Richard Sullivan

U.S. Court of Appeals, Second Circuit

Biography

Richard J. Sullivan was sworn in as a United States Circuit Court Judge for the Second Circuit in October 2018. Before that, Judge Sullivan served for eleven years as a United States District Judge for the Southern District of New York. Prior to becoming a judge, he served as the General Counsel and Managing Director of Marsh Inc., the world's leading risk management and insurance brokerage firm. From 1994 to 2005, he served as an Assistant United States Attorney in the Southern District of New York, where he was Chief of the International Narcotics Trafficking Unit and Director of the New York/New Jersey Organized Crime Drug Enforcement Task Force. In 2003, he was awarded the Henry L. Stimson Medal from the Association of the Bar of the City of New York. In 1998, he was named the Federal Law Enforcement Association's Prosecutor of the Year. Prior to joining the U.S. Attorney's Office, he was a litigation associate at Wachtell, Lipton, Rosen & Katz in New York and a law clerk to the Honorable David M. Ebel of the United States Court of Appeals for the 10th Circuit. He is a graduate of Yale Law School, the College of William & Mary, and Chaminade High School on Long Island. From 1986 to 1987, he served as a New York City Urban Fellow under New York City Police Commissioner Benjamin Ward. Judge Sullivan is on the executive board of the New York American Inn of Court and the Center for Law and Religion at St. John’s University School of Law. He is an adjunct professor at Columbia Law School, where he teaches courses on sentencing and jurisprudence, and he previously served as an adjunct professor at Fordham Law School, where he taught courses on white collar crime and trial advocacy and was named Adjunct Professor of the Year.

Steve Simpson

Steve Simpson

Biography

Steve Simpson joined PLF in 2019 to head up its Separation of Powers practice group.

Steve’s career in public interest law started at the Institute for Justice in 2001, where he litigated free speech, campaign finance, and economic liberty cases. Among other high-profile cases in which Steve was involved, he was co-counsel in Arizona Free Enterprise Club’s Freedom Club PAC v. Bennett, IJ’s successful Supreme Court challenge to Arizona’s public financing law for political campaigns. He was the lead litigator in SpeechNow.org v. FEC, a joint effort between IJ and the Institute for Free Speech that led to the creation of super PACs. And he was co-counsel in Swedenburg v. Kelly, IJ’s successful Supreme Court challenge to New York’s ban on the interstate shipping of wine.

In 2013, Steve moved into the policy arena as the Ayn Rand Institute’s director of Legal Studies, where he spent five years writing and speaking on a wide variety of legal and cultural issues. From there, he moved back into law as senior litigation counsel at the New Civil Liberties Alliance in Washington, D.C.

Steve has spoken and written on a wide variety of legal and policy issues. He has testified in Congress and briefed congressional staffers. He has been interviewed on scores of television and radio programs, including PBS News Hour, Stossel, and The Rubin Report. His writings have appeared in many publications, including The Wall Street Journal and The Washington Post. In 2014, Steve was a Lincoln Fellow at the Claremont Institute. He is the editor of Defending Free Speech (ARI Press, 2016).

Steve earned his law degree magna cum laude from New York Law School in 1994. Following law school, he clerked for a federal district judge in the Southern District of Florida and spent several years as a litigator at Shearman & Sterling.

When he’s not at work or spending time with his wife and three daughters, Steve can usually be found mucking around in the woods at his cabin on Shenandoah Mountain.

Biography

Peter J. Wallison holds the Arthur F. Burns Chair in Financial Policy Studies and is co-director of AEI’s program on Financial Policy Studies. Prior to joining AEI, he practiced banking, corporate and financial law at Gibson, Dunn & Crutcher in Washington, D.C., and New York. Mr. Wallison has held a number of government positions.  From June 1981 to January 1985, he was General Counsel of the United States Treasury Department, where he had a significant role in the development of the Reagan Administration's proposals for deregulation in the financial services industry. During 1986 and 1987, Mr. Wallison was White House counsel to President Ronald Reagan, and between 1972 and 1976, he served first as Special Assistant to New York's Gov. Nelson A. Rockefeller and, subsequently, as counsel to Mr. Rockefeller as vice president of the United States.

Mr. Wallison was admitted to practice before the courts of New York and the District of Columbia, and is retired from practice in New York. He continues to be a member of the District of Columbia Bar Association.  He received his undergraduate degree from Harvard College in 1963 and law degree from Harvard Law School in 1966.

