President and CEO of the Fund for Leadership, Equity, Access and Diversity (LEAD Fund), the nonprofit affiliate of AAAED.
Shirley is the recipient of the NAACP’s Keeper of the Flame Award, AAAED’s Rosa Parks Award and the special Drum Major for Justice and President’s Awards for AAAA/AAAED. Wilcher also served as the first Recording Secretary of the National Political Congress of Black Women, founded in 1984 by former U.S. Representative Shirley Chisholm, and was on the board of Wider Opportunities for Women. Wilcher is an Advisory Board Member, Oxford Women’s Leadership Program, Oxford, UK. In 2018, Shirley Wilcher received an Honorary Doctor of Laws from her alma mater, Mount Holyoke College.

George T. Conway III has been a partner in the Litigation Department of Wachtell, Lipton, Rosen & Katz since January 1994. He joined the firm in September 1988. His litigation experience has included a variety of high-profile matters spanning many areas of law in federal and state courts throughout the country. He has extensive experience in securities litigation, mergers and acquisitions litigation, contract litigation, antitrust litigation, and other litigation, both at the trial and appellate levels.
In the area of securities litigation, he recently briefed and argued the case for respondents in Morrison v. National Australia Bank, in which the Supreme Court of the United States held that Section 10(b) of the Securities Exchange Act of 1934 does not apply extraterritorially to claims of so-called "foreign-cubed" plaintiffs -- foreign investors who purchased securities of foreign issuers on foreign exchanges. He also recently argued and won a precedent-setting motion to dismiss so-called "foreign-squared" claims against European Aeronautic Defence & Space Co. brought by American plaintiffs who purchased that foreign company's shares on foreign exchanges.
Mr. Conway also recently argued and won an important appeal under the Visual Artists Rights Act of 1990 on behalf of the Swiss installation artist Christoph Büchel in the artist’s highly publicized dispute with the Massachusetts Museum of Contemporary Art. He also successfully represented the Chief Judge of the State of New York and the New York Unified Court System in historic constitutional litigation over the State of New York’s extended failure to adjust judicial salaries. Mr. Conway also played a substantial role in the successful defense of Kenneth Langone’s Invemed Associates in a disciplinary proceeding before the NASD (now FINRA) that resulted in what the New York Times called a "withering," "high-profile defeat" for the regulators.
Mr. Conway’s work in mergers and acquisitions litigation includes the representation of Rohm and Haas Co. and ADVO, Inc., in, respectively, Rohm and Haas v. Dow Chemical Co., and Valassis Communications v. ADVO, two Delaware Chancery Court cases involving claims to enforce merger agreements, as well as two historic cases in the development of Delaware corporate law governing mergers and acquisitions, QVC v. Paramount Communications and Paramount Communications v. Time Inc. and Warner Communications, in addition to many other cases involving contests for corporate control in the Delaware courts and elsewhere over the past two decades.
In addition, Mr. Conway played a substantial role in prosecuting one of the most prominent defamation cases in recent memory (Philip Morris v. American Broadcasting Cos.). He has extensive experience in merger-related private antitrust litigation and government antitrust investigations, including the defense of Cardinal Health in the preliminary injunction proceedings before the United States District Court for the District of Columbia in FTC v. Cardinal Health. He also represented the National Football League in trademark and antitrust litigation against the Dallas Cowboys in NFL Properties v. Dallas Cowboys Football Club. His pro bono work includes his successful representation in the Second Circuit of crime victims and public-interest groups as amici curiae in opposing claims that federal law requires the State of New York to allow felons to vote while still incarcerated.
Mr. Conway is a graduate of Harvard College, where in 1984 he received an A.B. magna cum laude in biochemical sciences. Former Secretary; U.S. Department of Labor
Rene Alexander Acosta is an American attorney and politician, who served as the 27th United States Secretary of Labor from 2017 to 2019.
Secretary Acosta is the son of Cuban refugees, a native of Miami, and first-generation college graduate. He earned his undergraduate and law degrees from Harvard University.
Following law school, he worked as a law clerk for Justice Samuel A. Alito, Jr., at the U.S. Court of Appeals for the Third Circuit. He then worked at the law firm of Kirkland & Ellis and went on to teach at George Mason University’s Antonin Scalia School of Law.
Secretary Acosta has served in three presidentially appointed, Senate-confirmed positions. In 2002, he was appointed to serve as a member of the National Labor Relations Board, where he participated in or authored more than 125 opinions. In 2003, he was appointed Assistant Attorney General for the Civil Rights Division of the U.S. Department of Justice, and from 2005 to 2009 he served as the U.S. Attorney for the Southern District of Florida.
Prior to his tenure at the Department of Labor, Secretary Acosta served as the dean of the FIU College of Law.
Secretary Acosta has twice been named one of the nation’s 50 most influential Hispanics by Hispanic Business magazine. He was also named to the list of 100 most influential individuals in business ethics in 2008. In 2013, the South Florida Hispanic Chamber of Commerce presented him with the Chairman’s Higher Education Award in recognition of his “outstanding achievements, leadership and determination throughout a lifetime of caring and giving back to the community.”

