Susan Dudley is the Founder and Director of the George Washington University Regulatory Studies Center, established in 2009 to raise awareness of regulations’ effects and improve regulatory policy through research, education, and outreach. She is also a distinguished professor of practice in the Trachtenberg School of Public Policy and Public Administration. From April 2007 through January 2009, Professor Dudley served as the Presidentially-appointed Administrator of the Office of Information and Regulatory Affairs in the U.S. Office of Management and Budget and was responsible for the review of draft executive branch regulations under Executive Order 12866, the collection of federal-government-wide information under the Paperwork Reduction Act, the development and implementation of government-wide policies in the areas of information policy, privacy, and statistical policy, and international regulatory cooperation efforts.
Prior to OIRA, she directed the Regulatory Studies Program at the Mercatus Center at George Mason University, and taught courses on regulation at the George Mason University School of Law. Earlier in her career, Professor Dudley served as an economist at OIRA, as well as the Environmental Protection Agency and the Commodity Futures Trading Commission. Todd Gaziano is the President of the Center for Individual Rights. Mr. Gaziano received his J.D. in 1988 from the University of Chicago Law School, where he was a John M. Olin Fellow in Law and Economics. He received his B.A. from West Virginia University, summa cum laude in 1985. He was selected as a Truman Scholar from West Virginia while an undergraduate.
Mr. Gaziano’s previous legal work includes service as a law clerk for U.S. Court of Appeals for the Fifth Circuit Judge Edith Jones, as an attorney in the U.S. Department of Justice Office of Legal Counsel, as a chief subcommittee counsel in the U.S. House of Representatives, as a Houston trial attorney, and as a chief corporate legal officer. He also served a six-year term as commissioner on the U.S. Commission on Civil Rights (2008-2013), where he helped conduct oversight and investigations of civil rights agencies.
For most of the last 25 years, Mr. Gaziano was a legal scholar and public interest law leader, promoting individual liberty in the Supreme Court and Congress. From 1997 to 2013, he was the founding director of the Edwin Meese Center for Legal and Judicial Studies at The Heritage Foundation. From 2014 until he joined CIR, he was the Chief of Legal Policy and Strategic Research, and Director of the Center for the Separation of Powers, at Pacific Legal Foundation.
United States District Judge, Middle District of Florida
Judge Berger was raised in Jacksonville, Florida. She received her undergraduate degree from The Florida State University in 1990 and her law degree from The Florida State University College of Law in 1992, where she was a member of Law Review. Judge Berger served as an Assistant State Attorney in the Seventh Judicial Circuit from 1993 – 2000. In January 2001, Judge Berger left the State Attorney’s Office to serve as an Assistant General Counsel to Governor Jeb Bush. Judge Berger served in Governor Bush’s administration from January 2001 until May 2005, when she was appointed by the governor to serve as a Circuit Judge in the Seventh Judicial Circuit. During her service on the circuit court, Judge Berger presided over the civil and probate divisions (2005-2006) and adult felony division (2006-2012) in St. Augustine. She was also the presiding judge of the St. Johns County Adult Drug Court Program (2005-2012).

Thomas R. Lee was appointed to the Utah Supreme Court by Governor Gary Herbert in July 2010. He currently serves as Associate Chief Justice and as a member of the Utah Judicial Council. He also chaired the Supreme Court's Advisory Committee on Professionalism and Civility during a time in which the court promulgated Standards of Professionalism and Civility for judges in Utah. Justice Lee is a graduate, with high honors, of the University of Chicago Law School. After law school, he served as a law clerk for Judge J. Don Forchelli Professor of Law and Director of Graduate Education, Brooklyn Law School
Lawrence Solan holds both a law degree and a Ph.D. in linguistics. His scholarly works are largely devoted to exploring interdisciplinary issues related to law, language and psychology, especially in the areas of statutory and contractual interpretation, the attribution of liability and blame, and linguistic evidence. He is director of the Law School's Center for the Study of Law, Language and Cognition, and his acclaimed book, The Language of Judges, is widely recognized as a seminal work on linguistic theory and legal argumentation. His most recent books are The Language of Statutes: Laws and their Interpretation, published by the University of Chicago Press in 2010, and The Oxford Handbook of Language and Law, co-edited with Peter Tiersma and published in 2012. He has authored numerous articles and book chapters, and regularly lectures in the United States and abroad.
Professor Solan has been a visiting professor in the Council of Humanities and the Psychology Department at Princeton University. He has also been and a visiting professor at Yale Law School. He has served as president of the International Association of Forensic Linguistics, is on the board of the International Academy of Law and Mental Health, and the editorial board of the International Journal of Speech, Language and the Law.
Prior to joining the faculty in 1996, Professor Solan was a partner in the firm of Orans, Elsen and Lupert, where he specialized in complex civil litigation, before which he was a law clerk to Justice Stewart Pollock of the Supreme Court of New Jersey.