Mr. Wallison is the author of Ronald Reagan: The Power of Conviction and the Success of His Presidency, published in December 2002 by Westview Press. On campaign finance, he is the author (with Joel Gora) of Better Parties, Better Government, (AEI Press 2009). On financial or regulatory matters, he is the author of Back From the Brink, a proposal for a private deposit insurance system, and co-author of Nationalizing Mortgage Risk: The Growth of Fannie Mae and Freddie Mac; The GAAP Gap: Corporate Disclosure in the Internet Age; Competitive Equity: A Better Way to Organize Mutual Funds; Bad History, Worse Policy: How a False Narrative about the Financial Crisis Led to the Dodd-Frank Act (AEI Press 2013); and Hidden In Plain Sight: What Caused the World’s Worst Financial Crisis and Why it Could Happen Again (Encounter Books 2015). His most recent book is Judicial Fortitude: The Last Chance to Rein in the Administrative State, published by Encounter Books in October 2018.

He testifies frequently before committees of Congress, and is a frequent contributor to the op-ed pages of the Wall Street Journal and other print and online journals. He has also been a speaker at many conferences on financial services, housing, the causes of the financial crisis, the Dodd-Frank Act, accounting, and corporate governance, and was a member of the Shadow Financial Regulatory Committee between 1995 and 2015. He was a member of the SEC Advisory Committee on Improvements to Financial Reporting (2008), co-Chair of the Pew Financial Reform Task Force (2009), and a member of the congressionally- appointed Financial Crisis Inquiry Commission (2009-2011). In May 2011, for his work in financial policy, Mr. Wallison received an honorary doctorate in Humane Letters from the University of Colorado.

Gerald Walpin

Former Inspector General of the Corporation for National and Community Service

Biography

Gerald Walpin, the new Inspector General of the Corporation for National and Community Service, has vowed a vigorous effort to investigate and prosecute all persons who betray the public’s trust by defrauding the Corporation and its programs.

A prominent New York attorney, Walpin was nominated by President George W. Bush, confirmed by the U.S. Senate and sworn into office on January 8, 2007. He leads the Office of Inspector General (OIG), an independent Federal agency charged with oversight over the taxpayer-supported Corporation and its service programs, including AmeriCorps, Volunteers in Service to America (VISTA)and Senior Corps.

“My major objective is to expand upon the good work of this office by preventing, detecting and prosecuting all thefts and frauds,” said Walpin. “The reality is that such misconduct takes precious resources away from deserving people, the same way the theft of a welfare check hurts a single mother who needs that money to buy milk for her children. For that reason, this office will seek out and ensure sanctions for all wrongdoing involving Corporation funds.”

Walpin said his other major goal is to “assist the Corporation in making its services efficient and accessible for all national service stakeholders.”

A New York City native, Walpin graduated from College of the City of New York in 1952. He earnedhis law degree, cum laude, in 1955 from Yale Law School, where he was managing editor of the Yale Law Journal. From 1957-60, he served as a lieutenant in the United States Air Force Judge Advocate General.

His career included a five-year stint as Chief of Prosecutions for the United States Attorney for the Southern District of New York, where he successfully prosecuted a number of high-profile cases. He spent more than 40 years as senior partner and, more recently, of counsel to New York-based Katten Muchin Rosenman LLP.

Mr. Walpin has represented a wide range of clients, including large public corporations, securities brokerage firms, accounting firms, law firms, banks in lender liability claims, and individuals, both American and foreign, in securities litigations, employment litigations, criminal prosecutions, and investigations by the United States Securities and Exchange Commission. Both as an Assistant U.S. Attorney and in his law firm, he was frequently called upon to investigate fraudulent conduct.

Included in the published compilation “The Best Lawyers in America,” Mr. Walpin served from 2002-2004 as president of the Federal Bar Council, the association of attorneys practicing in the Second Circuit Federal courts. In 2003, he was honored with the American Inns of Court Professionalism Award for outstanding professionalism as an attorney and for mentoring younger lawyers.

Walpin and his wife Sheila, married for almost 50 years, have three children and six grandchildren.

Biography

Allyson N. Ho is a partner in the Dallas office of Gibson, Dunn & Crutcher LLP and co‐chair of the Firm’s nationwide Appellate and Constitutional Law practice group.

