Distinguished Fellow, Hudson Institute
Christopher DeMuth is a distinguished fellow at Hudson Institute. He was president of the American Enterprise Institute for Public Policy Research (AEI) from 1986 to 2008 and was the D.C. Searle Senior Fellow at AEI from 2008 to 2011.
Mr. DeMuth was raised in Kenilworth, Illinois, and attended the Lawrenceville School (1964), Harvard College (A.B. 1968), and the University of Chicago Law School (J.D. 1973). He served as staff assistant to President Richard M. Nixon from 1969 to 1970, working first for Daniel P. Moynihan (then assistant to the President for Urban Affairs) on urban policy matters and then as chairman of the White House Task Force on Environmental Policy. Following law school, he practiced regulatory, antitrust, and general corporate law with Sidley & Austin in Chicago (1973-1976) and was associate general counsel of the Consolidated Rail Corporation (Conrail) in Philadelphia (1976-1977).
From 1977 to 1981, Mr. DeMuth was lecturer in public policy at the Kennedy School of Government at Harvard University, and director of the Harvard Faculty Project on Regulation. There he taught courses on law, economics, and regulatory policy and conducted and sponsored research on health, safety, environmental, and economic regulation.
Returning to Washington in 1981, Mr. DeMuth served as administrator for information and regulatory affairs in the U.S. Office of Management and Budget, and as executive director of the Presidential Task Force on Regulatory Relief during President Ronald Reagan’s first term of office. From 1984 to 1986, he was managing director of Lexecon Inc., a law-and-economics consulting firm; in 1986, he was also publisher and editor-in-chief of Regulation magazine. He was elected president of the American Enterprise Institute in December 1986.

Sandra Day O'Connor Professor of Law & Professor of Government, William & Mary Law School
Neal Devins is the Sandra Day O’Connor Professor of Law and Professor of Government at the College of William and Mary. He is the author of several books and more than 100 articles and book chapters on courts, constitutional law, and law & politics. His books include The Company They Keep (Oxford 2019) (with Larry Baum), The Democratic Constitution (Oxford 2d ed. 2015) (with Louis Fisher), Political Dynamics of Constitutional Law (West 6th ed. 2019) (with Louis Fisher), and Shaping Constitutional Values: The Supreme Court, Elected Government, and the Abortion Dispute (Johns Hopkins University Press 1996). Harlan Fiske Stone Professor of Constitutional Law, Columbia Law School
A leading administrative and constitutional law scholar, Gillian Metzger ’96 writes and teaches in the areas of administrative law, constitutional law, and federal courts, with an emphasis on federalism and privatization. In 2023-2024, she served as Acting Assistant Attorney General and Deputy Assistant Attorney General in the Office of Legal Counsel in the Department of Justice.
Metzger's recent work covers topics ranging from constitutional attacks on the administrative state to appropriations, administrative law under the Roberts Court, and the role of administrative agencies in a polarized world. In 2015, Metzger won the American Bar Association Administrative Law Section Annual Scholarship Award for “The Constitutional Duty to Supervise,” which examined presidential control and oversight of the modern administrative state. She is a co-editor of Gellhorn & Byse’s Administrative Law: Cases and Comments, 13th ed. (Foundation Press, 2023), a seminal administrative law casebook.
Professor Metzger was recently elected to the American Academy of Arts & Sciences and is a Senior Fellow of the Administrative Conference of the United States. In 2020, she was awarded Columbia University's Faculty Mentorship Award and in 2014, the Law School’s graduating class awarded Metzger the Willis L.M. Reese Prize for Excellence in Teaching, recognizing, among many other accomplishments, her commitment to mentoring new generations of law students.
In 2012, Metzger helped launch Columbia Law School’s Center for Constitutional Governance (CCG)—where she now serves as faculty director—a nonpartisan legal and policy organization devoted to the study of constitutional structure and authority. CCG brings together a diverse group of constitutional scholars to explore policy areas such as health care, civil rights, immigration, financial regulation, and national security.
Metzger also has co-authored and filed numerous amicus briefs in major constitutional and administrative law challenges before the Supreme Court and other courts. Most recently, Metzger filed a brief in Seila Law Center v. CFPB, a separation of powers challenge, and in Kisor v. Wilkie, a case involving judicial deference to agencies. She has also filed briefs in cases involving reproductive rights and the Affordable Care Act, among others.