Roger P. Alford joined the Notre Dame Law faculty in January 2012. Alford teaches and writes in a wide range of subject-matter areas, including international trade, international arbitration, international antitrust, and comparative law.
Alford earned his B.A. with Honors from Baylor in 1985, his J.D. with Honors from New York University, and his LL.M. from Edinburgh University. Before entering the legal academy, he served as a law clerk to Judge James Buckley of the United States Court of Appeals for the D.C. Circuit, and Judge Richard Allison of the Iran-United States Claims Tribunal in The Hague, Netherlands. He practiced law with Hogan & Hartson (now Hogan Lovells) in Washington, D.C., and was also a senior legal advisor to the Claims Resolution Tribunal for Dormant Activities in Zurich, Switzerland.

He is Concurrent Professor at the Keough School of Global Affairs, a Faculty Fellow at the Kellogg Institute for International Studies, and a Faculty Fellow at the Nanovic Institute for European Studies. Samuel A. Alito, Jr., Associate Justice, was born in Trenton, New Jersey, April 1, 1950. He married Martha-Ann Bomgardner in 1985, and has two children - Philip and Laura. He served as a law clerk for Leonard I. Garth of the United States Court of Appeals for the Third Circuit from 1976–1977. He was Assistant U.S. Attorney, District of New Jersey, 1977–1981, Assistant to the Solicitor General, U.S. Department of Justice, 1981–1985, Deputy Assistant Attorney General, U.S. Department of Justice, 1985–1987, and U.S. Attorney, District of New Jersey, 1987–1990. He was appointed to the United States Court of Appeals for the Third Circuit in 1990. President George W. Bush nominated him as an Associate Justice of the Supreme Court, and he took his seat January 31, 2006.

Former U.S. Attorney General, Governor and U.S. Senator John Ashcroft serves as the firm’s founder and chairman. As Attorney General, and the U.S. Justice Department’s CEO, Mr. Ashcroft led the world’s largest and foremost international law firm and law enforcement agency—an organization larger than most Fortune 500 companies, with over 122,000 employees. Mr. Ashcroft integrated strategic planning, budgeting, and performance measures, which resulted in the DOJ earning a clean audit for the first time in its history.
Mr. Ashcroft boldly led the Department of Justice through the transformational period after the September 11, 2001, terrorist attacks. He subsequently reorganized the Department to focus on its number one priority: preventing terrorism. The tough antiterrorism campaign he directed helped keep America safe throughout his tenure and resulted in the dismantling of terrorist cells across America and the disruption of over 150 terrorist plots worldwide.
Within two months of the attacks, and with financial markets still reeling, the unprecedented corporate scandals at ENRON, WorldCom and dozens more unfolded, further destabilizing the weakened economy. John Ashcroft was called upon to restore America’s faith in the integrity of our marketplace. He marshaled the resources of the federal government to bring to justice those guilty of massive corporate fraud. At all times, he demanded that cases be brought swiftly, with appropriate serious penalties—always taking into account the best interests of the employees and shareholders whose lives were most directly affected.
From 1985 to 1993, as Governor of Missouri, Ashcroft balanced eight consecutive budgets, built a $120 million budget surplus and established a $190 million operating reserve. His management and fiscal integrity helped generate 338,000 new jobs state-wide, a triple-A bond rating from the three major Wall Street rating agencies, a per capita state and local tax burden ranked 49th in the United States and a 12 percent increase in personal income. His new education performance standards led Fortune magazine to name him as one of the nation’s top ten Education Governors. In 1991, the non-partisan National Governors Association voted him Chairman.
Elected to the U.S. Senate in 1994, he brought his management skills to Washington where he authored budget rules protecting Social Security and Medicare and helped balance the federal budget for the first time in decades. As a member of the Senate Judiciary, Foreign Relations and Commerce Committees, he worked to reform laws regulating the banking, telecommunications, aviation, transportation and information technology industries.
In 1973, Mr. Ashcroft served as Missouri Auditor, followed by two terms as Missouri Attorney General. He was raised in Springfield, Missouri, received his undergraduate degree from Yale University and his Juris Doctor from the University of Chicago.