Professor Tobia’s teaching and scholarship are motivated by a tension between two views of the law. On the first view, law is a system of experts, founded upon knowledge of specialized concepts: dicta, habeas corpus, parol evidence, strict liability. Law students learn these new concepts; treatises and restatements clarify these concepts’ features; and legal scholars debate how these concepts should apply and evolve. On a radically different view, law’s most central concepts are actually ordinary ones. Lay juries regularly evaluate familiar questions like: did he act reasonably; was her act intentional; what caused the outcome; was the agreement formed with consent; what was their motive? Using methods from philosophy, cognitive science, and linguistics, Professor Tobia’s research examines the features of central legal concepts, with the overarching aim of clarifying the relationship between law and the people it governs.
Prof. Tobia received a B.A., summa cum laude, in Philosophy, Mathematics, and Cognitive Science from Rutgers University; a B.Phil. with distinction from Oxford as an Ertegun Scholar; and a J.D. and Ph.D. with distinction from Yale, as an Articles Editor of the Yale Law Journal, Coker Teaching Fellow in Torts, and Prize Teaching Fellow in Philosophy. Don Forchelli Professor of Law and Director of Graduate Education, Brooklyn Law School
Lawrence Solan holds both a law degree and a Ph.D. in linguistics. His scholarly works are largely devoted to exploring interdisciplinary issues related to law, language and psychology, especially in the areas of statutory and contractual interpretation, the attribution of liability and blame, and linguistic evidence. He is director of the Law School's Center for the Study of Law, Language and Cognition, and his acclaimed book, The Language of Judges, is widely recognized as a seminal work on linguistic theory and legal argumentation. His most recent books are The Language of Statutes: Laws and their Interpretation, published by the University of Chicago Press in 2010, and The Oxford Handbook of Language and Law, co-edited with Peter Tiersma and published in 2012. He has authored numerous articles and book chapters, and regularly lectures in the United States and abroad.
Professor Solan has been a visiting professor in the Council of Humanities and the Psychology Department at Princeton University. He has also been and a visiting professor at Yale Law School. He has served as president of the International Association of Forensic Linguistics, is on the board of the International Academy of Law and Mental Health, and the editorial board of the International Journal of Speech, Language and the Law.
Prior to joining the faculty in 1996, Professor Solan was a partner in the firm of Orans, Elsen and Lupert, where he specialized in complex civil litigation, before which he was a law clerk to Justice Stewart Pollock of the Supreme Court of New Jersey.
Assistant Professor of Law, Georgetown Law
Professor Tobia’s teaching and scholarship are motivated by a tension between two views of the law. On the first view, law is a system of experts, founded upon knowledge of specialized concepts: dicta, habeas corpus, parol evidence, strict liability. Law students learn these new concepts; treatises and restatements clarify these concepts’ features; and legal scholars debate how these concepts should apply and evolve. On a radically different view, law’s most central concepts are actually ordinary ones. Lay juries regularly evaluate familiar questions like: did he act reasonably; was her act intentional; what caused the outcome; was the agreement formed with consent; what was their motive? Using methods from philosophy, cognitive science, and linguistics, Professor Tobia’s research examines the features of central legal concepts, with the overarching aim of clarifying the relationship between law and the people it governs.
Prof. Tobia received a B.A., summa cum laude, in Philosophy, Mathematics, and Cognitive Science from Rutgers University; a B.Phil. with distinction from Oxford as an Ertegun Scholar; and a J.D. and Ph.D. with distinction from Yale, as an Articles Editor of the Yale Law Journal, Coker Teaching Fellow in Torts, and Prize Teaching Fellow in Philosophy. Professor Tobia teaches in Torts and Section 3’s Legal Justice Seminar at Georgetown and has previously taught Legal Philosophy at Oxford and assisted in the instruction of courses in Contracts, Torts, Health Law & Bioethics, and Law & Economics. Professor Tobia frequently collaborates with scholars from Georgetown and abroad, as a Research Affiliate with the ETH Zurich Center for Law & Economics and collaborator in the Experimental Jurisprudence Cross-Cultural Study exchange.