Previously, Metzger served as vice dean of intellectual life at Columbia Law School. Before joining the Law School, she worked as an attorney with the Brennan Center for Justice. Metzger also clerked for U.S. Supreme Court Justice Ruth Bader Ginsburg ’59 and Judge Patricia M. Wald of the U.S. Circuit Court of Appeals for the District of Columbia. In 2018, Metzger moderated a panel discussion with Justice Ginsburg on impact litigation at Columbia Law School.
Judge, United States Court of Appeals, District of Columbia Circuit
Judge Rao was appointed to the United States Court of Appeals for the District of Columbia Circuit in March 2019. She graduated from Yale College in 1995 and the University of Chicago Law School in 1999. Following graduation, she served as a law clerk to Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit and, in the 2001 October Term, as law clerk to Justice Clarence Thomas of the U.S. Supreme Court. Between her clerkships, Judge Rao served as counsel for nominations and constitutional law to the U.S. Senate Committee on the Judiciary. In 2002, she joined the international arbitration group of Clifford Chance LLP in London, England. From 2005-2006, she served as Special Assistant and Associate White House Counsel to President George W. Bush. From 2006 to 2017, Judge Rao was a professor at the Antonin Scalia Law School at George Mason University, where she taught constitutional law, legislation and statutory interpretation, and the history and foundations of the administrative state. In 2014, she founded the Center for the Study of the Administrative State, a non-profit Center that promotes academic scholarship and public policy debates about administrative law. In July 2017, she was appointed to serve as the Administrator of the Office of Information and Regulatory Affairs in the Office of Management Budget. She served in this position until her appointment to the D.C. Circuit.
Executive Vice President, The Federalist Society
Dean Reuter is Executive Vice President at the Federalist Society for Law and Public Policy Studies. He has served in two federal government agency Offices of the Inspector General, as Counsel to the Inspector General and Deputy Inspector General, responsible for policing the use of federal funds granted and contracted through those agencies. As such, he helped conduct and oversee criminal investigations across the country. He is the principal author of the non-fiction book, The Hidden Nazi: The Untold Story of America's Deal with the Devil, and editor of Liberty’s Nemesis: The Unchecked Expansion of the State and Confronting Terror: 9/11 and the Future of American National Security. He was appointed by the President and served as Vice-Chairman of the Board of Directors of the Corporation for National and Community Service, and recently served as an appointee on the U.S. Commission on Presidential Scholars. Judge Smith was appointed U.S. Circuit Judge for the Fifth Circuit by President Reagan and entered on duty in January 1988. He attended public schools in Lubbock, Texas, and graduated from Yale University, receiving a B.A. in 1969 and a J.D. in 1972.
Judge Smith was a Law Clerk to U.S. District Judge Halbert Woodward, Northern District of Texas, 1972-1973; with the Houston law firm of Fulbright & Jaworski as an Associate, 1973-1981, and as Partner, 1981-1984; and as City Attorney, City of Houston, 1984-1988. He was Chairman, Civil Service Commission, City of Houston, 1982-1984; and a Director, Harris County Housing Authority, 1978-1980.
Judge Smith lives in Houston and is married to Mary Jane Smith and has four children: Ruth Ann, Clark, J.J., and Brandon. He formerly was Chair of the Advisory Committee on Federal Rules of Evidence of the Judicial Conference of the United States. He assists LexisNexis/Matthew Bender & Co. in periodic revisions of several chapters of Moore’s Federal Practice.

Adam Paul Laxalt is a partner at Cooper & Kirk which he joined in March 2019. Mr. Laxalt served as Nevada’s 33rd Attorney General from 2015-2019. Mr. Laxalt graduated Magna Cum Laude from Georgetown University and also graduated from Georgetown University Law Center. He is a former Navy and Iraq War veteran. Mr. Laxalt also served as an Assistant Professor of Law at the U.S. Naval Academy.
As Nevada’s Attorney General and top law-enforcement officer, Mr. Laxalt supervised all criminal and civil matters for Nevada’s largest law office. He provided strategic direction and supervision of almost 400 employees, thousands of legal matters, and nearly 50 trials. Mr. Laxalt served as chief legal counsel for the state of Nevada, as well as to Constitutional Officers, state agencies, boards, and commissions. He managed approximately $1.2 billion in potential civil liabilities for the state.
As a former member of the military, Laxalt’s support of service members culminated in the creation of the Office of Military Legal Assistance, a first-of-its-kind program that provides Nevada’s military members with free legal representation. The program was recently named a “Best Practice Program” by the Department of Defense with a recommendation for duplication in states throughout the country, and to date, has helped military personnel and veterans handle over 210 pro bono matters.
