Professor Babette Boliek is a Professor of Law at Pepperdine University. She recently served as Chief Economist of the Federal Communications Commission in Washington, D.C.
Professor Boliek earned her BA with distinction from California State University, Chico, her JD from Columbia University School of Law and her PhD in Economics from the University of California, Davis. While at Columbia, she was both a Harlan Fiske Stone Scholar and a John M. Olin Fellow for Law and Economics. Her doctoral, and much of her subsequent research, focuses on the theoretical and quantitative analysis of legal issues of the U.S. communications industry. Professor Boliek's scholarly research also focuses on issues in administrative, antitrust, and communications and sports law. Professor Boliek clerked for the Honorable Michael B. Mukasey of the U.S. District Court for the Southern District of New York and is admitted to practice in the State of New York.
Prior to joining the Pepperdine Law faculty in 2009, Professor Boliek served as a Senior Fellow at the Information Economy Project at George Mason University School of Law, where she integrated her background in law and applied economics to analyze media, Internet, and telecommunications issues. Professor Boliek's work at George Mason followed and echoed her experience as a Fellow for the Center for Communication Law and Policy, a joint research venture of the University of Southern California Gould School of Law and the Annenberg School of Communication. President and Founder, International Center for Law & Economics
Geoffrey A. Manne is the president and founder of the International Center for Law and Economics (ICLE), a nonprofit, nonpartisan research center based in Portland, Oregon. He is also a distinguished fellow at Northwestern Law School’s Searle Center on Law, Regulation, & Economic Growth. In April 2017 he was appointed by FCC Chairman Ajit Pai to the FCC’s Broadband Deployment Advisory Committee, and he recently served for two years on the FCC’s Consumer Advisory Committee.
Mr. Manne earned his JD and AB degrees from the University of Chicago and is an expert in the economic analysis of law, specializing in competition, telecommunications, consumer protection, intellectual property, and technology policy.
Prior to founding ICLE, Manne was a law professor at Lewis & Clark Law School. From 2006-2009, he took a leave from teaching to develop Microsoft’s law and economics academic outreach program. Manne has also served as a lecturer in law at the University of Chicago Law School and the University of Virginia School of Law. He practiced antitrust law and appellate litigation at Latham & Watkins, clerked for Hon. Morris S. Arnold on the 8th Circuit Court of Appeals, and worked as a research assistant for Judge Richard Posner. He was also once (very briefly) employed by the FTC.
Mr. Manne’s publications have appeared in numerous journals including the Journal of Competition Law and Economics, the Harvard Journal of Law and Technology, the Supreme Court Economic Review, and the Arizona Law Review, among others. With former FTC Commissioner, Joshua Wright, Manne is the editor of a volume from Cambridge University Press entitled, Competition Policy and Intellectual Property Law Under Uncertainty: Regulating Innovation. Manne has also testified on several occasions before Congress and at the FCC and FTC, and he regularly files written comments and amicus briefs on key antitrust, IP, and telecommunications issues. His analysis is frequently published in popular print and broadcasting outlets such as the Wall Street Journal, Wired, Foreign Affairs, NPR, and Bloomberg, among others.

