The former Solicitor General of West Virginia, Mr. Lin has been on the front lines of many precedent-setting cases in appellate courts across the country, including in a US Supreme Court victory that George Will called “the court’s most severe rebuke of a president” since the Truman administration. Having argued more than 60 appeals, he brings to clients a well-honed ability to identify the most persuasive issues for appeal and a practiced understanding of how best to frame complex legal questions in appellate courts.
With experience in the private sector and multiple branches of government, Mr. Lin’s practice has spanned a wide range of issues, including major questions of constitutional and administrative law at the federal and state levels. On behalf of more than two dozen states, he won a stay from the US Supreme Court of the EPA’s Clean Power Plan. Described by the New York Times as an “unprecedented” order, the stay was the first time the Supreme Court had ever put a regulation on hold before review by a federal appeals court. In that same case, Elbert argued before the en banc DC Circuit in an historic proceeding that one commenter quoted in E&E News compared to “the NBA All-Star Game.” At the state level, Elbert led the effort that persuaded the West Virginia Supreme Court of Appeals to overturn an injunction of the state’s right-to-work law.
In 2013, Mr. Lin was appointed the Solicitor General of West Virginia. During his four-and-a-half year tenure, he served as a member of the Attorney General’s senior management team, oversaw all civil and criminal appeals, and argued nearly two dozen cases in federal and state appellate courts. He authored more than twenty-five briefs in the US Supreme Court and more than forty-five formal Opinions of the Attorney General.
Earlier in his career, Mr. Lin served as a trial attorney in the Federal Programs Branch of the US Department of Justice’s Civil Division, where he received a Special Service Award. He has also been a law clerk at all three levels of the federal judiciary: for Justice Clarence Thomas on the US Supreme Court; for Judge William H. Pryor Jr. on the US Court of Appeals for the Eleventh Circuit; and for Senior Judge Robert E. Keeton on the US District Court for the District of Massachusetts.
Mr. Lin speaks regularly on a wide variety of topics, including constitutional law, administrative law, environmental law, state and federal relations, the US Supreme Court, and appellate practice. He has testified before Congress, and has spoken at the national conventions of the American Bar Association, the Association of Corporate Counsel, the National Asian Pacific American Bar Association, the Federalist Society, Americans for Prosperity, and the American Legislative Exchange Council. He is an elected member of the American Law Institute, a public member of the Administrative Conference of the United States, and a fellow of the American Academy of Appellate Lawyers.

Natasha Babazadeh is a judicial law clerk for the United States Court of Appeals. She was the 2017 EPIC Law Fellow in Appellate Advocacy at the Electronic Privacy Information Center. Natasha has worked on First and Fourth Amendment issues related to national security, privacy, technology and criminal justice as an intern for the ACLU's Speech Privacy and Technology Project, the Brennan Center for Justice at NYU School of Law, and Amnesty International USA. At UCLA, she served as the Editor-in-Chief for the Journal of International Law and Foreign Affairs. She also co-Founded and served as co-President of the Digital Governance and Technology Association of Law, where she organized events surrounding Russia's involvement in the U.S. election and ICANN's transition out of U.S. government oversight. Natasha is a 2014 summa cum laude graduate of New York University, where she studied international politics and human rights and received the NYU President's Service Award.

Roger P. Alford joined the Notre Dame Law faculty in January 2012. Alford teaches and writes in a wide range of subject-matter areas, including international trade, international arbitration, international antitrust, and comparative law.
Alford earned his B.A. with Honors from Baylor in 1985, his J.D. with Honors from New York University, and his LL.M. from Edinburgh University. Before entering the legal academy, he served as a law clerk to Judge James Buckley of the United States Court of Appeals for the D.C. Circuit, and Judge Richard Allison of the Iran-United States Claims Tribunal in The Hague, Netherlands. He practiced law with Hogan & Hartson (now Hogan Lovells) in Washington, D.C., and was also a senior legal advisor to the Claims Resolution Tribunal for Dormant Activities in Zurich, Switzerland.
In addition to publishing widely in leading law reviews and journals, Alford is the general editor of Kluwer Arbitration Blog and on the Executive Committee of the Institute for Transnational Arbitration.
He is Concurrent Professor at the Keough School of Global Affairs, a Faculty Fellow at the Kellogg Institute for International Studies, and a Faculty Fellow at the Nanovic Institute for European Studies. He was the Academic Director of the London Global Gateway from 2016-2017 and Associate Dean for Graduate and International Programs from 2013-2017.

