Chairman of the Securities and Exchange Commission
Paul S. Atkins was sworn into office as the 34th Chairman of the Securities and Exchange Commission on April 21, 2025, after being nominated by President Donald J. Trump on January 20, 2025, and confirmed by the U.S. Senate on April 9, 2025.
Prior to returning to the SEC, Chairman Atkins was most recently chief executive of Patomak Global Partners, a company he founded in 2009. Chairman Atkins helped lead efforts to develop best practices for the digital asset sector. He served as an independent director and non-executive chairman of the board of BATS Global Markets, Inc. from 2012 to 2015.
Chairman Atkins was appointed by President George W. Bush to serve as a Commissioner of the SEC from 2002 to 2008. During his tenure, he advocated for transparency, consistency, and the use of cost-benefit analysis at the agency. Chairman Atkins also represented the SEC at meetings of the President’s Working Group on Financial Markets and the U.S.-EU Transatlantic Economic Council. From 2009 to 2010, he was appointed a member of the Congressional Oversight Panel for the Troubled Asset Relief Program.
Before serving as an SEC Commissioner, Chairman Atkins was a consultant on securities and investment management industry matters, especially regarding issues of strategy, regulatory compliance, risk management, new product development, and organizational control.
From 1990 to 1994, Chairman Atkins served on the staff of two chairmen of the SEC, Richard C. Breeden and Arthur Levitt, ultimately as chief of staff and counselor, respectively. He received the SEC’s 1992 Law and Policy Award for work regarding corporate governance matters.
Chairman Atkins began his career as a lawyer in New York, focusing on a wide range of corporate transactions for U.S. and foreign clients, including public and private securities offerings and mergers and acquisitions. He was resident for 2½ years in his firm's Paris office and admitted as conseil juridique in France.
A member of the New York and Florida bars, Chairman Atkins received his J.D. from Vanderbilt University School of Law in 1983 and was Senior Student Writing Editor of the Vanderbilt Law Review. He received his A.B., Phi Beta Kappa, from Wofford College in 1980.
Originally from Lillington, North Carolina, Chairman Atkins grew up in Tampa, Florida. He and his wife Sarah have three sons.

Timothy P. Carney is a resident fellow at the American Enterprise Institute, where he works on economic competition, cronyism, civil society, localism, and religion in America. He is concurrently the commentary editor at the Washington Examiner.
Mr. Carney’s latest book, “Alienated America: Why Some Places Thrive While Others Collapse” (HarperCollins), was published in February 2019. Now Director of Research at Bloomberg Government, Robert E. Litan has had a distinguished career. He had been vice president for Research and Policy at the Ewing Marion Kauffman Foundation in Kansas City, where he oversaw the Foundation’s extensive program for funding data collection and research relating entrepreneurship and economic growth. Dr. Litan also writes frequently with the Foundation’s president, Carl Schramm. Their book, Good Capitalism, Bad Capitalism, and the Economics of Growth and Prosperity, co-authored with William Baumol, (Yale University Press, 2007) has been translated into ten languages and is used as a college text around the world.
Dr. Litan was also a senior fellow in Economic Studies at the Brookings Institution, where he previously was vice president and director of Economic Studies. During his career, Dr. Litan has authored or co-authored over twenty books, edited another fourteen, and authored or co-authored over 200 articles in journals, magazines, and newspapers on a broad range of public policy issues. His other recent books include: Competitive Equity: Developing a Lower Cost Alternative for Mutual Funds (with Peter J. Wallison, AEI Press, 2007); Worldwide Financial Reporting (Oxford University Press, 2006, with three co-authors); Financial Statecraft (with Benn Steil, Yale University Press, 2006); and Follow The Money: The Enron Failure and the State of Corporate Disclosure (AEI-Brookings Joint Center for Regulatory Studies, 2003, with 3 co-authors).
Dr. Litan has been a lecturer in banking law at the Yale Law School, consulted for numerous organizations (public and private), and testified as an expert witness in a variety of legal and regulatory proceedings involving domestic (banking, antitrust) and international (primarily trade) issues. He also consulted for private sector firms and the Department of Justice on antitrust matters. Among his various assignments, he has written a number of influential federal reports. He co-authored two Congressionally-mandated studies for the Treasury Department on the role of the Community Reinvestment Act after the Financial Modernization Act of 1999. During 1996-97, he served as a consultant to the Treasury Department and was the lead author of its report to Congress on the future of the financial services industry (American Finance in the 21st Century), and in 1998-99, he was the main author of the Report of President’s Commission to Study Capital Budgeting. In 1998, he also chaired the National Academy of Sciences Committee on Assessing the Costs of Natural Disasters, which produced a report, The Impacts of Natural Disasters: A Framework for Loss Estimation.
