Controversy surrounds the Congressional debates on the reauthorization of FISA and we have one of the most informed and consulted experts on the matter to define the tension between security and privacy. David Rivkin is currently a partner at Baker Hostetler in Washington D.C. He has served as a defense and foreign policy analyst, specializing in Soviet affairs, arms control, naval strategy and NATO-related issues for numerous government agencies, administrations, and think tanks. He is a member of the Council on Foreign Relations and writes prolifically on topics like FISA, Guantanamo Bay, detainee rights, and executive powers. He was Associate General Counsel in the U.S. Department of Energy and Associate Executive Director of - and Counsel to - the President's Council on Competitiveness. He has played a significant role in developing the Reagan and Bush Administrations' regulatory and legislative proposals affecting natural gas and electric utility industries. He served in the Office of then Vice President George Bush, as Legal Advisor to the Counsel to the President, and as Deputy Director of the Office of Policy Development, U.S. Department of Justice.
