On September 13-14, 1991, the Federalist Society held its Fifth Annual National Lawyers Convention on "Individual Responsibility and the Law" at the Mayflower Hotel in Washington, DC. The convention opened with a keynote address by Senator Orrin Hatch, who spoke on the importance of individual responsibility for the American government.
