Kent S. Scheidegger has been the Legal Director of the Criminal Justice Legal Foundation since December 1986. He also served as Chairman of the Criminal Law Practice Group of the Federalist Society 2003 to 2005. His articles on criminal and constitutional law have been published in law reviews, national legal publications, and congressional reports. Legal arguments authored by Mr. Scheidegger have been cited and incorporated in several precedent-setting United States Supreme Court decisions.
After receiving a degree in physics with honors from New Mexico State University in 1976, Mr. Scheidegger served for six years in the United States Air Force as a Nuclear Research Officer. He took his law degree with distinction from the University of the Pacific, McGeorge School of Law in 1982 and practiced civil law in Northern California. He was general counsel of California Cooler, Inc. from 1984 until 1986, when he joined the Foundation.

Karl T. Kurtz is principal of Legis Matters, a consulting firm that focuses on strengthening democratic institutions, especially legislatures, at home and abroad. He previously worked for the National Conference of State Legislatures (NCSL) from its founding in 1975 until his retirement in 2014.
Karl has written, consulted and lectured widely on American state legislatures, elections and public opinion. He is coauthor of Republic on Trial: The Case for Representative Democracy and coeditor of Institutional Change in American Politics: The Case of Term Limits. He has provided advice and assistance in the development of democratic institutions to legislators and legislative staff throughout the world. As a consultant to NCSL, Karl is currently leading a national study of how legislatures can overcome problems of political polarization and effectively reach settlements and negotiate differences on critical issues.
Before joining NCSL, Karl taught political science at the University of Georgia. He worked on the staff of the United States Congress as a Congressional Fellow of the American Political Science Association. He holds an AB degree from Oberlin College and a Ph.D. from Washington University (St. Louis).

Erin Chlopak joined the Campaign Legal Center in August 2018, after spending nearly a decade working on a wide range of campaign finance issues in the Federal Election Commission’s Office of General Counsel. Her areas of focus include CLC’s appellate and district court litigation and its Federal Reform and State & Local Reform programs.
From 2017 to 2018, Erin served as the head of the FEC’s Policy Division, overseeing all of the Division’s work on FEC regulations, advisory opinions, and other legal policy guidance. From 2009 to 2017, Erin worked in the FEC’s Litigation Division as a staff attorney and then as Assistant General Counsel, litigating numerous constitutional and other campaign finance cases. She has argued before federal district and appellate courts, including before the en banc U.S. Court of Appeals for the D.C. Circuit in Holmes v. FEC, in which the court unanimously upheld the federal per-election limits on individual contributions to candidates.
Erin began her legal career as a litigation associate at Sullivan & Cromwell, after clerking for Judge Helen Gillmor of the U.S. District Court for the District of Hawaii. She received her undergraduate degree from Johns Hopkins University and her law degree from American University’s Washington College of Law.