Charbel currently serves as a member of the University of South Florida Board of Trustees and the Florida Supreme Court Judicial Nominating Commission, positions to which he was appointed by Governor Ron DeSantis in February 2025 and July 2023, respectively.
From July 2023 to February 2025, Charbel served as Vice Chair and acting Chair of the Board of Supervisors for the Central Florida Tourism Oversight District (the special district governing Walt Disney World Resort). As acting board chair, he presided over the successful settlement of litigation challenging the District’s governing structure and the subsequent negotiation of a 15-year, $17 billion theme park master development agreement.
He previously served on the board of directors of the Florida Development Finance Corporation, a state authorized issuer of industrial revenue bonds, and as Chair of the 2nd District Court of Appeal Judicial Nominating Commission.
Since 2022, he has served as an advisor to the Board of Directors of the Tampa Hispanic Bar Association.
In 2023, Florida Trend magazine recognized Charbel as one of 11 inaugural “Notable General Counsel” throughout the state. In 2018 and 2019, Charbel was recognized by the Tampa Bay Business Journal as one of the city’s Top Corporate Counsel.
Active in his church and community, Charbel is a member of the Knights of the Holy Sepulchre, a Catholic order of chivalry dedicated to charitable support of Christians in the Holy Land, and of the Krewe of the Knights of Sant’ Yago, dedicated to the preservation and enhancement of Tampa's rich Latin heritage and culture.

Attorney General, Florida
Attorney General Ashley Moody, a fifth generation Floridian, was born and raised in Plant City, Florida. She attended the University of Florida where she earned her bachelors and masters degrees in accounting and juris doctorate. She later attended Stetson University College of Law earning a masters of law in international law. In 2018, she was elected the 38th Attorney General of Florida.
General Moody joined the United States Attorney’s Office prosecuting drug, firearm, and fraud offenses. While a federal prosecutor, Ashley was commended by the DEA for prosecutorial excellence and outstanding initiative in drug law enforcement. She was also recognized by the Florida Department of Law Enforcement for her lead of “Operation Round-Up,” a targeted prosecution of violent and repeat offenders.
In 2006, at the age of 31, General Moody became the youngest judge in Florida when she was elected Circuit Court Judge of the 13th Judicial Circuit in Hillsborough County. As a judge, she founded the Attorney Ad Litem program recruiting volunteer attorneys to stand in the place of parents who did not appear in court with their children. She also developed a mentoring program for at-risk children within the juvenile delinquency system.
Ashley is married to Justin, a federal law enforcement agent. They have two sons, Connor and Brandon. Their eldest son Brandon is serving in the United States Army.

Christopher Mills is the founder of Spero Law LLC. He was previously a partner at a national law firm and a Constitutional Law Fellow at the Becket Fund for Religious Liberty. He served as a law clerk to Justice Clarence Thomas on the U.S. Supreme Court during October Term 2018. He also clerked for the Honorable David B. Sentelle, then-Chief Judge of the U.S. Court of Appeals for the D.C. Circuit. He has authored briefs and motions in the Supreme Court, courts of appeals, and trial courts, and successfully argued before the D.C. Circuit. He has served as special counsel to South Carolina Governor Henry McMaster, and is an Adjunct Professor at the Charleston School of Law.