William Rinehart is a Senior Research Fellow at the Center for Growth and Opportunity at Utah State University.
He specializes in telecommunication, Internet, and data policy, with a focus on emerging technologies and innovation. His work has appeared in The Wall Street Journal, Bloomberg, Wired, Morning Consult, The Hill, Forbes, Reason, Marginal Revolution, Overlawyered, and on BBC Radio and NPR, just to name a few. Rinehart speaks regularly on topics related to tech policy and has been cited in regulatory orders from the FCC as well as Supreme Court petitions.
Rinehart came to the Center from the American Action Forum, where he served as Director of Technology and Innovation Policy. He was also previously a Research Fellow at TechFreedom and the Director of Operations at the International Center for Law & Economics. Joanna Tsai is vice president in the Antitrust & Competition Economics Practice of Charles River Associates in Washington, DC. She has over 15 years of experience in antitrust and intellectual property matters, and has held positions in private practice, academia, and government. Dr. Tsai’s consulting practice includes advising clients on the competitive and economic implications of mergers and acquisitions in a variety of industries, and evaluating and analyzing the economic aspects of antitrust claims. While serving as economic advisor at the Federal Trade Commission from 2013-2015, she advised on a broad range of competition, intellectual property, and consumer protection issues. Randolph J. May is Founder and President of The Free State Foundation. The Free State Foundation is an independent, non-profit free market-oriented think tank founded in 2006.
From October 1999-May 2006, May was a Senior Fellow and Director of Communications Policy Studies at The Progress & Freedom Foundation, a Washington, DC-based think tank. Prior to joining PFF, he practiced communications, administrative, and regulatory law as a partner at major national law firms. From 1978 to 1981, May served as Assistant General Counsel and Associate General Counsel at the Federal Communication Commission.
May has held numerous leadership positions in bar associations. He is a past Chair of the American Bar Association’s Section of Administrative Law and Regulatory Practice. Seth L. Cooper is Director of Policy Studies & Senior Fellow at The Free State Foundation. His work on federal communications and technology policy at the Free State Foundation began in 2009.

Ajit Pai, a former chairman of the Federal Communications Commission (FCC), is a nonresident fellow at the American Enterprise Institute, where he focuses on issues pertaining to technology and innovation, telecommunications regulatory policy, and market-based incentives for investment in broadband deployment. Concurrently, he is a partner at Searchlight Capital Partners, a global investment firm.
Mr. Pai’s distinguished career at the FCC includes two leadership roles following presidential appointments. He was appointed commissioner by President Barack Obama in 2012, designated chairman by President Donald Trump in 2017, and twice confirmed by the US Senate. While at the helm of the FCC, Mr. Pai had a transformative impact on the future of US technology and communications policy, implementing major initiatives to help close the digital divide; advance US leadership in 5G and other wireless technologies; promote innovation; protect consumers, public safety, and national security; and make the agency itself more open, transparent, and data-driven.
Earlier in his career, Mr. Pai served in various public-sector positions in the FCC’s Office of General Counsel, the US Department of Justice, the US Senate Judiciary Committee, and the US District Court for the Eastern District of Louisiana. He also worked as a partner at Jenner & Block and associate general counsel at Verizon Communications.

Roger P. Alford joined the Notre Dame Law faculty in January 2012. Alford teaches and writes in a wide range of subject-matter areas, including international trade, international arbitration, international antitrust, and comparative law.
Alford earned his B.A. with Honors from Baylor in 1985, his J.D. with Honors from New York University, and his LL.M. from Edinburgh University. Before entering the legal academy, he served as a law clerk to Judge James Buckley of the United States Court of Appeals for the D.C. Professor Goodno teaches Civil Procedure, Evidence, Trial Practice, Human Rights and International Criminal Law, and Advanced Criminal Procedure. Her research interests focus on justice for children and the vulnerable which include the intersection of criminal law, evidence, constitutional law, global justice, and cyberspace. She is also active in working with international human rights organizations.

William Goodwin is the Head of Policy, Regulatory, and Legal at Skyryse. Prior to Skyryse, he was the Head of Legal and Policy at AirMap, a start-up powering the future of low altitude-flight, where he managed the legal and policy teams. Prior to AirMap, he was an attorney with Morrison Foerster, an international law firm, and a member of the firm’s UAS/Drone Group, where he counseled clients regarding some of the unique product liability, licensing, and regulatory risks that arise in the drone context.

