Professor Lewis joined the Ohio Northern faculty in August, 2006. Lewis flew F-14's for the United States Navy in Operation Desert Shield, conducted strike planning for Desert Storm and was deployed to the Persian Gulf to enforce the no-fly zone over Iraq. He was a Topgun graduate in 1992 and was featured in a NOVA documentary on Topgun and aircraft carriers.
After his naval service, Lewis graduated from Harvard Law School, cum laude, was a management consultant with McKinsey and Company, and served as a litigation associate with McGuireWoods, LLP, in Norfolk, Virginia.
Professor Lewis has published more than a dozen articles and essays on various aspects of the law of war and the conflict between the US and al Qaeda. His work has been cited by the Seventh, Ninth and Eleventh Circuit Courts of Appeals. He has testified before Congress on the legality of drone strikes in Pakistan and Yemen and on the civil liberties tradeoffs associated with trying some Al Qaeda members or terrorist suspects before military commissions. His op-eds have appeared in numerous media outlets including the LA Times and the New York Post and he has appeared on Public Radio International to discuss the increasing use of armed drones in warfare. He has delivered scores of presentations and panel presentations before military and law school audiences alike including presentations to the international Military Operations Law conference in Queensland, Australia, the US Army's JAG School in Charlottesville, VA and law school events at Stanford, Chicago, Columbia, Penn, Duke, Texas and Northwestern among others.
Professor Lewis received the Award for Excellence in Classroom Teaching for the 2007-08 academic year.
He currently teaches Commercial Law, International Law, a Law of War Seminar and Torts. He has also taught Corporate Finance and Accounting for Lawyers. His other teaching interests include Civil Procedure and Contracts.

Leonard Steven Grasz is an American attorney and jurist serving as a United States circuit judge of the United States Court of Appeals for the Eighth Circuit.
A graduate of the University of Nebraska–Lincoln and the University of Nebraska College of Law, Grasz spent eleven years as the state of Nebraska's Chief Deputy Attorney General. He was a senior partner at the law firm of Husch Blackwell prior to his appointment to the federal judiciary.

Seth Hanlon is Director of Fiscal Reform at American Progress. His work focuses on tax policy issues, including tax expenditures in the federal budget.
Seth co-authored CAP’s long-term budget proposal, "Budgeting for Growth and Prosperity," and authored aweekly series on tax expenditures. He has testified before Congress and been cited by national media publications on tax reform issues.
Prior to joining CAP, Seth practiced law as an associate with the Washington, D.C., firm of Caplin & Drysdale, where he focused on tax issues facing individuals, corporations, and nonprofit organizations. Before law school, he served on Capitol Hill as a legislative and press aide to Reps. Harold Ford, Jr. (D-TN) and Marty Meehan (D-MA). On Capitol Hill, Seth worked on a wide range of issues, including legislative efforts to reform lobbying and congressional ethics laws, repeal the military's "Don't Ask, Don't Tell" policy, expand national and community service programs, increase transparency in consumer credit reporting, and modernize the nation's check payment systems. Seth also worked at the Initiative for a Competitive Inner City in Boston; there, he was part of a team that partnered with Inc. magazine to launch the inaugural Inner City 100, a list of the fastest-growing companies located in inner cities.

Douglas Holtz-Eakin has a distinguished record as an academic, policy adviser, and strategist. Currently he is the President of the American Action Forum and most recently was a Commissioner on the Congressionally-chartered Financial Crisis Inquiry Commission. Since 2001, he has served in a variety of important policy positions. During 2001-2002, he was the Chief Economist of the President’s Council of Economic Advisers (where he had also served during 1989-1990 as a Senior Staff Economist). At CEA he helped to formulate policies addressing the 2000-2001 recession and the aftermath of the terrorist attacks of September 11, 2001. From 2003-2005 he was the 6th Director of the non-partisan Congressional Budget Office, which provides budgetary and policy analysis to the U.S. Congress. During his tenure, CBO assisted Congress as they addressed numerous policies -- notably the 2003 tax cuts (JGTRRA), the Medicare prescription drug bill (MMA), and Social Security reform. During 2007 and 2008 he was Director of Domestic and Economic Policy for the John McCain presidential campaign. Following the 2008 election Dr. Holtz-Eakin was the President of DHE Consulting, an economic and policy consulting firm providing insight and research to a broad cross-section of clients.
Dr. Holtz-Eakin has held positions in several Washington-based think tanks. He was Senior Fellow at the Peter G. Peterson Institute for International Economics (2007-2008), and the Director of the Maurice R. Greenberg Center for Geoeconomic Studies and the Paul A. Volcker Chair in International Economics at the Council on Foreign Relations (2006). He has also been a visiting Fellow at the American Enterprise Institute, Heritage Foundation, and American Family Business Foundation.
Dr. Holtz-Eakin built an international reputation as a scholar doing research in areas of applied economic policy, econometric methods, and entrepreneurship. He began his career at Columbia University in 1985 and moved to Syracuse University from 1990 to 2001. At Syracuse, he became Trustee Professor of Economics at the Maxwell School, Chairman of the Department of Economics and Associate Director of the Center for Policy Research.
Dr. Holtz-Eakin serves on the Boards of the Tax Foundation, National Economists Club, and the Research Advisory Board of the Center for Economic Development.

