  On June 24, 2016, the Houston Lawyers Chapter of the Federalist Society will host a lunch presentation by Judge Lee Rosenthal entitled, "Proportionality in Discovery."  On December 1, 2015, important changes to the Federal Rules of Civil Procedure, largely involving discovery, took effect.  Included among those changes is the deletion of the provision authorizing judges to allow discovery "of any matter relevant to the subject matter involved in the action," and the addition of a requirement that discovery be "proportional to the needs of the case."  Judge Rosenthal, who sits on the United States District Court for the Southern District of Texas, is past chair of the Federal Civil Rules Advisory Committee and of the Standing Committee on Rules of Practice and Procedure, which oversees and coordinates the work of the Advisory Committees for the Appellate, Bankruptcy, Civil, Criminal, and Evidence Rules.  She will discuss the impetus for and application of the new proportionality rule, as well as whether and how it will significantly alter federal trial practice.
