President, Hoppe Strategies
After serving 29 years on Capitol Hill, Dave Hoppe returned to the private sector as president of Hoppe Strategies, a strategic planning, lobbying and political consulting firm.
Hoppe brings a wealth of experience to this job, having dealt with legislative development and strategy at the highest levels on Capitol Hill. He directed Whip offices in both the House and Senate, and led the Senate Majority Leader’s office during the Clinton and Bush 43 administrations. Both positions oversaw and coordinated the flow of legislation through Congress, and both required working with political personalities on both sides of the aisle as well as the White House, to achieve passage for each bill. Hoppe recently reprised this role for Sen. Jon Kyl in the Senate Whip Office.
Additionally, Hoppe was the lead staff member on such historic Constitutional and structural events as the power shift in the Senate (when one Senator changed his party affiliation, throwing into chaos the entire Senate committee structure and requiring extensive negotiations between both parties), and the Senate impeachment trial of President Clinton. These events give him a unique perspective on the interaction of political agendas with legislative outcomes.
Other Hill positions held by Hoppe include Chief of Staff to Rep. Jack Kemp during his presidential bid, and Chief of Staff to Sen. Dan Coats who was appointed to replace former Senator Dan Quayle. Sen. Coats was required to conduct two statewide campaigns in a 4-year period in order to confirm his Senate appointment and then to retain the seat, unusual demands which impacted the work of his Senate office. Early in his Hill career, Hoppe served as energy and environmental policy analyst for the Republican Study Committee.
Among the highlights of Hoppe’s years on House leadership staff were the passage of the Economic Recovery Tax Act of 1981 and the Omnibus Budget Reconciliation Act of 1981, both key elements of the first Reagan administration. During his tenure with Rep. Jack Kemp, the Tax Reform Act of 1986 was passed and signed into law. He was also involved with the Balanced Budget Act of 1997, the Economic Growth and Tax Relief Reconciliation Act of 2001, the Individuals with Disabilities Education Act of 1997, and numerous other issues including welfare reform, tax policies and education reform.
In 2003, Hoppe left the Hill to work for the public affairs firm Quinn Gillespie & Associates, serving as President of QGA 2007-2011, when he returned briefly to the Senate to direct the Whip office for Sen. Kyl. Currently Hoppe is a Senior Policy Advisor at Squire Patton Boggs, he also serves as a Senior Advisor to the Bipartisan Policy Center, and is an advisor to the Jack Kemp Foundation. He is an emeritus member of the Board for Easter Seals of DC, Maryland and Northern Virginia, was Chairman of the Government Affairs Committee for the National Down Syndrome Society, and serves on the national board of SourceAmerica and of the Coalition to Promote Self Determination, a group of organizations working to empower disabled individuals to achieve greater independence.
He holds a B.A. in Government from the University of Notre Dame, and an M.A. in International Relations from Johns Hopkins School of Advanced International Studies. He is married and has three children.
Professor of Politics and Public Affairs, Princeton University
Frances E. Lee is jointly appointed in the Department of Politics and the Woodrow Wilson School of Public and International Affairs where she is Professor of Politics and Public Affairs.
Lee has broad interests in American politics, with a special focus on congressional politics, national policymaking, party politics, and representation. She is author of Insecure Majorities: Congress and the Perpetual Campaign (2016) and Beyond Ideology: Politics, Principles, and Partisanship in the U.S. Senate (2009). She is also coauthor of Sizing Up The Senate: The Unequal Consequences of Equal Representation (1999) and a textbook, Congress and Its Members (Sage / CQ Press). Her research has appeared in the American Political Science Review, American Journal of Political Science, Perspectives on Politics, Journal of Politics, Legislative Studies Quarterly, and other outlets.
Lee is editor of the Cambridge Elements Series in American Politics and a series editor for the Chicago Studies in American Politics. She was co-editor of Legislative Studies Quarterly from 2014 to 2019.
Lee earned her B.A. from the University of Southern Mississippi and her Ph.D. from Vanderbilt University. She is a fellow of the American Academy of Arts and Sciences.
Director, Rule of Law and Governance Program, Arizona State University, Sandra Day O’Connor College of Law
Julia Fromholz serves as director of the rule of law and governance program at Arizona State University Sandra Day O’Connor College of Law, based at the McCain Institute in Washington. Before joining ASU Law, Fromholz worked at the U.S. Department of State, in both Pakistan and Washington. She spent two years as the Senior Director, Rule of Law at the U.S. Embassy in Islamabad, and in Washington advised the Under Secretary of State for Civilian Security, Democracy, and Human Rights on a range of issues, including mass atrocity prevention and human trafficking.
Prior to joining the State Department, Ms. Fromholz worked at Human Rights First’s Washington office, where she directed the Crimes Against Humanity program and worked with the Human Rights Defenders program. Ms. Fromholz had previously lived in Phnom Penh, Cambodia, where she worked with local human rights organizations, focusing on monitoring and reform of the criminal justice system. Ms. Fromholz clerked for Judge William Fletcher on the U.S. Court of Appeals for the Ninth Circuit and practiced law at Keker & Van Nest in San Francisco; before going to law school, she worked at the Boston Consulting Group. Ms. Fromholz graduated magna cum laude from Harvard College, where she was captain of the softball team and wrote her senior thesis on California water policy. She earned her JD from the University of California, Berkeley School of Law (Boalt Hall), where she served as editor in chief of the California Law Review. She speaks French and was a French-American Foundation Young Leader in 2011 and 2012.
U.S. Court of Appeals, D.C. Circuit
Judge Williams practiced law in New York City (at the firm of Debevoise Plimpton and as an Assistant U.S. Attorney) and then taught law at the University of Colorado Law School from 1969 to 1986, with visiting years at UCLA, SMU, and the University of Chicago (where he was also a fellow in law and economics). He was appointed to the U.S. Court of Appeals for the D.C. Circuit in 1986. His most recent book is a biography of Vasily Maklakov, The Reformer: How One Liberal Fought to Preempt the Russian Revolution (Encounter Books, 2017).

