Thomas L. Jipping is a Senior Legal Fellow for the Edwin Meese III Center for Legal and Judicial Studies and a senior legal fellow in the Center, which is part of the Institute for Constitutional Government at Heritage.
Tom joined Heritage in May 2018 after 15 years on the staff of U.S. Senator Orrin Hatch (R-Utah), including several as his chief counsel on the Senate Judiciary Committee. He spent the previous 13 years at two public policy organizations: Concerned Women for America, where he was senior fellow in legal studies; and the Free Congress Foundation, where Tom served as Vice President for Policy and Director of the Center for Law and Democracy.
Tom’s scholarship includes articles in law and public policy journals as well as hundreds of op-eds and articles in both print and online publications. He has presented papers at conferences including the American Political Science Association and testified before legislative committees in the U.S. Senate and House and in several states.
Tom received a B.A. with honors from Calvin College and both an M.A. in political science and a J.D., cum laude, from the State University of New York at Buffalo. While at SUNY-Buffalo Law School, Tom was a founding member of the Buffalo Federalist Society and served as the Head Note and Comment Editor of the Buffalo Law Review. Jennie Bradley Lichter is President of the March for Life Education and Defense Fund, the iconic organization committed to restoring a culture of life in the United States most notably through the annual March for Life in Washington, D.C. – the world’s largest annual human rights event – and through the growing State March for Life program.
Jennie has wide-ranging legal and policy experience in the public, private, and nonprofit sectors, including at the highest levels of the federal government. In the first Trump Administration, she served in the White House as a Deputy Assistant to the President and Deputy Director of the White House Domestic Policy Council (DPC). Chairman, Secura/Isaac Group
William “Bill” Isaac served as Chairman of the FDIC during one of the most important and tumultuous periods in US banking history. Some 3,000 banks and thrifts failed during the 1980s, including Continental Illinois and nine of the ten largest banks in Texas. In addition to the failures of many of the largest regional banks throughout the US, most of the money center banks in the US were on the watch list due in large part to the enormous amount of loans on their books to less developed countries.
President Carter appointed Bill Isaac to the board of the FDIC in 1978. He was confirmed by the Senate at the age of 34. President Reagan named him Chairman of the FDIC two years later, making him the youngest FDIC board member and Chairman in history. Bill Isaac also served as Chairman of the Federal Financial Institutions Examination Council (1983-85), as a member of the Depository Institutions Deregulation Committee (1981–85), and on the Vice President’s Task Group on Regulation of Financial Services (1984).
Bill Isaac is currently Chairman and principal owner of three premier consulting firms, Secura/Isaac Consulting, Blue SaaS Solutions, and Secura/Isaac Talent Advisors. He is a member of the boards of directors of Emigrant Bank and New York Private Bank & Trust and serves as Chairman of Sarasota Private Trust and Cleveland Private Trust, all of which are owned by Howard Milstein and his family.
After completing his service as Chairman of the FDIC at the end of 1985, Bill Isaac founded The Secura Group, a leading consulting firm, which he sold in 2008. He served as Chairman of the Board of Fifth Third Bancorp, one of the nation’s leading banks, and worked as Senior Managing Director at FTI Consulting from 2011 to 2019. He then joined Howard Milstein in the financial services business. Bill Isaac is a former board member at TSYS, a leading payment processing company that today is part of Global Payments. Bill Isaac was formerly a senior partner at Arnold & Porter, which was a founding partner of The Secura Group. He left the law firm in 1993 when Secura purchased Arnold & Porter’s interest in Secura. Before his appointment to the FDIC, Bill Isaac served as vice president, general counsel and secretary of First Kentucky National Corporation and its subsidiaries, including First National Bank of Louisville and First Kentucky Trust Company. He began his career with Foley & Lardner in Milwaukee where he practiced general corporate law specializing in banking law.
Bill Isaac received a Distinguished Achievement Medal in 1995 from Miami University and a Distinguished Alumnus Award in 2013 from The Ohio State University. Mr. Noreika leads projects related to the U.S. banking industry, as well as clients that span beyond traditional banking including financial technology and cryptocurrency companies. He is the company’s focal point for C-suite advice on compliance and regulatory requirements at all levels, domestic and international.