Tyler Martinez is a Senior Attorney at the Taxpayer Defense Center, the strategic litigation arm of National Taxpayers Union Foundation. He has experience setting up nonprofit public interest arms for multiple organizations in the Washington, DC area and thus has experience in First Amendment, Tax, and Administrative Law. He has practiced strategic litigation against government overreach since 2011, handling federal and state cases across the country.
Tyler’s interest in strategic public interest work and in tax law comes down to the simple principle: getting the government out of people’s business. Transparency is for the government, but privacy is for the people. He finds and focuses on examples of government overreach particularly those involving use of private information, dragnet data collection, and other attacks on privacy of association.
Tyler earned his Juris Doctor from the University of Colorado Law School, while winning accolades for his advocacy skills and serving as Executive Editor of the Journal on Telecommunications and High Technology Law. Brianne is Constitutional Accountability Center’s Chief Counsel. Brianne joined CAC from private practice at O'Melveny & Myers (OMM), where she was Counsel in the firm’s Supreme Court and appellate practice. From 2009-11, prior to joining OMM, Brianne was an Attorney-Adviser in the Office of Legal Counsel at the U.S. Department of Justice. She also served as a law clerk for Justice Stephen Breyer on the U.S. Supreme Court, a law clerk for Judge Robert A. Katzmann on the U.S. Court of Appeals for the Second Circuit, and a law clerk for Judge Jed S. Rakoff on the U.S. District Court for the Southern District of New York. Brianne’s academic writings have appeared in the Yale Law Journal, the Duke Law Journal, the Northwestern University Law Review, the Washington Law Review, the American University Law Review, and the Yale Law & Policy Review. Donald Kochan is Professor of Law and Executive Director of the Law & Economics Center (LEC). Professor Kochan is an elected member of the American Law Institute (ALI) and serves as an Adviser to ALI's Restatement of the Law Fourth, Property project. Professor Kochan is a Nonresident Scholar at the Center for the Constitution at Georgetown University Law Center, where he was a Visiting Scholar in residence during Fall 2018. Before joining the Antonin Scalia Law School faculty, he was the Parker S. Kennedy Professor in Law at Chapman University’s Dale E. Fowler School of Law from 2004 to 2020. From 2003 to 2004, Professor Kochan was an Olin Fellow at the University of Virginia School of Law. During 2002-2003, he was a Visiting Assistant Professor of Law at George Mason’s Scalia Law School.
Professor Kochan’s scholarship focuses on areas of property law, constitutional law, administrative law, local government law, natural resources and environmental law, and law & economics. He has published several books and more than 50 scholarly articles and essays in well-regarded law journals. His work has been cited in more than a dozen state and federal court opinions, in more than 75 briefs filed in state and federal courts including more than 25 filed in the U.S. Supreme Court, in dozens of books and treatises, and in more than 800 scholarly articles.
Professor Kochan received his JD from Cornell Law School, where he was a John M. Olin Scholar in Law and Economics and managing editor of the Cornell International Law Journal. During law school, he also served as editor and executive editor of the Harvard Journal of Law & Public Policy symposium issues in 1997 and 1998. He received his BA from Western Michigan University, magna cum laude, with majors in both political science and philosophy, where he studied as the John W. Gill Medallion Scholar and was honored as the Presidential Scholar (awarded to the top graduate in the political science department).
After graduating from law school, Professor Kochan was a law clerk to The Honorable Richard F. Suhrheinrich of the United States Court of Appeals for the Sixth Circuit. Glenn Roper joined Pacific Legal Foundation in 2019. Based in Colorado, he litigates across the country on behalf of individuals and organizations to advance the principles of individual freedom, separation of powers, and the rule of law.
With experience in both private practice and government, Roper has seen the dangers posed to liberty when agencies, bureaucrats, and politicians ignore individual rights in favor of expediency or advancing a political agenda. John Bursch is senior counsel and vice president of appellate advocacy with Alliance Defending Freedom. Bursch has argued 12 U.S. Supreme Court cases and more than 30 state supreme court cases since 2011, and a recent study concluded that among all frequent Supreme Court advocates who did not work for the federal government, he had the 3rd highest success rate for persuading justices to adopt his legal position.
Bursch served as solicitor general for the state of Michigan from 2011-2013. Susan Dudley is the Founder and Director of the George Washington University Regulatory Studies Center, established in 2009 to raise awareness of regulations’ effects and improve regulatory policy through research, education, and outreach. She is also a distinguished professor of practice in the Trachtenberg School of Public Policy and Public Administration. She is past-president of the Society for Benefit Cost Analysis, a senior fellow of the Administrative Conference of the United States, and on the Regulatory Transparency Project Regulatory Practice Working Group. From April 2007 through January 2009, Professor Dudley served as the Presidentially-appointed Administrator of the Office of Information and Regulatory Affairs in the U.S. Office of Management and Budget and was responsible for the review of draft executive branch regulations under Executive Order 12866, the collection of federal-government-wide information under the Paperwork Reduction Act, the development and implementation of government-wide policies in the areas of information policy, privacy, and statistical policy, and international regulatory cooperation efforts.
Prior to OIRA, she directed the Regulatory Studies Program at the Mercatus Center at George Mason University, and taught courses on regulation at the George Mason University School of Law. Earlier in her career, Professor Dudley served as an economist at OIRA, as well as the Environmental Protection Agency and the Commodity Futures Trading Commission. She was also a consultant to government and private clients at Economists Incorporated. She holds a Master of Science degree from the Sloan School of Management at MIT and a Bachelor of Science degree (summa cum laude) in Resource Economics from the University of Massachusetts, Amherst.
Vice President for Public Policy, American Forest and Paper Association
Paul Noe serves as Vice President for Public Policy at the American Forest and Paper Association. Paul has extensive regulatory, legislative and technical experience, including in environmental regulation, regulatory reform, renewable energy, biomass carbon neutrality, chemicals and product stewardship, workplace health and safety, and sustainability. He previously served as the Vice President of Regulatory Affairs at the Grocery Manufacturers Association.
Paul also has broad experience in public service, including as Counselor to the Administrator in the Office of Information and Regulatory Affairs, Office of Management and Budget (2001-2006), where he helped to lead the development of regulatory policy and White House review of regulations in the Administration of George W. Bush. He previously served as Senior Counsel to the U.S. Senate Committee on Governmental Affairs under Chairmen Fred Thompson, Ted Stevens and Bill Roth (1995-2001), where his work focused on reforming the regulatory process. He also has been a lawyer in private practice, most recently as a partner with C&M Capitolink LLC, as well as counsel in Crowell & Moring’s Environment and Natural Resources Group.
Paul currently serves as the Co-Chair of the Legislation Committee in the American Bar Association’s Section of Administrative Law and Regulatory Practice, and recently coauthored a chapter, “Beyond Process Excellence: Enhancing Societal Well-Being,” published in a book by Brookings Institution Press entitled, “Achieving Regulatory Excellence.” In the spring of 2016, he also served as a Policy Fellow at the University of Pennsylvania Law School, where he offered lectures in environmental law, advanced regulatory policy, legislation, and administrative law.