Consistent with his commitment to defending our nation’s constitutional principles and protecting the important role of the States in our federalist system of government, Laxalt created Nevada’s first ever Federalism Unit within the Attorney General’s Office. To protect the interests of Nevadans, the Federalism Unit has challenged multiple occasions of unlawful federal overreach, including the Environmental Protection Agency’s Waters of the United States Rule, the Bureau of Land Management’s Sage Grouse Plan, and other instances of unilateral federal executive orders. The Unit has also filed friend of the court briefs on many important issues including public roads, Environmental Protection Agency overreach, federal interference with Nevada’s criminal justice system and Second Amendment issues.

Leonard is Co-Chairman and former Executive Vice President of the Federalist Society, joining the organization over 25 years ago. Since that time he has been instrumental in helping the organization top 70,000, focusing on the growth of lawyers membership, operations and activities advancing limited, constitutional government. In addition to his work at the Society, Leonard has advised President Trump on judicial selection, assisted with the Gorsuch and Kavanaugh Supreme Court selection and confirmation process, and served as a member of the transition team. He also organized the outside coalition efforts in support of the Roberts and Alito U.S. Supreme Court confirmations. Leonard was appointed by President George W. Bush to three terms to the U.S. Commission on International Religious Freedom as chairman. He was also a U.S. Delegate to the UN Council and UN Commission on Human Rights during the Bush Administration. Leonard was the recipient of the 2009 Bradley Prize, along with the other founders and directors of the Federalist Society, for his work in advancing freedom and the rule of law. Leonard holds degrees from Cornell University and Cornell Law School. He presently resides in Northern Virginia, where he and his wife Sally have raised their seven children.
Chief Judge, United States Court of Appeals, Eleventh Circuit
William H. Pryor Jr. serves as Chief Circuit Judge on the United States Court of Appeals for the Eleventh Circuit.
In 2013–18, he served on the United States Sentencing Commission and, in 2017–18, served as Acting Chair.
He has taught as a visiting professor at the University of Alabama School of Law and previously taught as an adjunct professor at the Cumberland School of Law of Samford University.
He served as the 45th Attorney General of Alabama from 1997 to 2004. When he took office, he was the youngest attorney general in the nation. In his reelection, he received the highest percentage of votes of any statewide candidate.
He graduated magna cum laude from Tulane Law School where he finished first in the common-law curriculum and was editor in chief of the Tulane Law Review. He then served as a law clerk for Judge John Minor Wisdom of the U.S. Court of Appeals for the Fifth Circuit.
He is a member of The American Law Institute and an Adviser for the RESTATEMENT OF THE LAW THIRD, CONFLICT OF LAWS. Adam J. White is the Laurence H. Silberman Chair in Constitutional Governance and senior fellow at the American Enterprise Institute, where he focuses on the Supreme Court and the administrative state. Concurrently, he codirects the Antonin Scalia Law School’s C. Boyden Gray Center for the Study of the Administrative State.
Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.
Mr. White has written for the Wall Street Journal, the New York Times, the Washington Post, National Affairs, Commentary, Harvard Journal of Law & Public Policy, and Notre Dame Law Review, among other publications. He is a regular contributor to the Yale Journal on Regulation’s Notice and Comment blog, and for many years, he was one of the Weekly Standard’s lead writers on constitutional law and the Supreme Court.
Mr. White has testified often before Congress, including before the Senate’s Committees on the Judiciary; Commerce, Science, and Transportation; and Homeland Security and Governmental Affairs and before the House’s Judiciary and Financial Services Committees. In 2018, the Senate Committee on the Judiciary called him to testify in Brett Kavanaugh’s Supreme Court confirmation hearings to advise senators on Kavanaugh’s approach to administrative law.
In 2021, he served on the Presidential Commission on the Supreme Court of the United States, where he criticized “Court packing” and other efforts to restructure the Supreme Court. In 2017, he was appointed to serve on the Administrative Conference of the United States. He also serves on the leadership council for the American Bar Association’s Administrative Law and Regulatory Practice Section, which he will chair in 2023–24. Before joining AEI, he was a research fellow at Stanford University’s Hoover Institution and an adjunct fellow at the Manhattan Institute.

Former Solicitor General of Texas
Jonathan F. Mitchell is Principal at Mitchell Law PLLC. He received his law degree with high honors from the University of Chicago Law School, where he was an articles editor of The University of Chicago Law Review and a member of the Order of the Coif.
