Solicitor General, Montana Attorney General's Office
Christian is currently Solicitor General of Montana, where he serves as the chief litigator and principal legal advisor to Montana Attorney General Austin Knudsen. In that capacity, he manages litigation before the federal district courts, courts of appeal, and the United States Supreme Court, as well as the Montana Supreme Court. He previously served in the Trump Administration as Senior Counsel to the Assistant Secretary for Civil Rights at the U.S. Department of Education. Prior to government service, he was a public interest constitutional litigator at Mountain States Legal Foundation and a fellow at the Institute for Justice. He clerked for Justice Caleb Stegall on the Kansas Supreme Court. He also served as Director of Publications for the Federalist Society's national headquarters.
Christian earned his B.A. in Political Science in 2009 from the University of Pennsylvania before attending the University of Kansas School of Law. Christian is admitted to practice law in Kansas and Montana. A Kansas native, he is a die-hard fan of the Kansas Jayhawks, Kansas City Chiefs, and Kansas City Royals.

Eric Wessan serves as Iowa’s Solicitor General in the Iowa Attorney General’s Office. In that role, Wessan leads Iowa’s litigation before State and federal appellate courts, including the Iowa and U.S. Supreme Courts. Before that role, Wessan worked on complex commercial litigation at two large law firms in Chicago. Wessan also served as a law clerk for the Honorable James C. Ho on the U.S. Court of Appeals for the Fifth Circuit and for the Honorable John F. Kness on the U.S. District Court for the Northern District of Illinois. Wessan is a graduate of the University of Chicago Law School, with honors, and of the University of Chicago.

Solicitor General of Missouri
Lou Capozzi is the Solicitor General of Missouri. In that role, he oversees all appeals for the State of Missouri. He is also the Director of Special Litigation and litigates high-stakes cases at trial.
Lou previously worked at Jones Day, where he specialized in administrative and election law. At Jones Day, he helped lead a six-week bench trial in federal court, during which he cross-examined important expert and fact witnesses, delivered closing argument, asserted evidentiary objections, and argued several motions, including a motion for a directed verdict. He has also authored briefs at all phases of litigation--from evidentiary motions to dispositive motions and appeals.
Lou is also Lecturer in Law at the University of Pennsylvania Carey Law School and a Public Member of the Administrative Conference of the United States. He has published several academic articles focusing on administrative law.
Lou clerked for Justice Neil Gorsuch at the United States Supreme Court in the 2021 Term, as well as for Judges J. Harvie Wilkinson III of the United States Court of Appeals for the Fourth Circuit and Anthony Scirica of the United States Court of Appeals for the Third Circuit. He gradated as the valedictorian from the University of Pennsylvania Law School in 2019.
Solicitor General, West Virginia
Michael Williams is the Solicitor General for the State of West Virginia. In that role, Michael represents the State in appeals before state and federal courts, including the U.S. Supreme Court. Michael also coordinates strategic affirmative litigation on the State’s behalf, including litigation against the federal government.
Before joining the Attorney General’s Office, Michael co-led the complex briefing and appeals group at a Michigan boutique firm, representing Fortune 50 companies and others in actions across the country. He also practiced in the litigation groups of two Washington, D.C. firms and clerked with the Appellate Division of the U.S. Attorney’s Office for the District of Maine.
Michael’s work has been honored with a Best Brief Award from the National Associationof Attorneys General and a Leader in the Law Award from Michigan Lawyers Weekly. He often speaks and writes on appellate-related issues.
Michael clerked twice in the Fourth Circuit: once with then-Chief Judge Deborah Chasanow of the U.S. District Court for the District of Maryland and later with Judge G. Steven Agee of the U.S. Court of Appeals for the Fourth Circuit. He attended George Washington University Law School and Bates College.

Andrew N. Ferguson was sworn in April 2, 2024 as a Commissioner of the Federal Trade Commission. President Joe Biden named Ferguson to a term that expires on September 25, 2030.
Ferguson most recently served as solicitor general of the Commonwealth of Virginia. Prior to that position, he served as chief counsel to U.S. Sen. Mitch McConnell of Kentucky, the Republican leader, and as a Republican counsel on the U.S. Senate Judiciary Committee. He also practiced law at several Washington, D.C. law firms. He earned his undergraduate degree and law degree from the University of Virginia. After law school, Ferguson clerked for Judge Karen L. Henderson on the U.S. Court of Appeals for the D.C. Circuit and U.S. Supreme Court Justice Clarence Thomas.