Ryan Hagemann is a Technology Policy Executive at IBM. He was previously a senior policy fellow at the International Center for Law & Economics. Before joining the International Center for Law & Economics, he was a senior fellow at the Niskanen Center, where he also served as the senior director for policy and director of technology policy. His policy expertise focuses on regulatory governance of emerging technologies, as well as a broader research portfolio that includes genetic modification and regenerative medicine, bioengineering and healthcare IT, artificial intelligence, autonomous vehicles, commercial drones, the Internet of Things, and other issues at the intersection of technology, regulation, and the digital economy. His work on “soft law” governance systems, autonomous vehicles, and commercial drones has been featured in numerous academic journals, and his research and comments have been cited by The New York Times, MIT Technology Review, and The Atlantic, among other outlets. Thomas Hazlett is the Hugh H. Macaulay Endowed Professor of Economics at Clemson University. Gus Hurwitz is a Senior Fellow and the Academic Director of the Center for Technology, Innovation & Competition and the University of Pennsylvania Carey Law School where he is working to develop academic and scholarly programs at the intersecution of law, technology, and policy.
He is also Director of Law & Economics Programs at the International Center for Law & Economics (ICLE), a think tank based in Portland, Oregon, where he directs its law and economics-focused research program and helps to translate academic research into applied policy issues.
Hurwitz's research focuses on the regulation of technology, including administrative and regulatory law, antitrust law, torts and products liability, and media law - alongside cognate fields. Inrecent years he has worked on an AI standardization initiative with Seoul National University, a UNICEF-organized study of broadband deployment to public schools in Rwanda, and a book on conglomerate and ecosystems theories of antitrust.
He has published over 30 articles and book chapters, two books (one on cybersecurity law & policy, one on media regulation in the digital era) and have two more in process, over 100 shorter writings (op-eds, shorter analyses, blog posts, &c), hosted over 100 podcast episodes, and regularly appear or am quoted in popular media (including the NY Times, Wall Street Journal, Washington Post, and Associated Press). His work has been cited by legislators, federal courts of appeals, and federal regulatory agencies.
He was previously a full professor and founding director of the Governance & Technology Center at the University of Nebraska, prior to which he was the inaugural research fellow at the Center for Technology, Innovation & Competition (CTIC). From 2007 to 2010, he was a trial attorney with the U.S. Department of Justice Antitrust Division in the Telecommunications and Media Enforcement Section.

President and Founder, International Center for Law & Economics
Geoffrey A. Manne is the president and founder of the International Center for Law and Economics (ICLE), a nonprofit, nonpartisan research center based in Portland, Oregon. He is also a distinguished fellow at Northwestern Law School’s Searle Center on Law, Regulation, & Economic Growth. In April 2017 he was appointed by FCC Chairman Ajit Pai to the FCC’s Broadband Deployment Advisory Committee, and he recently served for two years on the FCC’s Consumer Advisory Committee.
Mr. Manne earned his JD and AB degrees from the University of Chicago and is an expert in the economic analysis of law, specializing in competition, telecommunications, consumer protection, intellectual property, and technology policy.
Prior to founding ICLE, Manne was a law professor at Lewis & Clark Law School. From 2006-2009, he took a leave from teaching to develop Microsoft’s law and economics academic outreach program. Manne has also served as a lecturer in law at the University of Chicago Law School and the University of Virginia School of Law. He practiced antitrust law and appellate litigation at Latham & Watkins, clerked for Hon. Morris S. Arnold on the 8th Circuit Court of Appeals, and worked as a research assistant for Judge Richard Posner. He was also once (very briefly) employed by the FTC.
Mr. Manne’s publications have appeared in numerous journals including the Journal of Competition Law and Economics, the Harvard Journal of Law and Technology, the Supreme Court Economic Review, and the Arizona Law Review, among others. With former FTC Commissioner, Joshua Wright, Manne is the editor of a volume from Cambridge University Press entitled, Competition Policy and Intellectual Property Law Under Uncertainty: Regulating Innovation. Manne has also testified on several occasions before Congress and at the FCC and FTC, and he regularly files written comments and amicus briefs on key antitrust, IP, and telecommunications issues. His analysis is frequently published in popular print and broadcasting outlets such as the Wall Street Journal, Wired, Foreign Affairs, NPR, and Bloomberg, among others.