After graduating from law school, Mr. Mitchell clerked for Judge J. Michael Luttig of the U.S. Court of Appeals for the Fourth Circuit and for Justice Antonin Scalia of the Supreme Court of the United States. He then served as an Attorney-Adviser in the Office of Legal Counsel of the United States Department of Justice from 2003 through 2006. After leaving the Department of Justice, Mr. Mitchell served as a Visiting Researcher at Georgetown University Law Center, a Visiting Assistant Professor at the University of Chicago Law School from 2006 through 2008, and an Assistant Professor of Law at George Mason University from 2008 through 2010.
In 2010, Mr. Mitchell was appointed Solicitor General of Texas, a position he held until January 2015. After leaving the Texas Solicitor General’s office, Mr. Mitchell served as the Searle Visiting Professor of Law at the University of Texas School of Law before joining the Hoover Institution as a Visiting Fellow from 2015 to 2016. Mr. Mitchell also served as a Visiting Professor of Law at Stanford Law School before opening his own law firm in 2018.
Mr. Mitchell has published numerous works of scholarship in top-10 law journals, and he has written articles on textualism, national-security law, criminal law and procedure, judicial review and judicial federalism, and the legality of stare decisis in constitutional adjudication.
Mr. Mitchell has argued eight times before the Supreme Court of the United States, and more than 20 times in the federal courts of appeals. He has also argued before Supreme Court of Texas and in numerous trial courts. Mr. Mitchell has authored the principal merits brief in 11 Supreme Court cases, and has written and submitted more than 20 amicus curiae briefs in the Supreme Court.
Mr. Mitchell devised the novel enforcement mechanism in the Texas Heartbeat Act, also known as Senate Bill 8, which avoids pre-enforcement judicial review by prohibiting government officials from enforcing the statute and empowering private citizens to bring lawsuits against those who violate it. This produced an end-run around Roe v. Wade and allowed Texas and other states to impose pre-viability abortion bans despite the continued existence of Roe.
Former Senator of Kansas and Ambassador-at-Large for International Religious Freedom
Samuel Dale Brownback is an American attorney, politician, and diplomat who served as a United States senator from Kansas from 1996 to 2011 and as the 46th governor of Kansas from 2011 to 2018. Brownback also served as the United States Ambassador-at-Large for International Religious Freedom during the administration of President Donald Trump and was a candidate for the Republican nomination for President in 2008.
Born in Garnett, Kansas, Brownback grew up on a family farm in Parker, Kansas. He graduated from Kansas State University with a degree in agricultural economics in 1978 and received a J.D. from the University of Kansas in 1982. He worked as an attorney in Manhattan, Kansas, before being appointed Secretary of Agriculture of Kansas in 1986 by Democratic Governor John W. Carlin. Brownback ran for Congress in 1994 and defeated Carlin in the general election in a landslide. He represented Kansas's 2nd congressional district for a single term before running in a 1996 special election for the U.S. Senate seat previously held by Bob Dole. He won the election and was reelected by large margins in 1998 and 2004.
Governor, State of Georgia
Under Gov. Nathan Deal’s leadership, Georgia has risen to become the No. 1 place in the nation in which to do business, a goal achieved by creating the Competitiveness Initiative, reforming our tax code, shaping our educational system to support our workforce needs and recruiting businesses to relocate here.
As Georgia’s 82nd governor since January 2011, he has cut state taxes, eliminated state agencies, reduced the state government workforce, saved HOPE from the brink of bankruptcy, championed education innovations and implemented significant cost-saving reforms in our criminal justice system. He fought to increase public safety on our waterways, improved our workforce by aiding veterans and technical college students and enacted stricter rules on lobbying to boost public trust.
Though he has reduced the size of state government, Gov. Deal has prioritized education and child safety funding as state revenues rebound from the Great Recession. In 2014, the governor increased k-12 spending by more than half a billion dollars, the largest increase in education in seven years, and in his 2015 State of the State address he proposed the creation of a new Opportunity School District to rescue failing schools. As concerned about our children’s safety as he is about their education, Gov. Deal has also started a three-year plan to add nearly 500 new child welfare case workers at DFCS.
Gov. Deal’s public service to his state spans four decades. The Sandersville native served in the U.S. Army at Fort Gordon in Augusta after graduating with a law degree from Mercer University, and then began a private law practice in Gainesville, the hometown of his wife, Sandra Dunagan Deal. While his wife taught in Hall County public schools, the governor began a long span of service to his community as prosecutor, judge, state senator and U.S. congressman.
During his 17 years in Congress, Deal rose to chair the Health Subcommittee of Energy and Commerce, where he became a noted expert on entitlement reform and health care policy.
Deal ended his congressional career to campaign for governor, becoming the Republican nominee in August 2010 and then winning the governorship in November of that year. In November 2014, Deal was re-elected to a second term in office. He was sworn in again as governor on Jan. 12, 2015.
