Machalagh Carr is a trusted and strategic counselor with decades of private sector and government experience. She has nimbly navigated the intersection of congressional investigations and oversight, law, geopolitics, and policy, most recently as the top staffer in Article I as Chief of Staff to Speaker of the House Kevin McCarthy.
Prior to her role as Chief of Staff, she served as General Counsel for the Speaker and Office of the Republican Leader at the U.S. House of Representatives. Previously, she served as General Counsel & Parliamentarian for the Committee on Ways and Means, where she handled all legal and procedural issues for the Committee. Before that, she was the Oversight Staff Director at the Committee where she led the investigations and oversight of all issues within the Committee’s jurisdiction. Prior to joining Ways and Means, she served as the Director of Oversight and Investigations for the Committee on Oversight and Government Reform and as Senior Oversight Counsel at the Committee on Natural Resources.
Previously, Machalagh served in the Office of Global Compliance of an international energy company where she conducted internal anti-corruption investigations, audits, and compliance reviews for the company. Before her in-house experience she practiced in the Litigation, White Collar, and Government Investigations Group at Sonnenschein Nath and Rosenthal LLP (now Dentons). Directly after law school, Machalagh clerked for the Chief Judge of the U.S. Court of Appeals for the Armed Forces.
She taught Trial Practice at Catholic University of America, Columbus School of Law and lives in Virginia with her husband and three sons.

Josh Chafetz received his B.A. from Yale University, his doctorate in Politics from Oxford (where he studied as a Rhodes Scholar), and his J.D. from Yale Law School. Following law school, he clerked for Judge Guido Calabresi of the United States Court of Appeals for the Second Circuit.
His research interests include structural constitutional law, American and British constitutional history, legislation and legislative procedure, American political development, and the intersection of law and politics. His second book, Congress's Constitution: Legislative Authority and the Separation of Powers, was published by Yale University Press in 2017. He is also the author of Democracy's Privileged Few: Legislative Privilege and Democratic Norms in the British and American Constitutions (Yale University Press, 2007) and is a co-editor (along with William N. Eskridge, Jr., Elizabeth Garrett, and James Brudney) of the leading casebook in Legislation, Cases and Materials on Legislation and Regulation: Statutes and the Creation of Public Policy, published by West.
His scholarship has been published in a number of top law reviews, including the Harvard Law Review, Yale Law Journal, University of Chicago Law Review, University of Pennsylvania Law Review, Duke Law Journal, Notre Dame Law Review, and Yale Journal of Law & the Humanities, among others. He has also written for a number of popular press outlets, including the New York Times, the Washington Post, Politico, Slate, and the New Republic. He is currently a Contributing Writer for the Capitol Hill newspaper The Hill.
President, Hoppe Strategies
After serving 29 years on Capitol Hill, Dave Hoppe returned to the private sector as president of Hoppe Strategies, a strategic planning, lobbying and political consulting firm.
Hoppe brings a wealth of experience to this job, having dealt with legislative development and strategy at the highest levels on Capitol Hill. He directed Whip offices in both the House and Senate, and led the Senate Majority Leader’s office during the Clinton and Bush 43 administrations. Both positions oversaw and coordinated the flow of legislation through Congress, and both required working with political personalities on both sides of the aisle as well as the White House, to achieve passage for each bill. Hoppe recently reprised this role for Sen. Jon Kyl in the Senate Whip Office.
Additionally, Hoppe was the lead staff member on such historic Constitutional and structural events as the power shift in the Senate (when one Senator changed his party affiliation, throwing into chaos the entire Senate committee structure and requiring extensive negotiations between both parties), and the Senate impeachment trial of President Clinton. These events give him a unique perspective on the interaction of political agendas with legislative outcomes.
