Edward Whelan is a Distinguished Senior Fellow of the Ethics and Public Policy Center and holds EPPC’s Antonin Scalia Chair in Constitutional Studies. He is the longest-serving President in EPPC’s history, having held that position from March 2004 through January 2021.
Mr. Whelan directs EPPC’s program on The Constitution, the Courts, and the Culture. His areas of expertise include constitutional law and the judicial confirmation process. As a contributor to National Review Online’s Bench Memos blog, he has been a leading commentator on nominations to the Supreme Court and the lower courts and on issues of constitutional law. Mr. Whelan, a lawyer and a former law clerk to Justice Scalia, has served in positions of responsibility in all three branches of the federal government. From just before the terrorist attacks of September 11, 2001, until joining EPPC in 2004, Mr. Whelan was the Principal Deputy Assistant Attorney General for the Office of Legal Counsel in the U.S. Department of Justice. In that capacity, he advised the White House Counsel’s Office, the Attorney General and other senior DOJ officials, and departments and agencies throughout the executive branch on difficult and sensitive legal questions. Mr. Whelan previously served on Capitol Hill as General Counsel to the U.S. Senate Committee on the Judiciary. In addition to clerking for Justice Scalia, he was a law clerk to Judge J. Clifford Wallace of the U.S. Court of Appeals for the Ninth Circuit.

Sonny Perdue came by his knowledge of agriculture the old fashioned way: he was born into a farming family in Bonaire, Georgia. From childhood, and through his life in business and elected office, Perdue has experienced the industry from every possible perspective. Uniquely qualified as a former farmer, agribusinessman, veterinarian, state legislator, and governor of Georgia, he became the 31st United States Secretary of Agriculture on April 25, 2017.
Perdue’s policies as U.S. Secretary of Agriculture will be guided by four principles which will inform his decisions. First, he will maximize the ability of the men and women of America’s agriculture and agribusiness sector to create jobs, to produce and sell the foods and fiber that feed and clothe the world, and to reap the earned reward of their labor. It should be the aim of the American government to remove every obstacle and give farmers, ranchers, and producers every opportunity to prosper. Second, he will prioritize customer service every day for American taxpayers and consumers. They will expect, and have every right to demand, that their government conduct the people’s business efficiently, effectively, and with the utmost integrity. Third, as Americans expect a safe and secure food supply, USDA will continue to serve in the critical role of ensuring the food we put on the table to feed our families meets the strict safety standards we’ve established. Food security is a key component of national security, because hunger and peace do not long coexist. And fourth, Perdue will always remember that America’s agricultural bounty comes directly from the land. And today, those land resources sustain more than 320 million Americans and countless millions more around the globe. Perdue’s father’s words still ring true: We’re all stewards of the land, owned or rented, and our responsibility is to leave it better than we found it.
Additionally, Perdue recognizes that American agriculture needs a strong advocate to promote its interests to international markets. The United States is blessed to be able to produce more than its citizens can consume, which implies that we should sell the bounty around the world. The relationship between the USDA and its trade representatives, as well as with the U.S. Trade Representative and Department of Commerce, will be vital. The work of promoting American agricultural products to other countries will begin with those relationships and will benefit us domestically, just as it will fulfill the moral imperative of helping to feed the world. Perdue has pledged to be an unapologetic advocate for American agriculture.
Under Secretary Perdue, the USDA will always be facts-based and data-driven, with a decision-making mindset that is customer-focused. He will seek solutions to problems and not lament that the agency might be faced with difficult challenges.
As a youngster growing up on a dairy and diversified row crop farm in rural Georgia, Perdue never fully realized that the blessings of purposeful, meaningful work would serve him as well as they have in life. When he was a young boy feeding the calves and plowing the fields, he was an integral part of the workforce on his father’s farm. As the son of a mother who was an English teacher for 42 years, he benefitted from her teachings as well – not just by instilling in him the beliefs he still holds dear, but also by lending him an appreciation and respect for language and proper grammar. But more than anything in his life, it was the family farm which shaped Sonny Perdue. He has lived and breathed the exhilaration of a great crop and the despair and devastation of a drought. He learned by experience what his father told him as a child, “If you take care of the land, the land will take care of you.”
The work ethic cemented in him by his farming roots has remained with Sonny Perdue throughout his life. As a younger man, he served his country in the U.S. Air Force, rising to the rank of Captain. After earning a Doctor of Veterinary Medicine from the University of Georgia, he put that training to use in private practice in North Carolina. As a member of the Georgia State Senate for eleven years, he eventually ascended to the position of President Pro Tempore as elected by his senate colleagues. As a two-term governor of Georgia, he was credited with transforming a budget deficit into a surplus, dramatically increasing the student performance in public schools, and fostering an economic environment that allowed employers to flourish and manufacturers and agricultural producers to achieve record levels of exports. He followed these accomplishments with a successful career in agribusiness, where he focused on commodities and transportation in enterprises that have spanned the southeastern United States. These experiences have proven invaluable in his current role as principal advocate for American agriculture and all that it serves.
Perdue is a strong believer in good government, in that it should operate efficiently and serve the needs of its customers: the people of the United States. As a state senator, he was recognized as a leading authority on issues including energy and utilities, agriculture, transportation, emerging technologies and economic development, and for his ability to grasp the nuances of complex problems. As governor, he reformed state budget priorities, helped Georgians create more than 200,000 new jobs, and promoted his home state around the world to attract new businesses. In 2009, the Reason Foundation’s Innovators in Action magazine recognized Perdue as a leader who “aggressively pursued new strategies to increase the effectiveness and efficiency of government and deliver better value at less cost to taxpayers.” In addition, he was named “Public Official of the Year” in October 2010 by Governing Magazine. To this day, his thoughts are never very far from the wishes of the citizens – the true owners of the government.
Perdue’s views on agriculture have always been shaped by his first-hand knowledge of all of its aspects, both as a farmer and as an agribusinessman. He appreciates the daily concerns and needs of American farmers, while also understanding the intricacies of global commodities markets. He is acknowledged as a national leader in agriculture, having served as a board member for the National Grain & Feed Association, and as President of both the Georgia Feed and Grain Association and the Southeastern Feed and Grain Association. Perdue has long-standing, close relationships with the leadership of the American Farm Bureau and has been recognized by the Georgia 4-H and FFA programs, among others, for his leadership in agriculture.