The governor and first lady have four adult children and six grandchildren.
Editor, The Weekly Standard
William Kristol is the editor of The Weekly Standard. He is also a regular panelist on Fox News Sunday, a contributor for the Fox News Channel, and a monthly columnist for the Washington Post. Before starting the Weekly Standard in 1995, Mr. Kristol led the Project for the Republican Future, where he helped shape the strategy that produced the 1994 Republican congressional victory. Prior to that, Mr. Kristol served as chief of staff to Vice President Dan Quayle during the first Bush Administration, and to Education Secretary William Bennett under President Reagan. Before coming to Washington in 1985, Mr. Kristol was on the faculty of Harvard University’s Kennedy School of Government and the Department of Political Science at the University of Pennsylvania.
David McIntosh is a leader for the principles of limited constitutional government and individual freedom. He is president of the Club for Growth, the leading advocate for economic liberty.
Former Congressman David McIntosh represented Indiana's 2nd Congressional District in the United States Congress from 1995-2001. As a Freshman, David chaired the Subcommittee on Regulatory Relief. He passed the Congressional Review Act and held extensive oversight and field hearings to build a record of public support for regulatory relief initiatives in energy, biotechnology, pharmaceutical, healthcare, transportation and technology sectors. Another issue that he championed was the elimination of the marriage penalty in the Federal Tax Code.
David served during the Reagan administration as special assistant to Attorney General Edwin Meese III, and as special assistant to President Reagan for Domestic Affairs. During the first Bush administration, he served as executive director of the President's Council on Competitiveness and assistant to the Vice President. The Competitiveness Council coordinated the cost/benefit review of major regulations and promoted legal reform measures.
David is a co-founder of the Federalist Society for Law and Public Policy and serves on the Board of Directors. He remains active with several free market and conservative think tanks and grassroots organizations. David has also had stints at the Hudson Institute and as a Professor of Economics at Ball State School of Business.
Prior to the Club for Growth, David was a partner at Mayer Brown, LLP in Washington, DC.

Governor, State of Nebraska
Governor Pete Ricketts was sworn in as Nebraska’s 40th Governor on January 8, 2015. Governor Ricketts was first elected to office upon winning the Nebraska gubernatorial election on November 4, 2014. Prior to his election as governor, he worked to support Nebraska entrepreneurs and startup companies.
Born in Nebraska City and raised in Omaha, Ricketts is the son of an entrepreneur and a public school teacher. Governor Ricketts and his wife, First Lady Susanne Shore, have been married for 18 years and live in Omaha with their three children, juniors Roscoe and Margot and freshman Eleanor.
Ricketts graduated from Westside High School before attending the University of Chicago where he earned his bachelor’s degree in biology and an MBA in marketing and finance. After graduate school, Ricketts returned to Omaha and worked for Union Pacific before working as a customer services representative in his family’s business, a company that would eventually become known as Ameritrade. He went on to hold leadership roles in the company including Senior Vice President of Strategy and Business Development, Senior Vice President of Product Development, Senior Vice President of Marketing, President, and Chief Operating Officer (COO). He is also a past board member of TD Ameritrade’s Board of Directors.
Ricketts is the founder of Drakon, LLC that supports local entrepreneurs and startup companies. He also serves as a director for the Chicago Cubs baseball team.
Driven by a desire to give back to his community and create education and job opportunities, Governor Ricketts has taken on leadership roles in local and state associations and organizations. Currently, he serves on the boards of the Mid-America Council of the Boy Scouts and the Christian Urban Education Service (CUES). Additionally, he serves as a director for the Children’s Scholarship Fund Foundation, a director of the Nebraska Game and Parks Foundation, a member of the Board of Advisors of Opportunity Education Foundation, a member of the Archbishop’s Committee for Development, a member of the Knights of Columbus, and a Knight of the Holy Sepulchre. Governor Ricketts and his family attend St. Margaret Mary’s church.
Governor, State of Wisconsin
Born on November 2, 1967 to Llew and Pat Walker in Colorado Springs, Colorado, Scott spent his early years in Plainfield, Iowa, where Llew served as pastor of a local church.
The family moved to Delavan, Wisconsin, in 1977 when Scott’s father was called to pastor a church there. Scott was involved in sports, band, church, and achieved the rank of Eagle Scout, remaining active in the Boy Scouts of America to this day.
In 1986, Scott moved to Milwaukee to attend Marquette University. While still in school, he worked for IBM before leaving to work full-time in financial development for the American Red Cross.
