Professor Derek Muller is a nationally-recognized scholar in the field of election law. His research focuses on the role of states in the administration of federal elections, the constitutional contours of voting rights and election administration, the limits of judicial power in the domain of elections, and the Electoral College.

He has published more than two dozen academic works, and his op-eds have appeared in the New York Times, the Los Angeles Times, and the Wall Street Journal. He has testified before Congress, and he is a contributor at the Election Law Blog. He is a co-author on a Federal Courts casebook published by Carolina Academic Press. He is also the co-reporter on a new Restatement of the Law, Election Litigation, an effort led by the American Law Institute.

Daniel P. Tokaji

Biography

Professor Daniel Tokaji is an authority on the law of elections and democracy. He teaches courses on Election Law, Civil Rights, Civil Procedure, Comparative Law, Constitutional Law, Federal Courts, Legislation and Regulation, and the U.S. Legal System. His scholarship addresses questions of voting rights, racial justice, free speech, and the role of the courts in American democracy.

Professor Tokaji is the author of Election Law in a Nutshell (2d ed. 2016), and co-author of Election Law: Cases and Materials (6th ed. 2017) and The New Soft Money (2014). He has written numerous articles and book chapters on a wide variety of election and voting issues, including voting rights, voter ID, voter registration, redistricting, campaign finance regulation. Recent articles include “Gerrymandering and Association,” 59 William & Mary Law Review 2159 (2018), and “Denying Systemic Equality: The Last Words of the Kennedy Court,” 13 Harvard Law & Policy Review 539 (2019). His current research focuses on the challenges facing democracies around the globe, including the free speech issues surrounding digital disinformation and the need for trustworthy electoral institutions.

Media outlets frequently seek Professor Tokaji’s expertise on election and voting issues. He has been quoted in The New York Times, Los Angeles Times, The Columbus Dispatch, USA TODAY, and appeared on TODAY, FOX News, NBC News, and National Public Radio and many other media outlets.

A graduate of Harvard College and the Yale Law School, Professor Tokaji clerked for the Honorable Stephen Reinhardt of the U.S. Court of Appeals for the Ninth Circuit. Before arriving at Ohio State, he was a staff attorney with the ACLU Foundation of Southern California and Chair of California Common Cause.

Professor Tokaji has litigated many civil rights, civil liberties, and election law cases. He was lead counsel in a case that struck down an Ohio law requiring naturalized citizens to produce a certificate of naturalization when challenged at the polls. He also served as counsel in litigation challenging the state’s voting purges. He was also an attorney for plaintiffs in cases that kept open the window for simultaneous registration and early voting in Ohio’s 2008 general election, and that challenged punch-card voting systems in Ohio and California after the 2000 election.

The Honorable Martin Frost served in the U.S. House of Representatives from 1979-2005.

Early in his political career, Frost served six years on the House Budget Committee and was chairman of the Health Task Force from 1985–1988. During the 1996 and 1998 elections, Frost was the chair of the Democratic Congressional Campaign Committee, a position he utilized to help his party gain 14 seats in the House. In 1999, he earned the distinguished role of chairman of the House Democratic Caucus, the party’s third-highest leadership role. During his last term, Frost held noteworthy positions as the ranking member of the House Rules Committee and highest ranking Southerner in the House Democratic Leadership. He was also the senior southern democrat in the House and the dean of the Texas congressional delegation.

Frost earned his bachelor’s degree in journalism and history from the University of Missouri-Columbia. Following his graduation from Georgetown Law School, he practiced in Dallas until his election in 1978. In 2005, Frost was a fellow at the Institute of Politics at the John F. Kennedy School of Government at Harvard, and in 2006, the Woodrow Wilson International Center for Scholars named him a public policy scholar.

Keith E. Whittington is the David Boies Professor of Law at Yale Law School. He is the faculty director of the Center for Academic Freedom and Free Speech at Yale. Prior to joining Yale, Professor Whittington was the William Nelson Cromwell Professor of Politics at Princeton University. He writes about American constitutional law, politics and history and American political thought. He has been a visiting professor at the University of Texas School of Law, is a member of the American Academy of the Arts and Sciences, and served on the Presidential Commission on the Supreme Court of the United States. Biography

Lt. Colonel (U.S. Army, Ret.) Jeffrey F. Addicott is a Distingushed Professor of Law and the Director of the Warrior Defense Project at St. Mary’s University School of Law, San Antonio, Texas (2000-current). An active-duty Army officer in the Judge Advocate General’s Corps for twenty years, Professor Addicott spent a quarter of his career as the senior legal advisor to the United States Army’s Special Forces. As an internationally recognized authority on national security and terrorism law Professor Addicott not only lectures and participates in professional and academic organizations both in the United States and abroad (over 1,000 speeches), but he also testifies before Congress on a variety of legal issues. Dr. Addicott is a regular contributor to national and international news media outlets to include FOX News, MSNBC, OAN, CNN, BBC, New York Times, Washington Post, Wall Street Journal, and USA Today, (over 5,000 interviews). Addicott is a prolific author, publishing over 100 books, articles, and monographs on a variety of legal and policy issues. His most recent book (2026) is entitled: Christian Doctrines.