Senator Fasano, whose father was a doctor in New Haven, has advocated for legislation that seeks to remedy the problems caused by the rapid consolidation of physician practices in Connecticut and the resulting impacts on health care costs and patient choice. He was also successful in passing bipartisan legislation to bring more transparency to medical expenses and to ban “gag clauses” that prevented pharmacists from telling consumers if cheaper prescription drug alternatives were available.

Professor James W. Coleman is a scholar of energy law. He specializes in North American energy infrastructure, transport, and trade. He is also a nonresident senior fellow at the American Enterprise Institute focused on energy policy.
Professor Coleman has testified before Congress on steps to speed up energy infrastructure permits. He also worked with a team of experts as part of Alberta's Royalty Review to revise the Canadian province's management of its vast oil and gas resources.
Before joining Minnesota, Professor Coleman taught at Southern Methodist University's Dedman School of Law, the University of Calgary’s law and business schools, and Harvard Law School. Earlier, he practiced environmental and appellate law at Sidley Austin in Washington, D.C., and clerked for the Honorable Steven M. Colloton of the U.S. Court of Appeals for the Eighth Circuit.
Professor Coleman received two degrees from Harvard University—a J.D. (cum laude) and B.A. in biology (magna cum laude with highest honors in the field). As a result of his undergraduate thesis on butterfly genetics, which required fieldwork in Central Asia, a species of lycaenid butterfly was named after him—Agrodiaetus ripartii colemani.

Betsy McCaughey is a patient advocate and former Lt. Governor of New York State. He also oversaw the development of a statewide health improvement process with 18 local public-private coalitions and the reshaping of state’s approach to health information exchange, long-term care, and behavioral health.

