Emily Mimnaugh is the Deputy General Counsel for the U.S. Department of Health and Human Services (HHS) with a portfolio that includes the Office for Civil Rights, the Administration for Children and Families, and the Office of the Assistant Secretary for Health. She previously served as Deputy Chief Counsel for a national non-profit law firm, where she spent nearly a decade defending civil rights.