Among his many contributions to the field, Professor Addicott pioneered the teaching of law of war and human rights courses to the militaries of numerous nascent democracies in Eastern Europe and Latin America. For these efforts he was awarded the Legion of Merit, named the “Army Judge Advocate of the Year,” and honored as a co-recipient of the American Bar Association’s Hodson Award. Addicott has served in senior legal positions in Germany, Korea, Panama, and throughout the United States (1980-2000). Professor Addicott holds a Doctor of Juridical Science (S.J.D.) and Master of Laws (LL.M.) from the University of Virginia School of Law. He also received a Master of Laws (LL.M.) from the Army Judge Advocate General’s School, where he was the Deputy Director of the International & Operational Law Division, and a Juris Doctor (J.D.) from the University of Alabama School of Law. Apart from teaching a variety of courses at the law school to include National Security Law and Terrorism Law, Dr. Addicott served as the Associate Dean for Administration at St. Mary's University School of Law (2006-2007) and as the Director of the Center for Terrorism Law (2005-2018). Paul Richard Baier

Biography

Professor Baier, an editor of Harvard Legal Commentary while at Harvard Law School, joined the LSU Law faculty in 1972 after teaching at the University of Michigan Law School and the University of Tennessee College of Law.

The Judicial Fellows Commission selected Professor Baier from ten finalists to serve as the U.S. Supreme Court Fellow for 1975-76, during which time he scripted and narrated “Supreme Court," the first film ever made inside the Supreme Court. This award-winning A.B.A. production was exhibited at the court for over a decade. Professor Baier’s expertise lies in Constitutional Law, Civil Rights Litigation, and Appellate Advocacy. He was a Special Assistant State Attorney General in several U.S. Supreme Court and 5th Circuit cases, including the Louisiana Higher Education Desegregation Case. He served as Executive Director, Louisiana Bicentennial Commission, U.S. Constitution, 1987-91, and was selected as the first Scholar in Residence of the Louisiana Bar Foundation, 1990-92.

He is the editor of the memoirs of Justice Hugo Black, "Mr. Justice and Mrs. Black" (Random House 1986), and of "Lions Under the Throne: The Edward Douglass White Lectures of Chief Justices Warren E. Burger and William H. Rehnquist" (Louisiana Bar Foundation, 1995). He has taught summer programs with Justice Harry A. Baier is also a nationally published playwright, producer, and director of “Father Chief Justice: Edward Douglass White and the Constitution," which premiered in Thibodaux, March 8, 1997, and has since played at Louisiana’s Old State Capitol, Loyola University, the Louisiana Supreme Court, and the Fifth Circuit Judicial Conference, May 2009. Aspen Publishers printed a limited centenary edition of the play and sponsored a performance in the Louisiana Supreme Court on Twelfth Night, Jan. 6, 2010. Most recently, on March 8, 2011, the Law Library of Congress sponsored a production of the play in the Coolidge Auditorium, Jefferson Building, in Washington, D.C.

Baier has several media credits, including “Court Reports,” a film historiography of the U.S Supreme Court in National Archives newsreels, and a television production featuring Erwin N. Griswold, former Solicitor General and Dean of the Harvard Law School. He is nationally known for his use of media in law school teaching, "What Is the Use of a Law Book Without Pictures or Conversations," 34 J. Legal Ed. 619 (1984). The Diamond Anniversary Sixth Edition of Baier’s "The Pocket Constitutionalist," with a foreword by his former student and Louisiana Supreme Court Justice John L. Weimer, was published by Claitor's in 2010.

Professor Baier is Secretary of the Supreme Court of Louisiana Historical Society. The Louisiana Bar Foundation named Baier its Distinguished Professor 2004. The Tiger Athletic Foundation honored Professor Baier with its prestigious TAF Undergraduate Teaching Award for his teaching in the LSU Honors College ("Honors Colleges and Law Schools: A Decennial Digest," 32 Legal Stud. F. 915, 2008). He was voted Law Professor of the Year by the Law Center senior class of 2010.

Evan D. Bernick

Biography

Evan Bernick joined the NIU Law faculty in 2021. He teaches courses in constitutional law, criminal law, criminal procedure, administrative law and legislation.

From 2020 to 2021, Professor Bernick was a visiting professor at the Georgetown University Law Center and the executive director of the Georgetown Center for the Constitution. Before that, he served as a clerk to Judge Diane S. Sykes of the United States Court of Appeals for the Seventh Circuit. From April 2017 to April 2019, he was a visiting lecturer at Georgetown and a resident fellow of the Center for the Constitution.