Oliver Dunford joined the Pacific Legal Foundation in March 2017. He litigates across the country to defend and advance individual liberty and the rule of law. Oliver’s cases involve the separation of powers, economic liberty, property rights, and the First Amendment.
Oliver remains inspired by the Classical Liberal ideals upon which our Founders declared independence and secured the blessings of liberty. The Constitution’s promises, however, are not self-executing. As James Madison explained, “In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself.” Oliver feels lucky that his work helps oblige the government to control itself—to the end that all individuals may pursue their rights of life, liberty, and the pursuit of happiness.
Before joining PLF, Oliver clerked at the Ohio Supreme Court and the Ohio Court of Appeals, and spent more than a decade in private practice working on complex commercial litigation. Originally from Cleveland, Oliver is a graduate of the University of Dayton and Cleveland-Marshall College of Law, where he was a managing editor for the Cleveland State Law Review. Oliver is admitted to the state bars of Florida, California, and Ohio, as well as several federal courts including the United States Supreme Court.

Senior Counsel and VP, Appellate Advocacy, Alliance Defending Freedom
John Bursch is senior counsel and vice president of appellate advocacy with Alliance Defending Freedom. Bursch has argued 12 U.S. Supreme Court cases and more than 30 state supreme court cases since 2011, and a recent study concluded that among all frequent Supreme Court advocates who did not work for the federal government, he had the 3rd highest success rate for persuading justices to adopt his legal position.
Bursch served as solicitor general for the state of Michigan from 2011-2013. He has argued multiple Michigan Supreme Court cases in eight of the last ten terms and has successfully litigated hundreds of matters nationwide, including six with at least $1 billion at stake. As part of his private firm, Bursch Law PLLC, he has represented Fortune 500 companies, foreign and domestic governments, top public officials, and industry associations in high-profile cases, primarily on appeal. He was inducted into the American Academy of Appellate Lawyers and serves as a member of the American Law Institute. His work has resulted in repeated listings in Michigan Super Lawyers and Best Lawyers.
Before entering private practice, Bursch served as a law clerk to the Honorable James B. Loken on the U.S. Court of Appeals for the 8th Circuit. He received his J.D. magna cum laude in 1997 from the University of Minnesota Law School, where he served as Chief Note & Comment Editor for the Minnesota Law Review. Prior to that, he attended Western Michigan University, where he received degrees in mathematics and music performance summa cum laude.
Judge, Florida Fifth District Court of Appeal
In April 2023, Judge Jordan E. Pratt was commissioned as a member of the Florida Fifth District Court of Appeal following his appointment by Governor Ron DeSantis.
Before joining the court, Judge Pratt worked as senior counsel at First Liberty Institute and served in various roles in state and federal government: as senior counsel in the U.S. Department of Justice, deputy general counsel in the U.S. Small Business Administration, and deputy solicitor general in the Florida Office of the Attorney General. As a deputy solicitor general, he defended significant Florida legislation and executive actions at every level of the state and federal court systems, with successful arguments before the U.S. Court of Appeals for the Eleventh Circuit, the Florida Supreme Court, and Florida’s First District Court of Appeal.
Judge Pratt graduated as a co-valedictorian of his undergraduate class at the University of Florida. He then received his J.D., magna cum laude, from the University of Florida College of Law, where he was a law review editor and president of the school’s Federalist Society and Christian Legal Society chapters. During law school, he interned for the Hon. Jeffrey S. Sutton on the U.S. Court of Appeals for the Sixth Circuit.
After his graduation from law school, Judge Pratt served as a law clerk to the Hon. Harvey E. Schlesinger on the U.S. District Court for the Middle District of Florida, Jacksonville Division. He then clerked for the Hon. Jennifer W. Elrod on the U.S. Court of Appeals for the Fifth Circuit.
Judge Pratt has held several fellowships, including an Olin–Searle Fellowship at Florida State University’s College of Law, and has published scholarship in the Tennessee Law Review, the Nebraska Law Review, and the Mississippi Law Journal. He is a member of the Federalist Society for Law & Public Policy Studies, and he has held several leadership roles in the organization, including service as president of its Tallahassee Lawyers Chapter from 2016 to 2019.