United States District Judge, United States District Court for the Middle District of Florida
In November 2020, the Senate confirmed Kathryn Kimball Mizelle as a United States District Judge for the Middle District of Florida. At age 33, she became the youngest Article III judge in the country. Prior to her confirmation, Judge Mizelle was in private practice at Jones Day, where she focused on complex civil and criminal litigation and appeals. Judge Mizelle previously served at the United States Department of Justice in the Office of the Associate Attorney General, in the Southern Criminal Enforcement Section of the Tax Division, and in the United States Attorney’s Office for the Eastern District of Virginia. Judge Mizelle has also taught as an adjunct professor of law at the University of Florida Levin College of Law and at George Mason University’s Antonin Scalia Law School.
Judge Mizelle earned her B.A., summa cum laude, from Covenant College, and her J.D., summa cum laude, from the University of Florida Levin College of Law. After graduation, Judge Mizelle served as a law clerk at every level of the federal judiciary: at the Supreme Court for Justice Clarence Thomas, at the D.C. Circuit for Judge Gregory G. Tocqueville Associate Professor Department of Political Science and Concurrent Associate Professor of Law, University of Notre Dame Law School
Vincent Phillip Muñoz is the Tocqueville Associate Professor of Religion & Public Life in the Department of Political Science at the University of Notre Dame. He is the founding director of Notre Dame's undergraduate minor in Constitutional Studies and directs Notre Dame's Tocqueville Program for Inquiry into Religion and Public Life.
Muñoz writes and teaches across the fields of constitutional law, American politics, and political philosophy with a focus on religious liberty and the American Founding. His first book, God and the Founders: Madison, Washington, and Jefferson (Cambridge University Press, 2009) won the Hubert Morken Award from the American Political Science Association for the best publication on religion and politics in 2009 and 2010. His First Amendment church-state case reader, Religious Liberty and the American Supreme Court: The Essential Cases and Documents (Rowman & Littlefield) was first published in 2013 (revised edition, 2015) and is being used at Notre Dame and other leading universities.
Muñoz's current project is a scholarly monograph on the natural right of religious liberty and the original meaning of the First Amendment's Religion Clauses. Articles from that project have appeared in American Political Science Review, The Harvard Journal of Law and Public Policy, Notre Dame Law Review, American Political Thought, and the University of Pennsylvania's Journal of Constitutional Law.

James H. Percival graduated from the University of California, Santa Barbara and the University of Virginia School of Law. Before his work at the Department of Homeland Security, he was Chief of Staff to then Florida Attorney General Ashley Moody. James previously served in a number of other roles for Attorney General Moody and as Senior Counsel at the U.S. Department of Justice. Before beginning his public service, James worked for a global law firm and clerked for Judge Emmett Ripley Cox of the U.S. Court of Appeals for the Eleventh Circuit. In between college and law school, James worked as a substitute teacher and as a missionary in South America.

