Michael Carvin is a partner with Jones Day and is lead counsel for the private plaintiffs in Florida v. Dep't of Health & Human Services. Together with Paul Clement, Mr. Carvin argued the appeal in the United States Court of Appeals for the Eleventh Circuit. That court recently held that the individual mandate provision of the Patient Protection and Affordable Care Act is unconstitutional, setting the stage for an appeal to the Supreme Court of the United States.
