Managing Attorney, Institute for Justice
Arif Panju serves as a managing attorney with the Institute for Justice. He leads IJ’s Texas office and litigates cases involving free speech, property rights, economic liberty, and educational choice.
Arif is co-counsel in the case of Carson v. Makin in the U.S. Supreme Court. Carson is a challenge to Maine’s exclusion of religious educational options from the state’s school choice program.
Arif’s work has resulted in court victories in both federal and state court. He vindicated the free speech rights of tour guides in Billups v. City of Charleston. He secured a victory for economic liberty in Brantley v. Kuntz, freeing hairbraiding schools in Texas from onerous restrictions and paving the way for the abolishment of the state’s braiding license at the Texas Legislature. In Patel v. Texas Department of Licensing and Regulation, Arif helped secure a landmark victory in the Texas Supreme Court, establishing a new test for reviewing the constitutionality of economic regulations.
Arif’s work at IJ has been featured by outlets including The Wall Street Journal, New York Times, Washington Post, The Atlantic, Texas Tribune, and dozens more nationwide. Karen Harned is President at Harned Strategies LLC. Previously, she served as Executive Director of the National Federation of Independent Business Small Business Legal Center, a post she held from 2002-2022. Prior to joining the Legal Center, Ms. Harned was an attorney at a Washington, D.C. law firm specializing in food and drug law, where she represented several small and large businesses and their respective trade associations before Congress and federal agencies. She also served as Assistant Press Secretary to U.S. Senator Don Nickles of Oklahoma from August of 1989 to March of 1993. Ms. Harned received her B.A. from the University of Oklahoma in 1989 and her J.D. from The George Washington University National Law Center in 1995. She is admitted to practice in the District of Columbia.

Professor Conkle has been a member of the Maurer School of Law faculty since 1983, Professor Conkle teaches Constitutional Law, the First Amendment, and Law and Religion. His research addresses constitutional law and theory, religious liberty, and the role of religion in American law, politics, and public life. His most recent book is Religion, Law, and the Constitution, Second Edition (Foundation Press, 2022).
Conkle has been honored for his achievements both within and beyond the classroom. He is a two-time recipient of the Leon H. Wallace Teaching Award and has twice won the Gavel Award for outstanding contribution to the graduating class. He has received six faculty fellowships for outstanding scholarship, and in 1999 he was named the Robert H. McKinney Professor of Law. He retired from full-time teaching in December 2017 but continues to be involved in the Law School community.

Professor Hill joined the IU Robert H. McKinney School of Law in 2003. He holds a J.D. and Ph.D. in philosophy, both from Georgetown University. He has taught most of the courses in the first-year curriculum including Constitutional Law, Civil Procedure, Torts and Criminal Law. He also teaches several courses in the upper division including First Amendment, Jurisprudence and Bioethics.
Professor Hill has published five books, the most recent of which After the Natural Law: How the Classical Worldview Supports Our Modern Moral and Political Values was published by Ignatius Press in 2016 and translated into German in 2018. The book traces the development of western philosophy from classical to modern times and argues that our most important moral and political principles -- freedom, responsibility, equality and human dignity – are incoherent without a foundation in natural law. His book, The Political Centrist (Vanderbilt, 2009), argues that liberalism and conservatism are meaningless labels and defends a centrist approach to such issues as the scope of government power, affirmative action, the death penalty and the debate over illegal immigration. He is also currently completing another book, The Father of Modern Constitutional Liberalism: John Stuart Mill and the Supreme Court.
Professor Hill has also published several articles which have appeared in such venues as the New York University Law Review, the Cornell Law Review, the Iowa Law Review and the Georgetown Law Journal. His "intentional" theory of parenting in surrogate mother contracts, defended in the New York University Law Review article, was cited and adopted by the Supreme Court of California in Johnson v Calvert. He is a member of the Bars of Illinois and California.
Professor Hill has also taught classes in the Philosophy Department, including "Philosophical Issues in Criminal Law" and "The Philosophical Foundations of Modern Liberalism and Conservatism."

Gerard N. Magliocca is a Distinguished Professor and the Lawrence A. Jegen III Professor at the Indiana University Robert H. McKinney School of Law. Professor Magliocca is the author of five books on constitutional law. His next book will be about Justice Robert Jackson’s landmark concurring opinion in Youngstown Sheet and Tube Company v. Sawyer. His biography of Justice Bushrod Washington won the Erwin N. Griswold Prize from the Supreme Court Historical Society.
Professor Magliocca received his undergraduate degree from Stanford and his law degree from Yale. He joined the faculty in 2001 after two years as an attorney and one year as a law clerk for Judge Guido Calabresi on the United States Court of Appeals for the Second Circuit. In 2008, Professor Magliocca held the Fulbright-Dow Distinguished Research Chair of the Roosevelt Study Center in Middelburg, The Netherlands. He was a Fellow at the Washington Library at Mount Vernon from 2019-2021.

Ilya Shapiro is a senior fellow and director of constitutional studies at the Manhattan Institute and a contributing editor of City Journal. Previously he was executive director and senior lecturer at the Georgetown Center for the Constitution, and before that a vice president of the Cato Institute.
Shapiro is the author of Lawless: The Miseducation of America’s Elites (2025) and Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020), coauthor of Religious Liberties for Corporations? (2014), and editor of 11 volumes of the Cato Supreme Court Review (2008-18). He has contributed to a variety of academic, popular, and professional publications, including the Wall Street Journal, Harvard Journal of Law & Public Policy, Washington Post, Los Angeles Times, USA Today, National Review, and Newsweek.