Prior to joining Patomak, Mr. Noreika was a partner at Simpson Thacher & Bartlett LLP and was a lead lawyer in the firm’s financial institutions regulatory practice, focusing on banking regulation and related litigation. In that role, he advised domestic and international financial institutions on regulatory issues relating to mergers and acquisitions, minority investments, capital issuances, structuring and compliance activities, and litigation matters.
Mr. Noreika’s extensive experience includes advising regional and multinational banks on the structuring of their U.S. operations, compliance with the Volcker Rule, Consumer Financial Protection Bureau and other federal agency regulations, Bank Secrecy Act and anti-money laundering rules, as well as transactional matters and related regulatory applications. He has counseled numerous private equity funds with respect to investments in banking organizations.
In 2017, Mr. Noreika served as acting Comptroller of the Currency where he led the 4,000-person independent agency responsible for chartering, regulating, and supervising all national banks and federal savings associations as well as federal branches and agencies of foreign banks in the U.S. There, he worked to make regulation more accountable, improved the efficiency of chartering and licensing decisions, and sought the enhance the value of the national bank and federal thrift charters and their ability to meet the credit and banking needs of their communities. In this role, he also served as director of the Federal Deposit Insurance Corporation and member of the Financial Stability Oversight Council.
Mr. Noreika has been recognized as a leader in his field by Chambers USA in “Financial Services Regulation: Banking Compliance” since 2014. He received his law degree from Harvard Law School, where he was editor of the Harvard Law Review. He earned his B.S. in economics with a concentration in finance from The Wharton School of the University of Pennsylvania.

Alex J. Pollock is a Senior Fellow with the Mises Institute, providing thought and policy leadership on financial issues and the study of financial systems. His work includes cycles of booms and busts, financial crises with their political responses, housing finance, government-sponsored enterprises, risk and uncertainty, central banking, banking and financial regulation, corporate governance, retirement finance, student loans, and the politics of finance.
He previously served as the Principal Deputy Director of the Office of Financial Research in the U.S. Treasury Department 2019-2021. He was a Distinguished Senior Fellow with the R Street Institute 2015-2019 and 2021, and a resident fellow at the American Enterprise Institute, 2004-2015. Among the many aspects of his AEI work, he developed the One Page Mortgage Form to give borrowers in clear form the key information they need in order to know what they are committing themselves to. He was President and CEO of the Federal Home Loan Bank of Chicago from 1991 to 2004. There he invented the Mortgage Partnership Finance program, which successfully created front-end mortgage credit risk sharing beginning in 1997. His decades of banking experience include being a Visiting Scholar at the Federal Reserve Bank of St. Louis, 1991.
Pollock was a director of the CME Group 2004-2019 and of Ascendium Education Group 1989-2019. He is a director and past-chairman of the Great Books Foundation and a past president of the International Union for Housing Finance.

Emily currently holds the position of Senior Policy Advisor to Speaker of the House Kevin McCarthy, and previously served in the same role for Ranking Member Frank Lucas on the House Committee on Science, Space, and Technology. Jason counsels clients through complex natural resource litigation, compliance, and regulatory issues arising under a wide array of federal natural resource and energy statutes and regulations.
With over 20 years of experience in the environmental and natural resources space, Jason provides clients with strategic solutions to business and operational challenges set in motion by intricate natural resource laws. Particularly, those statutes and regulations surrounding federal public lands, extraction of mineral resources, environmental justice, and sensitive resource preservation and protection.
With a background in administrative law, as it relates to energy and mineral resource issues, Jason provides guidance on compliance with the Surface Mining Control and Reclamation Act (SMCRA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Federal Oil and Gas Royalty Management Act (FOGRMA), the Mineral Leasing Act (MLA), and the Outer Continental Shelf Lands Act (OCSLA).