David Dorsey is a Senior Education Policy Fellow with Kansas Policy Institute. His primary emphasis in this role is combining his time spent as a public school teacher with policy research on issues related to K-12 finance, student achievement, and education reform. Prior to joining KPI, David spent 20 years as a public school elementary teacher, seventeen in Kansas. He was both a classroom and specialty teacher and served in various leadership capacities in those schools. David finished his teaching career with eight years as a mathematics interventionist at Lowman Hill Elementary School in Topeka USD 501 working with at-risk students. Prior to teaching he spent 15 years working in state and local government in Arizona as a city administrator, research analyst for the Phoenix Police Department, and a program evaluator for the largest state agency in Arizona. He earned a Master of Arts in Political Science from Arizona State University with an emphasis on research and statistical analysis in 1980. David was born and raised in South Dakota and received a BS degree from the University of South Dakota in 1977 with a major in Political Science and a minor in Economics.

Christina Martin is a Senior Attorney at Pacific Legal Foundation where she leads its initiative to end home equity theft—predatory tax-foreclosure laws that allow the government to take valuable homes and all equity in those homes as payment for debts as small as $8.
Christina's victories as lead counsel include Tyler v. Hennepin County in the U.S. Supreme Court, Hall v. Meisner in the Sixth Circuit, Rafaeli, LLC v. Oakland County in the Michigan Supreme Court, and New Mexico Farm & Livestock Bureau v. U.S. Department of the Interior in the Tenth Circuit. She also served as second chair in Knick v. Township of Scott, a landmark Supreme Court case that opened up the federal courthouse doors to takings plaintiffs.

Andy played college hockey and remains active by running, cross country skiing, and playing golf. On the weekends, Andy and his wife enjoy watching their kids’ sporting events, including soccer, baseball, gymnastics, and track. In his rare spare time, Andy reads history books.

Larry Salzman leads PLF’s litigation program and is responsible for shaping the organization’s overall legal strategy to advance the principles of individual rights and limited government. He oversees the Supreme Court docket at PLF and helps its nearly 75 litigating attorneys and support staff bring cases to secure enduring legal change for liberty.
Larry has been a public interest litigator for nearly two decades, focusing on property rights and economic freedom. Recent highlights include Sheetz v. County of El Dorado and Tyler v. Hennepin County at the Supreme Court. He has been with PLF for more than a decade. Previously, he was a judicial clerk at the U.S. Court of Federal Claims and a litigator at the Institute for Justice.
Between 2007 and 2011, Larry took a hiatus from litigation to work as CEO of an e-commerce company he had co-founded and built while attending law school at night. He loves his current role at PLF because it provides the rare opportunity to continue expressing dual passions for litigation and entrepreneurial management.
Larry’s commitment to liberty crystallized during college by studying philosophy and free-market economics. He experienced the importance of property rights in a very personal way in the 1990s when his family’s auto-repair business was taken by eminent domain and turned over by the city to a private developer on the promise that a big-box store would generate more tax revenue.
He graduated from the University of San Diego School of Law (J.D. 2002), where he was assistant editor of the San Diego Law Review. Larry was inspired in law school to pursue a career in public interest litigation while working as a research assistant to the late Bernard Siegan, a pioneer in the movement to revive constitutional protection for property rights and economic liberty. He also serves on the Board of Directors for the Ayn Rand Institute. When not working, he enjoys travel, an annual pass to Disneyland with family, and learning and growing alongside his daughter.