Dr. John Baker is Professor Emeritus of Law, and previously the Dale E. Bennett Professor of Law, at Louisiana State University Law School. He is currently Visiting Professor at Peking University School of Transnational Law (via Zoom) and has been Visiting Professor at The Center for the Constitution, Georgetown Law School (2013-2020). He has also been a Visiting Fellow at Oriel College, the University of Oxford (2012-2014) and taught at Blackfriars Hall, Oxford in 2014. Dr. Baker has also been an adjunct Fellow at the Heritage Foundation (Spring, 2008) and a Distinguished Scholar at the Catholic University of America Law School (2011-12). He has taught at Tulane Law School, George Mason Law School, Pepperdine Law School, New York Law School, Hong Kong University, and the University of Dallas, School of Management and also taught and/or lectured in 17 foreign countries. Notable among his foreign visits are the
following: Visiting Professor at the University of Lyon III (France) (1999-2011); Visiting Professor at the Universidad de los Andes, Chile (2012), as a Fulbright Specialist (2006); and a Fulbright Scholar at various universities in the Philippines. Dr. Baker received his J.D., with honors, from the University of Michigan Law School and his B.A., magna cum laude, from the University of Dallas. He also earned a Ph.D. in Political Thought from the University of London. Baker has taught over a dozen different subjects, mostly courses in public law. His main areas of interest are Constitutional Law (particularly federalism and separation of powers), Criminal Law, Anti-Terrorism Law, International Law, Health Care Law, Mediation, and Comparative Law.
In addition to law review articles and book chapters, Dr. Baker’s academic publications include Hall's Criminal Law: Cases and Materials (with Benson, Force and George; 5th ed. Michie, 1993); An Introduction to the Law of the United States (ed. with Levasseur; University Press of America, 1992). He has also published on Forbes.com, FoxNews.com, in The Washington Times, and a number of times in The Wall Street Journal. He argues in federal court, including two oral arguments in the U.S. Supreme Court. For many years, he co-taught courses for the Federalist Society on separation of powers with the late Supreme Court Justice Antonin Scalia. In September 2016, he co-taught a Supreme Court seminar in China with Justice Samuel Alito. Following law school, he served as a law clerk in federal district court and as an assistant district attorney in New Orleans before joining LSU in 1975. While a professor, he has been as a consultant to USAID, USIA (since rolled into the State Department), the Justice Department, the U.S. Senate Judiciary Subcommittee on Separation of Powers, and the Office of Planning in the White House. He served on an ABA Task Force which issued the report, The Federalization of Crime (1998) and later as a consultant to the “Bi-Partisan Task Force on the Over- federalization of Crime” (2012-2014) created by the U.S. House Judiciary Subcommittee on Crime. Dr. Baker was a co-founder of the first iteration (1995) of Stratfor Inc., a global intelligence agency. He co-authored its first book: The Intelligence Edge (with Friedman, Friedman and Chapman; Crown Books/Random House 1997). In 2022, he began a short, weekly video podcast available on YouTube and Rumble, The Baker Brief.
Patrick Hotung Professor of Constitutional Law, Georgetown University Law Center
Randy Barnett is the Patrick Hotung Professor of Constitutional Law at Georgetown University Law Center. He has argued before the United States Supreme Court, tried murder cases to juries as a prosecutor in Chicago, and appeared as a prosecutor in the feature film Inalienable. He is the author of numerous books, including Restoring the Lost Constitution, The Structure of Liberty, Our Republican Constitution, and The Original Meaning of the Fourteenth Amendment. He has published two memoirs, A Life for Liberty: The Making of an American Originalist, and Felony Review: Tales of True Crime and Corruption in Chicago. He is currently working on a new book, Freedom and Flourishing: Libertarianism for the Real World.

Thomas Barnett is a partner in the Washington, DC office and co-chair of the firm's Antitrust & Consumer Law Practice Group. He specializes in global antitrust and competition law practice and works closely with the firm’s white collar practice on criminal antitrust enforcement and investigative matters.
Mr. Barnett recently served as Assistant Attorney General in charge of the Justice Department’s Antitrust Division. He headed the Antitrust Division from 2005 to 2008, having previously served in the Division as Deputy Assistant Attorney General for Civil Enforcement from 2004 to 2005. During his tenure, Mr. Barnett was involved in some of the largest and most complicated criminal matters in the Division’s history, including investigations and prosecutions that involved coordination with multiple competition authorities in other jurisdictions. In the merger area, Mr. Barnett oversaw the review of all mergers investigated by the Division and supervised more than 30 cases filed in federal district court. He also oversaw an active competition advocacy program that included numerousamicusbriefs filed with the U.S. Supreme Court on antitrust issues and comments to a wide range of federal and state agencies. He argued before the U.S. Supreme Court asamicuson behalf of the United States inBell Atlantic Corp. v. Twomblyand testified several times before Congressional committees.
While at the Antitrust Division, Mr. Barnett worked with international antitrust authorities throughout the world and served in leadership positions in key international competition organizations, such as chairing the Working Party on International Cooperation and Enforcement of the OECD Competition Committee and serving on the Steering Committee of the International Competition Network.
Mr. Barnett received the Edmund Randolph Award, the U.S. Department of Justice’s highest honor, for his service in the Division.
Prior to 2004, Mr. Barnett was a leader in the firm’s Antitrust & Consumer Law Practice Group. He counseled Fortune 500 companies on all aspects of antitrust law and was involved in mergers and acquisitions, government antitrust investigations, and antitrust litigation involving a wide range of industries. He served as an adjunct professor at Georgetown University Law Center, teaching a course on antitrust and intellectual property issues in sports in 2001 and 2003, and as a co-teacher of an advanced antitrust seminar at the University of Virginia Law School multiple times between 1991 and 2004.
Former United States Attorney General
William P. Barr was born on May 23, 1950 in New York City. Mr. Barr received his A.B. in government from Columbia University in 1971 and his M.A. in government and Chinese studies in 1973. From 1973 to 1977, he served in the Central Intelligence Agency before receiving his J.D. with highest honors from George Washington University Law School in 1977.
In 1978, Mr. Barr served as a law clerk under Judge Malcolm Wilkey of the U.S. Court of Appeals for the District of Columbia Circuit. Following his clerkship, Mr. Barr joined the Washington, D.C. office of the law firm of Shaw, Pittman, Potts & Trowbridge as an associate. He left the firm to work in the White House under President Ronald Reagan from 1982 to 1983 on the domestic policy staff, then returned to the law firm and became a partner in 1985.
Under President George H.W. Bush, Mr. Barr served as the Deputy Attorney General from 1990 to 1991; the Assistant Attorney General of the Office of Legal Counsel from 1989 to 1990; and the 77th Attorney General of the United States from 1991 to 1993. While serving at the Department, Mr. Barr helped create programs and strategies to reduce violent crime and was responsible for establishing new enforcement policies in a number of areas including financial institutions, civil rights, and antitrust merger guidelines. Mr. Barr also led the Department’s response to the Savings & Loan crisis; oversaw the investigation of the Pan Am 103 bombing; directed the successful response to the Talladega prison uprising and hostage taking; and coordinated counter-terrorism activities during the First Gulf War.
From 1994 to 2000, Mr. Barr served as Executive Vice President and General Counsel for GTE Corporation. Mr. Barr then served as Executive Vice President and General Counsel of Verizon from 2000 to 2008. At both GTE and Verizon, Mr. Barr led the legal, regulatory, and government affairs activities of the companies.
After retiring from Verizon in 2008, Mr. Barr advised major corporations on government enforcement matters, as well as regulatory litigation. Mr. Barr served as Of Counsel at Kirkland & Ellis LLP in 2009 and rejoined the firm in 2017.
President Donald Trump announced his intention to nominate Mr. Barr on December 7, 2018, and he was confirmed as the 85th Attorney General of the United States by the U.S. Senate on February 14, 2019. U.S. Supreme Court Chief Justice John Roberts administered the oath of office. Mr. Barr joins John Crittenden (1841 and 1850-1853) as one of only two people in U.S. history to serve twice as Attorney General.

