Magistrate Judge, Eastern District of New York
Joseph A. Marutollo was appointed as a United States Magistrate Judge for the Eastern District of New York on September 25, 2023.
Judge Marutollo received his B.A. degree summa cum laude in 2007 from Fordham University, and a J.D. degree cum laude in 2010 from Pace University School of Law, where he was Executive Articles Editor of the Pace Law Review. Upon graduating from law school, Judge Marutollo served as an Assistant Corporation Counsel in the Special Federal Litigation Division of the New York City Law Department. While at the New York City Law Department, Judge Marutollo handled over 100 federal cases brought pursuant to 42 U.S.C. § 1983, including multiple trials.
Prior to joining the bench, Judge Marutollo served as an Assistant United States Attorney for the Eastern District of New York from March 2015 to September 2023. While at the U.S. Attorney’s Office, Judge Marutollo served as Chief of the Civil Division, where he oversaw all civil litigation involving the federal government in the district. Judge Marutollo also held other supervisory positions at the U.S. Attorney’s Office, including Acting Chief of the Civil Division, Principal Deputy Chief of the Civil Division, Deputy Chief of the Civil Division, Chief of the Immigration Litigation Unit, Ethics Advisor, and Professional Responsibility Officer. While at the U.S. Attorney’s Office, Judge Marutollo served as the lead attorney on behalf of the United States in over 150 federal cases, including successful trials in the Eastern District of New York and appeals at the U.S. Court of Appeals for the Second Circuit.
In 2019, Judge Marutollo received a Director’s Award for Superior Performance as an Assistant United States Attorney from the Executive Office for United States Attorneys for his exemplary performance in leading the district’s civil immigration practice. Also in 2019, Pace University School of Law awarded Judge Marutollo its Rising Star Award. In 2022, Judge Marutollo received the Younger Federal Lawyer Award from the Federal Bar Association.
Judge Marutollo has served as an Adjunct Professor of Law at Pace University School of Law, Fordham Law School, and Brooklyn Law School, as well as an Externship Coordinator at Cardozo Law School. Judge Marutollo has served as a member of the EDNY and SDNY Joint Local Rules Committee; the Advisory Committee on Civil Litigation of the U.S. District Court for the Eastern District of New York; the Board of Editors of the Federal Bar Council Quarterly; and the Board of Advisors at Fordham University’s Curran Center for American Catholic Studies.
Governor, Florida
Ron DeSantis is the 46th Governor of the State of Florida. Since taking office in January 2019, he has worked hard to expand education opportunities, improve Florida’s water resources and Everglades, champion vocational training, bolster public safety, foster innovation in health care, assist with hurricane recovery, promote infrastructure development and support veterans – all while lowering taxes and being fiscally responsible.
A native Floridian, Governor DeSantis worked his way through Yale University, where he captained the university baseball team and graduated magna cum laude. He also gradated with honors from Harvard Law School. While at Harvard, he earned a commission in the U.S. Navy as a JAG Officer. During his active duty service, then- Lieutenant DeSantis deployed to Iraq as an advisor to a U.S. Navy SEAL Commander in support of the SEAL mission in Iraq. His military decorations include the Iraq Campaign Medal of the Bronze Star Medal (meritorious service).
Prior to serving as Governor, DeSantis served as the U.S. Congressman for Florida’s 6th District. As Chairman of the National Security Subcommittee, DeSantis spearheaded efforts to reform the UA, combat terrorism, identify government waste and relocate the American Embassy in Israel to Jerusalem. As a Congressman, DeSantis championed term limits, fiscal responsibility with a strong national defense.
Governor DeSantis is married to First Lady Casey DeSantis, a former Emmy Award winning television host. They are the proud parents of two children, Madison and Mason. They are the youngest family living in the Florida Governor’s Mansion in nearly fifty years.
Partner, Holtzman Vogel
Joe Burns is a partner with Holtzman Vogel and focuses his practice on representing candidates and party committees in election cases throughout New York State.
Prior to joining the firm, Joe served as Deputy Director of Election Operations at the New York State Board of Elections. In this role, he worked with county Boards of Elections, candidates, and party committees, and was involved in New York State's transition from lever to optical scan voting. He also conducted hearings for the NYSBOE and represented it in court proceedings.
Additionally, Joe has served as an attorney for the Erie County and New York State Republican Committees, and has also represented candidates for a variety of public offices throughout New York State, including candidates for U.S. Congress and New York State Supreme Court.
From 2018 to 2024, Joe was the Deputy Administrative Director for the Erie County Water Authority; and from 2015 to 2018, he was the Secretary to the Erie County Water Authority.
A life-long resident of Upstate New York and active member of the Western New York community, Joe served as vice chair of the Erie County Charter Revision Commission in 2016 and was a member of the Erie County Advisory Commission on Reapportionment in 2021. City and State named Joe to its Upstate Power 100 list in 2024, and in 2025, Joe was named as one of New York State’s Law Power 100 by City and State.