C. Thomas Ludden is the head of the Appellate Practice group at Lipson Neilson P.C. He has appeared before the United States Supreme Court, the Michigan Supreme Court, the Sixth and Ninth Circuit Courts of Appeal and the Michigan Court of Appeals. Christina Sandefur is the Executive Vice President at the Goldwater Institute. She develops policies and litigates cases advancing healthcare freedom, free enterprise, private property rights, free speech, and taxpayer rights.
Christina is a co-drafter of the Right to Try initiative, now federal law, which protects terminally ill patients' right to try safe investigational treatments that have been prescribed by their physician but are not yet FDA-approved. She has won important victories for property rights in Arizona and works nationally to promote the Institute's Private Property Rights Protection Act, a state-level reform that requires government to pay owners when regulations destroy property rights and reduce property values.
Christina is the co-author of the book Cornerstone of Liberty: Private Property Rights in 21st Century America (2016). She is a frequent guest on national television and radio programs, has provided expert legal testimony to various legislative committees, and is a frequent speaker at conferences. She is the recipient of the 2018 Buckley Award in recognition of her leadership in the freedom movement, and she is an Advisory Board Member of the Network of enlightened Women. Christina serves on the board of the Phoenix Lawyers Chapter of the Federalist Society and is a member of the executive committee for the Federalist Society's Regulatory Transparency Project: FDA & Health.

Mr. Kamenick joined WILL at its founding in the summer of 2011. He graduated magna cum laude from Marquette Law School in 2009. During law school, he interned at the Internal Revenue Service, the U.S. District Court for the Eastern District of Wisconsin, and the Wisconsin Supreme Court. He also served as an editor of the Marquette Law Review and a volunteer tax preparer.
Prior to joining WILL, Mr. Kamenick worked as a law clerk for Justice Michael J. Gableman on the Wisconsin Supreme Court (2009-2010 term), as a tax consultant for Reinhart Boerner Van Deuren, s.c., and as a research assistant for Marquette Law School’s dean, Joseph Kearney. He is currently on the faculty of Wisconsin Lutheran College, teaching business law.
Mr. Kamenick lives in Saukville with his wife and two children. He enjoys giving back to his community, serving as a member of Saukville’s Public Safety Committee and a board member of Musical Masquers, a theater company based in West Bend. He also performs in community theater and his church’s handbell choirs.

Michael Uhlmann has been a professor in the Division of Politics & Economics at Claremont Graduate University since 2002. His research specializations include American presidency, executive–congressional relations, and the federal judiciary—namely, the federal administrative process and national security decision making. In addition to his regular coursework at CGU, Uhlmann teaches in and directs CGU’s Tribal Administration Certificate Program, made possible through a generous grant from the San Manuel Band of Mission Indians.
Uhlmann received his PhD in Government from Claremont Graduate University after receiving his BA in History from Yale University and his LLB from the University of Virginia Law School. Immediately prior to joining the CGU faculty, Uhlmann served as a senior vice president of the Lynde and Harry Bradley Foundation in Milwaukee, Wisconsin. Before that, he was a senior fellow at the Ethics and Public Policy Center in Washington, D.C. He had also served for many years as a partner in the Washington office of Pepper, Hamilton, & Scheetz, a large international law firm, where he specialized in federal antitrust and administrative law. Concurrently held alongside his position at CGU, Uhlmann is an adjunct professor at Claremont McKenna College, teaching a variety of courses in the Department of Government.
In addition to his academic career, private legal practice, and philanthropic work, Uhlmann has had a distinguished career in government, beginning with service as a staff and committee counsel in the U.S. Senate and as assistant general counsel of the Federal Trade Commission. In 1974, following Senate confirmation, he was appointed by President Gerald Ford to be assistant attorney general for Legislative Affairs in the Department of Justice. From 1981 to 1984, he served as special assistant to President Ronald Reagan and associate director of the White House Office of Policy Development. He directed legal and administrative policy for the Reagan presidential transition in 1980–1981 and chaired the Department of Justice transition team for President-Elect George H. W. Bush in 1988–1989.
Uhlmann has written for many leading newspapers and journals of opinion, including National Review, Weekly Standard, Philadelphia Inquirer, Los Angeles Times, Washington Post, First Things, and Claremont Review of Books.

Gary currently is the Deputy Counsel to the President. He was previously a partner at the Dhillon Law Group and worked at the Department of the Interior and Federal Election Commission. He is a native of Virginia, and earned his B.A. and J.D. from the University of Virginia.