Judge Carlos Bea serves as a judge on the United States Court of Appeals for the Ninth Circuit. He received his Bachelor's Degree from Stanford University in 1956 and his J.D. from Stanford Law School in 1958. Judge Bea was born in San Sebastian, Spain, and immigrated with his family to Cuba in 1939. In 1952, he represented Cuba on the Cuban National basketball team in the Helsinki Olympics. Judge Bea became a naturalized citizen of the United States in 1958. He engaged in private practice in San Francisco, principally in the area of civil trials (jury and non-jury), from 1959-75 at Dunne, Phelps & Mills and from 1975-90 at Carlos Bea, A Law Corporation. He taught courses in civil litigation advocacy at Hastings College of Law and Stanford Law School. From 1990 to 2003, Judge Bea served as a judge of the San Francisco Superior Court. He was nominated by President George W. Bush to the United States Court of Appeals for the Ninth Circuit and was confirmed in 2003.
Judge Bea and his wife Louise reside in San Francisco, where they raised their four sons, Sebastian, Alexander, Nicholas, and Dominic.

Lillian BeVier taught constitutional law (with special emphasis on First Amendment issues), intellectual property (trademark, copyright), real property and torts from 1973-2010 at the Law School, and now teaches a January Term course on judicial philosophy.
At Stanford Law School, BeVier was revising editor for the Stanford Law Review and a member of the Order of the Coif. Before coming to Virginia, she was associate professor of law at the University of Santa Clara Law School; practiced law with Spaeth Blase Valentine & Klein in Palo Alto, Calif.; served as research associate to Professor William F. Baxter at Stanford University Law School, working on the FAA-ABA study of the legal aspects of airport noise and the sonic boom; and was assistant to the general secretary and assistant staff legal counsel for Stanford University.
BeVier received the University of Virginia Alumni Association Distinguished Professor Award in 2006. The Raven Society elected her to membership in 1993 and honored her with the faculty award in 2010. She delivered the Henry Miller Memorial Lecture at Georgia State Law School in 2005, the Coen Memorial Lecture at the University of Colorado Law School in 2000, and the David C. Baum Lecture on Civil Rights and Civil Liberties at the University of Illinois Law School in 1996. In 1999, at the invitation of the Supreme Court Historical Society, she spoke to the Society on Free Expression in the Warren and Burger Courts. Suffolk University awarded her an honorary S.J.D. degree in 1998. In the fall of 2003, she was a visiting scholar at the National Constitution Center in Philadelphia.
Having been nominated by President Bush and confirmed by the Senate in 2003, she served as vice-chair of the Board of Directors of the Legal Services Corporation until 2009. She serves on the national Board of Visitors of the Federalist Society. Within the Charlottesville community, BeVier has served as chair of the Board of Trustees of St. Anne’s-Belfield School and of the Martha Jefferson Hospital. She is currently chair of the board of the Martha Jefferson Health Services Corporation and of Piedmont CASA (Court-Appointed Special Advocates).

Clint Bolick was appointed by Governor Doug Ducey in January 2016 to serve on the Arizona Supreme Court and was retained by the voters in 2018 and 2024.

Judge Calabresi was appointed United States Circuit Judge in July, 1994, and entered into duty on September 16, 1994. Prior to his appointment, he was Dean and Sterling Professor at the Yale Law School where he began teaching in 1959. He continues to serve as a member of that faculty as Sterling Professor Emeritus and Professorial Lecturer.

