Michael S. McGinniss is Professor of Law and J. Craig Trainor is Assistant Secretary for Fair Housing and Equal Opportunity at the United States Department of Housing and Urban Development. President Trump nominated Mr. Trainor for this position on February 11, 2025, and the United States Senate confirmed him on October 7, 2025.
A “Day One” Trump-Vance Administration official, he previously served as Acting Assistant Secretary for Civil Rights and Principal Deputy Assistant Secretary for Civil Rights at the United States Department of Education, where he spearheaded the Department’s efforts to reorient America’s civil rights regime from an unjust spoils system to one that protects the rights of all Americans. Devon Westhill is the Assistant Secretary for Civil Rights at the U.S. Department of Agriculture. The U.S. Senate confirmed President Donald Trump’s nomination of Westhill on October 7, 2025.
Westhill returns to the USDA where he previously headed the civil rights office as Deputy Assistant Secretary in President Trump’s first term. His previous government appointments also include service at the U.S. Department of Labor, liaison to the Administrative Conference of the U.S., and liaison to the White House Initiative on Historically Black Colleges and Universities. Prior to returning to government service, Westhill was President and General Counsel of a nonprofit civil rights organization.

Samuel Estreicher is a nationally preeminent scholar in US and international-comparative labor and employment law and arbitration law. He has authored more than a dozen books, including Beyond Elite Law: Access to Civil Justice in America (with Joy Radice, Cambridge Univ. 2016); leading casebooks on legislation and regulatory state, labor law and employment discrimination and employment law; and published more than 200 articles in professional and academic journals. He served as Chief Reporter for the American Law Institute’s Restatement of Employment Law (2015). After clerking for Judge Harold Leventhal of the US Court of Appeals for the DC Circuit, practicing in a labor law firm, and clerking for Justice Lewis F. Powell Jr. of the US Supreme Court, Prof. Estreicher joined the NYU School of Law faculty in 1978. In addition to serving as counsel to major law firms, he is the former secretary of the Labor and Employment Law Section of the American Bar Association, a former chair of the Committee on Labor and Employment Law of the Association of the Bar of the City of New York.15). He maintains an active appellate and ADR practice. The Labor and Employment Research Association awarded him its 2010 Susan C. Eaton Award for Outstanding Scholar-Practitioner. In recent years, Estreicher also has published work in public international law and authored several briefs in the Supreme Court and US courts of appeals on employment and US foreign relations law issues. Prof. Estreicher received his BA from Columbia College, his MS in industrial relations from Cornell University, and his JD from Columbia Law School, where he was editor-in-chief of the Columbia Law Review. He is a member of the College of Labor and Employment Lawyers and was appointed in 2016 by the UN Secretary General as a member of the UN’s Internal Justice Commission.

Brian Hayes is a Shareholder in the Washington, DC office of Ogletree Deakins and serves as Co-Chair of the law firm’s Traditional Labor Practice Group. Michael Kades is a Deputy Assistant Attorney General for the Antitrust Division with a focus on civil enforcement.
Prior to coming to the US Department of Justice, Michael was director for markets and competition policy at the Washington Center for Equitable Growth. His research focused on competition and antitrust enforcement, with an emphasis on consumers, wages, equality, and innovation. He testified before Congress multiple times and authored several reports and articles on antitrust policy.
Prior to joining Equitable Growth, Michael worked as antitrust counsel for Sen. Amy Klobuchar (D-MN), on detail to the from the Federal Trade Commission. He worked on the CREATES Act, the Holocaust Expropriated Art Recovery Act, and the Trade Secrets Protection Act, all of which Congress enacted. He was also the primary staffer on the Merger Filing Fee Modernization Act and the Consolidation Prevention and Competition Protection Act.
Michael spent 20 years investigating and litigating antitrust actions as an attorney at the Federal Trade Commission. From 2013-15, he was the Deputy Chief Trial Counsel for the Bureau of Competition where he participated in a number of merger investigations and litigations. From 2006-2013, served as attorney advisor to Chairman Jon Leibowitz. He oversaw the Commission’s strategy to address anticompetitive patent settlements, worked on the 2010 horizontal merger guidelines, and advised the Chairman on antitrust issues. From 1997-2006, he was an attorney in the Health Care Products Services. He argued In re Schering Plough and In re South Carolina Board of Dentistry before the Commission as well as appearing in federal court. He played a leading role in FTC v. Mylan in which the Commission obtained $100 million in disgorgement. While at the Commission, he received the Chairman’s Award and the Paul Rand Dixon Award.

Professor of Law Bruce H. Kobayashi’s background in economics makes him a vital part of the law and economics focus at the Antonin Scalia Law School, George Mason University. Taylor Owings is a partner in the Antitrust and Competition Practice Group of Baker Botts L.L.P. Prior to joining the firm, Ms. Owings served as Senior Counsel and Chief of Staff in the Antitrust Division of the U.S. Department of Justice from 2018 to 2021. Chavez is the author of the three books: Out of the Barrio: Toward a New Politics of Hispanic Assimilation, An Unlikely Conservative: The Transformation of an Ex-Liberal, and Betrayal: How Union Bosses Shake Down Their Members and Corrupt American Politics. She has been honored by the Library of Congress as a "Living Legend" and as nominee for Secretary of Labor by President George W. Bush.
Chavez has held many appointed positions and has served on numerous corporate and nonprofit boards. Among her appointed positions has been Chairman, National Commission on Migrant Education (1988-1992); White House Director of Public Liaison (1985); Staff Director of the U.S. Commission on Civil Rights (1983-1985); and member of the Administrative Conference of the United States (1984-1986). Chavez was also the Republican nominee for U.S. Senator from Maryland in 1986 and was elected by the United Nations' Human Rights Commission to serve a four-year term as U.S. Expert to the U.N. Sub-commission on the Prevention of Discrimination and Protection of Minorities.

A native East Tennessean, Congresswoman Diana Harshbarger was born in Bloomingdale, a small community right outside of Kingsport, and was the first in her immediate family to graduate from high school and college.