Jason’s understanding of regulations and the agencies that enforce them stems from his government experience. He served in several high-ranking positions at the Department of the Interior (DOI), including as the immediate former Chief Administrative Judge of the Interior Board of Land Appeals, former Deputy Solicitor for Energy & Mineral Resources, and former senior counselor for the Bureau of Land Management (BLM). Jason also served as a trial attorney at the Department of Justice (DOJ) in the Natural Resources Section of the Environment & Natural Resources Division for a decade, where he was lead attorney in defense of numerous challenges brought through the Administrative Procedure Act (APA), with a particular emphasis on cases brought under various natural resource and land management regulations. Mario Loyola is a Senior Fellow for Law, Economics, and Technology at The Heritage Foundation.
Loyola served in the Trump Administration as Associate Director for Regulatory Reform at the White House Council on Environmental Quality. In that role, he was one of the principal drafters of the One Federal Decision policy, which helped to streamline the permitting and environmental review of large infrastructure projects. While at CEQ, he was a member of the U.S. delegation to the USMCA free trade negotiations with Mexico and Canada, as well as the United Nations conference on biodiversity on the high seas. Loyola initially joined the White House in February 2017 as a Presidential Speechwriter, employing his expertise in many areas of foreign and domestic policy.
After beginning his career in M&A and corporate finance law, Loyola served in the Bush 43 Administration as a special assistant to the Undersecretary of Defense for Policy. He left that position to start writing on national defense issues in magazines such as National Review and The Weekly Standard, reporting from the front lines of the war on terrorism in Lebanon, Israel, and Iraq. He finished the Bush Administration as Foreign and Defense Counsel to the U.S. Senate Republican Policy Committee, then under the chairmanship of Senator Kay Bailey Hutchison of Texas. He subsequently moved to Texas and joined the Texas Public Policy Foundation, where he specialized in energy, environment, and federalism.
Loyola is a frequent contributor to The Wall Street Journal, National Review, and The Atlantic, among others. He teaches environmental and administrative law at Florida International University, where he is Founding Director of the Environmental Finance and Risk Management program in FIU’s prestigious Institute of Environment. He received a bachelor’s degree in European history from the University of Wisconsin–Madison and a J.D. from Washington University School of Law.
Judge, Florida Third District Court of Appeal
Judge Alexander S. Bokor began his service on the Third District Court of Appeal on September 1, 2020 after his appointment by Governor Ron DeSantis. Previously, Judge Bokor served as a trial judge for four years, most recently as a circuit judge in the civil division of the Eleventh Judicial Circuit from 2018, and before that as a county judge for Miami-Dade County since 2016. Judge Bokor was appointed to both trial court positions by Governor (now Senator) Rick Scott, and subsequently retained without opposition for each seat.
As a circuit judge, in addition to managing a full civil trial docket, Judge Bokor served as part of the Chief Judge’s task force charged with pandemic planning, responsible for enabling and implementing remote video appearances and remote evidentiary procedures for all of circuit and county court. Judge Bokor also served as a visiting Associate Judge on the Fourth District Court of Appeal in March 2020 and has served on multiple circuit appellate panels. As a county judge, Judge Bokor served in North Dade, South Dade, and downtown Miami, primarily in civil divisions. He also served in a criminal misdemeanor/traffic branch division.
Prior to taking the bench, Judge Bokor served in both the private and public sectors. From 2008 to 2016, he served as an Assistant Miami-Dade County Attorney focusing on transportation issues, public private partnerships, transit-oriented developments, complex commercial litigation, and property tax issues. From 2002 to 2008, he was a commercial litigator in private practice at prominent state and national firms in both New York and Florida. Judge Bokor also clerked for now-Chief Judge Steven D. Merryday of the U.S. District Court for the Middle District of Florida. Judge Bokor is a proud graduate of Southern Methodist University, where he obtained a B.A. in history, Foreign Languages (Spanish and German), and Latin American Studies, and the University of Pennsylvania Law School, where he earned his J.D. and served as an editor on the Journal of Constitutional Law.