Other Hill positions held by Hoppe include Chief of Staff to Rep. Jack Kemp during his presidential bid, and Chief of Staff to Sen. Dan Coats who was appointed to replace former Senator Dan Quayle. Sen. Coats was required to conduct two statewide campaigns in a 4-year period in order to confirm his Senate appointment and then to retain the seat, unusual demands which impacted the work of his Senate office. Early in his Hill career, Hoppe served as energy and environmental policy analyst for the Republican Study Committee.
Among the highlights of Hoppe’s years on House leadership staff were the passage of the Economic Recovery Tax Act of 1981 and the Omnibus Budget Reconciliation Act of 1981, both key elements of the first Reagan administration. During his tenure with Rep. Jack Kemp, the Tax Reform Act of 1986 was passed and signed into law. He was also involved with the Balanced Budget Act of 1997, the Economic Growth and Tax Relief Reconciliation Act of 2001, the Individuals with Disabilities Education Act of 1997, and numerous other issues including welfare reform, tax policies and education reform.
In 2003, Hoppe left the Hill to work for the public affairs firm Quinn Gillespie & Associates, serving as President of QGA 2007-2011, when he returned briefly to the Senate to direct the Whip office for Sen. Kyl. Currently Hoppe is a Senior Policy Advisor at Squire Patton Boggs, he also serves as a Senior Advisor to the Bipartisan Policy Center, and is an advisor to the Jack Kemp Foundation. He is an emeritus member of the Board for Easter Seals of DC, Maryland and Northern Virginia, was Chairman of the Government Affairs Committee for the National Down Syndrome Society, and serves on the national board of SourceAmerica and of the Coalition to Promote Self Determination, a group of organizations working to empower disabled individuals to achieve greater independence.
He holds a B.A. in Government from the University of Notre Dame, and an M.A. in International Relations from Johns Hopkins School of Advanced International Studies. He is married and has three children.

From 1972-79, Schoenbrod served as one of the leaders of the Natural Resources Defense Council, where he campaigned to reduce lead in gasoline, resurrect the then-decrepit New York City subway, and protect the environment of Puerto Rico. Previously, he was Director of Program Development at the community development project that Senator Robert Kennedy established in Bedford Stuyvesant. He has also been a senior fellow at the Cato Institute and the American Enterprise Institute.

Distinguished Fellow, Hudson Institute
Christopher DeMuth is a distinguished fellow at Hudson Institute. He was president of the American Enterprise Institute for Public Policy Research (AEI) from 1986 to 2008 and was the D.C. Searle Senior Fellow at AEI from 2008 to 2011.
Mr. DeMuth was raised in Kenilworth, Illinois, and attended the Lawrenceville School (1964), Harvard College (A.B. 1968), and the University of Chicago Law School (J.D. 1973). He served as staff assistant to President Richard M. Nixon from 1969 to 1970, working first for Daniel P. Moynihan (then assistant to the President for Urban Affairs) on urban policy matters and then as chairman of the White House Task Force on Environmental Policy. Following law school, he practiced regulatory, antitrust, and general corporate law with Sidley & Austin in Chicago (1973-1976) and was associate general counsel of the Consolidated Rail Corporation (Conrail) in Philadelphia (1976-1977).
From 1977 to 1981, Mr. DeMuth was lecturer in public policy at the Kennedy School of Government at Harvard University, and director of the Harvard Faculty Project on Regulation. There he taught courses on law, economics, and regulatory policy and conducted and sponsored research on health, safety, environmental, and economic regulation.
Returning to Washington in 1981, Mr. DeMuth served as administrator for information and regulatory affairs in the U.S. Office of Management and Budget, and as executive director of the Presidential Task Force on Regulatory Relief during President Ronald Reagan’s first term of office. From 1984 to 1986, he was managing director of Lexecon Inc., a law-and-economics consulting firm; in 1986, he was also publisher and editor-in-chief of Regulation magazine. He was elected president of the American Enterprise Institute in December 1986.

