Rosen is a member of the Investigations and Regulatory Enforcement Practice of Cravath, Swaine & Moore LLP.  He previously served in the U.S. Department of Justice (DOJ) as Acting Attorney General and Deputy Attorney General, as well as Deputy Secretary and General Counsel at the U.S. Department of Transportation (DOT), and General Counsel and Senior Policy Advisor at the White House Office of Management and Budget (OMB).

With decades of both public and private sector executive leadership experience, including past service on the global management committee of one of the world’s leading law firms, he has built a career specializing in the management of complex, sensitive, and consequential matters.

Biography

Geoffrey R. Stone is the Edward H. Levi Distinguished Service Professor at the University of Chicago. Mr. Stone joined the faculty in 1973, after serving as a law clerk to Supreme Court Justice William J. Brennan, Jr. He later served as Dean of the Law School (1987-1994) and Provost of the University of Chicago (1994-2002).

Stone is the author of many books on constitutional law, including Sex and the Constitution: Sex, Religion and Law from America’s Origins to the Twenty-First Century (2017); Speaking Out: Reflections of Law, Liberty and Justice (2010 & 2016); Top Secret: When Our Government Keeps Us in the Dark (2007), War and Liberty: An American Dilemma (2007), Perilous Times: Free Speech in Wartime (2004), and Eternally Vigilant: Free Speech in the Modern Era(Chicago 2002). He is also an editor of two leading casebooks, Constitutional Law (7th ed. 2013) and The First Amendment (5th ed. 2016). Stone is an editor of The Supreme Court Reviewand chief editor of a twenty-volume series, Inalienable Rights, which is being published by the Oxford University Press.

Stone was appointed by President Obama to serve on the President’s Review Group on Intelligence and Communications Technologies, which evaluated the government’s foreign intelligence surveillance programs in the wake of Edward Snowden’s leaks. He is a Fellow of the American Academy of Arts and Sciences, a member of the America Law Institute, the National Advisory Council of the American Civil Liberties Union, a member of the American Philosophical Society, and a member of the Board of Advisors of the Council for Democracy and Technology. He has served as Chair of the Board of the American Constitution Society and Chair of the Board of the Chicago Children’s Choir.

Stone has also written amicus briefs for constitutional scholars in a number of Supreme Court cases, including Obergefell v. Hodges, Whole Woman’s Heath v. Hellerstadt, Lawrence v. Texas, United States v. Windsor, United States v. Stevens, and Rasul v. Bush. He was also one of the lawyers who represented President Bill Clinton in the Supreme Court in Clinton v. Jones.

Biography
Keith E. Whittington is the David Boies Professor of Law at Yale Law School. He is the faculty director of the Center for Academic Freedom and Free Speech at Yale. Prior to joining Yale, Professor Whittington was the William Nelson Cromwell Professor of Politics at Princeton University. He writes about American constitutional law, politics and history and American political thought. He has been a visiting professor at the University of Texas School of Law, is a member of the American Academy of the Arts and Sciences, and served on the Presidential Commission on the Supreme Court of the United States. He did his undergraduate work at the University of Texas at Austin and completed his Ph.D. in political science at Yale University. Biography
Hans A. von Spakovsky is a leading national expert on a wide range of legal and constitutional issues, including civil rights, elections, the First Amendment, immigration, executive authority, the rule of law, and government reform.

He is the former Senior Legal Fellow and Manager of the Election Law Reform Initiative in the Edwin Meese III Center for Legal & Judicial Studies at The Heritage Foundation.

He is a former member of President Donald Trump’s Advisory Commission on Election Integrity. From 2006 to 2007, von Spakovsky was a member of the Federal Election Commission. He served as Counsel to the Assistant Attorney General for Civil Rights at the U.S. Department of Justice from 2002 to 2005. Prior to entering public service, Hans von Spakovsky worked for 17 years as a government affairs consultant, in a corporate legal department, and in private practice.