Dr. Litan has served in several capacities in the federal government. During 1995 and 1996, he was associate director of the Office of Management and Budget, where he was responsible for overseeing budgetary and other policies of six cabinet agencies. From 1993 to 1995, he was Deputy Assistant Attorney General, in charge of civil antitrust litigation and regulatory issues at the Department of Justice (where among other matters, he supervised the first Microsoft investigation, which resulted in a consent decree; and the investigation against NASDAQ). From 1977 to 1979, he was the regulatory and legal staff specialist at the President’s Council of Economic Advisers. In the early 1990s, Dr. Litan was a member of the Commission on the Causes of the Savings and Loan Crisis.
Dr. Litan received his B.S. in economics (summa cum laude) from the Wharton School of Finance at the University of Pennsylvania; his J.D. from Yale Law School; and both his M. Phil. and Ph.D. in economics from Yale University.

Sofie Miller's regulatory research portfolio includes economic analysis of energy efficiency standards, analysis of regulatory benefits, use of cost benefit analysis by agencies, retrospective review of existing rules, regressive effects of regulations, and the efficacy of public participation within the rulemaking process. Sofie has submitted public comments on regulations establishing energy efficiency standards, airline passenger protections, consumer product safety, and standards to prevent foodborne illnesses. Sofie has published articles in Regulation Magazine and the journal Engage, and is the editor of the GW Regulatory Studies Center's weekly Regulation Digest, which tracks regulatory developments in federal agencies, think tanks, and the media.

Ambassador Nathan A. Sales is the founder and principal of Fillmore Global Strategies LLC, a consultancy that provides legal and strategic advisory services on matters at the intersection of law, policy, and diplomacy.
From 2017 to 2021, Ambassador Sales served at the U.S. Department of State as Under Secretary for Civilian Security, Democracy, and Human Rights (acting). He oversaw nine bureaus and offices led by Senate-confirmed principals, with 1,300 employees and a combined foreign assistance budget of more than $5 billion annually, and the mission of preventing and countering threats to civilian security, including terrorism, mass atrocities, and violations of human rights and the rule of law.
Concurrently, Ambassador Sales was Ambassador-at-Large and Coordinator for Counterterrorism. After being nominated by the President and unanimously confirmed by the U.S. Senate, he was sworn in on August 10, 2017. He served as the principal adviser to the Secretary of State on international counterterrorism matters, and led the State Department’s Counterterrorism Bureau, a 200-person team with an annual foreign assistance budget of $400 million. He was also the Special Presidential Envoy to the Global Coalition to Defeat ISIS, leading U.S. relations with the 83-member Coalition and efforts to ensure the lasting defeat of ISIS in the Middle East and around the world.
While at the State Department, Ambassador Sales led the elements of the U.S. government’s China strategy promoting democratic values and human rights, including with respect to Hong Kong and Xinjiang. He oversaw the development and implementation of a wide range of U.S. government sanctions, including Global Magnitsky actions and Executive Order 13,936, targeting those responsible for undermining Hong Kong’s freedoms and autonomy. Ambassador Sales was the architect of the landmark 2017 UN Security Council Resolution 2396 on terrorist travel, and successfully pressed NATO to make counterterrorism a core Alliance mission. He led diplomatic engagements to persuade a dozen key partners in Europe and the Americas to designate Hizballah as a terrorist organization in its entirety. He launched the Western Hemisphere Counterterrorism Ministerial, in which heads of state and minister-level officials meet bianually to coordinate efforts against terrorist threats in the region. He led the U.S. government’s international efforts to combat white supremacist terrorism. Under his leadership, the State Department imposed terrorism sanctions on the Russian Imperial Movement – the first-ever U.S. designation of white supremacist terrorists.
Before joining the State Department, Ambassador Sales was Of Counsel at the law firm Kirkland & Ellis LLP (formerly Bancroft PLLC). He was also a tenured law professor, teaching and writing in the fields of administrative law, constitutional law, and national security law. His scholarship has been cited by the U.S. Supreme Court multiple times.
Ambassador Sales previously was Deputy Assistant Secretary for Policy at the U.S. Department of Homeland Security. He led DHS’s efforts to draft and implement legislation that strengthened the security of and expanded the Visa Waiver Program (which allows citizens of certain countries to travel to the United States without a visa). He headed the U.S. delegation in talks with seven countries to implement the new security measures and was the Secretary of Homeland Security’s Special Envoy to South Korea.
Ambassador Sales also served at the Office of Legal Policy at the U.S. Department of Justice, where he worked on regulatory initiatives, counterterrorism, and judicial confirmations. In 2005, he managed DOJ’s “war room” for the confirmation of Chief Justice John Roberts. He received the Attorney General’s Award for Exceptional Service – the Justice Department’s highest honor – for his role in drafting the USA PATRIOT Act, as well as the Attorney General’s Distinguished Service Award for his work on judicial confirmations.