Eric Dreiband represents clients in investigations, litigation, and counseling in civil rights, employment discrimination, whistleblower, wage and hour, and other matters. Prior to rejoining Jones Day in 2021, Eric served as the 18th Assistant Attorney General for the Civil Rights Division at the U.S. Department of Justice (DOJ), and he also served as the 12th General Counsel of the U.S. Equal Employment Opportunity Commission (EEOC).
Under Eric's leadership, DOJ's Civil Rights Division set enforcement records for prosecutions of law enforcement officers and sexual harassment, religious liberty, and servicemember cases; charged the highest number of hate crimes cases in decades; significantly expanded resources for human trafficking prosecutions; prosecuted race and other forms of illegal discrimination in education, employment, housing, lending, and voting; reached historic disability rights settlements with several states; opposed unlawful COVID-19-related civil liberty restrictions; and successfully litigated to protect the Constitutional and civil rights of all people in the United States.
As EEOC general counsel, Eric led the Commission's litigation of the federal employment antidiscrimination laws, and he issued the Regional Attorneys' Manual, which established the policies of EEOC's litigation program. Eric also served at the Department of Labor (DOL) as deputy wage and hour administrator and directed DOL's enforcement of the Fair Labor Standards Act (FLSA), the Family and Medical Leave Act (FMLA), and other laws.

The Honorable Paul J. Ray is currently Of Counsel at Covington & Burling LLP where he advises clients on regulatory opportunities and challenges and helps them formulate and execute advocacy strategies for their regulatory policy priorities before the executive branch and Congress.
During the first Trump Administration, Paul held various senior positions at the Office of Information and Regulatory Affairs (OIRA) within the White House’s Office of Management and Budget, including as acting, and then Senate-confirmed, head of the office. As OIRA Administrator (the "regulations czar"), Paul supervised the review of hundreds of regulations from across the government, drafted numerous executive orders governing the regulatory process, and led the Administration’s regulatory reform effort. As a result of this experience, Paul is well-positioned to help clients understand and achieve regulatory policy priorities in the context of the government’s regulatory agenda and ongoing reform efforts.
Most recently, Paul was also the Director of the Roe Institute for Economic Policy Studies at The Heritage Foundation. In that role, he supervised the formulation of the Foundation’s economic and regulatory policy recommendations and provided technical assistance to congressional committees and staff regarding legislative changes to the regulatory process. In addition to his role at The Heritage Foundation, Paul also served as a Senior Advisor at a strategic advisory firm. Prior to his role at the White House, Paul was Counselor to the Secretary at the U.S. Department of Labor. There he led departmental efforts in high-profile rulemakings and helped formulate the Department’s legal positions and strategy.
Paul served as a law clerk to Supreme Court Justice Samuel Alito and as a law clerk to the Honorable Debra Livingston of the U.S. Court of Appeals for the Second Circuit.
Paul is a thought leader in the conservative legal movement and is a frequent commentator and speaker on regulatory policy and reform matters, including at law schools, professional gatherings, and other venues. Harold H. Kim was elected president of the U.S. Chamber Institute for Legal Reform (ILR) in December 2019, after nearly 12 years of holding a senior leadership position within ILR. Under Kim, the Institute will continue to be a comprehensive, multifaceted global legal reform campaign with cutting-edge advocacy, research, communications, and voter education initiatives.
Kim is responsible for providing strategy, policy guidance, programmatic management, and leadership for ILR’s comprehensive program aimed at improving the nation’s litigation climate.
Before joining ILR, Kim was special assistant to the president in the White House Office of Legislative Affairs. There he served as former President George W. Bush’s liaison to the Senate on matters involving national security, the judiciary, civil justice reform, intellectual property, and criminal law enforcement. During his tenure, he helped win confirmation for several of President Bush’s judicial and executive nominees and worked closely with Congress to advance the administration’s policy priorities.
From 2003 to 2007, Kim served as counsel to the Senate Judiciary Committee, deputy chief counsel to the late ranking member Arlen Specter, and senior committee counsel for then-Chairman Orrin Hatch. During the passage of the 2005 Class Action Fairness Act, Kim was the committee’s chief civil counsel and advised Republican members during the bill’s committee markup and Senate floor action. He also advised committee members in the areas of asbestos, class action, medical malpractice, and bankruptcy litigation reform.
Prior to government service, Kim was a senior litigation associate at the Washington, D.C.-based law firm of Patton Boggs, LLP.
Kim is an elected member of the American Law Institute and the International Association of Defense Counsel. He is a graduate of the University of California, Irvine, and earned a J.D. from The Catholic University of America.
Attorney General, State of Georgia
Christopher M. Carr was appointed by Governor Nathan Deal and sworn into office as Georgia's 54th Attorney General on November 1, 2016. On November 6, 2018, Carr was elected by the people of Georgia to serve a full four-year term.
As Attorney General, Carr believes he has no more solemn duty than to protect and defend the Constitution of the United States, the Constitution and laws of the State of Georgia and the interests of the people of the State of Georgia. He also believes that his office must play a significant role in protecting Georgians. Since taking office in 2016, Carr has made it a priority to combat opioid misuse, gang violence, human trafficking, elder abuse and consumer fraud. He established and leads the Statewide Opioid Task Force – which now has more than 400 members – and the Georgia Anti-Gang Network – which is focused on strengthening multi-jurisdictional investigations and prosecutions. To help prevent our older, at-risk adults from falling victim to scams, Carr created the Georgia Consumer Protection Guide for Older Adults, and he works every day to make sure older, at-risk adults and all consumers are protected from exploitation in any form. Carr is also a champion for the state’s Sunshine Laws, working each day to ensure that government operates openly and transparently. In 2019, he announced the creation of the state's first-ever Human Trafficking Prosecution Unit at the Department of Law. Under his leadership, the unit will work with statewide partners to aggressively combat buyers and traffickers.
Carr appoints all members of the Georgia Consumer Advisory Board and is a member of the Georgia Board of Homeland Security. He served on Georgia’s Judicial Nominating Commission, the body charged with recommending candidates to the Governor to fill judicial vacancies, from 2011 through 2018, and the Executive Committee for the Georgia Older Adults Cabinet from 2016 - 2018. A dedicated member of the National Association of Attorneys General, Carr currently serves on the Human Trafficking, Substance Abuse and Presidential Initiative Committees (focused on elder abuse in 2017-18 and natural disasters in 2018-19) where he collaborates with his colleagues to shape the association's policies in these respective areas.
Carr previously served as Commissioner of the Georgia Department of Economic Development (GDEcD) under Governor Deal from November 2013 to November 2016. As Commissioner, Carr led the state agency responsible for creating jobs and investment in Georgia through business recruitment, retention and expansion, international trade and tourism, as well as the arts, film and music industries. During Carr's three-year tenure at GDEcD, the state of Georgia was recognized as the top state in the nation in which to do business for three consecutive years. In addition, GDEcD helped facilitate 1,069 projects across the state that represent approximately $14.4 billion in investment and the creation of more than 84,000 jobs. In 2015, GDEcD was recognized as the top economic development agency in the country.
Prior to joining GDEcD, Carr was Chief of Staff for U.S. Senator Johnny Isakson for six years. During his time in Washington, Carr advised the Senator on federal legislation, numerous judicial nominees for the U.S. Supreme Court and lower federal courts in Georgia and across the country.
Carr began his career with Georgia Pacific, then practiced law with Alston & Bird LLP in Atlanta and later served as Vice President and General Counsel for the Georgia Public Policy Foundation.