Joe Jacquot is a business litigation shareholder at Gunster who focuses his practice on representing clients in complex state matters involving litigation and appellate work, as well as counseling companies on various regulatory issues. Joe served as the general counsel to Florida Governor Ron DeSantis, from the Governor’s inauguration in January 2019 through October 2020. In this capacity, Joe was responsible for all litigation and legal matters of the Governor and state executive agencies. Joe handled cases on behalf of the Governor and his administration before federal and state courts, including five matters before the Florida Supreme Court on matters of statewide significance.
Joe led the Governor’s legal team through the COVID-19 pandemic, including drafting and implementing the Governor’s executive orders including the reopening plan. Joe served as the chief ethics officer for the Governor including advising on Florida’s public records and public meeting laws. He also oversaw the Governor’s judicial appointment process which resulted in seating five justices to the Florida Supreme Court and more than 100 judges to lower courts.
From 2007-2010, Joe served as Florida’s chief deputy attorney general, during which he successfully argued before the U.S. Supreme Court in the Miranda rights case, Florida v. Powell. After this public service, and prior to his general counsel role with the Governor, he was a litigation partner at a national law firm, leading the firm’s State Attorneys General practice handling antitrust, consumer protection and other enforcement actions and worked as a senior vice president and counsel to a publicly traded mortgage-industry company in Jacksonville.
Earlier in his career, he served as the deputy chief counsel for the U.S. Senate Judiciary Committee, managing the confirmations of Chief Justice John Roberts and Justice Samuel Alito. Joe earned his undergraduate degree at the University of Virginia and his law degree at the University of Florida Levin College of Law. He also served as a lieutenant in the U.S. Navy.
Secretary, Florida Department of Juvenile Justice
Simone Marstiller is the secretary of the Florida Department of Juvenile Justice. Prior to being appointed secretary in January 2019 by Governor Ron DeSantis, Simone was Of Counsel with Gunster, Yoakley, Stewart, P.A., in the firm’s Tallahassee and Tampa offices, where her practice areas included appellate consulting and litigation, government affairs, procurement, and ethics and elections. She joined Gunster in 2017 after retiring from the First District Court of Appeal, where she served as a judge for six years.
In 2001, Simone served as Assistant General Counsel to Governor Jeb Bush. In that position, she assisted the Governor’s General Counsel in overseeing the legal operations of the Governor’s agencies and advising the Governor on a wide variety of legal and policy issues.
Simone was selected in 2002 to serve as General Counsel for the Department of Management Services (DMS), the administrative agency for state government. There, she managed all legal affairs for the agency, including matters related to government procurement, outsourcing, state facility management, and collective bargaining. While serving in this capacity, Governor Bush appointed her Interim Secretary of the agency.
From DMS, Simone returned to the Governor’s Office in 2003 to serve as Deputy Chief of Staff. In 2004, Governor Bush appointed her State Chief Information Officer to head state government’s central technology planning and policy organization, and in 2005 she became Secretary of the Department of Business and Professional Regulation, the state’s largest regulatory agency.
In 2007, Attorney General Bill McCollum appointed Simone Associate Deputy Attorney General for the State of Florida. In addition to serving on the executive management team for the Office of the Attorney General, she was the agency’s General Counsel and was responsible for overseeing four agency divisions, including the Civil Rights and Opinions Divisions. When appointed to the appellate court in 2010, Simone was serving as Executive Director for the Florida Elections Commission.
Simone was born in Monrovia, Liberia, and grew up in St. Petersburg, Florida. She earned her Bachelor of Business Administration degree in 1988 from Stetson University in DeLand, Florida and her Juris Doctor, cum laude, in 1996 from Stetson University College of Law in Gulfport, Florida.
Chief of Staff and Acting Associate Attorney General, U.S. Department of Justice
Chad R. Mizelle is the Chief of Staff and Acting Associate Attorney General of the Department of Justice. Previously, Chad was the Chief Legal Officer at Affinity Partners, a global private equity firm with more than $4B under management. Before that Chad worked at Jones Day, where his practice focused on government regulation and national security issues. Previously, Chad served as the Acting General Counsel at the Department of Homeland Security, where he managed more than 2,200 lawyers. As the top lawyer at DHS, Chad directed all legal activities related to the Agency’s broad mission. Prior to serving as Acting General Counsel, Chad served as the Chief of Staff at DHS. He also served at the White House as Associate Counsel to the President and at the Department of Justice as Counsel to the Deputy Attorney General. Chad clerked for the Honorable David B. Rep. Paul Renner (R-Palm Coast) serves as State Representative to District 24 in the Florida House of Representatives and is slated to become House Speaker in 2022. He is currently Chair of the Rules Committee and also serves on the Appropriations Committee. Rep. Renner is a military veteran, former prosecutor, and business attorney. He began his legal career as an Assistant State Attorney, during which he prosecuted serious felony offenses. Since 1998, he has represented individuals and businesses as their advocate in a broad range of commercial settings.
In addition to his legal practice, Rep. Renner has served as a naval officer, both on active duty and in the reserves. Earlier in his career, he served in Operation Desert Storm during combat operations onboard the USS McInerney (FFG-8) and later during combat operations in Afghanistan in 2011.

