Former Representative Sue Myrick (NC-9) came to Congress in 1995 after building a successful advertising and public relations business, and serving two terms as mayor of Charlotte, NC, the state’s largest city and commercial hub. She represented North Carolina's 9th district, which covers portions of Union, Mecklenburg, and Gaston Counties.
Ms. Myrick served as the Vice Chairman of the Energy and Commerce Committee, which is the oldest legislative committee in the U.S. House of Representatives. It enjoys the broadest legislative responsibility of any House committee, including public health, telecommunications, energy, consumer protection, food and drug safety, air quality, environmental health, and interstate and foreign commerce. In addition, the jurisdiction extends over five Cabinet-level departments and seven independent agencies.
In 2009, Ms. Myrick was selected by House Leadership to serve on the House Permanent Select Committee on Intelligence. The Intelligence Committee has jurisdiction over the Intelligence community, including intelligence-related activities of the CIA, Defense Intelligence Agency (DIA), the National Security Agency, and other agencies of the Department of Defense (DOD), and the Departments of State, Justice, and Treasury.
From 2002 to 2004, she served as Chairman of the Republican Study Committee (RSC) , the largest voting bloc in Congress. The RSC is a group of House Republicans that are organized for the purpose of advancing a conservative economic and social agenda for America. Under her tenure, the RSC grew from 65 to over 96 members and became an influential force in shaping policy in Congress.
Ms. Myrick is the former President and CEO of Myrick Advertising and Public Relations and Myrick Enterprises. Before Congress, she served on the Charlotte City Council and was a two-term mayor of the City of Charlotte. Sue remains the first and only female mayor in Charlotte history.

Cleta Mitchell was a partner and political law attorney in the Washington, D.C. office of Foley & Lardner LLP and a member of the firm’s Political Law Practice. With more than 40 years of experience in law, politics and public policy, Ms. Mitchell advised nonprofit and issue organizations, corporations, candidates, campaigns, and individuals on state and federal campaign finance law, election law, and compliance issues related to lobbying, ethics and financial disclosure. Ms. Mitchell practiced before the Federal Election Commission, the ethics committees of the US House and Senate and similar state and local enforcement bodies and agencies.
Ms. Mitchell has extensive experience on the federal lobbying and ethics law enacted by Congress in 2007, having taught dozens of seminars on the subject since its passage. In 2008, Ms. Mitchell authored The Lobbying Compliance Handbook, published by Columbia Books, Inc.
Ms. Mitchell represented numerous candidates, campaigns and members of Congress, as well as state and national political party committees. She has served as legal counsel to the National Republican Senatorial Committee and the National Republican Congressional Committee. Ms. Mitchell served as co-counsel for the National Rifle Association in the Supreme Court case involving the 2002 federal campaign finance law.
Ms. Mitchell has testified before Congress on numerous occasions related to election law, campaign finance and lobbying and ethics laws, and is a frequent speaker and guest commentator on political law. In 1999, she authored "The Rise of America’s Two National Pastimes: Baseball and the Law," published by the University of Michigan Law Review, and in 2012, Ms. Mitchell authored “Donor Disclosure: Undermining The First Amendment,” published by the Minnesota Law Review. Ms. Mitchell was in private law practice in Oklahoma City in litigation and administrative law until 1991 when she became director and general counsel of the Term Limits Legal Institute in Washington, D.C. She litigated cases in state and federal courts nationwide on congressional term limits and served as co-counsel with former U.S. Attorney General Griffin Bell in the Supreme Court of the United States case on term limits for members of Congress.

Troy A. Paredes is the founder of Paredes Strategies LLC. From 2008-2013, Mr. Paredes was a Commissioner of the U.S. Securities and Exchange Commission, having been appointed by President George W. Bush. At the SEC, Mr. Paredes was a strong advocate for small business and the JOBS Act, for solving the information overload problem of securities law disclosure, and for rigorous cost-benefit analysis. He also consistently expressed concerns about the overregulation and overreach of the Dodd-Frank Act. Since leaving government, Mr. Paredes has had an active consulting practice. Mr. Paredes is the author of numerous academic articles on financial regulation, corporate governance, innovation, and behavioral economics. United States House of Representatives, Maryland
The son of immigrants who fled communist Eastern Europe immediately after World War II, Andrew P. Harris, M.D., has spent a lifetime serving his neighbors, country and community. Whether it was as a physician at the prestigious Johns Hopkins Hospital, as a medical officer in the Naval Reserve, as a hard-working state senator, or now as congressman, Andy has made a life by serving others. He is dedicated to making sure every constituent in the 1st Congressional District receives the highest-quality assistance and is well-represented in the halls of Congress.
