Todd Gaziano is the President of the Center for Individual Rights. Mr. Gaziano received his J.D. in 1988 from the University of Chicago Law School, where he was a John M. Olin Fellow in Law and Economics. He received his B.A. from West Virginia University, summa cum laude in 1985. He was selected as a Truman Scholar from West Virginia while an undergraduate.
Mr. Gaziano’s previous legal work includes service as a law clerk for U.S. Court of Appeals for the Fifth Circuit Judge Edith Jones, as an attorney in the U.S. Department of Justice Office of Legal Counsel, as a chief subcommittee counsel in the U.S. House of Representatives, as a Houston trial attorney, and as a chief corporate legal officer. He also served a six-year term as commissioner on the U.S. Commission on Civil Rights (2008-2013), where he helped conduct oversight and investigations of civil rights agencies.
For most of the last 25 years, Mr. Gaziano was a legal scholar and public interest law leader, promoting individual liberty in the Supreme Court and Congress. Charles I. Francis Professorship in Law, University of Texas at Austin School of Law
Professor Aaron Nielson lectures and writes in the areas of administrative law, civil procedure, and federal courts. Before joining the faculty, he served as Solicitor General of Texas and represented Texas before the U.S. Supreme Court and the Texas Supreme Court, as well as overseeing all appellate litigation for the State. Earlier in his career, he was a professor at Brigham Young University and an appellate and antitrust partner in the Washington, D.C. office of Kirkland & Ellis LLP. As Solicitor General, Professor Nielson successfully defended against a First Amendment challenge Texas’s law requiring online pornographers to institute age verification. He currently serves as a Senior Fellow of the Administrative Conference of the United States after completing a six-year term as an appointed public member and chair of the Conference’s Administration & Management Committee.

Christopher B. Seaman joined the Washington and Lee law faculty in 2012. His research and teaching interests include intellectual property, property, and civil procedure, with a particular focus on intellectual property litigation and remedies for the violation of intellectual property rights.
Professor Seaman’s intellectual property-related scholarship has appeared or is forthcoming in a variety of law reviews and journals, including the Virginia Law Review, the Iowa Law Review, the BYU Law Review, the Harvard Journal of Law and Technology, and the Yale Journal of Law and Technology. His empirical study of willful patent infringement and enhanced damages was selected as a winner of the Samsung-Stanford Patent Prize competition for outstanding new scholarship related to patent remedies.

Christopher J. Walker is a Professor of Law at the University of Michigan. Prior to joining Michigan law faculty in 2022, he spent a decade teaching at The Ohio State University Moritz College of Law. Matthew Cavedon is the Director of the Cato Institute’s Project on Criminal Justice. He focuses on reforming plea-driven mass adjudication, ensuring police accountability, and defending constitutional criminal originalism. Cavedon’s scholarship has been published (or is forthcoming in) publications including the Arizona State Law Journal, Cato Supreme Court Review, Seattle University Law Review, and Georgetown Journal of Law and Public Policy. Jonathan Skrmetti was sworn in to an eight-year term as Tennessee’s Attorney General and Reporter on September 1, 2022.
Prior to his current role, General Skrmetti served as Chief Counsel to Governor Bill Lee and as Chief Deputy Attorney General to his predecessor, Tennessee Attorney General Herbert Slatery.
Before working for the State of Tennessee, General Skrmetti was a partner at Butler Snow LLP in Memphis. His legal career began with nearly a decade as a federal prosecutor. He worked at the Civil Rights Division at Main Justice and then at the Memphis U.S. Attorney’s Office and prosecuted sex traffickers, corrupt government officials, and violent white supremacists. Mr. Callanan has drafted appellate briefs and critical motions in matters involving a broad range of complex legal issues. He has considerable experience litigating against federal agencies and advising clients on administrative law matters. He has represented clients before, or in litigation against, agencies including the Department of Transportation, National Labor Relations Board, Securities & Exchange Commission, Commodity Futures Trading Commission, Federal Reserve, Department of Health & Human Services, and Food & Drug Administration. Among other successes, he participated in an Administrative Procedure Act challenge that prompted a federal agency to withdraw the costliest regulatory mandate in the history of the U.S. railroad industry. He co-chairs the Rulemaking Committee of the American Bar Association’s administrative law section and is a member of the Executive Committee of the Federalist Society’s administrative law section.
Before joining King & Spalding, Mr. Callanan was general counsel to U.S. Senator Rob Portman. In that position, he served as principal adviser on tax policy, regulatory policy, and legal issues cutting across all substantive areas. He developed and drafted bipartisan legislation on a range of issues, including bipartisan bills to reform the rulemaking process, to strengthen economic analysis by independent regulatory agencies, to reform the federal permitting process for major infrastructure projects, and to expedite the sale of excess federal property. He advised Senator Portman in connection with his work on the Finance Committee and the Homeland Security & Governmental Affairs Committee. During the same period, he served as staff director of a Senate oversight subcommittee with jurisdiction over all aspects of federal contracting.
Previously, Mr. Callanan was a litigation associate at another major law firm in Washington, D.C.
Mr. Callanan served as a law clerk to Judge A. Raymond Randolph of the U.S. Court of Appeals for the District of Columbia Circuit. He received his J.D., cum laude, from Harvard Law School in 2008. At Harvard, Mr. Callanan served as Articles Editor of the Harvard Journal of Law & Public Policy. Before law school, he served as a speechwriter in the U.S. Senate. Mr. Callanan earned his undergraduate degree, magna cum laude, from Claremont McKenna College, where he was elected to Phi Beta Kappa.