Mrs. Ho is “undoubtedly one of the premier appellate lawyers in the United States” (Chambers). She has presented over 100 oral arguments in federal and state courts nationwide, including multiple high‐stakes cases on behalf of business before the U.S. Supreme Court.

Her most significant winning arguments include a U.S. Supreme Court reversal worth billions of dollars for unionized employers in the Sixth Circuit; a U.S. Supreme Court reversal limiting the power of federal regulators; a multi‐billion dollar environmental win in the Fifth Circuit; a multi‐billion dollar commercial victory for the founder of a technology company in the Appellate Division of the New York Supreme Court; a billion dollar environmental win in the Houston Court of Appeals; a nine‐figure commercial victory in the Corpus Christi Court of Appeals; and a nine‐figure arbitration win in the Fifth Circuit.

Government and Public Service Experience

Mrs. Ho has a distinguished record of experience at the highest levels of the federal government. She served as Special Assistant to President George W. Bush, Counselor to Attorney General John Ashcroft, and law clerk to Justice Sandra Day O’Connor of the U.S. Supreme Court and Judge Jacques L. Wiener Jr. of the U.S. Court of Appeals for the Fifth Circuit.

Her record of public service also includes appointments to various boards and commissions. Biography

Dr. John Eastman is the former Henry Salvatori Professor of Law & Community Service and former Dean at Chapman University's Dale E. Fowler School of Law, where he had been a member of the faculty since 1999, specializing in Constitutional Law, Legal History, and Property. He is a founding director of the Center for Constitutional Jurisprudence, a public interest law firm affiliated with the Claremont Institute that he founded in 1999. He has a Ph.D. in Government from the Claremont Graduate School and a J.D. from the University of Chicago Law School, and a B.A. in Politics and Economics from the University of Dallas. He serves as the Chairman of the Board of the National Organization for Marriage.

Prior to joining the Chapman law faculty, Dr. Eastman served as a law clerk to the Honorable Clarence Thomas, Associate Justice, Supreme Court of the United States, and to the Honorable J. Michael Luttig, Judge, United States Court of Appeals for the Fourth Circuit and practiced law with the national law firm of Kirkland & Ellis. Dr. Eastman has also represented numerous clients in important constitutional law matters and has argued before the Supreme Court. On behalf of the Claremont Institute Center for Constitutional Jurisprudence, he has participated as amicus curiae before the Supreme Court of the United States, U.S. Courts of Appeals, and State Supreme Courts in more than one hundred cases of constitutional significance, including Boy Scouts of America v. Mario Loyola

Mario Loyola

Senior Fellow for Law, Economics, and Technology, The Heritage Foundation; Professor, Florida International University

Biography

Mario Loyola is a Senior Fellow for Law, Economics, and Technology at The Heritage Foundation.

Loyola served in the Trump Administration as Associate Director for Regulatory Reform at the White House Council on Environmental Quality. In that role, he was one of the principal drafters of the One Federal Decision policy, which helped to streamline the permitting and environmental review of large infrastructure projects. While at CEQ, he was a member of the U.S. delegation to the USMCA free trade negotiations with Mexico and Canada, as well as the United Nations conference on biodiversity on the high seas. Loyola initially joined the White House in February 2017 as a Presidential Speechwriter, employing his expertise in many areas of foreign and domestic policy.

After beginning his career in M&A and corporate finance law, Loyola served in the Bush 43 Administration as a special assistant to the Undersecretary of Defense for Policy. He left that position to start writing on national defense issues in magazines such as National Review and The Weekly Standard, reporting from the front lines of the war on terrorism in Lebanon, Israel, and Iraq. He finished the Bush Administration as Foreign and Defense Counsel to the U.S. Senate Republican Policy Committee, then under the chairmanship of Senator Kay Bailey Hutchison of Texas. He subsequently moved to Texas and joined the Texas Public Policy Foundation, where he specialized in energy, environment, and federalism.

Loyola is a frequent contributor to The Wall Street Journal, National Review, and The Atlantic, among others. He teaches environmental and administrative law at Florida International University, where he is Founding Director of the Environmental Finance and Risk Management program in FIU’s prestigious Institute of Environment. He received a bachelor’s degree in European history from the University of Wisconsin–Madison and a J.D. from Washington University School of Law.