Dean Reuter is Executive Vice President at the Federalist Society for Law and Public Policy Studies. He has served in two federal government agency Offices of the Inspector General, as Counsel to the Inspector General and Deputy Inspector General, responsible for policing the use of federal funds granted and contracted through those agencies. As such, he helped conduct and oversee criminal investigations across the country. Chris Riley is the Director of Public Policy at Mozilla, working to advance the open internet through public policy analysis and advocacy, strategic planning, coalition building, and community engagement. Chris manages the global Mozilla public policy team and its active engagements in Washington, Brussels, New Delhi, and around the world. Chris works on all things internet policy, motivated by the belief that an open, disruptive internet delivers tremendous socioeconomic benefits, and that if we as a global society don't work to protect and preserve the internet's core features, those benefits will go away. William Rinehart is a Senior Research Fellow at the Center for Growth and Opportunity at Utah State University.
He specializes in telecommunication, Internet, and data policy, with a focus on emerging technologies and innovation. His work has appeared in The Wall Street Journal, Bloomberg, Wired, Morning Consult, The Hill, Forbes, Reason, Marginal Revolution, Overlawyered, and on BBC Radio and NPR, just to name a few. Executive Vice President, General Counsel, and Corporate Secretary, Qualcomm
Donald J. Rosenberg is executive vice president, general counsel and corporate secretary of Qualcomm Incorporated. Mr. Rosenberg reports directly to CEO Steve Mollenkopf and is a member of the company's Executive Committee. In his role as chief legal officer, he is responsible for overseeing Qualcomm's worldwide legal affairs including litigation, intellectual property and corporate matters. Qualcomm's Government Affairs, Internal Audit and Compliance organizations also report to him.
Prior to joining Qualcomm, Mr. Rosenberg served as senior vice president, general counsel and corporate secretary of Apple Inc. Joanna Tsai is vice president in the Antitrust & Competition Economics Practice of Charles River Associates in Washington, DC. She has over 15 years of experience in antitrust and intellectual property matters, and has held positions in private practice, academia, and government. Dr. Tsai’s consulting practice includes advising clients on the competitive and economic implications of mergers and acquisitions in a variety of industries, and evaluating and analyzing the economic aspects of antitrust claims. While serving as economic advisor at the Federal Trade Commission from 2013-2015, she advised on a broad range of competition, intellectual property, and consumer protection issues. Devon Westhill is the Assistant Secretary for Civil Rights at the U.S. Department of Agriculture. The U.S. Senate confirmed President Donald Trump’s nomination of Westhill on October 7, 2025.
Westhill returns to the USDA where he previously headed the civil rights office as Deputy Assistant Secretary in President Trump’s first term. Chip Pickering has been CEO of INCOMPAS since January 2014. During that time, INCOMPAS has achieved significant growth with leading internet, backbone, business broadband, wireless, and international companies. Under his leadership, INCOMPAS has led numerous public policy campaigns promoting competition through an open internet and in the business broadband market.
Mr. Pickering was a six-term Congressman representing Mississippi’s Third District. During his time in the House, he served on the Energy & Commerce Committee, where he was vice chairman from 2002 to 2006 and a member of the Telecommunications Subcommittee.
He also was co-chairman and founder of the Congressional Wireless Caucus and an assistant minority whip of the House. Previously, Mr. Pickering worked for Sen. Trent Lott (R-Miss.) and served as a staff member on the Senate Commerce Committee, where he helped shape the Telecommunications Act of 1996.
Because of his role in drafting the 1996 Act, he became well known as a Congressional leader on telecommunications issues. While in Congress, Mr. Pickering served as chair of the subcommittee overseeing the transition to the commercial internet, the establishment of domain names, registries, and internet governance. He also successfully led a bipartisan legislative effort to codify net neutrality principles through the House in 2006.