Amanda Stakem Conn is the General Counsel to WSSC Water, the 8th largest water and sewer utility in the country serving over 1.8 million customers. Amanda has held a variety of legal, policy, legislative, and management positions over the past 30 years in Maryland in state and local government. She has appeared in front of the Maryland General Assembly for close to 3 decades drafting numerous complex bills that have been enacted into law.
Ms. Conn serves as a Professorial Lecturer in Law at The George Washington University Law School where she teaches local government law. She has been an Adjunct Professor of Law at both the University of Maryland School of Law and the University of Baltimore School of Law where she co-taught a course on legislation for many years.
Ms. Conn is admitted to the Maryland Supreme Court, the U.S. District Court for the District of Maryland, and the U.S. Court of Appeals for the Fourth Circuit, and the U.S. Supreme Court.

Craig E. Leen is a partner in the Washington, DC office of K&L Gates, where he is a member of the Labor, Employment, and Workplace Safety practice group. Mr. Leen is also the President-Elect of the Bar Association of the District of Columbia.
Mr. Leen was formerly the Director of the Office of Federal Contract Compliance Programs (OFCCP) at the U.S. Department of Labor, where he reported directly to the Secretary and Deputy Secretary of Labor.
Mr. Leen serves as a Professorial Lecturer in Law and Professor of Government Lawyering at The George Washington University Law School, as Vice Chair of the District of Columbia Advisory Committee to the U.S. Commission on Civil Rights, as Co-Chair of the DC Family Support Council, and as Chair of the Civil and Human Rights Committee of the Bar Association of the District of Columbia.
Prior to his federal service at OFCCP, Mr. Leen was the City Attorney of the City of Coral Gables, and before that was Chief of the Appeals Section and then Chief of the Federal Litigation Section at the Miami-Dade County Attorney's Office. Earlier in his career, Mr. Leen served as a law clerk to the Honorable Robert E. Keeton, United States District Judge, District of Massachusetts.
In recognition of his public service, Mr. Leen received the Secretary's Exceptional Achievement Award - Professional while at the U.S. Department of Labor, and the Paul S. Buchman Award for Outstanding Contribution in the Area of Legal Public Service while in local government.

Michael Murawski is the Executive Director of the Commission on Ethics and Governmental Integrity in the City of Naples Florida where he has served since 2021.
Prior to taking that role, he worked as an Advocate at the Miami-Date County Commission on Ethics and Public trust from 2000-2021. Mr. Murawski has also served as a Criminal Defense Trial Attorney, Assistant State Attorney at the Roward State Attorney's Office, and an Assistant District Attorney at Kings County Attorney's Office in New York.

Judge, Florida Third District Court of Appeal
Judge Alexander S. Bokor began his service on the Third District Court of Appeal on September 1, 2020 after his appointment by Governor Ron DeSantis. Previously, Judge Bokor served as a trial judge for four years, most recently as a circuit judge in the civil division of the Eleventh Judicial Circuit from 2018, and before that as a county judge for Miami-Dade County since 2016. Judge Bokor was appointed to both trial court positions by Governor (now Senator) Rick Scott, and subsequently retained without opposition for each seat.
As a circuit judge, in addition to managing a full civil trial docket, Judge Bokor served as part of the Chief Judge’s task force charged with pandemic planning, responsible for enabling and implementing remote video appearances and remote evidentiary procedures for all of circuit and county court. Judge Bokor also served as a visiting Associate Judge on the Fourth District Court of Appeal in March 2020 and has served on multiple circuit appellate panels. As a county judge, Judge Bokor served in North Dade, South Dade, and downtown Miami, primarily in civil divisions. He also served in a criminal misdemeanor/traffic branch division.