Calabresi clerked for Justice Antonin Scalia and Judges Robert H. Bork and Ralph K. Winter. He was a Special Assistant to Attorney General Meese from 1985 to 1987 and worked with Ken Cribb as his deputy in 1987 on the second floor of the West Wing of the Reagan White House. Jesse Choper served as law clerk to Chief Justice Earl Warren of the U.S. Supreme Court following graduation from law school. He taught at the Wharton School of the University of Pennsylvania from 1957 to 1960, and at the University of Minnesota Law School from 1961 to 1965. He joined the Berkeley Law faculty in 1965. Choper has been a visiting professor at Harvard Law School, Fordham Law School, University of Milan, Free University in Amsterdam, Autonoma University in Barcelona, University of New South Wales in Sydney, University of Lucerne in Switzerland, and Catholic University of Portugal in Lisbon and Porto. He served as Berkeley Law’s dean from 1982 to 1992.
From 1979 to 1998, Choper was one of the three major lecturers at U.S. Law Week’s Annual Constitutional Law Conference in Washington, D.C. He has delivered 20 titled lectures at major universities throughout the country, including the Cooley Lectures at Michigan, the Stevens Lecture at Cornell, the Baum Lecture at Illinois, and the Lockhart Lecture at Minnesota. He has served on the executive committee of the Association of American Law Schools, and on the executive council of the American Academy of Arts and Sciences (of which he was vice president for more than ten years). He was national president of the Order of the Coif and is a member of the American Law Institute. In 1998 he received the UC Berkeley Distinguished Teaching Award and the Rutter Award for Teaching Distinction at Berkeley Law in 2006. In 2005 the Berkeley Law Alumni Association presented Choper with the Faculty Lifetime Achievement Award and the University of Pennsylvania Law School gave him the James Wilson Award, its highest award for alumni.

Jeffrey Bossert Clark was born in Philadelphia, Pennsylvania on April 17, 1967. He is a graduate of Harvard University (A.B. in economics and history, 1989), the University of Delaware (M.A. in urban affairs and public policy, 1993), and the Georgetown University Law Center (J.D., 1995).
Mr. Clark began his career working for the State of Delaware’s Department of Finance, Division of Revenue as an economics analyst in the field of tax policy. During his tenure from 1989 to 1992, he authored several white papers analyzing Delaware revenue sources. Delaware also selected Mr. Clark to submit an economic report and affidavit to the United States Supreme Court in the original jurisdiction case of Delaware v. New York, 507 U.S. 490 (1993).
He entered Georgetown’s law school in 1992 where he earned honors as an articles editor of the Georgetown Law Journal, an Olin Law & Economics Fellow, and a member of the Order of the Coif. From 1995 to 1996, Mr. Clark clerked for Judge Boggs of the U.S. Court of Appeals of the Sixth Circuit. Mr. Clark then joined the law firm of Kirkland & Ellis as an associate from 1996-2001. He worked as an appellate litigator on numerous Supreme Court and other appellate cases and developed expertise in administrative law, statutory interpretation, as well as antitrust, labor, environmental, and telecommunications law.
Mr. Clark went on to serve in ENRD from 2001-2005 as a Deputy Assistant Attorney General selected by Attorney General Ashcroft and Assistant Attorney General Tom Sansonetti. In that capacity, he supervised ENRD’s Appellate and Indian Resources Sections. He reviewed, edited, and contributed to virtually every brief that ENRD filed in the Courts of Appeals, including several cases of exceptional significance that he personally briefed and argued. During his service in the early 2000s, Mr. Clark argued and won numerous cases in multiple U.S. Courts of Appeals and worked on all Supreme Court cases arising out of ENRD’s work.
In 2005, Mr. Clark returned to Kirkland & Ellis LLP as a partner, where he litigated until his return to ENRD in 2018. There he worked on numerous multi-billion-dollar matters and continued to argue many appellate cases. His practice operated at all levels — appellate litigation, trial court litigation, agency proceedings, and regulatory and litigation counseling. He was confirmed by the U.S. Senate on October 11, 2018 and sworn into office on November 1, 2018, followed by an investiture ceremony on November 15, 2018.

Walter served as Assistant Attorney General and head of the Office of Legal Counsel (OLC) from 1993 to 1996. He was acting Solicitor General for the 1996-97 Term of the US Supreme Court. During that time, Walter argued nine cases before the Court, the most by any Solicitor General in more than 20 years. Bert Ely has specialized in deposit insurance and banking structure issues since 1981. In 1986, he became an early predictor of the S&L crisis and a taxpayer bailout of the FSLIC. Associate Professor of Law, UMKC School of Law
A struggling Spanish guitar and didgeridoo playing former naval officer, Tim Lynch joined the faculty as an associate professor in summer 2011.
Prior to joining the faculty, Professor Lynch taught as a visiting assistant professor at the Indiana University Maurer School of Law. His scholarship is principally in the areas of international capital markets and international trade. He teaches the courses International Trade Law and Finance, International Business Transactions, Conflicts of Law, and International Environmental Law.
Tim received his JD from Harvard Law School, his MBA from Indiana University’s Kelley School of Business and his BA from the University of Chicago, where he majored in Arabic and Islamic studies and spent much of his time training and captaining the university’s rowing team.
Prior to entering academia, Professor Lynch was an associate attorney at Coudert Brothers in New York largely representing institutions in international investment transactions and development projects. After living in Japan for several years, and then living out of a pickup truck while traveling around North America for a year, he became the executive manager for the Public Works Department of the Emirate of Abu Dhabi, where he managed the construction of several grand-scale public works projects.
When he is not struggling with the guitar or the didge, Professor Lynch devotes far too much time and money learning how to turn wood and playing with his three young boys.