Biography

Presiding Judge Stephen Louis A. Dillard was appointed as the 73rd judge of the Court of Appeals of the State of Georgia on November 1, 2010 by Governor Sonny Perdue. Prior to his appointment, Judge Dillard was in private practice with James, Bates, Pope & Spivey in Macon, serving as chairman of the firm’s appellate practice group. Judge Dillard was elected and then reelected by his fellow Georgians in 2012, 2018, and 2024. On July 1, 2017, Judge Dillard was sworn in as the 30th Chief Judge of the Court of Appeals of Georgia for a two-year term that ended on June 30, 2019. He currently serves as the presiding judge of the Court’s Fourth Division, and will begin serving as the presiding judge of the Court’s Third Division in 2026.

Judge Dillard was born in Nashville, Tennessee on November 13, 1969. He attended and graduated from Hillwood High School in Nashville, Tennessee; Samford University (B.A. 1992); Mississippi College School of Law (J.D., cum laude, 1996); and Duke University School of Law (LL.M., Judicial Studies, 2025). In college, Judge Dillard was a member of The Sigma Chi Fraternity and Omicron Delta Kappa. He was also given the Evelyn Meadows Historical Essay Award, as well as the William McMillian Rogers Colonial Dames Overall Essay Award, for “The Tempting of America to be America: Alexander Hamilton and the Federalist Papers.” During law school, Judge Dillard was a member of the Moot Court Board and received the Judge Robert G. Gillespie Outstanding Achievement in Appellate Advocacy Award, as well as the American Jurisprudence Award in Appellate Advocacy. He also served as president of the Mississippi College Chapter of the Federalist Society for Law and Public Policy Studies.

After graduating from law school, Judge Dillard joined the Macon law firm of Stone and Baxter, where he practiced from 1996 until 2001. In September 2001, he left private practice for a two-year period to serve as a law clerk at the U.S. Court of Appeals for the Seventh Circuit for Judge Daniel A. Manion (who was appointed by President Ronald W. Reagan in 1986 and served until 2022). In September 2003, Judge Dillard joined James Bates as of counsel, specialized in appellate practice and complex litigation, and served as chairperson of the firm’s appellate practice group. While in practice, he received an AV® Preeminent™ Peer-Review Rating from Martindale-Hubbell and was named by Super Lawyers as one of Georgia’s “rising stars.”

Additionally, Judge Dillard was appointed by Governor Sonny Perdue to the Judicial Nominating Commission and the Public Defender Selection Panel for the Macon Judicial Circuit. He has published scholarly essays in the Encyclopedia of Civil Liberties, the Encyclopedia of Great American Judges, the Encyclopedia of Great American Lawyers, Judicature, the Green Bag Almanac & Reader, the Journal of Appellate Practice & Process, as well as two articles in the Mercer Law Review regarding the inner workings and culture of the Court of Appeals of the State of Georgia. He was also a participating lawyer with the Criminal Justice Act Appellate Panel for the U.S. Court of Appeals for the Eleventh Circuit, handling pro bono publico appeals for indigent individuals. Judge Dillard is a member of the State Bar of Georgia’s Appellate Practice and Judicial Sections, the Macon Bar Association, the Atlanta Bar Association, the Lawyers Club of Atlanta, the Saint Thomas More Society, the Judge Clarence Cooper American Inn of Court, the Logan E. Bleckley American Inn of Court, the William Augustus Bootle American Inn of Court, the Federalist Society for Law and Public Policy Studies, the Palaver Club of Macon, and the Samford Bulldog Club. He also has served as a mentor for The Appellate Project, which is “focused on empowering law students of color to pursue appellate work.”