Prior to taking the bench, Judge Bokor served in both the private and public sectors. From 2008 to 2016, he served as an Assistant Miami-Dade County Attorney focusing on transportation issues, public private partnerships, transit-oriented developments, complex commercial litigation, and property tax issues. From 2002 to 2008, he was a commercial litigator in private practice at prominent state and national firms in both New York and Florida. Judge Bokor also clerked for now-Chief Judge Steven D. Merryday of the U.S. District Court for the Middle District of Florida. Judge Bokor is a proud graduate of Southern Methodist University, where he obtained a B.A. in history, Foreign Languages (Spanish and German), and Latin American Studies, and the University of Pennsylvania Law School, where he earned his J.D. and served as an editor on the Journal of Constitutional Law.

Amanda Stakem Conn is the General Counsel to WSSC Water, the 8th largest water and sewer utility in the country serving over 1.8 million customers. Amanda has held a variety of legal, policy, legislative, and management positions over the past 30 years in Maryland in state and local government. She has appeared in front of the Maryland General Assembly for close to 3 decades drafting numerous complex bills that have been enacted into law.
Ms. Conn serves as a Professorial Lecturer in Law at The George Washington University Law School where she teaches local government law. She has been an Adjunct Professor of Law at both the University of Maryland School of Law and the University of Baltimore School of Law where she co-taught a course on legislation for many years.
Ms. Conn is admitted to the Maryland Supreme Court, the U.S. District Court for the District of Maryland, and the U.S. Court of Appeals for the Fourth Circuit, and the U.S. Supreme Court.
She is the current Chair of the State and Local Government Law Section of the Maryland State Bar Association. She is the co-author of The Court of Appeals at the Cocktail Party: The Use and Misuse of Legislative History, 54 Md.L.Rev. 432 (1995) and Battling the Voices of Unreason: HUD Plays Foul in its Fight to Uphold the FHA, UB Law Forum (1995)
Partner at K&L Gates, Former OFCCP Director, and President-Elect of the Bar Association of the District of Columbia
Craig E. Leen is a partner in the Washington, DC office of K&L Gates, where he is a member of the Labor, Employment, and Workplace Safety practice group. Mr. Leen is also the President-Elect of the Bar Association of the District of Columbia.
Mr. Leen was formerly the Director of the Office of Federal Contract Compliance Programs (OFCCP) at the U.S. Department of Labor, where he reported directly to the Secretary and Deputy Secretary of Labor.
Mr. Leen serves as a Professorial Lecturer in Law and Professor of Government Lawyering at The George Washington University Law School, as Vice Chair of the District of Columbia Advisory Committee to the U.S. Commission on Civil Rights, as Co-Chair of the DC Family Support Council, and as Chair of the Civil and Human Rights Committee of the Bar Association of the District of Columbia.
Prior to his federal service at OFCCP, Mr. Leen was the City Attorney of the City of Coral Gables, and before that was Chief of the Appeals Section and then Chief of the Federal Litigation Section at the Miami-Dade County Attorney's Office. Earlier in his career, Mr. Leen served as a law clerk to the Honorable Robert E. Keeton, United States District Judge, District of Massachusetts.
In recognition of his public service, Mr. Leen received the Secretary's Exceptional Achievement Award - Professional while at the U.S. Department of Labor, and the Paul S. Buchman Award for Outstanding Contribution in the Area of Legal Public Service while in local government.
Mr. Leen is admitted to practice law in the District of Columbia, Florida, Massachusetts, and New York, and is also board certified by The Florida Bar in city, county, and local government law.
Mr. Leen received his Juris Doctorate from Columbia Law School, graduating as a Harlan Fiske Stone Scholar, and having served as a teaching fellow in both Contracts and Torts. Mr. Leen received his Bachelor of Arts, cum laude, from Georgetown University, where he majored in both Government and Economics.
Executive Director, City of Naples Commission on Ethics and Governmental Integrity
Michael Murawski is the Executive Director of the Commission on Ethics and Governmental Integrity in the City of Naples Florida where he has served since 2021.
Prior to taking that role, he worked as an Advocate at the Miami-Date County Commission on Ethics and Public trust from 2000-2021. Mr. Murawski has also served as a Criminal Defense Trial Attorney, Assistant State Attorney at the Roward State Attorney's Office, and an Assistant District Attorney at Kings County Attorney's Office in New York.