Earl Maltz is a Distinguished Professor and the author of two books and more than 50 articles on constitutional law, statutory interpretation, the role of the courts and legal history. He teaches constitutional law, employment discrimination, conflicts of law and a seminar on the Supreme Court.
Professor Maltz is the author of Rethinking Constitutional Law: Originalism, Interventionism, and the Politics of Judicial Review (1994), Civil Rights, The Constitution and Congress, 1863-1865 (1990), and over 50 articles on constitutional law, statutory interpretation, the role of the courts and legal history. He received his B.A. from Northwestern University, where he was elected to Phi Beta Kappa, and his J.D. cum laude from Harvard. William Rand Kenan, Jr. Distinguished Professor of Law, University of North Carolina School of Law
William (Bill) Marshall joined the Carolina Law faculty in 2001 and serves as the William R. Kenan Jr. Distinguished Professor of Law. His teaching and research interests include the first amendment, presidential power, election law, federal jurisdiction, federal judicial selection, civil procedure, and media law. Marshall is the author of numerous book chapters, articles, and essays on free speech, separation of powers, the Establishment Clause, and the Free Exercise Clause. His work has appeared in the Harvard Law Review, the Yale Law Journal, the Supreme Court Review, and the University of Chicago Law Review, among others.
Marshall received his law degree from the University of Chicago and his undergraduate degree from the University of Pennsylvania. Marshall was Deputy Counsel to the President and Deputy Assistant to the President during the Clinton Administration and also served as the Solicitor General for the State of Ohio. He has taught at the Northwestern, Boston University, Vanderbilt, Ohio State, DePaul, Case Western Reserve, William and Mary, and the University Connecticut law schools. Prior to beginning his teaching career, Marshall was a Special Assistant Attorney General for the State of Minnesota.
Kevin J. Martin was nominated to be a member of the Federal Communications Commission by President George W. Bush on April 30, 2001, and was sworn in on July 3, 2001. He was designated chairman by President George W. Bush on March 18, 2005. Chairman Martin was re-nominated for a second term as commissioner and chairman by President George W. Bush on April 25, 2006.
Chairman Martin joined the Commission from the White House, where he served as a Special Assistant to the President for Economic Policy and was on the staff of the National Economic Council. In that capacity, he focused primarily on commerce and technology policy issues. He also served as the official U.S. government representative to the G-8's Digital Opportunity Task Force, a government, non-profit, and private sector task force created to identify ways in which the digital revolution can assure opportunities for developing countries.
Prior to joining the Bush Administration, Chairman Martin served as a principle technology and telecommunications advisor on the Bush-Cheney Transition team. He assumed this role after serving as the Deputy General Counsel to the Bush campaign in Austin, Texas from July 1999 through December 2000.
From 1997 to 1999, Chairman Martin served as a Legal Advisor to FCC Commissioner Harold Furchtgott-Roth, advising the Commissioner on telecommunications and broadband issues. Chairman Martin had previously served in the Office of the Independent Counsel following several years of work in private practice at the Washington, DC law firm of Wiley, Rein & Fielding. While at Wiley, Rein & Fielding, he worked on communications, legislative, and appellate litigation matters. Before joining Wiley, Rein & Fielding, Martin was a law clerk for United States Court District Judge William M. Hoeveler in Miami, Florida.

Michael W. McConnell is the Richard and Frances Mallery Professor and Faculty Director of the Constitutional Law Center at Stanford Law School, and a Senior Fellow at the Hoover Institution. From 2002 to 2009, he served as a Circuit Judge on the United States Court of Appeals for the Tenth Circuit. He was nominated by President George W. Bush, a Republican, and confirmed by a Democratic Senate by unanimous consent. McConnell has previously held chaired professorships at the University of Chicago and the University of Utah, and visiting professorships at Harvard and NYU. He teaches courses on constitutional law, constitutional history, First Amendment, and interpretive theory. Adams (2020). defending a provision of the Delaware Constitution requiring political balance on that state’s courts. More recently, he was co-counsel in Gonzalez v. Google. He earned his B.A. from Michigan State University and his J.D. from the University of Chicago, and has received honorary degrees from Notre Dame University and Michigan State. Geoffrey Miller is an author or editor of a dozen books and more than 200 articles in the fields of financial institutions, contract law, corporate and securities law, constitutional law, civil procedure, legal history, jurisprudence, and ancient law. He has taught a wide range of subjects including law and economics, corporations, compliance and risk management, property, regulation of financial institutions, land development, securities law, the legal profession, and legal theory. Judge, United States Court of Appeals, Ninth Circuit
Judge O’Scannlain was appointed United States Circuit Judge for the Ninth Circuit by President Reagan on September 26, 1986. He received a J.D. degree in 1963 from Harvard Law School and a B.A. in 1957 from St. John’s University. He also earned the LL.M. (Judicial Process) degree at University of Virginia Law School in 1992. He was awarded the LL.D. (honoris causa) degree by the University of Notre Dame in 2002, the LL.D. (honoris causa) degree by Lewis & Clark College in 2003 and the LL.D. (honoris causa) degree by the University of Portland in 2011.
As a judge on the U.S. Court of Appeals for the Ninth Circuit, Judge O’Scannlain has participated in over 6,000 federal cases and has written hundreds of published opinions on a broad range of subjects including constitutional law, international law, securities law, administrative law, and criminal law. He hears appeals in San Francisco (court headquarters), as well as in Los Angeles (Pasadena), Portland, Seattle, Anchorage and Honolulu. President George W. Bush appointed Judge O’Scannlain to the Board of Trustees of the James Madison Memorial Fellowship Foundation in 2004. Pope Benedict XVI conferred the Order of Saint Gregory the Great on Judge and Mrs. O’Scannlain in 2007.
Judge O’Scannlain’s professional interests also include judicial administration and reform, and continuing legal education. Judge O’Scannlain is former Chair of the Judicial Division of the American Bar Association and has previously chaired the ABA’s Appellate Judges Conference, its Committee on Appellate Practice, and its 9th Appellate Practice Institute. He has testified before the Senate Judiciary Committee on several occasions, the House Judiciary Subcommittee on Courts and Intellectual Property, and the Commission on Structural Alternatives for the Federal Courts of Appeals on the subject of court reorganization. He retired from the U.S. Army Reserve in 1978 as a Major after 23 years Reserve and National Guard service, including four years as an enlisted man.