His scholarship covers a range of topics, from constitutional law, to philosophy of law, to social movements, to law enforcement. He has published with the Georgetown Law Journal, the Notre Dame Law Review, the William and Mary Law Review and the George Mason Law Review, among other journals. His book, The Original Meaning of the Fourteenth Amendment: Its Letter and Spirit (2021), with Randy E. Barnett, was published by Harvard University Press under its Belknap imprint "for books of long-lasting importance, superior in scholarship and physical production, chosen whether or not they might be profitable."

Professor Bernick received his bachelor's degree in 2008 from the University of Chicago, where he studied philosophy and graduated with honors. He received his juris doctorate in 2011 from the University of Chicago Law School.

Tara Leigh Grove is the Vinson & Elkins Chair in Law at the University of Texas School of Law. Grove graduated summa cum laude from Duke University and magna cum laude from Harvard Law School, where she served as the Supreme Court Chair of the Harvard Law Review. Grove clerked for Judge Emilio Garza on the U.S. Court of Appeals for the Fifth Circuit, and then spent four years as an attorney for the U.S. Department of Justice, Civil Division, Appellate Staff, where she argued fifteen cases in the courts of appeals.

Grove’s research focuses on the federal judiciary, interpretive theory, and the constitutional separation of powers. She has published with such prestigious law journals as the Harvard Law Review, the Yale Law Journal, the Columbia Law Review, the University of Pennsylvania Law Review, the New York University Law Review, the University of Chicago Law Review, the Virginia Law Review, the Texas Law Review, the Cornell Law Review, the Northwestern University Law Review, and the Vanderbilt Law Review. In 2021, Grove served on the Presidential Commission on the Supreme Court of the United States, a bipartisan commission created by President Biden and charged with examining proposals for Supreme Court reform. Since 2022, Grove has worked on the Princeton Initiative on Reclaiming the Constitutional Powers of Congress, which brings together former members of Congress, political scientists, and law professors. Grove serves as the Co-Chair of the section on the Appointments Process for the Princeton Initiative. Grove is a co-author of Low & Jeffries' Federal Courts and the Law of Federal-State Relations, a leading federal courts casebook, and she has served as the Chair of the Federal Courts Section of the Association of American Law Schools. Professor James R. Stoner, Jr. (Ph.D., Harvard University, 1987) has teaching and research interests in political theory, English common law, and American constitutionalism. He is the author of Common-Law Liberty: Rethinking American Constitutionalism (Kansas, 2003) and Common Law and Liberal Theory: Coke, Hobbes, and the Origins of American Constitutionalism (Kansas, 1992), as well as a number of articles and essays. In 2009 he was named a Senior Fellow of the Witherspoon Institute of Princeton, New Jersey; he has co-edited two books published by Witherspoon, The Social Costs of Pornography: A Collection of Papers (with Donna M. Hughes, 2010), and Rethinking Business Management: Examining the Foundations of Business Education (with Samuel Gregg, 2007). He was the 2010 recipient of the Honors College Sternberg Professorship at LSU.

He has taught at LSU since 1988, chaired the Department of Political Science from 2007 to 2013, and served as Acting Dean of the Honors College in fall 2010. He was a member of the National Council on the Humanities from 2002 to 2006. In 2002-03 he was a visiting fellow in the James Madison Program in American Ideals and Institutions at Princeton University, where he will return in the 2013-14 academic year as Garwood Visiting Professor in the fall and Visiting Fellow in the spring.

Vikram D. Amar

Biography

Dean Amar joined the College of Law as its dean in 2015, after having been a professor of law for many years at law schools in the University of California System, most recently the UC Davis School of Law, where he served as Senior Associate Dean for Academic Affairs. Amar is one of the most eminent and frequently cited authorities in constitutional law, federal courts, and civil procedure. He has produced several books and over 60 articles in leading law reviews. He is a co-author (along with Akhil Reed Amar and Steven Calabresi) of the upcoming edition of the six-volume Treatise on Constitutional Law (West Publishing Co., 6th ed. 2021) pioneered by Ron Rotunda and John Nowak, as well as the hardbound and soft-cover one-volume hornbooks that derive from it. He is also a co-author (along with Jonathan Varat) of Constitutional Law: Cases and Materials (Foundation Press, 15th ed. 2017), a co-author on multiple volumes of the Wright & Miller Federal Practice and Procedure Treatise (West Publishing Co. 2006), and a co-author (along with John Oakley) of a one-volume treatise on American Civil Procedure (Kluwer, 2008). It appears that dean Amar was the first person of South Asian heritage to clerk at the U.S. Supreme Court, and was the first American-born person of Indian descent to serve as a dean of a major American law school.