Since joining the Court of Appeals, Judge Dillard has spoken to numerous organizations, participated in countless state and national seminars, held a wide variety of leadership positions, and received many awards. In 2025, one of Judge Dillard’s opinions—his concurrence in Board of Commissioners of Brantley County v. Brantley County Development Partners LLC et al.—was selected by The Green Bag Almanac and Reader as one of its works of “exemplary writing.” Judge Dillard was also named as the Milvain Chair in Advocacy by the University of Calgary Law Faculty that year, and he is the first American jurist and 43rd person to ever receive this honor. In 2024, Judge Dillard was appointed by Chief Justice Michael P. Boggs as co-chair of the Supreme Court of Georgia’s Study Committee on Legal Regulatory Reform, joined The Legal Accountability Project’s Advisory Board, and also gave the “Last Senior Lecture” to the Samford University Class of 2024. In 2023, Judge Dillard began serving his second term on Samford University’s Board of Overseers, and started the L.L.M. program for Judicial Studies at the Duke University School of Law. In 2022, he began serving on the Communications Committee of the Council of Chief Judges of the State Courts of Appeal. In 2021, Judge Dillard was given the “Significant Sig” award by The Sigma Chi Fraternity (one of its highest honors), which “recognizes those alumni members whose exemplary achievements in their fields of endeavor have brought great honor and prestige to the name of Sigma Chi.” He also began serving that year on the Dean Search Committee for Samford University’s Cumberland School of Law, and completed his work on that committee in April 2022. In 2020, Judge Dillard began serving his second two-year term as the president of the Samford University Alumni Association, a three-year term on Samford University’s Board of Overseers, as an advisor to the Pi Chapter of The Sigma Chi Fraternity at Samford University, and as a member of the Samford University Presidential Search Committee and the Samford University Task Force on Racial Justice. He was also given the Distinguished Judicial Service Award that year by the Young Lawyers Division of the State Bar of Georgia for the second time in his career. In 2019, Judge Dillard began teaching Appellate Practice and Procedure at Mercer University Law School and joined the National Advisory Board for The Constitutional Sources Project (“ConSource”), an organization dedicated to increasing access to and understanding of the United States Constitution and its history and creation. He was also named that year as the “Tweeter Laureate” of Georgia by the Georgia House of Representatives, as one of Atlanta’s 500 most powerful leaders by Atlanta Magazine, and as “Best Social Mediator” by the Fulton County Daily Report. In 2018, Judge Dillard began serving his first two-year term as president of the Samford University Alumni Association, as well as a member of the Samford University Athletic Director’s Cabinet. He also began his service that year as a member of the Supreme Court of Georgia’s Justice for Children Committee. In 2017, Judge Dillard was named Samford University’s “Alumnus of the Year,” which is the highest honor the university bestows on its graduates. In 2016, Judge Dillard began serving a two-year term as president of Samford University’s Atlanta Alumni chapter. He was also appointed that year as the co-chairperson of the Georgia Judicial Council’s Strategic Plan Standing Committee, and as a member of the Council’s Standing Committee on Technology. Finally, he was also named Samford University’s 2016 “Featured Alumnus” for the Howard College of Arts and Sciences. In 2015, Judge Dillard was appointed by Governor Nathan Deal to the Georgia Appellate Jurisdiction Review Commission. He was also appointed that year to serve on the Georgia Judicial Council, and as the chairperson of the Court Reporting Matters Committee. In 2014, Judge Dillard was named the “State Judge of the Year” by his alma mater, the Mississippi College School of Law, for his outstanding judicial service; and he also received the “Fastcase 50” award, which honors leaders in the world of law, scholarship, and legal technology. In 2013, Judge Dillard was awarded the Distinguished Judicial Service Award by the Young Lawyers Division of the State Bar of Georgia, recognizing his outstanding service on the bench and commitment to improving the practice of law. In 2012, Judge Dillard was appointed to the Code of Judicial Conduct Review Committee by Chief Judge John J. Ellington, and he also began serving as the special consultant to the Georgia High School Mock Trial Committee.

Among his many accomplishments in leadership at the Court of Appeals, Judge Dillard restructured the Court’s Central Staff Attorney Office, advocated for and implemented livestreaming and archiving of the Court’s oral arguments, helped design and shepherd a complete overhaul of the Court’s operational structure, had the primary responsibility for overseeing the Court’s move to the Nathan Deal Judicial Center (during his time as chief judge), drafted numerous Court rules (including the rule abolishing “physical precedent”) and IOM revisions, and lead the implementation of the Court’s transition to its first typography change in twenty years (i.e., the “Equity” font). Finally, he created, designed, and continues to oversee the Judge Herbert E. Phipps Fellowship program in partnership with Morehouse College.

Judge Dillard is married to the former Krista McDaniel, and they have three children. He is a parishioner of Saint Joseph Catholic Church and the former president of the School Board for Saint Joseph’s Catholic School.

Biography
Gregg is an attorney, public policy professional, and veteran of the conservative legal movement. He served as Chief Nominations Counsel to the Senate Judiciary Committee, playing a key strategic role in the confirmation proceedings for scores of federal judges and executive branch appointees. He also served as policy counsel to the Senate Republican Policy Committee, and later as general counsel and domestic policy adviser to Sen. Marco Rubio. Earlier in his career, Gregg served in the U.S. Department of Justice’s Civil Rights Division and worked as a litigator in an international law firm.