Walter Olson is a senior fellow at the Cato Institute’s Robert A. Levy Center for Constitutional Studies and is known for his writing on the American legal system. His books include The Rule of Lawyers, on mass litigation, The Excuse Factory, on lawsuits in the workplace, and most recently Schools for Misrule, on the state of the law schools. His first book, The Litigation Explosion, was one of the most widely discussed general-audience books on law of its time. It led the Washington Post to dub him “intellectual guru of tort reform.” Active on social media, he is known as the founder and principal writer of what is generally considered the oldest blog on law as well as one of the most popular, Overlawyered.com. William H. Pryor Jr. serves as Chief Circuit Judge on the United States Court of Appeals for the Eleventh Circuit.

Randall R. Rader was appointed to the United States Court of Appeals for the Federal Circuit by President George H. W. Bush in 1990 and served as Chief Judge from June 2010 to June 2014. He was appointed to the United States Claims Court (now the U. S. Court of Federal Claims) by President Ronald W. Reagan in 1988. Judge Rader's most prized title may well be "Professor Rader."
As Professor, Judge Rader has taught courses on patent law and other advanced intellectual property courses at The George Washington University Law School,University of Virginia School of Law, Georgetown University Law Center, the Munich Intellectual Property Law Center, and other university programs in Tokyo, Taipei, New Delhi, and Beijing. Michael D. Judge Randolph was confirmed by the Senate and appointed to the United States Court of Appeals for the District of Columbia Circuit by President George H. W. Bush in July 1990.
Judge Randolph received his B.S. degree in 1966 from Drexel University, majoring in economics and basic engineering. At Drexel, he was president of the debate society, vice president of the Student Senate, and a member of the varsity wrestling squad. In 1969, he received his J.D. from the University of Pennsylvania, summa cum laude. Judge Randolph ranked first in his law school class all three years and was managing editor of the Law Review.

As an Adjunct Professor of Law at Georgetown University Law Center from 1974-1978 he taught courses in civil procedure and injunctions. In 1992 he taught a course in constitutional law. He is a Distinguished Adjunct Professor of Law at George Mason School of Law and for the past ten years has been teaching First Amendment law. He also serves on the Judicial Advisory Board of the George Mason University Law and Economics Center.
From 1993 through 1995 Judge Randolph was a member of the Committee on Codes of Conduct of the Judicial Conference of the United States, and from 1995 to 1998 served as the Committee's chairman. He also served as the judicial liaison to the American Bar Association’s Administrative Law Section.
Judge Randolph is a member of the Board of Visitors at Drexel University Law School and was named to the “Drexel One Hundred” as a leading alumnus. In 2002 he was presented the James Wilson Award by the University of Pennsylvania Law School. In November 2005 he delivered the Fifth Annual Barbara K. Olson Memorial Lecture at the Annual Lawyers Convention of the Federalist Society. He was appointed Judge of the United States Court of Appeals for the District of Columbia Circuit in 1982. Mr. Young previously served 18 years as a member of the Michigan Supreme Court, including as chief justice from 2011 to January 2017. Before that, he was a judge of the Michigan Court of Appeals. Mr. Young has served on the boards of many charitable groups, including the Detroit Urban League, United Community Services of Metropolitan Detroit, and Vista Maria, a resource center for abused and neglected young women and girls. A former commissioner of the Michigan Civil Service Commission, he was a trustee of Central Michigan University, University Liggett School, and the Grosse Pointe Academy. Mr. Young is a former chair of the Greater Detroit Chamber of Commerce Leadership Detroit. He had been an adjunct professor at Wayne State University Law School for more than 20 years and more recently taught at Michigan State University Law School.

