Legal Counsel, Alliance Defending Freedom
Julia Payne serves as legal counsel for Alliance Defending Freedom’s Center for Life. In this role, she defends the sanctity of life by litigating both beginning and end of life issues.
Before joining ADF, Payne worked at the Office of the Indiana Attorney General as a deputy attorney general for five years. While at the AG’s office, she managed all of Indiana’s pro-life litigation and also worked on cases concerning immigration, religious liberty, federalism, the Commerce Clause, criminal procedure, federal habeas corpus procedures, civil asset forfeiture, local and special laws, and the common law powers of the attorney general. She has argued cases before the U.S. Court of Appeals for the 7th Circuit, the Southern District of Indiana, and Indiana state courts.
Payne graduated cum laude from Indiana University Maurer School of Law in 2017, where she served as an editor on the Indiana Law Journal and won best brief in the Sherman Minton Moot Court Competition. During law school, Payne interned as a clerk for Indiana Solicitor General Tom Fisher and as a Blackstone Fellow with ADF’s Center for Academic Freedom in Atlanta. She also served as president of the Christian Legal Society and as an officer for the Advocates for Life and the Federalist Society.
Before law school, Payne graduated summa cum laude from Western Kentucky University with a B.A. in History and a B.A. in Spanish. As an undergraduate, Payne studied abroad in both Spain and China. On campus, she served on the Student Government Association Judicial Council, led the music ministry for the Catholic Campus Center, and was an active member of Omega Phi Alpha Service Sorority. Payne was also a founding member of the Hilltoppers for Life, which helped spur her interest in First Amendment and pro-life issues. Payne is a member of the bars of the Indiana Supreme Court, the Northern and Southern Districts of Indiana, and the Seventh Circuit.
Legal Counsel, Alliance Defending Freedom
Allison Pope serves as legal counsel for the Center for Life at Alliance Defending Freedom, where she defends pro-life laws and organizations.
Before joining ADF, Pope was an associate at a large law firm in Kansas City, Missouri. In that role, she represented major pharmaceutical and automotive companies in class actions and other complex litigation. Pope also has experience in the clinical research industry.
Pope served as a law clerk for Judge Eric E. Murphy on the U. S. Court of Appeals for the Sixth Circuit. She graduated magna cum laude from Notre Dame Law School and earned her undergraduate degree in biology and French with highest distinction from the University of Kansas. Pope is admitted to practice law in Missouri.
Partner, Holtzman Vogel
Joe Burns is a partner with Holtzman Vogel and focuses his practice on representing candidates and party committees in election cases throughout New York State.
Prior to joining the firm, Joe served as Deputy Director of Election Operations at the New York State Board of Elections. In this role, he worked with county Boards of Elections, candidates, and party committees, and was involved in New York State's transition from lever to optical scan voting. He also conducted hearings for the NYSBOE and represented it in court proceedings.
Additionally, Joe has served as an attorney for the Erie County and New York State Republican Committees, and has also represented candidates for a variety of public offices throughout New York State, including candidates for U.S. Congress and New York State Supreme Court.
From 2018 to 2024, Joe was the Deputy Administrative Director for the Erie County Water Authority; and from 2015 to 2018, he was the Secretary to the Erie County Water Authority.
A life-long resident of Upstate New York and active member of the Western New York community, Joe served as vice chair of the Erie County Charter Revision Commission in 2016 and was a member of the Erie County Advisory Commission on Reapportionment in 2021. City and State named Joe to its Upstate Power 100 list in 2024, and in 2025, Joe was named as one of New York State’s Law Power 100 by City and State.
Joe is a frequent commentator and author on New York State and national politics, and election law.
Law Clerk, U.S. District Court for the Northern District of Illinois
Tom Fogarty is currently a law clerk in the U.S. District Court for the Northern District of Illinois.
Tom received his J.D. from Duke University School of Law, where he was the VP of Internal Affairs of the Duke Law Federalist Society, the President of the Mock Trial Board, a member of the Moot Court Board, and an Online Editor of the Duke Law Journal. He also received his B.A. in History from the Ohio State University.

Erin Smith serves as Associate Counsel at First Liberty Institute. Before joining First Liberty, Erin served as Assistant General Counsel for the Oklahoma State Department of Education. She also served as Assistant Attorney General for the Office of the Oklahoma Attorney General in the Criminal Appeals Unit.
Erin graduated summa cum laude from the Oklahoma City University School of Law. During law school, she served as Editor-in-Chief of the Oklahoma City University Law Review, president of the OKC Student Lawyers Chapter of the Federalist Society and vice president of the OCU Christian Legal Society. She externed for the Solicitor General of Oklahoma, and published her note, Almost Only Counts in Horseshoes, Hand Grenades … and Hardison? The 45-year Reign Continues, in the Oklahoma City University Law Review. Erin spent her summers interning at First Liberty Institute and the Office of the Oklahoma Attorney General.
Erin received her bachelor’s degree in Political Science from Oklahoma State University in 2019, graduating summa cum laude.
Erin is licensed to practice law in Oklahoma.

He previously served for several years as an Assistant United States Attorney in the Northern District of Florida. Prior to that, he spent two years as an associate in the Washington, D.C. office of Cleary Gottlieb Steen & Hamilton, which he joined after clerking for the Hon. Emmett R. Cox on the United States Court of Appeals for the Eleventh Circuit.
Smith received his undergraduate, master’s, and law degrees from the University of Florida. During law school, Smith served as the Editor in Chief of the Florida Law Review and served on the executive boards of several student organizations, including the UF Chapter of the Federalist Society.

Elise Engle is an attorney in the Tampa office of Shutts & Bowen LLP, where she is a member of the Appellate Practice Group.
Elise focuses her practice on civil appeals, civil litigation in both state and federal courts, political law, administrative law, and constitutional law. Before joining Shutts, she served as a judicial law clerk for the Honorable Jamie R. Grosshans at the Florida Supreme Court, following a clerkship with the Honorable John L. Badalamenti at the United States District Court, Middle District of Florida. During law school, she served as a judicial extern for Judge Badalamenti at the Florida Second District Court of Appeal.
Elise served on the Judicial Nominating Commission for Florida’s Thirteenth Judicial Circuit. As a member of the Federalist Society, she is a Vice President of the Tampa Bay Lawyers Chapter and a Tampa representative of the Florida Young Lawyers Chapter.
