Jon Greenbaum, the founder of Justice Legal Strategies, is one of the top civil rights and voting rights lawyers in the country, having worked for over 25 years in key positions at the Lawyers’ Committee for Civil Rights Under Law and in the Civil Rights Division at the Department of Justice. Jon has litigated some of the most important and complex civil rights cases in this century. Jon also has two decades of experience as a manager of large legal teams and has collaborated closely with a variety of external partners. Matt Liles is a Litigation Fellow at the Institute for Justice. He returns to IJ after having worked as both a law clerk and intern in IJ’s Arlington, Virginia office. In his role as a Litigation Fellow, Matt litigates cutting-edge constitutional cases protecting Americans' property rights and economic liberty.
Matt received his J.D. from the University of Texas School of Law, where he served on the executive board of the Texas Federalist Society and as Submissions Editor for the Texas Review of Law & Politics. He also received his B.A. in Government from the University of Texas. As an undergraduate, Matt was a plaintiff in a successful First Amendment lawsuit on behalf of campus free speech.
After completing the Fellowship, Matt will serve as a law clerk in the U.S. District Court for the Northern District of Texas. He is a member of the District of Columbia bar.

Joel S. Nolette is an associate at Wiley Rein LLP, where he advocates on behalf of corporate and individual clients in a broad spectrum of complex litigation matters. In 2017, Joel graduated cum laude from the Georgetown University Law Center, where he served as the Editor in Chief of Volume 15 of the Georgetown Journal of Law and Public Policy. From 2019 to 2021, Joel clerked for the Honorable Raymond W. Gruender of the U.S. Court of Appeals for the Eighth Circuit; and from 2021 to 2022, he clerked for the Honorable Timothy J. Kelly of the U.S. District Court for the District of Columbia. Before attending law school, Joel graduated summa cum laude from Gordon College in Wenham, MA, with his Bachelor of Arts in Biblical Studies and worked as a letter carrier with the U.S. Postal Service.

Sarah Harbison joined the Pelican Institute as General Counsel in January 2020. At the Pelican Institute, Sarah serves in the vital role of defending Louisianians’ First Amendment rights, as well as their right to earn a living. Prior to joining the Pelican Institute, Sarah’s civil defense practice focused on products liability litigation. Because politics is her first love, Sarah left full-time law practice in December 2015 to advise political candidates full time, including candidates for U.S. Senate, treasurer, secretary of state, and governor. A Lafayette, Louisiana native, Sarah is a summa cum laude graduate of Loyola University and Loyola Law School, where she served as a member of the Moot Court staff. She and her husband, Medlock, live in the Garden District in New Orleans with their cats, Beau and Jack. Sarah and Medlock enjoy hiking in our country’s national parks, exploring Civil War battlefields, and renovating their 100-year-old home.