George T. Conway III has been a partner in the Litigation Department of Wachtell, Lipton, Rosen & Katz since January 1994. He joined the firm in September 1988. His litigation experience has included a variety of high-profile matters spanning many areas of law in federal and state courts throughout the country. He has extensive experience in securities litigation, mergers and acquisitions litigation, contract litigation, antitrust litigation, and other litigation, both at the trial and appellate levels.
In the area of securities litigation, he recently briefed and argued the case for respondents in Morrison v. National Australia Bank, in which the Supreme Court of the United States held that Section 10(b) of the Securities Exchange Act of 1934 does not apply extraterritorially to claims of so-called "foreign-cubed" plaintiffs -- foreign investors who purchased securities of foreign issuers on foreign exchanges. He also recently argued and won a precedent-setting motion to dismiss so-called "foreign-squared" claims against European Aeronautic Defence & Space Co. brought by American plaintiffs who purchased that foreign company's shares on foreign exchanges.
Mr. Conway also recently argued and won an important appeal under the Visual Artists Rights Act of 1990 on behalf of the Swiss installation artist Christoph Büchel in the artist’s highly publicized dispute with the Massachusetts Museum of Contemporary Art. He also successfully represented the Chief Judge of the State of New York and the New York Unified Court System in historic constitutional litigation over the State of New York’s extended failure to adjust judicial salaries. Mr. Conway also played a substantial role in the successful defense of Kenneth Langone’s Invemed Associates in a disciplinary proceeding before the NASD (now FINRA) that resulted in what the New York Times called a "withering," "high-profile defeat" for the regulators.
Mr. Conway’s work in mergers and acquisitions litigation includes the representation of Rohm and Haas Co. and ADVO, Inc., in, respectively, Rohm and Haas v. Dow Chemical Co., and Valassis Communications v. ADVO, two Delaware Chancery Court cases involving claims to enforce merger agreements, as well as two historic cases in the development of Delaware corporate law governing mergers and acquisitions, QVC v. Paramount Communications and Paramount Communications v. Time Inc. and Warner Communications, in addition to many other cases involving contests for corporate control in the Delaware courts and elsewhere over the past two decades.
In addition, Mr. Conway played a substantial role in prosecuting one of the most prominent defamation cases in recent memory (Philip Morris v. American Broadcasting Cos.). He has extensive experience in merger-related private antitrust litigation and government antitrust investigations, including the defense of Cardinal Health in the preliminary injunction proceedings before the United States District Court for the District of Columbia in FTC v. Cardinal Health. He also represented the National Football League in trademark and antitrust litigation against the Dallas Cowboys in NFL Properties v. Dallas Cowboys Football Club. His pro bono work includes his successful representation in the Second Circuit of crime victims and public-interest groups as amici curiae in opposing claims that federal law requires the State of New York to allow felons to vote while still incarcerated.
Mr. Conway is a graduate of Harvard College, where in 1984 he received an A.B. magna cum laude in biochemical sciences. He received his J.D. in 1987 from Yale Law School, where he was an editor of the Yale Law Journal. In 1987 and 1988, he served as a law clerk to Circuit Judge Ralph K. Winter, Jr. of the United States Court of Appeals for the Second Circuit.

Erik Jaffe has been involved in appeals on a broad range of legal issues, including First Amendment challenges to campaign finance reform, Commerce Clause challenges to Health Care Reform and other federal legislation, Equal Protection Clause challenges to affirmative action in education, First Amendment challenges to school vouchers, Fifth Amendment challenges to takings of property, Second Amendment challenges to restrictions on gun ownership, and a wide variety of cases involving patents, copyrights, ERISA, securities fraud, federal preemption, environmental regulation, and other state and federal constitutional and statutory matters. He has represented businesses and non-profit groups, Judges, Senators, former government officials, Nobel Prize winners, and a broad cross-section of private individuals. Mr. Jaffe has been involved in over 120 Supreme Court matters, including filing over 30 cert. petitions, representing half-a-dozen parties on the merits, and filing over 70 amicus briefs at both the cert. and merits stages.
A 1990 graduate of the Columbia University School of Law, Mr. Jaffe was a law clerk to Judge Douglas H. Ginsburg of the United States Court of Appeals for the District of Columbia Circuit from 1990 to 1991. Following that clerkship he spent five years in litigation practice with the Washington, D.C. law firm of Williams & Connolly. In the summer of 1996 he left Williams & Connolly to clerk for Supreme Court Justice Clarence Thomas. At the end of that clerkship he started his own practice, and he was a sole practitioner from 1997 to 2018. He joined the firm of Schaerr | Jaffe LLP in 2018.

Mr. Noreika leads projects related to the U.S. banking industry, as well as clients that span beyond traditional banking including financial technology and cryptocurrency companies. He is the company’s focal point for C-suite advice on compliance and regulatory requirements at all levels, domestic and international.
Prior to joining Patomak, Mr. Noreika was a partner at Simpson Thacher & Bartlett LLP and was a lead lawyer in the firm’s financial institutions regulatory practice, focusing on banking regulation and related litigation. In that role, he advised domestic and international financial institutions on regulatory issues relating to mergers and acquisitions, minority investments, capital issuances, structuring and compliance activities, and litigation matters.
Mr. Noreika’s extensive experience includes advising regional and multinational banks on the structuring of their U.S. operations, compliance with the Volcker Rule, Consumer Financial Protection Bureau and other federal agency regulations, Bank Secrecy Act and anti-money laundering rules, as well as transactional matters and related regulatory applications. He has counseled numerous private equity funds with respect to investments in banking organizations.
In 2017, Mr. Noreika served as acting Comptroller of the Currency where he led the 4,000-person independent agency responsible for chartering, regulating, and supervising all national banks and federal savings associations as well as federal branches and agencies of foreign banks in the U.S. There, he worked to make regulation more accountable, improved the efficiency of chartering and licensing decisions, and sought the enhance the value of the national bank and federal thrift charters and their ability to meet the credit and banking needs of their communities. In this role, he also served as director of the Federal Deposit Insurance Corporation and member of the Financial Stability Oversight Council.
Mr. Noreika has been recognized as a leader in his field by Chambers USA in “Financial Services Regulation: Banking Compliance” since 2014. He received his law degree from Harvard Law School, where he was editor of the Harvard Law Review. He earned his B.S. in economics with a concentration in finance from The Wharton School of the University of Pennsylvania.
