Partner, King & Spalding PLLC
Will Barnette is a partner in the Atlanta office of King & Spalding, where he is a member of the firm’s business litigation practice and class action defense group. During his 30-year career, Will has consistently led clients to successful outcomes in their most sensitive and high exposure class action, MDL, and related regulatory matters. From litigating high-stakes tobacco class actions at the turn of the century, to defending massive data breach litigation in the last decade, and winning several lucrative antitrust opt-out settlements more recently, Will has played a key role in much of the leading complex litigation of the era and led clients to tremendous success on both sides of the “v.” In particular, he has deep experience in litigating consumer, products, and antitrust class actions, commercial disputes, and managing internal investigations.
Prior to rejoining King & Spalding, where he worked earlier in his career, Will served as Associate General Counsel for The Home Depot and was a member of the company’s Legal Senior Leadership Team. As leader of The Home Depot’s commercial litigation team for more than ten years, he was responsible for the company’s most significant commercial and business litigation, which frequently challenged core aspects of the company’s business. During his 21-year tenure with The Home Depot, Will led the successful defense of several hundred class actions, created and led the company’s recovery litigation program, and successfully managed multiple high-profile investigations and favorably resolved significant related regulatory matters, including with the United States Department of Justice, the United States Environmental Protection Agency, and multi-state Attorney General groups.
A recognized thought leader in complex litigation, Will argued before the U.S. Supreme Court in the 2019 term—one of the few in-house counsel to do so. He received the Atlanta Business Chronicle’s Corporate Counsel Award for Advocacy in 2016 and has authored seven law review articles. His recent works, Misunderstanding Original Jurisdiction and There Is No Conservative Case for Class Actions, ranked among the top SSRN downloads in Federal Courts and Jurisdiction. He frequently lectures on class actions, MDL litigation, and internal investigations, and teaches Complex Litigation at the University of Tennessee Winston College of Law, where he earned the Harold C. Warner Outstanding Adjunct Professor Award in 2025.
Will chairs the Board of Georgians for Lawsuit Reform, which was instrumental in passing Georgia’s 2025 tort reform legislation. He also serves as Chair of the Class Actions Section for the State Bar of Georgia and is a former President of the Atlanta Legal Aid Society. Will played varsity college basketball at Sewanee.
Chief of Staff, Federal Communications Commission (FCC)
Mr. Delacourt is Chief of Staff of the Federal Communications Commission. In this role, he manages the Chairman's policy agenda and strategic initiatives and serves as Chief Operating Officer for the Agency. He has a broad range of experience in telecommunications and technology law and policy spanning both the governmental and private sectors. Scott joined the FCC from Wiley Rein LLP where he served as Partner and Chair of the Wireless Practice Group. He previously served in leadership positions at the FCC, including Deputy Bureau Chief and Chief of Staff of the Wireless Bureau, Senior Counsel in the Office of General Counsel, and Legal Advisor to the Wireless Bureau Chief. Scott received his Law Degree, cum laude, from the University of Michigan Law School, and his Bachelor’s Degree, summa cum laude, from Georgetown University.

Professor Lyons is a Professor and Associate Dean at Boston College Law School. He specializes in telecommunications and tech policy, energy, and administrative law. Before joining the faculty, he practiced at the firm of Munger, Tolles and Olson in Los Angeles. He also clerked for the Judge Cynthia Holcomb Hall of the Ninth Circuit Court of Appeals.
Professor Lyons is also a Nonresident Senior Fellow at the American Enterprise Institute, where he has written over 250 blog posts on tech policy issues, including net neutrality, telecommunications regulation, First Amendment issues with tech regulation, and generative AI.
Vice President of Washington Operations and Dean of the Van Andel Graduate School of Government, Hillsdale College
Matthew Spalding is the Kirby Professor in Constitutional Government at Hillsdale College and the Dean of the Van Andel Graduate School of Government at Hillsdale College’s Washington, D.C., campus. As Vice President for Washington Operations, he also oversees the Allan P. Kirby, Jr. Center for Constitutional Studies and Citizenship and the academic and educational programs of Hillsdale in the nation’s capital.
He is the best-selling author of We Still Hold These Truths: Rediscovering Our Principles, Reclaiming Our Future, which details America’s core principles, shows how they have come under assault by modern progressive-liberalism, and lays out a strategy to recover them. Spalding is also executive editor of The Heritage Guide to the Constitution, a line-by-line analysis of each clause of the U.S. Constitution. His other books include A Sacred Union of Citizens: Washington’s Farewell Address and the American Character; Patriot Sage: George Washington and the American Political Tradition; and The Founders’ Almanac: A Practical Guide to the Notable Events, Greatest Leaders & Most Eloquent Words of the American Founding.
Prior to joining Hillsdale, Dr. Spalding was vice president of American Studies at The Heritage Foundation and founding director of its B. Kenneth Simon Center for Principles and Politics. He is a Fellow at the Claremont Institute for the Study of Statesmanship and Political Philosophy, and serves on the boards of the Steamboat Institute and the Philadelphia Society.
He received his B.A. from Claremont McKenna College and his M.A. and Ph.D. in government from the Claremont Graduate School. In addition to teaching at Hillsdale, he has taught at George Mason University, the Catholic University of America, and Claremont McKenna College. He and his wife Elizabeth, a Hillsdale alumna, reside with their two children in Arlington, Virginia.
Professor, Christopher Newport University
Dr. Jeffry Morrison is Professor of American Studies at Christopher Newport University in Newport News, Virginia, and Director of Academics at the federal government’s James Madison Foundation in Alexandria, Virginia. He graduated with distinction from Boston College and from Georgetown University, where he earned the M.A. and Ph.D. in Government. Dr. Morrison has also held faculty positions at Princeton University, the U.S. Air Force Academy, Georgetown University, and Regent University. He has published as author or editor five books on American political culture, including The Political Philosophy of George Washington (Johns Hopkins University Press, 2009), and chapters, articles, and reviews in numerous scholarly publications in fields including history, political science, and religion. He has lectured at colleges and historic sites throughout the United States and in England (Hertford College, Oxford), and made media appearances on radio, in journalism, and on television (C-SPAN and the BBC).