Daniel Flores is a Senior Counsel on the Republican staff of the Committee on Oversight and Accountability, U.S. House of Representatives. Prior to his current position, he served in the House as Chief Counsel for the House Judiciary Committee's Subcommittee on Regulatory Reform, Commercial and Antitrust Law. Before coming to the House, he served as an Acting Associate Deputy General Counsel for the U.S. Environmental Protection Agency and in other roles in EPA's Office of General Counsel, as a Senior Trial Attorney for the U.S. Department of Justice, Environment and Natural Resources Division, and as an attorney in private practice in Washington, D.C. Matt Glassman, Ph.D., joined the Government Affairs Institute as a Senior Fellow in 2017. He has taught courses on and off the Hill on American government, congressional process, congressional-presidential relations, and congressional leadership.
Prior to joining GAI, Matt worked on the Hill at the Congressional Research Service (CRS) for ten years. His portfolio included congressional operations, separation of powers, appropriations, judicial administration, agency design, and congressional history. He was detailed to the House Committee on Appropriations as professional staff for the Legislative Branch Subcommittee in FY2010 and FY2011.

Senior Fellow, R Street Institute
James Wallner is a senior fellow of the R Street Institute and member of R Street’s Governance Project and Legislative Branch Capacity Working Group teams. He researches and writes about Congress, especially the Senate; the separation of powers; legislative procedure; and the federal policy process.
James joined R Street in July 2017 from the Heritage Foundation, where he was group vice president for research. He also serves as an adjunct professor in the politics department and the Congressional and Presidential Studies Program at the Catholic University of America as well as in the Department of Government at American University. Additionally, James is a Fellow at American University’s Center of Congressional and Presidential Studies.
Earlier in his career, he was executive director of the Senate Steering Committee during the chairmanships of Sens. Pat Toomey, R-Pa., and Mike Lee, R-Utah. He also has served as legislative director to Toomey and to former Sen. Jeff Sessions, R-Ala.
He is the author of two books, The Death of Deliberation: Partisanship and Polarization in the United States Senate, published in 2013 and On Parliamentary War: Partisan Conflict and Procedural Change in the United States Senate published in 2017.
James received both his doctoral and master’s degrees in politics from the Catholic University of America. He also holds a master’s in international and European politics from the University of Edinburgh in Scotland, and a bachelor’s in political science from the University of Georgia.
Costa is a partner in Gibson Dunn’s Houston office and co-chair of the firm’s Trials Practice Group. Mr. Costa offers clients a unique perspective as the only former federal trial and appellate judge trying cases and leading investigations. His broad experience—having handled complex civil and criminal matters, at trial and on appeal, as advocate and judge—allows him to offer invaluable skills and strategic insights.
Before joining Gibson Dunn, Mr. Costa served for more than ten years as a federal trial and appellate judge. He served on the U.S. Court of Appeals for the Fifth Circuit from 2014 to 2022. After his nomination by President Obama, the Senate confirmed him by a vote of 97-0. No federal appellate judge nominated since has received more votes. Mr. Costa first served as a district judge for the Southern District of Texas from 2012 to 2014. When appointed to the bench, he was the youngest-sitting federal judge at age 39. Mr. Costa presided over thirty federal trials in four different venues (he continued handling district court matters while serving on the court of appeals). He wrote precedential opinions in almost every area of the law, including antitrust, intellectual property, class actions, international arbitration, securities fraud, bankruptcy, conflicts of law, labor and employment, oil and gas, False Claims Act, administrative law, constitutional law, and criminal law. In press accounts of his tenure, he was described as an “exceptionally gifted jurist” with a “towering intellect” who was “respected by all sides.” The Federal Judicial Center invited Mr. Costa on multiple occasions to teach new federal district judges.
