Mike Hurst is a partner with Phelps Dunbar LLP where he optimizes his in-depth knowledge of the court system, investigative and prosecutorial agencies, the regulatory arena, and the public policy realm to help clients facing government investigations, enforcement actions, regulatory matters, general litigation and policy issues. Mike currently serves as the General Counsel of the Republican National Committee and as Chairman of the Mississippi Republican Party. During his tenure as U.S. Attorney, Mike oversaw some of the biggest cases in Mississippi history: the largest health care fraud scheme (Wade Walters, et. al.), the largest Ponzi scheme (Lamar Adams), the largest False Claims Act health care fraud settlement (Region 8), and the largest nursing home False Claim Act settlement (Hyperion). In addition, as Chief Federal Law Enforcement Officer for the Southern District, Mike coordinated the largest single-state immigration worksite enforcement operation in our nation’s history, involving hundreds of federal law enforcement agents covering seven different locations operated by multiple companies.
Mike’s no show pony – he’s a work horse. Before his tenure as U.S. Attorney, Mike was an Assistant U.S. Attorney for the Southern District of Mississippi for more than eight years. He handled some of the most difficult and complex cases in that office, dealing with white collar crimes, public corruption and financial fraud, including numerous jury trials before almost every federal judge in the Southern District.
He also has experience in the private sector. He has practiced law in Washington, D.C., and has served as a litigator and general counsel for a conservative nonprofit. He also has extensive experience in public policy, having served as the Legislative Director to a U.S. Congressman and as Counsel to the House Judiciary Committee.

Evan Bernick joined the NIU Law faculty in 2021. He teaches courses in constitutional law, criminal law, criminal procedure, administrative law and legislation.
From 2020 to 2021, Professor Bernick was a visiting professor at the Georgetown University Law Center and the executive director of the Georgetown Center for the Constitution. Before that, he served as a clerk to Judge Diane S. Sykes of the United States Court of Appeals for the Seventh Circuit. From April 2017 to April 2019, he was a visiting lecturer at Georgetown and a resident fellow of the Center for the Constitution.

Mihir A. Desai is the Mizuho Financial Group Professor of Finance at Harvard Business School and a Professor of Law at Harvard Law School. He received his Ph.D. in political economy from Harvard University; his MBA as a Baker Scholar from Harvard Business School; and a bachelor's degree in history and economics from Brown University. In 1994, he was a Fulbright Scholar to India.
Professor Desai's areas of expertise include tax policy, international finance, and corporate finance. His academic publications have appeared in leading economics, finance, and law journals. His work has emphasized the appropriate design of tax policy in a globalized setting, the links between corporate governance and taxation, and the internal capital markets of multinational firms. His research has been cited in The Economist, BusinessWeek, The New York Times, and several other publications. He is a Research Associate in the National Bureau of Economic Research's Public Economics and Corporate Finance Programs, and served as the co-director of the NBER's India program.
His general interest publications include opinion pieces on varied topics, including tax policy and the effects of globalization on domestic welfare, in The Washington Post, The Wall Street Journal, Tax Notes and The New York Times. He has also written for practitioners in the Harvard Business Review on the role of the Global CFO, on how to reform the U.S. tax system, and how changing incentive systems have contributed to the degradation of American competitiveness. He has testified several times to Congressional bodies, including most recently to the Senate Finance Committee on corporate tax reform and inversions.
Professor Desai has taught extensively as an award-winning teacher at HBS and at Harvard University. As a second-year professor teaching finance in the required curriculum, he received the Student Association Award for teaching excellence from the HBS Class of 2001. He subsequently built a second-year elective on International Financial Management, and his many cases on international finance are collected in a casebook published by John Wiley and are taught around the world. Before joining the Harvard Law School faculty as a Professor of Practice in 2011, Mr. Shay was Deputy Assistant Secretary for International Tax Affairs in the United States Department of the Treasury. Prior to re-joining the Treasury Department in 2009, Mr. Shay was a tax partner for 22 years with Ropes & Gray, LLP. Mr. Shay served in the Office of International Tax Counsel at the Department of the Treasury, including as International Tax Counsel, from 1982 to 1987, during which Mr. Shay actively participated in the development and enactment of international provisions in the Tax Reform Act of 1986.

