Hon. Charles Eskridge, Judge, United States District Court for the Southern District of Texas, Houston Division, was born in Cleveland, Ohio, and arrived in Houston, Texas, at the age of 11 with his parents in 1974.

Judge Eskridge received a B.S. from Trinity University and a J.D. from Pepperdine University School of Law. He served as a law clerk to Chief Judge Charles Clark of the United States Court of Appeals for the Fifth Circuit, as a law clerk to Justice Byron White of the Supreme Court of the United States, and as a special assistant to the Hon. Howard Holtzmann of the Iran/U.S. Claims Tribunal in The Hague.

From 1994 to 2019, Judge Eskridge was in private practice in Houston, Texas, litigating complex commercial disputes. He teaches Origins of the Federal Constitution at the University of Houston Law Center and has served as the Distinguished Visiting Practitioner of Law at the Pepperdine University School of Law.

President Donald J. Trump nominated him to the federal bench on May 3, 2019. Following confirmation by the Senate, Judge Eskridge took his seat on October 22, 2019.

Prior to joining TXSE, Jeff served as acting general counsel of Charles Schwab and led its Office of Legislative and Regulatory Affairs in Washington, D.C. for the past two decades, managing the company's response to public policy initiatives and advocating for policies that aid individual investors. He has over four decades of securities markets experience, starting his career as an options trader at the Philadelphia Stock Exchange, then founding his own trading firm, and later serving on the exchange's Board of Governors. He also served as senior counsel in the Division of Market Regulation at the U.S. Securities and Exchange Commission. Jeff's additional experience in the securities industry includes serving as vice president for regulation and general counsel at the Cincinnati Stock Exchange and as chairman of the Operating Committee of the National Market System Plan governing Nasdaq securities. Jeff holds degrees from the Wharton School of the University of Pennsylvania and Ohio Northern School of Law.

James Wesley Hendrix

James Wesley Hendrix

Judge, United States District Court for the Northern District of Texas

Biography

Wes Hendrix is a judge on the United States District Court for the Northern District of Texas.  He was nominated by President Donald Trump in January 2019 and confirmed by the U.S. Senate in July 2019.  He presides over federal civil and criminal cases in the Northern District’s Lubbock, Abilene, and San Angelo Divisions.  He is a member of the Fifth Circuit’s Criminal Pattern Jury Instructions Committee and the Northern District of Texas’s Local Rules Committee. He is an adjunct professor at Texas Tech University School of Law.

Prior to his confirmation, Judge Hendrix served as the Appellate Chief for the Northern District of Texas’s United States Attorney’s Office. He served as Chair of the Department of Justice’s Appellate Chiefs Working Group and as an ex officio member of the Attorney General’s Advisory Committee.  He regularly coordinated with the Department of Justice’s Criminal Division Appellate Section and the Office of the Solicitor General regarding cases appealed to and argued before the U.S. Supreme Court.  

As an Assistant U.S. Attorney, he represented the United States at trial and on appeal.  He helped prosecute Hosam Smadi, who was convicted of attempting to use a weapon of mass destruction in a downtown Dallas skyscraper.  He also argued over 25 appeals at the Fifth and Seventh Circuits—including two en banc arguments—and served as sole counsel in over 350 appeals.  He regularly taught courses at the Department of Justice’s National Advocacy Center.

Prior to his work as a prosecutor, Judge Hendrix was an associate at the Dallas office of Baker Botts L.L.P., where he focused on complex commercial, oil-and-gas, and intellectual-property litigation.  He began his legal career as a law clerk to Judge Patrick Higginbotham of the United States Court of Appeals for the Fifth Circuit.

Judge Hendrix received his law degree from the University of Texas, where he served on the Texas Law Review and graduated with high honors and as a Chancellor-at-Large.  He received his undergraduate degree with honors from the University of Chicago.

Biography

On August 1, 2018, the United States Senate confirmed by unanimous voice vote Holly L. Teeter as United States District Court Judge for the District of Kansas. Most recently Judge Teeter served as an Assistant United States Attorney for the Western District of Missouri. Earlier in her career, Judge Teeter practiced patent law at Shook, Hardy & Bacon, LLP, and was a patent law clerk at Los Alamos National Security, LLC. She served as a law clerk to Judge Brian C. Wimes of the United States District Court for the Eastern and Western Districts of Missouri and to Judge Carlos Murguia of the United States District Court for the District of Kansas. Judge Teeter received her B.S. in Chemical Engineering with highest distinction from the University of Kansas School of Engineering, and her J.D. from the University of Kansas, where she was a member of the Kansas Law Review and graduated first in her class. She also holds a Diploma in Legal Studies from the University of Oxford. Judge Teeter succeeds United States District Judge Kathryn H. Vratil who took senior status in 2014.

Biography

Ben Flowers, a partner at Ashbrook Byrne Kresge Flowers LLC, is an accomplished litigator with experience briefing, arguing, and winning high-stakes cases in courts throughout the country.

Before joining the law firm, Ben served as Ohio's 10th Solicitor General. In that role he regularly represented the State of Ohio before the Supreme Court of the United States, the United States Court of Appeals for the Sixth Circuit, and the Supreme Court of Ohio. Most prominently, in National Federation of Independent Business v. Department of Labor, Ben led a multi-state challenge to OSHA's vaccine mandate, ultimately prevailing before the Supreme Court.

Ben is a graduate of The Ohio State University and the University of Chicago Law School. Following law school, Ben clerked for Judge Sandra Ikuta of the U.S. Court of Appeals for the Ninth Circuit and for Justice Antonin Scalia of the Supreme Court of this United States. Ben lives in Upper Arlington, Ohio with his wife Denise and their three very active children.

Biography

Ryan Newman is currently Chief Deputy Attorney General for Florida Office of the Attorney General.

During the first Trump Administration, he served as Counselor to the United States Attorney General for national security and international affairs, Deputy General Counsel (Legal Counsel) for the Department of Defense, and Acting Assistant Attorney General for the Office of Legal Policy at the Department of Justice. Prior to serving in the Executive Branch, Ryan was Chief Counsel to United States Senator Ted Cruz during the 114th Congress. 

Ryan served as a law clerk to the Honorable Samuel A. Alito, Jr. on the United States Supreme Court, the Honorable Richard J. Leon on the United States District Court for the District of Columbia, and the Honorable J.L. Edmondson on the United States Court of Appeals for the Eleventh Circuit.

Prior to law school, Ryan was an armor officer in the United States Army assigned to the 1st Squadron, 10th U.S. Cavalry Regiment (Buffalo Soldiers). He deployed to Iraq in 2003 for Operation Iraqi Freedom.

Ryan graduated from the United States Military Academy at West Point in 1998. He earned his law degree with high honors from The University of Texas School of Law in 2007.

Tobi brings over 20 years of experience with sophisticated legal, regulatory, and compliance issues through leadership roles in all three branches of the federal government and in Fortune 500 companies. Among other governmental positions, she has been an attorney in the U.S. Department of Justice and in the Office of the White House Counsel; a law clerk to U.S. Supreme Court Justice Neil M. Gorsuch; and a press secretary for Congressman J.C. Watts. Tobi also currently serves as the Chair of the Nominating and Governance Committee on the Halliburton Board of Directors (NYSE: HAL).

Tobi grew up in Oklahoma and is a proud member of the Chickasaw Nation. She recently became the youngest inductee into the Chickasaw Hall of Fame. Tobi now lives in Austin with her husband Evan, a Justice on the Texas Supreme Court, and their daughter Romilly.