Serving his neighbors. Andy is a proud father of five children (Joe, Becky, Irene, Jessica and Danny), grandfather of two (Charles, Abigail), and husband to Cookie for over 33 years. Born in working-class Brooklyn in 1957, Andy grew up one of four boys.. He found his calling studying medicine at the Johns Hopkins Hospital in Baltimore, where he continued to practice as an anesthesiologist for over three decades. Obstetric anesthesiology was his subspecialty, and over those years has helped thousands of women through their labor and delivery. For many years, his peers chose him to be named as one of the nation’s “Best Doctors” in his specialty. Recently, Andy still practices at Memorial Hospital in Easton, Maryland.
Serving his country. Answering a recruitment call to fill a critical need for anesthesiologists in the Naval Reserve during the Reagan Administration, Andy volunteered to serve in the military as a medical specialist. He went on to establish and command the Johns Hopkins Medical Naval ReserveUnit. In 1990, his unit was called up to active duty in order to assist with Operation Desert Shield (and later Operation Desert Storm). They took care of active duty military, veterans, and POWs at Bethesda Naval Hospital. Harris reached the rank of Commander (O-5).
Serving his community. Unhappy with the status quo in Annapolis, Harris, a political neophyte, decided to take on the establishment and make a run for the Maryland State Senate in 1998. After winning by an impressive margin, Andy continued to serve as a physician – epitomizing our Founding Fathers' belief in a part-time, citizen legislature. His innovative thinking, devotion to efficient government and dedication to his constituents earned him the “Hero of the Taxpayer” award from the Maryland Taxpayers Association in 2008.
Andy began serving as the Congressman from the beautiful 1st Congressional District of Maryland in 2011. He serves on the Committee on Appropriations and on the following subcommittees: Commerce, Justice, Science, and Related Agencies; Labor, Health and Human Services, Education, and Related Agencies; and Legislative Branch. Lawrence O. Gostin is University Professor, Georgetown University’s highest academic rank conferred by the University President. Prof. Gostin directs the O’Neill Institute for National and Global Health Law and is the Founding O’Neill Chair in Global Health Law. He served as Associate Dean for Research at Georgetown Law from 2004 to 2008. He is Professor of Medicine at Georgetown University and Professor of Public Health at the Johns Hopkins University.
Prof. Gostin is the Director of the World Health Organization Collaborating Center on National and Global Health Law. The WHO Director-General has appointed Prof. Gostin to high-level positions, including the International Health Regulations (IHR) Roster of Experts and the Expert Advisory Panel on Mental Health. He served on the Director-General’s Advisory Committee on Reforming the World Health Organization, as well as numerous WHO expert advisory committees, including on the Pandemic Influenza Preparedness Framework, smallpox, genomic sequencing data, migrant health, and NCD prevention. He served on the WHO/Global Fund Blue Ribbon Expert Panel: The Equitable Access Initiative to develop a global health equity framework. He co-chairs the Lancet Commission on Global Health Law.
Professor Gostin served on two global commissions to report on the lessons learned from the 2015 West Africa Ebola epidemic. He was also senior advisor to the United Nations Secretary General’s post-Ebola Commission. He also served on the drafting team for the G-7 Summit in Tokyo 2016, focusing on global health security and Universal Health Coverage.
Prof. Gostin holds multiple international academic professorial appointments, including at Oxford University, the University of Witwatersrand (South Africa), and Melbourne University. Prof. Gostin served on the Governing Board of Directors of the Consortium of Universities for Global Health.
Prof. Gostin holds editorial appointments in leading academic journals throughout the world. He is the Legal and Global Health Correspondent for the Journal of the American Medical Association. He is also Founding Editor-in-Chief of Laws (an international open access law journal). He was formally the Editor-in-Chief of the Journal of Law, Medicine & Ethics.
