Americans pay plenty of attention to social and antipoverty policy, but most of it is focused on federal programs. And with good reason – safety net staples like SNAP (food stamps), TANF (welfare), and Medicaid cost hundreds of billions of dollars per year and implicate the federal government for most of that funding. But the proper role of state and local administrations should not be overlooked: In our federalist system, states and local governments can play a major role in improving our safety net’s efficiency and constitutionality. Robert Doar, Morgridge Fellow in Poverty Studies at AEI and the former commissioner of New York City’s Human Resources Administration, will explain how states deliver federal benefits, and how they can do better in serving America’s poor while respecting our country’s federalist framework.