Professor G. Robert Blakey, the nation's foremost authority on the Racketeer Influenced and Corrupt Organization Act (RICO), has served on the Notre Dame Law School faculty for more than 30 years. He teaches in the areas of criminal law and procedure, federal criminal law and procedure, terrorism, and jurisprudence. Blakey's extensive legislative drafting experience resulted in the passage of the Crime Control Act of 1973, the Omnibus Crime Control Act of 1970 and the Organized Crime Control Act of 1970, Title IX of which is known as RICO. He has been personally involved in drafting and implementing RICO-type legislation in 22 of the more than 30 states that have enacted racketeering laws. He frequently argues in or consults on cases involving RICO statutes at both the federal and state levels, including several cases before the United States Supreme Court. Blakey has considerable expertise in federal and state wiretapping statutes as well. He helped draft and secure passage of Title III on wiretapping of the federal 1968 Crime Control Act, and has been personally involved in drafting and implementing wiretapping legislation in 39 of the 43 states that have enacted such laws. Blakey has extensively investigated the assassinations of President John F. James L. Buckley was born in New York City in 1923, grew up in rural Connecticut, and received his B.A. degree from Yale. He was elected to the United States Senate in 1970 as the candidate of New York's Conservative Party. He does white collar criminal defense work for individuals (such as the former CEO of BCCI) and corporations, conducting internal investigations as well. He represents individuals and organizations in Congressional investigations.
For four years, diGenova was United States Attorney, District of Columbia, which is the largest such office, having more than 400 attorneys. He supervised complex Federal criminal and civil matters including international drug smuggling, public corruption, espionage, insider trading, tax fraud, extradition, fraud, RICO, export control and international terrorism. Many of these prosecutions involved negotiations with foreign governments. He conducted a wide-ranging probe of corruption in the D.C. government, which led to the conviction of two deputy mayors. He led the prosecution of Israeli spy Jonathan Pollard. He was the Principal Assistant U.S. Attorney during the prosecution of attempted Presidential assassin, John W. Hinckley.
DiGenova has extensive experience on Capitol Hill. He was Chief Counsel and Staff Director of the Senate Rules Committee and Counsel to the Senate Judiciary, Governmental Affairs and Select Intelligence Committees. He has conducted confirmation, investigative, legislative and oversight hearings, drafted legislation and testified before both Houses of Congress. He also served as Administrative Assistant and Legislative Director to U.S. Senator Charles Mathias.
Mr. diGenova has published articles on criminal law, terrorism, and Congressional oversight and has spoken on those and other issues to various organizations throughout the United States. As part of his advocacy approach, he has appeared on Court TV, Lehrer News Hour, Meet the Press, Face the Nation, Nightline, 60 Minutes, Crossfire, This Week With David Brinkley, John McLaughlin’s One On One, Today Show, Good Morning America, and other national television programs. He received his undergraduate degree from the University of Cincinnati and his law degree from Georgetown University.
Judge, U.S. Court of Appeals, District of Columbia Circuit
Judge Sentelle was appointed United States Circuit Judge in October 1987, served as Chief Judge from February 11, 2008 until February 11, 2013, and took senior status on February 12, 2013. He is a 1968 graduate of the University of North Carolina Law School. Following law school, he practiced with the firm of Uzzell & DuMont until he became an Assistant U.S. Attorney in Charlotte, N.C. in 1970. From 1974 to 1977, he served as a North Carolina State District Judge but left the bench in 1977 to become a partner with the firm of Tucker, Hicks, Sentelle, Moon & Hodge. In 1985, Judge Sentelle joined the U.S. District Court, Western District of North Carolina, in Asheville, where he served until his appointment to the D.C. Circuit. Judge Sentelle was the Presiding Judge of the Special Division for the Purpose of Appointing Independent Counsels (1992-2006). He also served as the Chair of the U.S. Judicial Conference's Executive Committee (2010-2013). Judge Sentelle served for over 20 years as President of the Edward Bennett Williams Inn of the American Inns of Court.
Professor of Law, Emeritus, Marshall-Wythe Law School at the College of William and Mary
William W. Van Alstyne, one of the nation's foremost constitutional law scholars, and William & Mary’s Lee Professor of Law from 2004 to 2012, died on January 29, 2019, in Southern California.
Professor Van Alstyne was appointed Lee Professor of Law at the Marshall-Wythe Law School at the College of William and Mary in 2004. He is a graduate of the University of Southern California (B.A. in philosophy, magna cum laude) and Stanford University Law School (J.D., Articles and Book Review Editor of The Stanford Law Review). Following his admission to the California Bar and brief service as Deputy Attorney General of California, he joined the Civil Rights Division of the U. S. Department of Justice handling voting rights cases in the South. After active duty with the U. S. Air Force, he was appointed to the law faculty of the Ohio State University, advancing to full professor in three years. Appointed to the Duke law faculty shortly thereafter, he was named to the William R. & Thomas S. Perkins Chair of Law in 1974.
Professor Van Alstyne’s professional writings have appeared during four decades in the principal law journals in the United States, with frequent republication in foreign journals. They address virtually every major subject in the field of constitutional law. His work has been cited in a large number of judicial opinions including those of the Supreme Court. The Journal of Legal Studies for January, 2000, named Professor Van Alstyne in the top forty most frequently cited legal scholars in the United States of the preceding half-century.
Professor Van Alstyne has also taught and given professional papers internationally, in Germany, Austria, and Denmark, in Chile, the former Soviet Union, China, Japan, Canada, and Australia. He has been a visiting faculty member on the law faculties of the University of Chicago, Stanford, California (Berkeley and UCLA), Pennsylvania, Michigan, and Illinois, a Fulbright Lecturer in Chile, a Senior Fellow at the Yale Law School, and a faculty fellow at the Hague International Court of Justice. He has appeared as counsel and as amicus curiae in constitutional litigation in the federal courts, including the Supreme Court. He has also appeared in numerous hearings before Senate and House Committees, on legislation affecting the separation of powers, war powers, constitutional amendments, impeachments, legislation affecting civil rights and civil liberties, and nominations to the Supreme Court.
In 1987, Professor Van Alstyne was selected in a poll of federal judges, lawyers, and academics by the New York Law Journal as one of three academics among "the ten most qualified" persons in the country for appointment to the Supreme Court, a distinction repeated in a similar poll by The American Lawyer, in 1991. Past National President of the American Association of University Professors, and former member of the National Board of Directors of the A.C.L.U., he was elected into the American Academy of Arts and Sciences in 1994.

Ryan previously served as Chief Deputy Solicitor General of Wisconsin, securing numerous wins in the Supreme Court of the United States, in three federal courts of appeal, and in the state supreme court.