Prof. Gostin holds four honorary degrees. In 1994, the Chancellor of the State University of New York conferred an Honorary Doctor of Laws Degree. In 2006, Her Majesty Queen Elizabeth II and the Vice Chancellor awarded Cardiff University’s (Wales) highest honor, an Honorary Fellow. In 2007, the Royal Institute of Public Health (United Kingdom) appointed Prof. Gostin as a Fellow of the Royal Society of Public Health (FRSPH). In 2012, the Chancellor of the University of Sydney – on the nomination of the Deans of the Law and Medical Schools – conferred a Doctor of Laws (honoris causa), presided by two Justices of Australia’s highest court—Justices Kirby and Haydon.
Prof. Gostin is an elected lifetime Member of the National Academy of Medicine/ National Academy of Sciences. He has served on the National Academy’s Board on Health Sciences Policy, the Board on Population Health, the Human Subjects Review Board, and the Committee on Science, Technology, and Law. He currently serves on the National Academies of Sciences Engineering, and Medicine, Board on Global Health. Gostin chaired the National Academy’s Committee on Global Solutions to Falsified, Substandard, and Counterfeit Medicines. He has chaired National Academy Committees on national preparedness for mass disasters, health informational privacy, public health genomics, and human subject research on prisoners.
Prof. Gostin is also a Member of the Council on Foreign Relations and Fellow of the Hastings Center. In 2016, President Obama appointed Prof. Gostin to a six-year term on the President’s National Cancer Advisory Board to advise the nation on cancer prevention, research, and policy. He also serves on the National Institutes of Health Director’s Advisory Committee on the ethics of public/private partnerships to end the opioid crisis.
Prof. Gostin has led major law reform initiatives in the U.S., including drafting the Model Emergency Health Powers Act (MEHPA) to combat bioterrorism (following the post-9/11 anthrax attacks) and the “Turning Point” Model State Public Health Act. He also spearheaded the World Health Organization and International Development Law Organization’s major report, Advancing the Right to Health: The Vital Role of Law.
Prof. Gostin’s proposal for a Framework Convention on Global Health – an international treaty ensuring the right to health – is now part of a global campaign, endorsed by the UN Secretary-General and Director of UNAIDS.
In the United Kingdom, Lawrence Gostin was the Legal Director of the National Association for Mental Health, Director of the National Council of Civil Liberties (the UK equivalent of the ACLU), and a Fellow at Oxford University. He helped draft the Mental Health Act (England and Wales) and brought landmark cases before the European Court of Human Rights.

In a 2012 systematic empirical analysis of legal scholarship, independent researchers ranked Prof. Gostin 1st in the nation in productivity among all law professors, and 11th in in impact and influence. A 2017 and 2018 systematic empirical analysis ranked Prof. Gostin 1st in the nation for citations in health law.
David McIntosh is a leader for the principles of limited constitutional government and individual freedom. He is president of the Club for Growth, the leading advocate for economic liberty.
Former Congressman David McIntosh represented Indiana's 2nd Congressional District in the United States Congress from 1995-2001. As a Freshman, David chaired the Subcommittee on Regulatory Relief. He passed the Congressional Review Act and held extensive oversight and field hearings to build a record of public support for regulatory relief initiatives in energy, biotechnology, pharmaceutical, healthcare, transportation and technology sectors. Another issue that he championed was the elimination of the marriage penalty in the Federal Tax Code.
David served during the Reagan administration as special assistant to Attorney General Edwin Meese III, and as special assistant to President Reagan for Domestic Affairs. During the first Bush administration, he served as executive director of the President's Council on Competitiveness and assistant to the Vice President. The Competitiveness Council coordinated the cost/benefit review of major regulations and promoted legal reform measures.
David is a co-founder of the Federalist Society for Law and Public Policy and serves on the Board of Directors. He remains active with several free market and conservative think tanks and grassroots organizations. David has also had stints at the Hudson Institute and as a Professor of Economics at Ball State School of Business.
Prior to the Club for Growth, David was a partner at Mayer Brown, LLP in Washington, DC.
David graduated from the University of Chicago Law School in 1983, and Yale University, BA, cum laude, in 1980. He and his wife, Ruthie, are the proud parents of Ellie age 17 and Davey age 13.