In addition to his work at Fillmore Global Strategies, Ambassador Sales is a nonresident senior fellow at the Atlantic Council and a senior advisor at the Soufan Group, a global intelligence and security consultancy. He serves on a number of advisory boards, including for the Counter-Extremism Project (a nonprofit and nonpartisan international policy organization formed to combat the growing threat from extremist ideologies), the Secure Community Network (the official safety and security organization for the North American Jewish community), and the Sue J. Mark Calabria is the Director of the Federal Housing Finance Agency.
He was formerly the chief economist for Vice President Mike Pence. Prior to that, he served as Director of Financial Regulation Studies at the Cato Institute. Before joining Cato in 2009, he spent six years as a member of the senior professional staff of the U.S. Senate Committee on Banking, Housing and Urban Affairs. In that position, Calabria handled issues related to housing, mortgage finance, economics, banking and insurance for Ranking Member Richard Shelby (R-AL). Prior to his service on Capitol Hill, Calabria served as Deputy Assistant Secretary for Regulatory Affairs at the U.S. Department of Housing and Urban Development, and also held a variety of positions at Harvard University’s Joint Center for Housing Studies, the National Association of Home Builders and the National Association of Realtors. Calabria has also been a Research Associate with the U.S. Census Bureau’s Center for Economic Studies.

Jonathan R. Macey is Sam Harris Professor of Corporate Law, Corporate Finance, and Securities Law at Yale University, and Professor in the Yale School of Management. From 1991 – 2004, Professor Macey was J. DuPratt White Professor of Law, Director of the John M. Olin Program in Law and Economics at Cornell Law School, and Professor of Law and Business at the Cornell University Johnson Graduate School of Business. Professor Macey earned his B.A. cum laude from Harvard in 1977, and his J.D. from Yale Law School in 1982, where he was Article and Book Review editor of The Yale Law Journal. In 1996, Professor Macey received a Ph.D. honoris causa from the Stockholm School of Economics. Following law school, Professor Macey was law clerk to Judge Henry J. Friendly on the U.S. Court of Appeals for the Second Circuit.
Professor Macey is the author of several books including the two-volume treatise, Macey on Corporation Laws, published in 1998 (Aspen Law & Business), and co-author of two leading casebooks, Corporations: Including Partnerships and Limited Liability Companies (2003 Thomson West), which is in its eighth edition, and Banking Law and Regulation (2002 Aspen Law & Business), which is now in its third edition. His recent articles have appeared in the Banking Law Journal, the University of Chicago Law Review, the Stanford Law Review, The Yale Law Journal, the Cornell Law Review, the Journal of Law and Economics, and the Brookings Wharton Papers on Financial Institutions. Professor Macey has taught at major universities throughout the world, including Bocconi University (Milan), the University of Tokyo; the University of Toronto; the University of Turin, the University of Amsterdam Department of Finance, and the Stockholm School of Economics, Department of Law. He also has been Professor of Law at the University of Chicago (1990) and Visiting Professor of Law at Harvard Law School (1999). Professor Macey is a Senior Research Fellow at the International Centre for Economic Research (ICER) in Turin, Italy. Professor Macey also serves on the Academic Advisory Board (Comitato Scientifico) of the Associazione Disiano Preite for the study of corporate law (per lo studio del diritto dell’impresa). Harvey L. Pitt is the Founder, Chief Executive Officer and a Managing Director of the global business consulting firm, Kalorama Partners, LLC, and its law firm affiliate, Kalorama Legal Services, PLLC. Prior to founding the Kalorama firms in 2003, Mr. Pitt served as the twenty-sixth Chairman of the U. S. Securities and Exchange Commission. In that role, from 2001 until 2003, Mr. Pitt was responsible, among other things, for overseeing the SEC’s response to the market disruptions resulting from the terrorist attacks of 9/11, for creating the SEC’s “real time enforcement” program, and for leading the Commission’s unanimous adoption of dozens of rules in response to the corporate and accounting crises generated by the excesses of the 1990s.
For nearly a quarter of a century before becoming SEC Chairman, Mr. Pitt was a senior corporate partner of Fried, Frank LLP, an international law firm, and served as Co-Chair of the firm (1998-2001). He was a founding Trustee and first President of the SEC Historical Society. Former Chairman Pitt appears regularly as a commenter on major televised news programs, and is a frequent speaker on a wide variety of issues, including economics, regulation of capital and financial markets, corporate governance, business ethics, accounting, and legislative matters. Mr. Pitt has served as an Adjunct Faculty Member at the George Washington University Law School (Market Regulation, 1974-82), Georgetown University Law Center (Fraud and Fiduciary Duties, 1975-84), the University of Pennsylvania School of Law (Fraud and Fiduciary Duties, and Takeover Law, 1983-84) and The Yale Law School (Corporate Governance, 2007).
