Professor Lietzan researches, writes, and teaches primarily in the areas of food and drug regulation, intellectual property, and administrative law. Some of her recent scholarship has focused on the nature and purpose of the new drug approval system, federal regulation of fecal microbiota transplantation, federal regulation of products derived from cannabis, the political economy of the Hatch-Waxman (generic drug) statute, and incentives to study already approved drugs for new uses. She is an award-winning teacher, and she has been an elected member of the American Law Institute since 2006.
Professor Lietzan brings to her scholarship and teaching eighteen years of private practice experience, eight of them as a partner in the food and drug group at Covington & Burling in Washington, DC. In practice, she handled a wide range of complex legal problems and broader legislative and regulatory policy questions affecting FDA-regulated companies. This work included lifecycle management and strategy issues, regulatory strategy and advocacy, white collar defense, congressional investigations, briefing in products liability cases, and international regulatory policy work. She was involved in every major amendment to the Federal Food, Drug, and Cosmetic Act (FDCA) between 1997 and 2014 and was deeply immersed for more than a decade in the development of the Biologics Price Competition and Innovation Act of 2010. She has been consistently identified by her peers in private practice as a “Best Lawyer in America” in the categories of FDA law (since 2013) and Biotechnology Law (since 2007).

Paul G. Mahoney is a David and Mary Harrison Distinguished Professor and served as dean of the Law School from 2008-16. Mahoney's teaching and research areas are securities regulation, law and economic development, corporate finance, financial derivatives and contracts. He has published widely in law reviews and peer-reviewed finance and law and economics journals. His book, “Wasting a Crisis: Why Securities Regulation Fails,” was published by the University of Chicago Press in 2015.
Mahoney joined the Law School faculty in 1990 after practicing law with the New York firm of Sullivan & Cromwell and clerking for Judge Ralph K. Winter, Jr. of the U.S. Court of Appeals for the Second Circuit and Justice Thurgood Marshall of the U.S. Supreme Court. He served as academic associate dean at the Law School from 1999 to 2004 and has held the Albert C. BeVier Research Chair and the Brokaw Chair in Corporate Law. Roderick Hills teaches and writes in public law areas, including constitutional law, local government law, land-use regulation, administrative law, and statutory interpretation. James served as Dean of the Robertson School of Government at Regent University in Virginia Beach, Virginia, from 1996 to 1999. Regent University is a Christian liberal arts school with a combined online and in-person enrollment of approximately 8,900 students. During her time as Dean, she led the SACS accreditation initiative for the school of government. James also served on the Virginia Commonwealth University Board of Visitors from 2010 to 2014. Dr. Teng Biao is an academic lawyer, currently Grove Human Rights Scholar at Hunter College. He co-founded two human rights NGOs in Beijing –the Open Constitution Initiative, and China Against the Death Penalty. Jerome A. Cohen, a professor at NYU School of Law since 1990 and U.S.-Asia Law Institute Faculty Director Emeritus, is a leading American expert on Chinese law and government. A pioneer in the field, Prof. Cohen began studying and teaching about China’s legal system in the early 1960s and from 1964 to 1979 introduced the teaching of Asian law into the curriculum of Harvard Law School, where he served as Jeremiah Smith Professor, Associate Dean and Director of East Asian Legal Studies. Prof. Cohen served for several years as C.V. Starr Senior Fellow and Director of Asia Studies at the Council on Foreign Relations, where he currently is an Adjunct Senior Fellow. Robert Destro served as Assistant Secretary for the Bureau of Democracy, Human Rights, and Labor (DRL). He has a long history as a human rights advocate and civil rights attorney with expertise in elections, employment, and constitutional law. Destro has served on the faculty at Catholic University’s Columbus School of Law since 1982 and served as its interim dean from 1999 to 2001. He was founding director of the Interdisciplinary Program in Law and Religion and served as the Director of the Institute for Policy Research and Catholic Studies from June 2017 to September 2019. Prior to her Board service, Ms. Williams was the Assistant Attorney General for the Office of Legal Policy at the United States Department of Justice from August 2017 to December 2020. Professor Lietzan researches, writes, and teaches primarily in the areas of food and drug regulation, intellectual property, and administrative law. Some of her recent scholarship has focused on the nature and purpose of the new drug approval system, federal regulation of fecal microbiota transplantation, federal regulation of products derived from cannabis, the political economy of the Hatch-Waxman (generic drug) statute, and incentives to study already approved drugs for new uses. She is an award-winning teacher, and she has been an elected member of the American Law Institute since 2006.
Professor Lietzan brings to her scholarship and teaching eighteen years of private practice experience, eight of them as a partner in the food and drug group at Covington & Burling in Washington, DC. In practice, she handled a wide range of complex legal problems and broader legislative and regulatory policy questions affecting FDA-regulated companies. This work included lifecycle management and strategy issues, regulatory strategy and advocacy, white collar defense, congressional investigations, briefing in products liability cases, and international regulatory policy work. She was involved in every major amendment to the Federal Food, Drug, and Cosmetic Act (FDCA) between 1997 and 2014 and was deeply immersed for more than a decade in the development of the Biologics Price Competition and Innovation Act of 2010. Paul G. Mahoney is a David and Mary Harrison Distinguished Professor and served as dean of the Law School from 2008-16. Mahoney's teaching and research areas are securities regulation, law and economic development, corporate finance, financial derivatives and contracts. Following her time in the Bush administration, she was appointed as Secretary of Health and Human Resources under former Virginia Governor George Allen. In this role she designed and implemented Virginia’s landmark welfare reform initiative, affecting 14 state agencies and over 19,000 employees. As Secretary, she also influenced housing policies regarding young, elderly, and low-income Virginians.
In 2001, James was appointed as Director of the U.S. Office of Personnel Management (OPM) by President George W. Bush and led a department of 3,600 employees. As a commentator and lecturer, she has appeared on network morning shows and several national news and talk programs. She is the author of three books: her award-winning autobiography Never Forget (1993); Transforming America from the Inside Out (1995); and What I Wish I’d Known Before I Got Married (2001).

