Professor Gary Lawson joined the University of Florida Levin College of Law faculty on July 1, 2024, after twenty-four years at Boston University School of Law and eleven years at Northwestern University School of Law. While at Boston University, he was named a William Fairfield Warren Distinguished Professor in 2022 – the highest faculty honor within the university. He has authored or co-authored nine editions of a textbook on administrative law, a textbook on constitutional law, five university press books, one popular press book, and more than one hundred scholarly articles on topics ranging from aspects of constitutional theory and history to the proof of legal propositions. In 2010, he was selected by his regulatory peers across the nation to serve a term as President of the National Association of Regulatory Utility Commissioners. He also served a three-year term as Chairman of the NARUC Telecommunications Committee. Through his various regulatory positions, he has testified multiple times before Committees of both the US House and US Senate on matters related to energy and telecommunications.
From 1999 to 2000, Mr. Clark was Labor Commissioner of the State of North Dakota and a member of the Cabinet of Gov. Ed Schafer. In 1994 he was one of the youngest people ever elected to the North Dakota legislature, representing a portion of the City of Fargo for two terms in the State House of Representatives. He is a graduate, with honor, from North Dakota State University and holds a master’s degree from the University of North Dakota. Larry Gasteiger was named chief, federal regulatory policy, Public Service Enterperise Group Incorpoated (PSEG) in October 2016.
Mr. Gasteiger served as Chief of Staff at FERC culminating a noteworthy 19-year tenure at FERC in which he held a variety of leadership roles. He previously served as the Acting Director of the Office of Enforcement from August 2014 to April 2015 after having served as the Deputy Director from 2009 to 2014. Before he joined the Office of Enforcement, Mr. Gasteiger was the Director of the Division of Tariffs and Market Development - East in the Office of Energy Market Regulation. Prior to that, he held several other positions at the Commission, including Deputy Associate General Counsel, Legal Advisor to Chairman Joseph T. Kelliher, and attorney in the FERC’s Solicitor's Office.

Raymond L. Gifford counsels communications, electric and gas utilities, and information technology companies on state and federal aspects of regulation, administrative law, and competition policy. William W. Hogan, Raymond Plank Professor of Global Energy Policy, is research director of the Harvard Electricity Policy Group (HEPG), which is examining alternative strategies for a more competitive electricity market, and a member of the Appointments Committee. Prof. Hogan has been a member of the faculty of Stanford University where he founded the Energy Modeling Forum (EMF), and he is a past president of the International Association for Energy Economics (IAEE). Current research focuses on major energy industry restructuring, network pricing and access issues, market design, and energy policy in nations worldwide. Acting Chairman Cheryl A. LaFleur was first nominated by President Barack Obama to the Federal Energy Regulatory Commission in 2010 and was confirmed for a second term by the Senate in 2014. On January 23, 2017 she was appointed Acting Chairman by President Donald Trump. She was previously appointed by President Barack Obama to serve as Acting Chairman of the Commission from November 2013 to July 2014 and as Chairman from July 2014 until April 2015.
Acting Chairman LaFleur is honored to be a member of the Commission at a time when the nation is making substantial changes in its energy supply and infrastructure to meet environmental challenges and improve reliability and security. Since she joined the Commission, her priorities have included reliability and grid security, promoting regional transmission planning, and supporting a clean and diverse power supply. In 2014, the Northeast Energy and Commerce Association presented her with its Vanguard Award for her long-time leadership in the development of competitive power markets. She has also been honored by the Greater Boston Chamber of Commerce and the YWCA of Central Massachusetts, among others.

Mr. Steven Schleimer has been Senior Vice President of Government and Regulatory Affairs at Calpine Corp. since January 1, 2014. Mr. Schleimer served as a Vice President of Government and Regulatory Affairs for Calpine’s North Region since 2010. From 2006 to 2010, Mr. Schleimer served as Vice President at Barclays Capital in New York and was responsible for market design and regulatory issues. Prior to that, he had served as Calpine’s Vice President of Market and Regulatory Affairs in the West Region from 2000 to 2006. Mr. Schleimer spent the first 12 years of his career at Pacific Gas and Electric Company. He earned a master’s degree and a bachelor’s degree, with highest honors, in Economics from the University of California at Santa.
Renée Flaherty is an attorney with the Institute for Justice. She joined the Institute in 2013 and litigates cases to secure property rights, economic liberty and school choice in federal and state courts.
Renée successfully represented families in defense of North Carolina’s Opportunity Scholarship Program, which was upheld by the North Carolina Supreme Court in July 2015.