Scott was elected to the State Assembly in 1993. While there, he chaired several committees and authored important pieces of legislation. He was re-elected four times.
In 2002, Scott was elected as Milwaukee County Executive and went to work reforming the scandal-ridden county government. For the next eight years, Scott faithfully kept his promise to spend taxpayer money as if it were his own. He cut the county’s debt by 30 percent, reduced the county workforce by more than 25 percent, and authored nine consecutive budgets without increasing the property tax levy from the previous year.
Walker was first inaugurated as Governor on January 3, 2011, and immediately set our state on a path toward government reform and fiscal order. When he took office, Wisconsin faced a projected $3.6 billion deficit, more than $800 million in unpaid bills, and the loss of nearly 134,000 jobs over the previous four years. Governor Walker made tough, but prudent, decisions to ensure our children and grandchildren were not buried under a mountain of economically crippling debt; he paid the bills, balanced the budget, cut taxes, and put in place reforms that are growing jobs in Wisconsin.
Governor Walker was sworn in to his second term on January 5, 2015. He is focused on continuing to move Wisconsin forward with his vision of freedom and prosperity for all who live in this great state. He will continue to reform education to ensure accountability for all schools receiving public funds, as well as make sure no school district in the state is required to adopt the Common Core standards. He will also continue cutting bureaucratic red tape so government is more effective, more efficient, and more accountable.
Scott is married to Tonette, and they have two sons in college. They are active in the community and their church.
Founder and Senior Director, Institutional Religious Freedom Alliance
Stanley Carlson-Thies is the Founder and Senior Director of the Institutional Religious Freedom Alliance (IRFA), a division of the Center for Public Justice. As part of this role, he convenes the Coalition to Preserve Religious Freedom, a multi-faith alliance of social-service, education, and religious freedom organizations that advocates for the religious freedom of faith-based organizations to Congress and the federal government. In addition he is also a Senior Fellow at the Canadian think tank Cardus.
From 2009-2010 he served on a task force of President Obama’s Advisory Council on Faith-Based and Neighborhood Partnerships, helping to draft recommendations on how to clarify the church-state rules that apply to federal funding of social-service providers, and has consulted with federal departments and several states.
He served with the White House Office of Faith-Based & Community Initiatives from its inception in February 2001 until mid-May 2002. He assisted with writing “Unlevel Playing Field: Barriers to Participation by Faith-Based and Community Organizations in Federal Social Service Programs,” a report released by the White House in August 2001, and “Rallying the Armies of Compassion,” the initial blueprint for President George W. Bush’s faith and community agenda.
Previously, he was Director of Social Policy Studies for CPJ and directed CPJ’s project to track the implementation and impact of the Charitable Choice provision of the 1996 federal welfare reform law. Following his term in the White House, he returned to CPJ as the Director of Faith-based Policy Studies.
He received the William Bentley Ball Life and Religious Liberty Defense Award from the Center for Law and Religious Freedom and the Christian Legal Society in October 2004. He was named as one of 12 advocates who are “reinterpreting God and country” by the National Journal in May 2004. He holds a doctorate in political science from the University of Toronto. His dissertation is on the role of Protestants and Catholics in the development of Dutch politics in the 19th and 20th centuries. Besides the United States, he has lived in Canada, the Netherlands, and Japan, where he was born of missionary parents. He lives in Annapolis, Maryland, with his wife, Christiane. They are the proud parents of Simon.
William Rand Kenan, Jr. Distinguished Professor of Law, University of North Carolina School of Law
William (Bill) Marshall joined the Carolina Law faculty in 2001 and serves as the William R. Kenan Jr. Distinguished Professor of Law. His teaching and research interests include the first amendment, presidential power, election law, federal jurisdiction, federal judicial selection, civil procedure, and media law. Marshall is the author of numerous book chapters, articles, and essays on free speech, separation of powers, the Establishment Clause, and the Free Exercise Clause. His work has appeared in the Harvard Law Review, the Yale Law Journal, the Supreme Court Review, and the University of Chicago Law Review, among others.
Marshall received his law degree from the University of Chicago and his undergraduate degree from the University of Pennsylvania. Marshall was Deputy Counsel to the President and Deputy Assistant to the President during the Clinton Administration and also served as the Solicitor General for the State of Ohio. He has taught at the Northwestern, Boston University, Vanderbilt, Ohio State, DePaul, Case Western Reserve, William and Mary, and the University Connecticut law schools. Prior to beginning his teaching career, Marshall was a Special Assistant Attorney General for the State of Minnesota.