Before taking the bench, Mr. Costa was an Assistant U.S. Attorney in Houston from 2005 to 2012. As a prosecutor, he tried more than 15 jury trials, including serving as a lead prosecutor of Allen Stanford, the head of Stanford Financial Group, for orchestrating a multibillion-dollar international fraud scheme. Mr. Costa is featured in a documentary about the case, The Man Who Bought Cricket. A Reuters article about the trial quotes a victim who said that Mr. Costa’s closing argument “brought her to tears.” For his work on the Stanford case, Mr. Costa received the John Marshall Award for Trial of Litigation and the Assistant Attorney General’s Award for Exceptional Service. He also prosecuted cases involving kickbacks in the energy industry, public corruption, the Foreign Corrupt Practices Act, securities fraud, internet fraud, and counterfeit technology products. During his time as a federal prosecutor, Mr. Costa served as the Southern District of Texas’s Deputy International Affairs Coordinator, during which he assisted with investigations in more than a dozen countries.
Mr. Costa is a frequent speaker and author on legal topis, including writing for the ABA’s Litigation Journal on various trial-related issues. He also taught Federal Jurisdiction at the University of Houston Law Center, where he was named an Honorary Alumnus.
After college, Mr. Costa taught elementary school for two years in the Mississippi Delta through Teach for America. He has remained involved in the Delta and in education, launching a nonprofit in Mississippi, serving on the board of the Houston Urban Debate League, and helping teach Government at a Houston‑area charter school.

Ilya Shapiro is a senior fellow and director of constitutional studies at the Manhattan Institute and a contributing editor of City Journal. Previously he was executive director and senior lecturer at the Georgetown Center for the Constitution, and before that a vice president of the Cato Institute.
Shapiro is the author of Lawless: The Miseducation of America’s Elites (2025) and Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020), coauthor of Religious Liberties for Corporations? (2014), and editor of 11 volumes of the Cato Supreme Court Review (2008-18). He has contributed to a variety of academic, popular, and professional publications, including the Wall Street Journal, Harvard Journal of Law & Public Policy, Washington Post, Los Angeles Times, USA Today, National Review, and Newsweek. He also regularly provides commentary for various media outlets, writes the Shapiro’s Gavel newsletter on Substack, and once appeared on the Colbert Report.
Shapiro has testified many times before Congress and state legislatures and has filed more than 500 amicus curiae “friend of the court” briefs in the Supreme Court. He lectures regularly on behalf of the Federalist Society, is a member of the board of fellows of the Jewish Policy Center, was an inaugural Washington Fellow at the National Review Institute, and has been an adjunct law professor at the George Washington University and University of Mississippi. He is also the chairman of the board of advisers of the Mississippi Justice Institute, a barrister in the Edward Coke Appellate Inn of Court, and a former member of the Virginia Advisory Committee to the U.S. Commission on Civil Rights.
Earlier in his career, Shapiro was a special assistant/adviser to the Multi-National Force in Iraq on rule-of-law issues and practiced at Patton Boggs and Cleary Gottlieb. Executive Vice President of Global Governance, Chief Legal Officer and Corporate Secretary, Walmart Inc.
Rachel Brand is Walmart’s executive vice president of global governance, chief legal officer, and corporate secretary. She oversees the company’s global legal, compliance, ethics, corporate governance, digital citizenship, aviation, investigative, and corporate security functions, including Walmart’s Emergency Operations Center.
Immediately before joining Walmart, Rachel served as the United States Associate Attorney General and holds the distinction of being the first woman to serve in this role. She had previously served in the U.S. Department of Justice as the Assistant Attorney General for the Office of Legal Policy during President George W. Bush’s administration. Her other government service includes an appointment by President Obama to serve as a Member of the U.S. Privacy and Civil Liberties Oversight Board, service as an Associate Counsel to the President at the White House, and judicial clerkships with Justice Charles Fried of the Supreme Judicial Court of Massachusetts and Justice Anthony Kennedy at the Supreme Court of the United States. In the private sector, Rachel was a lawyer in private practice at two law firms in Washington, D.C. and served as the Vice President and Chief Counsel for Regulatory Litigation at the U.S. Chamber of Commerce Litigation Center.
