As the War on Terror enters its second decade, the private legal community is left to ponder its role, and how and whether it can meaningfully contribute. What are the possible avenues of participation for a private lawyer? How can lawyers be helpful in educating their colleagues, policymakers, and the public? Can lawyers effectively bring citizen lawsuits designed to compel or prohibit certain actions by private parties and businesses? Would a failure to do so cede a valuable tool in the war?