Former Chairman Pitt served previously on the Staff of the SEC (1968-78), including three years as Commission General Counsel (1975-78). Former Chairman Pitt received a J.D. degree from St. John’s University School of Law (1968), and his B.A. degree from the City University of New York (Brooklyn College) (1965). He is also a Director as well as the Chairman of the Audit and Compensation Committees of GWU Medical Faculty Associates, Inc., an IRC §501(c)(3) notfor-profit corporation that provides comprehensive medical care to residents of the greater Washington, D.C. metropolitan area. He also serves on the Board of Directors and Audit Committee of the offshore funds of Paulson & Co., and its affiliates. In addition to his fiduciary board positions, Mr. Pitt is a member of the Global Advisory Forum of CQS, a global multi strategy asset management firm, and a member of the Regulatory and Compliance Advisory Council of Millennium Management LLC. Damon A. Silvers is the Director of Policy and Special Counsel for the AFL-CIO. He joined the AFL-CIO as Associate General Counsel in 1997.
Mr. Silvers serves on a pro bono basis as a Special Assistant Attorney General for the state of New York. Mr. Silvers is also a member of the Investor Advisory Committee of the Securities and Exchange Commission, the Treasury Department’s Financial Research Advisory Committee, the Public Company Accounting Oversight Board’s Standing Advisory Group and its Investor Advisory Group.
Mr. Silvers served as the Deputy Chair of the Congressional Oversight Panel for TARP from 2008 to 2011. Between 2006 and 2008, Mr. Silvers served as the Chair of the Competition Subcommittee of the United States Treasury Department Advisory Committee on the Auditing Profession and as a member of the United States Treasury Department Investor’s Practice Committee of the President’s Working Group on Financial Markets.

In 2011, Mr. Pitt received the William O. Douglas Award, conferred annually by the Association of Securities and Exchange Commission Alumni, Inc. on an SEC alumnus who has contributed to the development of the federal securities laws or served the financial and SEC community with distinction.
Director of Policy and Special Counsel, AFL-CIO
Damon A. Silvers is the Director of Policy and Special Counsel for the AFL-CIO. He joined the AFL-CIO as Associate General Counsel in 1997.
Mr. Silvers serves on a pro bono basis as a Special Assistant Attorney General for the state of New York. Mr. Silvers is also a member of the Investor Advisory Committee of the Securities and Exchange Commission, the Treasury Department’s Financial Research Advisory Committee, the Public Company Accounting Oversight Board’s Standing Advisory Group and its Investor Advisory Group.
Mr. Silvers served as the Deputy Chair of the Congressional Oversight Panel for TARP from 2008 to 2011. Between 2006 and 2008, Mr. Silvers served as the Chair of the Competition Subcommittee of the United States Treasury Department Advisory Committee on the Auditing Profession and as a member of the United States Treasury Department Investor’s Practice Committee of the President’s Working Group on Financial Markets.
Prior to working for the AFL-CIO, Mr. Silvers worked for the Harvard Union of Clerical and Technical Workers, the Amalgamated Clothing and Textile Workers, and as a law clerk at the Delaware Court of Chancery for Chancellor William T. Allen and Vice-Chancellor Bernard Balick.

Daniel Gallagher advises corporate boards and management on the full range of legal and strategic issues they face, and counsels financial services and accounting firms in investigations, regulatory proceedings and policy matters. Mr. Gallagher brings to his practice an unparalleled breadth of experience from having served not only in senior positions at the Securities and Exchange Commission but also as the chief legal officer of a global, S&P 500 corporation and general counsel of a broker-dealer.
Mr. Gallagher has extensive experience in the public and private sectors, navigating regulatory matters, financial markets, corporate legal affairs and governance, and fintech issues, including the regulatory and policy issues arising from new technology.
Mr. Gallagher previously served as the chief legal officer at Mylan N.V., a leading global pharmaceutical company; as the president of a financial services consulting firm; and as an SEC Commissioner. As an SEC Commissioner, Mr. Gallagher championed corporate governance reform, advocated for a comprehensive holistic review of equity market structural issues, and encouraged greatly improving the commission’s fixed income market expertise.
Mr. Gallagher also served on SEC staff in various senior roles, including as the deputy director and co-acting director of the Division of Trading and Markets, where he was on the front lines of the agency’s response to the financial crisis, including representing the commission in the Lehman Brothers liquidation. He was also a counsel to former SEC Commissioner Paul Atkins and to former Chairman Christopher Cox, working on matters involving the Division of Enforcement and the Division of Trading and Markets.
Earlier in his career, Mr. Gallagher was the senior vice president and general counsel of a global provider of financial services technology, where he managed all legal and regulatory matters. He first joined WilmerHale in 1993 as an associate in the firm’s Securities Department.