Rachel serves on the board of directors for the Walmart Foundation and is the executive sponsor for Walmart’s Tribal Voices Associate Resource Group. Outside of Walmart, she serves on the board of directors for the International Justice Mission and is a member of The American Law Institute.

Chair, Issues & Appeals, Hunton Andrews Kurth LLP
The former Solicitor General of West Virginia, Mr. Lin has been on the front lines of many precedent-setting cases in appellate courts across the country, including in a US Supreme Court victory that George Will called “the court’s most severe rebuke of a president” since the Truman administration. Having argued more than 60 appeals, he brings to clients a well-honed ability to identify the most persuasive issues for appeal and a practiced understanding of how best to frame complex legal questions in appellate courts.
With experience in the private sector and multiple branches of government, Mr. Lin’s practice has spanned a wide range of issues, including major questions of constitutional and administrative law at the federal and state levels. On behalf of more than two dozen states, he won a stay from the US Supreme Court of the EPA’s Clean Power Plan. Described by the New York Times as an “unprecedented” order, the stay was the first time the Supreme Court had ever put a regulation on hold before review by a federal appeals court. In that same case, Elbert argued before the en banc DC Circuit in an historic proceeding that one commenter quoted in E&E News compared to “the NBA All-Star Game.” At the state level, Elbert led the effort that persuaded the West Virginia Supreme Court of Appeals to overturn an injunction of the state’s right-to-work law.
In 2013, Mr. Lin was appointed the Solicitor General of West Virginia. During his four-and-a-half year tenure, he served as a member of the Attorney General’s senior management team, oversaw all civil and criminal appeals, and argued nearly two dozen cases in federal and state appellate courts. He authored more than twenty-five briefs in the US Supreme Court and more than forty-five formal Opinions of the Attorney General.
Earlier in his career, Mr. Lin served as a trial attorney in the Federal Programs Branch of the US Department of Justice’s Civil Division, where he received a Special Service Award. He has also been a law clerk at all three levels of the federal judiciary: for Justice Clarence Thomas on the US Supreme Court; for Judge William H. Pryor Jr. on the US Court of Appeals for the Eleventh Circuit; and for Senior Judge Robert E. Keeton on the US District Court for the District of Massachusetts.
Mr. Lin speaks regularly on a wide variety of topics, including constitutional law, administrative law, environmental law, state and federal relations, the US Supreme Court, and appellate practice. He has testified before Congress, and has spoken at the national conventions of the American Bar Association, the Association of Corporate Counsel, the National Asian Pacific American Bar Association, the Federalist Society, Americans for Prosperity, and the American Legislative Exchange Council. He is an elected member of the American Law Institute, a public member of the Administrative Conference of the United States, and a fellow of the American Academy of Appellate Lawyers.

Katy Boatman was elected to the Fourteenth Court of Appeals, Place 6, in November 2024. She is board certified in civil appellate law and a member of the Texas Association of Civil Trial and Appellate Specialists.
Prior to becoming a judge, Katy practiced appellate law at a large law firm, handling a wide variety of state and federal appeals. She clerked for the Supreme Court of Texas Justice Dale Wainwright and for the United States Fifth Circuit Court of Appeals Chief Judge Jennifer Elrod. She received her bachelor's degree from Texas A&M University and her law degree from Baylor University School of Law, where she served as a senior executive editor of the Baylor Law Review and was a member of the National Order of the Barristers. Katy has been recognized as a Rising Star in appellate law, was honored as a 40 Under 40 recipient by the Houston Business Journal, and was the sole recipient of the American Bar Association's National Outstanding Young Lawyers Award, Outstanding Young Lawyer of Houston Award, and the Outstanding Young Lawyer of Texas.
Katy has been married to her husband since 2005. They have three children and are involved in several non-profit organizations.