Dr. Teng Biao is an academic lawyer, currently Grove Human Rights Scholar at Hunter College. He co-founded two human rights NGOs in Beijing –the Open Constitution Initiative, and China Against the Death Penalty. He is one of the earliest promoters of the Rights Defense Movement in China, and the manifesto Charter 08, for which Dr. Liu Xiaobo was awarded the Nobel Peace Prize. His research includes human rights, criminaljustice, social movement and political transition in China. Teng is working on two books, one is on China’s human rights movement, and another on China’s threat to global human rights and freedom.

Jerome A. Cohen, a professor at NYU School of Law since 1990 and U.S.-Asia Law Institute Faculty Director Emeritus, is a leading American expert on Chinese law and government. A pioneer in the field, Prof. Cohen began studying and teaching about China’s legal system in the early 1960s and from 1964 to 1979 introduced the teaching of Asian law into the curriculum of Harvard Law School, where he served as Jeremiah Smith Professor, Associate Dean and Director of East Asian Legal Studies. Prof. Cohen served for several years as C.V. Starr Senior Fellow and Director of Asia Studies at the Council on Foreign Relations, where he currently is an Adjunct Senior Fellow. In addition, he has published hundreds of scholarly articles on various topics as well as a book, China Today, co-authored with his wife, Joan Lebold Cohen, and a regular series of journalistic opinion pieces for various newspapers. Today, Prof. Cohen continues his research and writing on Asian law, specifically focusing on legal institutions, criminal justice reform, dispute resolution, human rights and the role of international law relating to China and Taiwan.
Jerry has his and his wife's name in the chair professor of Harvard Law School in 2018 and received a honorary doctor degree from Yale University in 2020.

Robert Destro served as Assistant Secretary for the Bureau of Democracy, Human Rights, and Labor (DRL). He has a long history as a human rights advocate and civil rights attorney with expertise in elections, employment, and constitutional law. Destro has served on the faculty at Catholic University’s Columbus School of Law since 1982 and served as its interim dean from 1999 to 2001. He was founding director of the Interdisciplinary Program in Law and Religion and served as the Director of the Institute for Policy Research and Catholic Studies from June 2017 to September 2019. He served as a commissioner on the U.S. Commission on Civil Rights from 1983-1989. His legal work includes collaboration with the Peace Research Institute Oslo in a fifteen-year dialogue among Muslim, Christian, and Jewish leaders in the legal, business, and religious fields in the United States and the Middle East as well as efforts promoting the release of political prisoners and prisoners of conscience in the Middle East. He has served as voting rights counsel for the Ohio Secretary of State and has advocated for the first amendment rights of individuals and organizations.
He earned a B.A. from Miami University, Ohio, and a J.D. from the University of California at Berkeley. He is an active member of the Bar in Ohio and California.