Deputy Secretary of Transportation, US Department of Transportation
Steven G. Bradbury was sworn in as the Deputy Secretary of Transportation on March 13, 2025, following his confirmation by the U.S. Senate on March 11, 2025. In this role, he oversees the Department’s operating administrations and spearheads initiatives to ensure a safe, efficient, and modern transportation system that strengthens economic productivity and global competitiveness. Deputy Secretary Bradbury also assists Secretary Duffy in managing the Department’s activities, including its workforce of over 58,000 employees and an annual budget exceeding $109 billion.
Bradbury previously served as the 23rd General Counsel of the Department of Transportation from 2017 to 2021, as the Acting Deputy Secretary from 2019, and as Acting Secretary of Transportation in 2021. As General Counsel, he was the chief legal officer, advising on all legal matters and ensuring the integrity and compliance of the Department’s policies and programs.
Before rejoining DOT, Bradbury was a Distinguished Fellow at The Heritage Foundation from December 2022 to March 2025. He has extensive experience in the public and private sector, having served as Principal Deputy and Acting Assistant Attorney General at the U.S. Department of Justice and as a partner at Kirkland & Ellis LLP and Dechert LLP. Earlier in his career, he clerked for Justice Clarence Thomas and Judge James L. Buckley.

John Walke has spearheaded the organization’s national clean-air advocacy before Congress, in the courts, at the U.S. Environmental Protection Agency, and before the public since 2000. Before joining NRDC, he spent three years working as an attorney in the EPA’s Office of General Counsel, where he handled cases related to permitting, air toxins, monitoring, and enforcement under the Clean Air Act. Prior to that, he was an associate in a private law firm based in Washington, D.C. Walke is a graduate of Duke University and Harvard Law School. He is based in Washington, D.C.

Adam J. White is the Laurence H. Silberman Chair in Constitutional Governance and senior fellow at the American Enterprise Institute, where he focuses on the Supreme Court and the administrative state. Concurrently, he codirects the Antonin Scalia Law School’s C. Boyden Gray Center for the Study of the Administrative State.
Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.
Mr. White has written for the Wall Street Journal, the New York Times, the Washington Post, National Affairs, Commentary, Harvard Journal of Law & Public Policy, and Notre Dame Law Review, among other publications. He is a regular contributor to the Yale Journal on Regulation’s Notice and Comment blog, and for many years, he was one of the Weekly Standard’s lead writers on constitutional law and the Supreme Court.
Mr. White has testified often before Congress, including before the Senate’s Committees on the Judiciary; Commerce, Science, and Transportation; and Homeland Security and Governmental Affairs and before the House’s Judiciary and Financial Services Committees. In 2018, the Senate Committee on the Judiciary called him to testify in Brett Kavanaugh’s Supreme Court confirmation hearings to advise senators on Kavanaugh’s approach to administrative law.
In 2021, he served on the Presidential Commission on the Supreme Court of the United States, where he criticized “Court packing” and other efforts to restructure the Supreme Court. In 2017, he was appointed to serve on the Administrative Conference of the United States. He also serves on the leadership council for the American Bar Association’s Administrative Law and Regulatory Practice Section, which he will chair in 2023–24. Before joining AEI, he was a research fellow at Stanford University’s Hoover Institution and an adjunct fellow at the Manhattan Institute.