Christopher J. Walker is a Professor of Law at the University of Michigan. Prior to joining Michigan law faculty in 2022, he spent a decade teaching at The Ohio State University Moritz College of Law. He previously clerked for Justice Anthony Kennedy of the U.S. Supreme Court, worked on the Civil Appellate Staff at the U.S. Department of Justice, and served on the Senate Judiciary Committee staff for the Gorsuch Supreme Court confirmation. Professor Walker’s research focuses on administrative law, regulation, and law and policy at the agency level. Outside the law school, he chaired the American Bar Association’s Section of Administrative Law and Regulatory Practice in 2020-21 and served as one of forty Public Members of the Administrative Conference of the United States from 2016-2022, and he continues to serve in both organizations in various capacities. Aram A. Gavoor is the Associate Dean for Academic Affairs and an internationally recognized scholar in American administrative law, national security, and federal courts. His co-authored work was cited by the U.S. Supreme Court in Department of Commerce v. New York (2019). His scholarship has earned placement in the Florida Law Review, Indiana Law Journal, Ohio State Law Journal, and other law journals. He has briefed and argued over a dozen high-profile public law cases before a majority of the U.S. Courts of Appeals and numerous cases before almost a third of the 94 U.S. District Courts. Associate Dean Gavoor frequently shares his national security, artificial intelligence policy, and federal courts expertise with international news media, including CNN, BBC World News, Wall Street Journal, NBC News, and ABC (Australia) World News. In 2021, the National Law Journal named Associate Dean Gavoor a Rising Star (top 40 under 40) honoree.
Earlier in his career, Associate Dean Gavoor served as Senior Counsel for National Security in the Civil Division of the U.S. Department of Justice, as third-in-rank Counselor to the Administrator of the Office of Information and Regulatory Affairs in the White House Office of Management and Budget, and in private practice. He received the Attorney General's Award for Distinguished Service in 2019, the Civil Division Special Commendation Award in 2020, 2019, and 2018, and a Commendation from the Human Rights and Special Prosecutions Section of the Criminal Division in 2018.
Associate Dean Gavoor previously served on the law school’s part-time faculty from 2008-2017 before accepting a term-limited position as Visiting Associate Professor from 2017-2019. He received GW Law’s Distinguished Adjunct Faculty Teaching Award from the 2020 and 2017 graduating classes. He currently teaches Constitutional Law II, Administrative Law, National Security Law, and Federal Courts.

Brett A. Shumate was sworn in as the Civil Division’s 36th Assistant Attorney General on June 11, 2025. He previously served in the Civil Division from 2017 to 2019 as the Deputy Assistant Attorney General for the Federal Programs Branch. Prior to rejoining the Department, Mr. Shumate was a partner at Jones Day in Washington, D.C.