Stephen Markman was appointed Justice of the Michigan Supreme Court on October 1, 1999. He served as the Chief Justice from 2017-2019. Before his appointment, he served as Judge on the Michigan Court of Appeals from 1995-1999. Prior to this, he practiced law with the firm of Miller, Canfield, Paddock & Stone in Detroit.
From 1989-1993, Justice Markman served as United States Attorney, or federal prosecutor, in Michigan, after having been nominated by President George H. W. Bush and confirmed by the United States Senate. From 1985-1989, he served as Assistant Attorney General of the United States, after having been nominated by President Ronald Reagan and confirmed by the United States Senate. In that position, he headed the Department of Justice’s Office of Legal Policy, which served as the principal policy development office within the Department, and which coordinated the federal judicial selection process. Prior to this, he served for seven years as Chief Counsel of the United States Senate Subcommittee on the Constitution, and as Deputy Chief Counsel of the United States Senate Judiciary Committee.
Justice Markman has authored articles for such publications as the University of Michigan Journal of Law Reform, the Detroit College of Law Review, the Stanford Law Review, the University of Chicago Law Review, the American Criminal Justice Law Review, the Barrister’s Law Journal, the Harvard Journal of Law & Public Policy, and the American University Law Review. He has also served as a contributing editor of National Review magazine, and has authored chapters in such books as “In the Name of Justice: The Aims of the Criminal Law,” “Still the Law of the Land,” and “Originalism: A Quarter Century of Debate.”
Justice Markman has taught constitutional law at Hillsdale College since 1993. He has served on the Board of Directors of the Western Michigan University Thomas M. Cooley Law School. He traveled to Ukraine on two occasions on behalf of the State Department, to provide assistance in the development of that nation’s post-Soviet constitution. He is a Fellow of the Michigan Bar Foundation, a Master of the Bench of the Inns of Court, and a member of the One Hundred Club. He has spoken before hundreds of youth, civic, charitable, and legal groups throughout Michigan and nationally, and has coached Little League baseball and basketball. He lives with his wife Mary Kathleen in Mason, and has two sons, James and Charles.

Special Counsel, Campus Advocacy, Foundation for Individual Rights and Expression (FIRE)
One of FIRE’s longest-serving employees, Robert Shibley began at FIRE straight out of Duke Law School in 2003, with the intention of doing nonprofit work for a couple of years before finding a permanent job. This lasted 19 years, including six as FIRE’s executive director. During his time at FIRE, Robert launched FIRE’s first major litigation initiative, traveled to dozens of campuses to speak about the First Amendment and Title IX issues on campus, and oversaw FIRE’s expansion into off-campus issues before a stint representing students and faculty members in private practice at the firm of Allen Harris PLLC.

14th Surgeon General of the United States
Antonia Novello was born Antonia Coello in Fajardo, Puerto Rico on August 23, 1944. She received her B.S. degree from the University of Puerto Rico at Rio Piedras in 1965 and her M.D. degree from the University of Puerto Rico School of Medicine at San Juan in 1970. She then completed her internship and residency in nephrology at the University of Michigan Medical Center in Ann Arbor. Novello remained at Michigan in 1973-1974 on a fellowship in the Department of Internal Medicine, and spent the following year on a fellowship in the Department of Pediatrics at Georgetown University. From 1976 to 1978, she was in private practice in pediatrics in Springfield, Virginia.
In 1978, Novello joined the Public Health Service Commissioned Corps, her first assignment being as a project officer at the National Institute of Arthritis, Metabolism and Digestive Diseases of the National Institutes of Health (NIH). She held various positions at NIH, rising to the job of Deputy Director of the National Institute of Child Health and Human Development (NICHD) in 1986. She also served as Coordinator for AIDS Research for NICHD from September, 1987. In this role, she developed a particular interest in pediatric AIDS.
During her years at NIH, Novello earned an M.P.H. degree from the John Hopkins School of Hygiene and Public Health in 1982. From 1976, she also held a clinical appointment in pediatrics at Georgetown University Hospital. Novello also made major contributions to the drafting and enactment of the Organ Transplantation Procurement Act of 1984 while assigned to the Senate Committee on Labor and Human Resources.
Antonia Novello was appointed Surgeon General by President Bush, beginning her tenure on March 9, 1990. She was the first woman and the first Hispanic to hold the position.
During her tenure as Surgeon General, Novello focused her attention on the health of women, children and minorities, as well as on underage drinking, smoking, and AIDS. She played an important role in launching the Healthy Children Ready to Learn Initiative. She was actively involved in working with other organizations to promote immunization of children and childhood injury prevention efforts. She spoke out often and forcefully about illegal underage drinking, and called upon the Health and Human Services Inspector General to issue a series of eight reports on the subject. Novello also similarly worked to discourage illegal tobacco use by young people, and repeatedly criticized the tobacco industry for appealing to the youth market through the use of cartoon characters such as "Joe Camel." A workshop that she convened led to the emergence of a National Hispanic/Latino Health Initiative.
Novello remained in the post of Surgeon General through June 30, 1993. She then served as the United Nations Children's Fund (UNICEF) Special Representative for Health and Nutrition from 1993 to 1996. In 1996, she became Visiting Professor of Health Policy and Management at the Johns Hopkins School of Hygiene and Public Health. Dr. Novello became Commissioner of Health for the State of New York in 1999.