James Uthmeier is the Attorney General of the State of Florida. Before this, he served as Chief of Staff to Governor Ron DeSantis. A Georgetown Law graduate, Uthmeier is an adjunct professor at Florida State University College of Law and co-teaches religious education in Tallahassee.

Clint Bolick was appointed by Governor Doug Ducey in January 2016 to serve on the Arizona Supreme Court and was retained by the voters in 2018 and 2024.
Prior to joining the Court, Justice Bolick litigated constitutional cases in state and federal courts from coast to coast, including the U.S. Supreme Court. Among other positions, he served as Vice President for Litigation at the Goldwater Institute and as Co-founder and Vice President for Litigation at the Institute for Justice. He has litigated in support of school choice, freedom of enterprise, private property rights, freedom of speech, and federalism, and against racial classifications and government subsidies.
Justice Bolick received his Juris Doctor degree from the University of California at Davis, where he has been recognized as a distinguished alumnus, and his Bachelor of Arts degree magna cum laude from Drew University. He serves as a research fellow with the Hoover Institution. Among other honors, he was named one of the 90 Greatest DC Lawyers in the Last 30 Years by Legal Times in 2008, received a Bradley Prize in 2006, and was recognized as one of the nation’s three lawyers of the year by American Lawyer in 2002 for his successful defense of school vouchers in Zelman v. Simmons-Harris.
Justice Bolick is a prolific author of a dozen books and hundreds of articles. Among his most recent books are Unshackled: Freeing America’s K-12 Education System: Immigration Wars: Forging an American Solution, co-authored with former Florida Governor Jeb Bush; and David’s Hammer: The Case for an Activist Judiciary. Bolick serves as an adjunct professor of constitutional law at Arizona State University’s Sandra Day O’Connor School of Law and has served as a lecturer at Harvard University’s John F. Kennedy School of Government.

Clark Neily is senior vice president for legal studies at the Cato Institute. His areas of interest include constitutional law, overcriminalization, civil forfeiture, police accountability, and gun rights. Neily is the author of Terms of Engagement: How Our Courts Should Enforce the Constitution’s Promise of Limited Government. His writing has appeared in the Wall Street Journal, Forbes, and National Review Online, as well as various law reviews, including the Harvard Journal of Law and Public Policy, George Mason Law Review, Georgetown Journal of Law and Public Policy, NYU Journal of Law and Liberty, and Texas Review of Law and Politics. Neily is a frequent guest speaker and lecturer for the Federalist Society, Institute for Humane Studies, and American Constitution Society.
Before joining Cato in 2017, Neily was a senior attorney and constitutional litigator at the Institute for Justice and director of the Institute’s Center for Judicial Engagement. He is also an adjunct professor at the University of Texas School of Law, where he teaches constitutional litigation and public-interest law.
Neily served as co-counsel in District of Columbia v. Heller, the historic case in which the Supreme Court held for the first time that the Second Amendment protects an individual right to own a gun for self-defense.
Neily began his legal career as a law clerk to Judge Royce Lamberth on the U.S. District Court for the District of Columbia. After that he spent four years in the trial department of the Dallas-based firm Thompson & Knight. Neily received his undergraduate and law degrees from the University of Texas, where he was Chief Articles Editor of the Texas Law Review.

Bill Otis is a former Adjunct Professor of Law at Georgetown University, a one-time federal prosecutor, and a former Special White House Counsel for President George H. W. Bush. After graduating from Stanford Law School, he started his career in the Criminal Division of the Justice Department, then became chief of appeals for the US Attorney's Office for the Eastern District of Virginia. In the 1980's he served on the Department's "Train the Trainer" team, which taught US Attorneys Offices across the county how to implement the then-new Sentencing Reform Act. He has held several posts in the federal government, including Special Assistant to the Secretary of Energy and Counselor to the head of the Drug Enforcement Administration, in addition to the White House post. He has testified before Congress on issues in criminal procedure, illegal drugs, the US Sentencing Commission, and the death penalty, and has given numerous media interviews on those and other subjects. He currently teaches a seminar at Georgetown Law titled "Conservatism in Law in America" with his wife, Federalist Society co-founder Lee Liberman Otis.