Adam J. White is the Laurence H. Silberman Chair in Constitutional Governance and senior fellow at the American Enterprise Institute, where he focuses on the Supreme Court and the administrative state. Concurrently, he codirects the Antonin Scalia Law School’s C. Boyden Gray Center for the Study of the Administrative State.
Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.
Mr. White has written for the Wall Street Journal, the New York Times, the Washington Post, National Affairs, Commentary, Harvard Journal of Law & Public Policy, and Notre Dame Law Review, among other publications. He is a regular contributor to the Yale Journal on Regulation’s Notice and Comment blog, and for many years, he was one of the Weekly Standard’s lead writers on constitutional law and the Supreme Court.
Mr. White has testified often before Congress, including before the Senate’s Committees on the Judiciary; Commerce, Science, and Transportation; and Homeland Security and Governmental Affairs and before the House’s Judiciary and Financial Services Committees. In 2018, the Senate Committee on the Judiciary called him to testify in Brett Kavanaugh’s Supreme Court confirmation hearings to advise senators on Kavanaugh’s approach to administrative law.
In 2021, he served on the Presidential Commission on the Supreme Court of the United States, where he criticized “Court packing” and other efforts to restructure the Supreme Court. In 2017, he was appointed to serve on the Administrative Conference of the United States. He also serves on the leadership council for the American Bar Association’s Administrative Law and Regulatory Practice Section, which he will chair in 2023–24. Before joining AEI, he was a research fellow at Stanford University’s Hoover Institution and an adjunct fellow at the Manhattan Institute.

Vice President, Edwin Meese III Institute for the Rule of Law, Advancing American Freedom
John G. Malcolm oversees Advancing American Freedom’s work to increase understanding of the Constitution and the rule of law as Vice President of the organization’s Edwin Meese III Institute for the Rule of Law. Malcolm brings to the challenge a wealth of legal expertise and experience in both the public and private sectors.
Prior to joining Advancing American Freedom in 2025, Malcolm was the Vice President of the Institute for Constitutional Government and the Director of the Meese Center for Legal and Judicial Studies at the Heritage Foundation. Prior to joining Heritage in 2012, Malcolm was general counsel at the U.S. Commission on International Religious Freedom, as well as a distinguished practitioner in residence at Pepperdine Law School. From 2004 to 2009, Malcolm was executive vice president and director of worldwide anti-piracy operations for the Motion Picture Association.
Malcolm served as a deputy assistant attorney general in the Department of Justice’s Criminal Division from 2001 to 2004, where he oversaw sections on computer crime and intellectual property, domestic security, child exploitation and obscenity, and special investigations. Immediately prior to that, he was a founding partner in the Atlanta law firm of Malcolm & Schroeder, LLP.
From 1990 to 1997, Malcolm was an assistant U.S. attorney in Atlanta, assigned to the fraud and public corruption section, and also an associate independent counsel, investigating fraud and abuse in the Department of Housing and Urban Development. He was honored with the Director’s Award for Superior Performance for his work in connection with the successful prosecution of Walter Leroy Moody Jr., who assassinated an 11th Circuit judge and the head of the Savannah chapter of the NAACP.
A graduate of Harvard Law School and Columbia College, Malcolm began his career as a law clerk to a federal district court judge and a federal appellate court judge, and as an associate at the Atlanta-based law firm of Sutherland, Asbill & Brennan (new Eversheds Sutherland).
Malcolm, who resides in Washington, D.C., serves on the Board of Trustees of the Washington National Opera and is a Senate-confirmed member of the Board of Directors of the Legal Services Corporation, the largest funder of civil legal aid in the United States.

John Yoo is the Emanuel Heller Professor of Law. He is also Distinguished Visiting Scholar, School of Civic Leadership and Senior Research Fellow, Civitas Institute, at the University of Texas at Austin. He is also a Nonresident Senior Fellow at the American Enterprise Institute.
His most recent book, The Politically Incorrect Guide to the Supreme Court, co-authored with Robert Delahunty, was published in 2023. Professor Yoo has served in all three branches of government. He was an official in the U.S. Department of Justice, where he worked on national security and terrorism issues after the 9/11 attacks. He served as general counsel of the U.S. Senate Judiciary Committee. He has been a law clerk for Supreme Court Justice Clarence Thomas and federal appeals Judge Laurence Silberman. He has been a visiting professor at Seoul National University in South Korea, the Interdisciplinary Center in Israel, Keio University in Japan, Trento University in Italy, the University of Chicago, and the Free University of Amsterdam.
Professor Yoo supervises the Public Law and Policy Program and the California Constitution Center. He also serves on the boards of the Pacific Legal Foundation, the Federalist Society’s Separation of Powers and Federalism Division, the Universidad Cientifica del Sur Law School, and the Asia-Pacific Law Institute at Seoul National University. He is a winner of the Federalist Society’s Paul Bator award and been the Edwin Meese III Originalism Lecturer at the Heritage Foundation.
