Timothy Sandefur

Vice President for Legal Affairs, Goldwater Institute

Biography
Timothy Sandefur is the Vice President for Legal Affairs at the Goldwater Institute’s Scharf-Norton Center for Constitutional Litigation and holds the Duncan Chair in Constitutional Government. He litigates to promote economic liberty, private property rights, free speech, and other crucial values in states across the country.
 
Timothy is the author of nine books, including most recently You Don’t Own Me: Individualism and the Culture of Liberty (2025), and Freedom’s Furies: How Isabel Paterson, Rose Wilder Lane, and Ayn Rand Found Liberty in an Age of Darkness (2022), as well as more than 50 scholarly articles on a wide variety of legal subjects. A frequent guest on radio and television, he is well known to radio audiences as “Tim the Lawyer” on The Armstrong & Getty Show, and his writings have appeared in Reason, National Review, The Weekly Standard, The Wall Street Journal, and The Objective Standard, where he is a contributing editor. He has taught classes at Pepperdine University, McGeorge School of Law, George Mason University’s Antonin Scalia Law School, and Arizona State University, where he held the 2023-24 Barry Goldwater Chair in American Institutions.
 
He is an Adjunct Scholar with the Cato Institute and is a graduate of Hillsdale College and Chapman University School of Law.

Doug Bandow is a senior fellow at the Cato Institute, specializing in foreign policy and civil liberties. He worked as special assistant to President Reagan and editor of the political magazine Inquiry. He writes regularly for leading publications such as Fortune magazine, National Interest, Wall Street Journal, and Washington Times. Bandow speaks frequently at academic conferences, on college campuses, and to business groups. Bandow has been a regular commentator on ABC, CBS, NBC, CNN, Fox News Channel, and MSNBC. He holds a J.D. from Stanford University.

Biography

Robert A. Pape is Professor of Political Science at the University of Chicago specializing in international security affairs. His publications include Cutting the Fuse: The Explosion of Global Suicide Terrorism and How to Stop It (Chicago 2010) (with James Feldman); Dying to Win: The Strategic Logic of Suicide Terrorism (Random House 2005); Bombing to Win: Air Power and Coercion in War (Cornell 1996), "Why Economic Sanctions Do Not Work," International Security (1997), "The Determinants of International Moral Action," International Organization (1999); "The Strategic Logic of Suicide Terrorism," American Political Science Review (2003); and "Soft Balancing against the United States," International Security (2005). His commentary on international security policy has appeared in The New York Times, Washington Post, New Republic, Boston Globe, Los Angeles Times, and Bulletin of Atomic Scientists, as well as on Nightline, ABC News, CBS News, CNN, Fox News, and National Public Radio. Before coming to Chicago in 1999, he taught international relations at Dartmouth College for five years and air power strategy for the USAF's School of Advanced Airpower Studies for three years. He received his PhD from the University of Chicago in 1988 and graduated summa cum laude and Phi Beta Kappa from the University of Pittsburgh in 1982. His current work focuses on the causes of suicide terrorism and the politics of unipolarity. He is the director of the Chicago Project on Security and Threats.

Frank Jimenez

Vice President and General Counsel, GE Healthcare

Biography

GE announced the appointment of Frank Jimenez as Vice President & General Counsel of GE Healthcare effective February 21, 2022. In this role, Frank will be responsible for GE Healthcare’s Global Law and Policy teams.

Jimenez brings more than three decades of legal experience and leadership, spanning both the government and private sector. He joins GE from Raytheon Technologies Corporation, an innovation leader in technologies across the full spectrum of aviation, space and defense, where he served as executive vice president & General Counsel. Prior to that role, Jimenez served as General Counsel for Bunge Limited, Xylem Inc., and ITT Corporation, where he managed the spin-offs of two public companies, Xylem and Exelis Inc.

In prior public service, Frank served as the 21st General Counsel of the Navy, one of seven Senate-confirmed Pentagon civilians of four-star equivalent rank overseeing the U.S. Navy and Marine Corps; Deputy General Counsel (Legal Counsel) of the U.S. Department of Defense; Principal Deputy General Counsel of the Navy; Chief of Staff at the U.S. Department of Housing and Urban Development; and Deputy Chief of Staff and Acting General Counsel for Florida Governor Jeb Bush. Previously, he was a litigation partner at Steel Hector & Davis (now Squire Patton Boggs) in Miami, FL, and clerked for Judge Pamela Ann Rymer of the U.S. Court of Appeals for the Ninth Circuit in Pasadena, CA.

Jimenez serves on the boards of Equal Justice Works, the Yale Law School Fund, and HII (Huntington Ingalls Industries), as well as the advisory boards of the Columbia University Mailman School of Public Health, the Yale Law School Center for the Study of Corporate Law, the University of Miami Herbert Business School, and the National Security Institute of the Antonin Scalia Law School at George Mason University. He earned a Bachelor of Science degree in Biology from the University of Miami and received his law degree from Yale Law School. He also received an MBA degree from the Wharton School at the University of Pennsylvania and a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College.