He is a 1984 graduate of the Vanderbilt University School of Law and received a B.S. from the Massachusetts Institute of Technology in 1981, which he attended on a National Merit Scholarship. He is Chairman of the Board of Trustees of the Public Interest Legal Foundation.

He is the 2016 winner of the Drs. W. Glenn and Rita Ricardo Campbell Award from the Heritage Foundation and received Meritorious Service Awards from the U.S. Department of Justice in 2003, 2004, and 2005.

von Spakovsky is the coauthor of “Who’s Counting? How Fraudsters and Bureaucrats Put Your Vote at Risk” (Encounter 2012) and “Obama’s Enforcer: Eric Holder’s Justice Department” (HarperCollins/Broadside 2014). His 2011 series “Every Single One” at PJ Media was nominated for a Pulitzer Prize and his articles have appeared in Fox News, National Review Online, and the Wall Street Journal.

Gail L. Heriot

Professor of Law, University of San Diego School of Law (Retired)

Biography

Gail Heriot is a recently retired law professor from the University of San Diego. She also served as a member of the U.S. Commission on Civil Rights from 2007 to 2025.  She is also the chairman of the board of the American Civil Rights Project and the chair emerita of the Civil Rights practice group at the Federalist Society for Law & Public Policy.

Professor Heriot is a prolific writer in the area of civil rights.  She is the author of  many law review articles.  She is also the editor (along with Maimon Schwarzschild) of the 2021 anthology, A Dubious Expediency:  How Race Preferences Damage Higher Education. Her upcoming book is entitled, Why We Walk on Eggshell:  How Our Civil Rights Laws Helped Bring About the Woke Era—And the Trump Era, Too.

Her writings for a general audience have appeared in the Wall Street Journal, the San Diego Union-Tribune, the National Review and many other newspapers and magazines.

In 1996, she co-chaired the successful  “Yes on Proposition 209” campaign, which amended the California Constitution to prohibit state-sponsored discrimination or preferential treatment based on race, sex, color, ethnicity or national origin.  In 2020, she co-chaired the “No on Proposition 16” campaign, which successfully prevented Proposition 209’s repeal.

Carl T. Bogus

Biography

Professor Bogus has achieved national prominence in two areas -- (1) tort law, and especially, products liability; and (2) gun control, including issues involving the Second Amendment.

His work in the first area includes Why Lawsuits Are Good for America: Disciplined Democracy, Big Business and the Common Law (NYU Press). His Constitutional Law research proposes the thesis that James Madison wrote the Second Amendment to ensure that the federal government could not subvert the slave system by disarming the militia, on which the South relied for slave control. Professor Bogus has testified before Congress and spoken about and debated these subjects at many venues across the country, including at Harvard, Columbia, Chicago, Stanford, and Vanderbilt law schools, and his writings on these subjects have been published by law reviews, as well as opinion journals such as The Nation and The American Prospect, and newspapers including USA Today, Boston Globe, Washington Times, and the Providence Journal. Most recently, he was interviewed by National Public Radio. One of his interests is how ideology influences the law, and he is presently at work on a biography of William F. Buckley, Jr. and the conservative movement.

Michael O'Shea

Professor of Law, Oklahoma City University School of Law

Biography

Professor O’Shea is a nationally recognized expert on firearms law and the Second Amendment. He is a co-author of the first law school casebook on the subject, Firearms Law and the Second Amendment: Regulation, Rights, and Policy, published in 2012. He serves as the Associate Director of OCU Law’s Center for State Constitutional Law and Government.

Professor O’Shea is an honors graduate of Harvard College and Harvard Law School. He also holds a master’s degree in philosophy from the University of Pittsburgh. Before coming to Oklahoma City University School of Law in 2006, he practiced commercial litigation in Chicago and in his hometown of Kansas City, Missouri. He also served as a law clerk to Chief Judge Danny J. Boggs of the U.S. Court of Appeals for the Sixth Circuit and to Judge John R. Gibson of the U.S. Court of Appeals for the Eighth Circuit.