Before forming Graves Garrett, Todd served as the United States Attorney for the Western District of Missouri. As United States Attorney, Todd was responsible for prosecuting federal crimes including mail and wire fraud, money laundering, public corruption, health care fraud, child pornography, firearms violations, narcotics trafficking, pharmaceutical diversion, corporate fraud, and terrorism financing. During Graves’ tenure, felony filings doubled.
In addition, Todd was responsible for defending civil lawsuits brought against the United States, handling federal forfeiture actions, and collecting debts and restitution. Todd managed a staff of 120 with headquarters in Kansas City and two branch offices.
Todd also served as a member of the Attorney General’s Advisory Committee, advising the Attorney General on Department of Justice national priorities and policies. Todd participated in drafting Department of Justice policies in corporate investigations including charging, pre-trial diversion, and sentencing. Todd was also a member of the national Executive Working Group, which includes six Department of Justice officials, six state attorneys general, and six district attorneys.
Todd was appointed United States Attorney from his position as Platte County Prosecuting Attorney, an office to which he was elected in 1994 and 1998. At the time of his election in 1994, he was the youngest full-time prosecuting attorney in Missouri. In that position, he oversaw a yearly caseload of approximately 400 felonies, 2500 misdemeanors and 14,000 traffic offenses.
As Prosecuting Attorney and as United States Attorney, Todd actively managed cases and trials under his authority and personally tried numerous jury trials to verdict, including cases of child molestation, drug distribution, murder and capital murder.

A Sarasota native, Judge Susan H. Rothstein-Youakim graduated from Pine View School in 1987. She graduated in 1990 from Duke University with a B.A. in Russian, cum laude, and in 1993 from the University of Florida College of Law, where she was an Executive Articles Editor on the Florida Journal of International Law.
After law school, Judge Rothstein-Youakim moved to Tampa and began her career as a law clerk to the Honorable Charles R. Wilson, United States Court of Appeals for the Eleventh Circuit, who was then a federal magistrate judge. In January 1995, Judge Rothstein-Youakim joined the Appellate Division of the United States Attorney's Office for the Middle District of Florida. There, she represented the United States and its client agencies in criminal, civil, and post-conviction appeals in the United States Court of Appeals for the Eleventh Circuit, personally drafting more than 600 briefs and presenting approximately 60 oral arguments. She also served as an instructor at the Department of Justice's National Advocacy Center in Columbia, South Carolina.
In May 2016, Governor Rick Scott appointed Judge Rothstein-Youakim to the Second District Court of Appeal, and she began her service on the court on July 5, 2016. She is active in the Bruce R. Acting Chairman Cheryl A. LaFleur was first nominated by President Barack Obama to the Federal Energy Regulatory Commission in 2010 and was confirmed for a second term by the Senate in 2014. She was previously appointed by President Barack Obama to serve as Acting Chairman of the Commission from November 2013 to July 2014 and as Chairman from July 2014 until April 2015.

She also served as an instructor at the Department of Justice's National Advocacy Center in Columbia, South Carolina.
In May 2016, Governor Rick Scott appointed Judge Rothstein-Youakim to the Second District Court of Appeal, and she began her service on the court on July 5, 2016. She is active in the Bruce R. Jacob-Chris W. Altenbernd Criminal Appellate American Inn of Court and received its Altenbernd Award for Excellence in 2015. She also serves as a mentor to students in elementary school, college, and law school.

Matthew Stephenson is Professor of Law at Harvard Law School, where he teaches administrative law, legislation and regulation, anti-corruption law, and political economy of public law. His research focuses on the application of positive political theory to public law, particularly in the areas of administrative procedure, anti-corruption, judicial institutions, and separation of powers. Prior to joining the Harvard Law School faculty, Professor Stephenson clerked for Senior Judge Stephen Williams on the D.C. Circuit and for Justice Anthony Kennedy on the Supreme Court. He received his J.D. and Ph.D. (political science) from Harvard in 2003, and his B.A. from Harvard College in 1997.