Avik Roy is a senior fellow at the Manhattan Institute. He is also the opinion editor at Forbes, and is advising Florida Sen. Marco Rubio on policy. Mr. Daniel Woodring has lived in Florida for almost 30 years, but was born in Philadelphia, Pennsylvania. Mr. Woodring is a member of the Florida and Georgia Bars, and is admitted to practice before the Florida Federal Southern, Middle and Northern District Courts, the Eleventh Circuit Court of Appeals and the U.S. Supreme Court. He has worked at the trial level on cases in many of Florida’s 20 judicial circuits, in addition to cases in state administrative tribunals. He has argued cases at the Florida Supreme Court and Florida District Courts of Appeal, and has briefed cases at the U.S. Supreme Court.
He graduated from the University of Florida, College of Law with a Juris Doctorate, Cum Laude, and received his B.A. degree from Clearwater Christian College, Summa Cum Laude.
After law school, Mr. Woodring was in private practice doing general civil and appellate work. He then left for a two year appellate clerkship at the First District Court of Appeal. During his time at the court, he worked on cases including, but not limited to: criminal; family law; administrative law; workers’ compensation; business and civil law; constitutional law.
Mr. Woodring next worked as a counsel in the Executive Office of the Governor, Office of the General Counsel. During his time in Governor Bush’s Legal Office he had diverse responsibilities, including oversight and strategic litigation management of significant legal matters at numerous Governor’s agencies, including the Department of Education, Department of Management Services, Department of Business and Professional Regulation, Department of Health, Agency for Health Care Administration, Department of Children and Families, Department of Community Affairs, Department of Elder affairs, Agency for Workforce Innovation, Department of Transportation, and the Department of State.
He was also legally responsible for topics as disparate as emergency operations; advising the Governor on the selection of judges; implementation of civil service reform; reform of workers’ compensation; budget and appropriation matters; Indian gaming law; and legally advising the Florida Cabinet sitting in its many capacities, such as the Florida Land and Water Adjudicatory Commission.
Mr. Daniel Woodring was then offered the opportunity to be General Counsel for the Florida Department of Education, which encompassed Pre-K though 12th grade, community colleges(now State colleges) and the Florida University System. He was also the first General Counsel for the Florida Board of Governors, when that Board was constitutionally created to manage the State University System.
During almost five years at the Department of Education, Mr. Woodring advised and litigated on matters including, but not limited to: constitutional challenges to Florida’s education programs, including Opportunity Scholarships and the charter school approval and appeal process; doing away with race as a preference in university admissions and state contracting; teacher and professional discipline cases; union, labor and employment matters; state procurement and bid protest proceedings; administrative rule challenges and rule making proceedings; IDEA and Section 504 proceedings; public records, government in the sunshine and ethical matters; contract negotiations and disputes.
Since 2007, Mr. Woodring has been back in private practice as the principal of the Woodring Law Firm, located in Tallahassee, Florida, but with a statewide practice, including Pensacola, Jacksonville, Gainesville, Tampa Bay, Orlando, West Palm Beach, Ft. Myers, Ft. Lauderdale, and Miami. He concentrates his practice on appeals; constitutional cases in both state and federal court; education law matters, including charter school represention; Business litigation; and state administrative matters, including state procurement, regulation and licensing, rule challenges and proposed rule making, although he also handles cases in many other areas.