Michael B. Mukasey

Former United States Attorney General

Biography

Michael B. Mukasey is the former Attorney General of the United States, the nation’s chief law enforcement officer. As Attorney General from November 2007 to January 2009, he oversaw the U.S. Department of Justice and advised on critical issues of domestic and international law. 

From 1988 to 2006, Judge Mukasey served as a district judge in the United States District Court for the Southern District of New York, becoming Chief Judge in 2000.

From 1972 to 1976, Judge Mukasey served as an Assistant United States Attorney for the Southern District of New York, and as Chief of the Official Corruption Unit from 1975 to 1976. His practice consisted of criminal litigation on behalf of the government, including investigation and prosecution of narcotics, bank robbery, interstate theft, securities fraud, fraud on the government and bribery. From 1976 to 1987 and from 2006 to 2007 he was in private practice.

Judge Mukasey has received numerous honors, including the Federal Bar Council’s Learned Hand Medal for Excellence in Federal Jurisprudence. He served as Chairman of the Committee on Public Access to Information and Proceedings of the New York Bar Association from 1984 to 1987. He served on the Federal Courts Committee of the Association of the Bar of the City of New York from 1979 to 1982 and its Communications Law Committee from 1983 to 1986. Judge Mukasey was also a part-time lecturer at Columbia School of Law from January 1993 to May 2007, teaching trial advocacy.

He received his LL.B. from Yale Law School in 1967 and his B.A. from Columbia College in 1963.

Judge, United States Court of Appeals for the Ninth Circuit

Biography

Anthony Johnstone serves as a judge on the United States Court of Appeals for the Ninth Circuit. Judge Johnstone previously served as the Helen and David Mason Professor of Law and an affiliated Professor of Public Administration at the University of Montana, Alexander Blewett III School of Law in Missoula since 2011. As a professor he taught federal and state constitutional law and legislation, as well as a federal judicial clinic. Johnstone also has served as trial and appellate counsel in federal and state courts, including the Ninth Circuit and the Supreme Court of the United States, most recently with Johnstone PLLC. He served the Montana Department of Justice as state solicitor from 2008 to 2011 and assistant attorney general from 2004 to 2008. Johnstone entered practice as an associate at Cravath, Swaine & Moore in New York from 2000 to 2003. Born to Montanans in Minneapolis, Minnesota, Johnstone received his Bachelor of Arts from Yale University in 1995 and his Juris Doctor, with honors, from the University of Chicago Law School in 1999. Following law school, he clerked for Ninth Circuit Judge Sidney R. Thomas in Billings, Montana from 1999 to 2000.

Biography

John O. McGinnis is a graduate of Harvard College and Harvard Law School where he was an editor of the Harvard Law Review. He also has an MA degree from Balliol College, Oxford, in philosophy and theology. Professor McGinnis clerked on the U.S. Court of Appeals for the District of Columbia. Clarke has a law degree from Valparaiso University School of Law and a B.A. in Political Science from Allegheny College.

Clarke Forsythe is currently Senior Counsel for AUL and author of Abuse of Discretion: The Inside Story of Roe v. Wade. His twenty-seven years of service to AUL includes founding and directing the AUL Project in Law & Bioethics, serving for six years as Vice President and General Counsel, overseeing our nationwide litigation and legislation strategy, and serving as President for ten years.

Mr. Forsythe has argued cases before federal and state courts and has testified before Congress and state legislatures. He is also a prolific writer on pro-life law issues, having published more than 15 law review articles and book chapters, as well as articles in First Things, the Wall Street Journal, and National Review Online. Other leading newspapers that have published his articles or quoted him include The New York Times, USA Today, the Washington Times, the Washington Post, Chicago Tribune, and the Wall Street Journal. Clarke blogs frequently on “The Road to Roe."

In 2006, Mr. Forsythe received an M.A. in Bioethics from Trinity International University.