Simon Hankinson is a Senior Research Fellow in the Border Security and Immigration Center at The Heritage Foundation.
From 1999–2022, he was a Foreign Service Officer serving in India, Fiji, Ghana, Slovakia, Togo, Washington, D.C., Marseille, and Nairobi. Prior to entering the State Department, Hankinson worked as a lawyer in London, and then taught history, English, and drama at a private school in Miami.
Hankinson holds a master’s degree in modern history from St. Andrews, Scotland, a degree from the College of Law in London, and a master’s degree in international security affairs from the National Defense University in Washington, D.C.

Randel Johnson has worked on employment and immigration law and policy issues for over twenty-five years, bringing a broad perspective from working in the executive agencies, on Capitol Hill, and in the private sector. Deeply involved in past efforts on comprehensive immigration reform, including testifying in both the U.S. House of Representatives and the U.S. Senate, his experience includes working as the senior vice president at the U.S. Chamber of Commerce, labor counsel to the House Education and Labor Committee, and special assistant to the solicitor of labor at the U.S. Department of Labor. He was also a partner at the law firm of Seyfarth Shaw and most recently a judge on the Administrative Review Board at the Labor Department.

James Rogers is Senior Counsel at America First Legal Foundation, where he litigates in a number of areas, including border security, election integrity, parental rights, and administrative and constitutional law. Before joining America First Legal, from 2021 to 2022, he was Senior Litigation Counsel at the Solicitor General’s Office of the Arizona Attorney General’s Office. While there, he spearheaded lawsuits against the Biden Administration’s destructive open borders policies and its COVID19 vaccine mandates. From 2015 to 2021, James was a Foreign Service Officer at the U.S. Department of State, where he worked in the Office of the Assistant Legal Advisor for Consular Affairs, at the U.S. Consulate in Porto Alegre, Brazil, and at the U.S. Embassy in Windhoek, Namibia.
Prior to joining the Department of State, he was a commercial litigation partner at Osborn Maledon, a Phoenix-based firm with a #1 litigation ranking from Chambers and Partners. James earned a J.D. from Harvard Law School in 2009, an L.L.M. in International Law from the University of Cambridge in 2008, and a B.A., with honors, in International Studies from Brigham Young University in 2005. Vice President, Immigration Policy, U.S. Chamber of Commerce
Patrick Shen is vice president for Immigration Policy at the U.S. Chamber of Commerce. He helps Chamber member companies develop sensible, pro-growth immigration policies and advocates for such policies on our members’ behalf before Congress and the executive branch.
Before joining the Chamber, Shen was an immigration lawyer for over 30 years in the government and private sector. Most recently, he was a partner at a leading global business immigration law firm where he advised multinational companies on worksite compliance and represented employers from all sectors in government enforcement actions.
Earlier in his career, Shen was confirmed unanimously by the U.S. Senate as Special Counsel for Immigration-related Unfair Employment Practices in the Justice Department. He previously served as the policy and planning director of U.S. Immigration and Customs Enforcement (ICE) and the chief immigration counsel for the Senate Judiciary Committee.
Shen began his government career as a trial attorney for the former Immigration and Naturalization Service (INS), the U.S. Attorney’s Office for the Eastern District of New York, and the Justice Department’s Civil Division in Washington, D.C.
Shen received his undergraduate and law degrees from Brigham Young University. He was an adjunct professor at American University’s Washington College of Law and a sports reporter in Taiwan before attending law school. He became a certified emergency medical technician (EMT) shortly after September 11, 2001, and still volunteers with his local fire department in Maryland.

Currently, he is Professor of Law, Founder & Director of Firearms Research Center, and Director of the Business Planning Practicum and at the University of Wyoming College of Law.
Professor Mocsary teaches and writes about Agency & Partnership, Contracts, Corporations, Securities Regulation, the Second Amendment, and Firearms Law, including the intersection of Firearms Law and private law. He is a co-author of Firearms Law and the Second Amendment: Regulation, Rights, and Policy (3rd ed. 2021), the first casebook on this topic.