Judge O’Scannlain was appointed United States Circuit Judge for the Ninth Circuit by President Reagan on September 26, 1986. He received a J.D. degree in 1963 from Harvard Law School and a B.A. in 1957 from St. John’s University. He also earned the LL.M. (Judicial Process) degree at University of Virginia Law School in 1992. He was awarded the LL.D. (honoris causa) degree by the University of Notre Dame in 2002, the LL.D. (honoris causa) degree by Lewis & Clark College in 2003 and the LL.D. (honoris causa) degree by the University of Portland in 2011.
As a judge on the U.S. Court of Appeals for the Ninth Circuit, Judge O’Scannlain has participated in over 6,000 federal cases and has written hundreds of published opinions on a broad range of subjects including constitutional law, international law, securities law, administrative law, and criminal law. He hears appeals in San Francisco (court headquarters), as well as in Los Angeles (Pasadena), Portland, Seattle, Anchorage and Honolulu. The late Chief Justice Rehnquist appointed Judge O'Scannlain to the Federal Judicial Center's Advisory Committee on Appellate Judge Education. In 2009, Chief Justice Roberts appointed Judge O’Scannlain to the International Judicial Relations Committee of the U.S. Judicial Conference and subsequently appointed him Chairman in 2010.
President George W. Bush appointed Judge O’Scannlain to the Board of Trustees of the James Madison Memorial Fellowship Foundation in 2004. Pope Benedict XVI conferred the Order of Saint Gregory the Great on Judge and Mrs. O’Scannlain in 2007.
Judge O’Scannlain’s professional interests also include judicial administration and reform, and continuing legal education. Judge O’Scannlain is former Chair of the Judicial Division of the American Bar Association and has previously chaired the ABA’s Appellate Judges Conference, its Committee on Appellate Practice, and its 9th Appellate Practice Institute. He has testified before the Senate Judiciary Committee on several occasions, the House Judiciary Subcommittee on Courts and Intellectual Property, and the Commission on Structural Alternatives for the Federal Courts of Appeals on the subject of court reorganization. In addition to serving as a faculty member at numerous federal appellate practice seminars for judges and attorneys, including New York University Law School’s Institute for Judicial Administration, Judge O’Scannlain is an Adjunct Professor at Lewis & Clark Law School where he teaches a seminar on the Supreme Court. He has served as a Moot Court Judge at distinguished law schools across the United States including Harvard, Yale Stanford, Boalt Hall (Berkeley Law), Virginia, Cornell, Notre Dame, Fordham, Alabama, University of Southern California, King Hall (U.C. Davis) and Loyola Marymount University and in China at Xiamen and Renmin Universities.
Between graduation from Harvard and investiture as a federal judge, Judge O’Scannlain was primarily engaged in private law practice. Between 1969 and 1974, he was consecutively the Deputy Attorney General of Oregon, the Public Utility Commissioner of Oregon, and Director of the Oregon Department of Environmental Quality. He retired from the U.S. Army Reserve in 1978 as a Major after 23 years Reserve and National Guard service, including four years as an enlisted man.
A first generation Irish-American son of immigrant parents from Sligo and Derry, Judge O’Scannlain is married to the former Maura Nolan and has eight children: Sean, Jane, Brendan, Kevin, Megan, Christopher, Anne, and Kate, and nineteen grandchildren. His chambers are in the Pioneer Courthouse in Portland, Oregon.

William L. Saunders is Chair Emeritus of the Religious Liberties Practice Group of the Federalist Society. He is also a religious liberty and human rights scholar as well as director of the Center for Human rights at The Catholic University of America. He is Law Fellow with the Institute for Human Ecology, Professor and Director of the Program in Human Rights in the School of Arts & Sciences and Co-director of the Center for Religious Liberty at the Columbus School of Law. Before joining The Catholic University of America, Mr. Saunders served as Senior Vice President and Senior Counsel with Americans United for Life for ten years. From 1999 to 2009, he was Senior Fellow in Bioethics and Human Rights Counsel at the Family Research Council.
Mr. Saunders attended the University of North Carolina at Chapel Hill on a Morehead scholarship. He obtained his degree in law from the Harvard Law School.
Mr. Saunders was featured in Harvard’s first Guide to Conservative Public Interest Law in 2003 and again in the 2008 edition. Adam J. White is the Laurence H. Silberman Chair in Constitutional Governance and senior fellow at the American Enterprise Institute, where he focuses on the Supreme Court and the administrative state. Concurrently, he codirects the Antonin Scalia Law School’s C. Boyden Gray Center for the Study of the Administrative State.
Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.

From 2010 to 2011, Mr. Katyal served as Acting Solicitor General of the United States, where he argued several major Supreme Court cases involving a variety of issues, such as his successful defense of the constitutionality of the Voting Rights Act of 1965, his victorious defense of former Attorney General John Ashcroft for alleged abuses in the war on terror, his unanimous victory against eight states who sued the nation's leading power plants for contributing to global warming, and a variety of other matters. As Acting Solicitor General, he was responsible for representing the federal government of the United States in all appellate matters before the US Supreme Court and the Courts of Appeals throughout the nation. Earl Comstock has more than two decades of direct experience with the question of the proper regulatory treatment of broadband Internet access services. He was one of the principal Senate staff responsible for the negotiation and drafting of the Telecommunications Act of 1996 (Pub. L. 104 – 104). During the four years of Congressional debate that led up to the Telecommunications Act, Mr. Comstock served as chief counsel for Senator Ted Stevens (R – AK) and as special counsel for telecommunications on the Senate Committee on Commerce, Science, and Transportation.
In addition to the Telecommunications Act, Mr. Comstock also participated in the negotiation and drafting of the Cable Television Consumer Protection and Competition Act of 1992 (Pub. She also negotiates trademark licensing, settlement and consent agreements. Ms. Donohue is well-versed in other intellectual property matters as well, and has counseled clients on issues relating to music licensing, fair use principles under copyright law, and DMCA takedown provisions.
More recently, Ms. Donohue has discovered her passion for working with start-ups and tech companies, ranging from app developers to creators of connected devices (i.e. Internet of Things). Mr. Estrada joined Gibson Dunn in 1997, after serving for five years as Assistant to the Solicitor General of the United States. He previously served as Assistant U.S. Attorney and Deputy Chief of the Appellate Section, U.S. Attorney’s Office, Southern District of New York. In those capacities, Mr. Estrada represented the government in numerous jury trials and in many appeals before the U.S. Court of Appeals for the Second Circuit. Before joining the U.S. Attorney’s Office, Mr. Estrada practiced corporate law in New York with Wachtell, Lipton, Rosen & Katz.

Mr. Estrada served as a law clerk to the Honorable Anthony M. Kennedy in the U.S. Supreme Court from 1988 to 1989 and to the Honorable Amalya L. In 2011, the Supreme Court appointed Mr. Estrada to brief and argue two criminal cases –Dorsey v. United States and Hill v. United States – in which the Solicitor General declined to defend the judgments of the court of appeals. Mr. Estrada was appointed to argue the position that the Solicitor General had declined to defend.
Mr. Estrada was also part of the team that successfully presented then Governor Bush’s position to the Supreme Court in Bush v. Gore (2000). Other cases that Mr. Estrada handled in the Supreme Court include Granholm v. Heald (2005) (dormant Commerce Clause and Twenty-First Amendment), Vermont Agency of Natural Resources v. In addition, Mr. Estrada is lead appellate counsel to Vivendi S.A. in two securities-fraud appeals from jury verdicts that are currently pending in the Second Circuit, and to the National Association of Broadcasters in a challenge to certain procedures promulgated by the FCC in connection with the upcoming Spectrum Auction. Mr. Estrada also recently presented argument before the D.C. Circuit on behalf of the tobacco industry in a first amendment challenge to certain compelled disclosures that were imposed as part of the government’s long-running civil RICO case against the industry.

Roslyn Layton, PhD is a leading international expert on technology policy. She is Senior Vice President of Strand Consult, an independent consultancy serving the global mobile telecom industry. Judge Sentelle was appointed United States Circuit Judge in October 1987, served as Chief Judge from February 11, 2008 until February 11, 2013, and took senior status on February 12, 2013. He is a 1968 graduate of the University of North Carolina Law School. Following law school, he practiced with the firm of Uzzell & DuMont until he became an Assistant U.S. Attorney in Charlotte, N.C. in 1970. From 1974 to 1977, he served as a North Carolina State District Judge but left the bench in 1977 to become a partner with the firm of Tucker, Hicks, Sentelle, Moon & Hodge. In 1985, Judge Sentelle joined the U.S. District Court, Western District of North Carolina, in Asheville, where he served until his appointment to the D.C. Circuit. Judge Sentelle was the Presiding Judge of the Special Division for the Purpose of Appointing Independent Counsels (1992-2006). He also served as the Chair of the U.S. Judicial Conference's Executive Committee (2010-2013). Judge Sentelle served for over 20 years as President of the Edward Bennett Williams Inn of the American Inns of Court.