Dean Reuter is Executive Vice President at the Federalist Society for Law and Public Policy Studies. He has served in two federal government agency Offices of the Inspector General, as Counsel to the Inspector General and Deputy Inspector General, responsible for policing the use of federal funds granted and contracted through those agencies. As such, he helped conduct and oversee criminal investigations across the country. He is the principal author of the non-fiction book, The Hidden Nazi: The Untold Story of America's Deal with the Devil, and editor of Liberty’s Nemesis: The Unchecked Expansion of the State and Confronting Terror: 9/11 and the Future of American National Security. William S.W. Chang is the Chief Legal Officer and Corporate Secretary at UpStream Healthcare, having previously served in senior roles at McKesson Corporation and the U.S. Department of Health and Human Services.
At McKesson, Chang was Vice President of Regulatory Policy and Chief Legal Counsel. He led cross-functional teams that focused on enterprise priorities in key regulatory spaces. Chang advised the wide spectrum of McKesson’s businesses, including U.S. pharmaceutical distribution, medical-supply distribution, specialty and independent-community pharmacy, physician-practice management, prescription-technology services, medication access-and-adherence programs, and electronic health records.
At HHS, Chang served as Deputy General Counsel for public health, litigation, and investigations. Chang was one of the lead attorneys supporting Operation Warp Speed, working with public and private partners to build nationwide distribution and administration solutions for COVID-19 vaccines. Chang worked closely with the Deputy Secretary, the Centers for Medicare & Medicaid Services, the HHS Office of the Inspector General, and the U.S. Department of Justice to reform the Anti-Kickback Statute and Stark Law in order to facilitate value-based care.
At the Department of Justice, Chang led healthcare-fraud investigations of public and private companies and individuals, and his cases spanned several districts and involved multiple state and federal agencies as well as parallel civil proceedings.
Chang has been repeatedly recognized for his contributions to healthcare. In 2022, he was the National Winner of the American Pharmacists Association Friend of Pharmacy Immunization Champion Award. The award recognized Chang for his extraordinary contributions toward fully enfranchising the pharmacy workforce during the COVID-19 pandemic. For his public-health service, including during the pandemic, Chang received the Assistant Secretary for Health Exceptional Service Medal. The Medal is the highest decoration awarded to a civilian by the U.S. Public Health Service Commissioned Corps. For his service at the Department of Justice, Chang received numerous accolades. Among those accolades, he twice received the Assistant Attorney General’s Award for Distinguished Service; the HHS Inspector General’s Award for Excellence in Fighting Fraud, Waste, and Abuse; and the Commendation for Demonstrated Excellence from the FBI Director.

Jack received his B.A. in History from the University of Virginia in 1977, graduating with Highest Distinction. After graduating Yale Law School in 1980, he served active duty in the U.S. Army's JAG Corps, rising to the rank of Major, where he represented the United States in more than 250 cases.
He practiced for a decade as an Associate for Bradley Arant in Birmingham, Alabama. He proudly served the State of Alabama in the Office of the Attorney General, both as Deputy and Assistant Attorney General, handling complex civil and criminal litigation cases for the people of Alabama. In 2000, he won the "Best Brief Award" from the National Association of Attorneys General for his brief in a case decided by the U.S. Supreme Court, James Alexander v. Martha Sandoval – a case he won. He was Special Assistant to the Inspector General for the Corporation for National and Community Service, Visiting Legal Fellow for the Center for Judicial and Legal Studies for the Heritage Foundation, Of Counsel at Strickland Brockington Lewis, a solo practitioner, and General Counsel for Indigo Energy.
Most recently, he "re-upped" for military service, volunteering his legal services to the Georgia State Defense Force where twice each month he provided legal services for National Guardsmen who were being deployed. He wore his military uniform for the last time in October 2024.
