Joe Burns is a partner with Holtzman Vogel and focuses his practice on representing candidates and party committees in election cases throughout New York State.
Prior to joining the firm, Joe served as Deputy Director of Election Operations at the New York State Board of Elections. In this role, he worked with county Boards of Elections, candidates, and party committees, and was involved in New York State's transition from lever to optical scan voting. He also conducted hearings for the NYSBOE and represented it in court proceedings.
Additionally, Joe has served as an attorney for the Erie County and New York State Republican Committees, and has also represented candidates for a variety of public offices throughout New York State, including candidates for U.S. Congress and New York State Supreme Court.
From 2018 to 2024, Joe was the Deputy Administrative Director for the Erie County Water Authority; and from 2015 to 2018, he was the Secretary to the Erie County Water Authority.
A life-long resident of Upstate New York and active member of the Western New York community, Joe served as vice chair of the Erie County Charter Revision Commission in 2016 and was a member of the Erie County Advisory Commission on Reapportionment in 2021. City and State named Joe to its Upstate Power 100 list in 2024, and in 2025, Joe was named as one of New York State’s Law Power 100 by City and State.

Mark Schuman is an in-house corporate governance attorney with Fannie Mae based out of its Washington, DC office. His nearly thirty- year in-house experience includes leadership in employment, public company corporate governance, executive compensation, securities, and capital markets. Mark earned his JD at Yale University in 1991 before clerking for then-Third Circuit Court of Appeals Judge Samuel Alito, Jr. He has been a Federalist Society member since 1988, has served as Secretary of the Society’s New York Lawyers Chapter, and is current on the steering committee for the Society’s In-House Counsel Network.

Evan Starr is an Assistant Professor of Management & Organization at the Robert H. Smith School of Business at the University of Maryland. He received a Ph.D. in economics from the University of Michigan and a bachelor's degree from Denison University. He originally hails from Claremont, California. Starr's current research examines issues at the intersection of human capital accumulation, employee mobility, entrepreneurship, and innovation. In a recent set of projects utilizing employee-employer matched data and survey data that he and coauthors developed, Starr examined the use and impacts of noncompete agreements and their enforceability on the provision of firm-sponsored training, employee mobility and earnings, and on the creation, growth, and survival of new ventures.

Tyler Badgley is the General Counsel at the Commodity Futures Trading Commission. In that role, Mr. Badgley leads the agency’s Legal Division and serves as the Commission’s chief legal advisor. He was appointed General Counsel in January 2026.
Prior to joining the CFTC, Mr. Badgley served as the Deputy General Counsel at the U.S. Department of the Treasury and was the first Executive Secretary under Secretary Scott K.H. Bessent. Mr. Badgley was previously a Senior Counsel at the U.S. Chamber Litigation Center, the litigation arm of the U.S. Chamber of Commerce. There, he focused on complex litigation and regulatory issues, particularly in connection with capital markets.
Mr. Badgley also practiced law at Sullivan & Cromwell LLP, served as a Special Counsel to the U.S. Senate Committee on the Judiciary, and began his legal career as a law clerk for the Honorable Edith H. Jones of the U.S. Court of Appeals for the Fifth Circuit. Mr. Badgley graduated Order of the Coif from the University of Virginia School of Law, where he served as Articles Editor for the Virginia Law Review. He also received his undergraduate degree in Economics and Government from the University of Virginia.

Ben Ginsberg represents numerous political parties, political campaigns, candidates, members of Congress and state legislatures, governors, corporations, trade associations, vendors, donors, and individuals participating in the political process. He represents a variety of clients on election law issues, particularly those involving federal and state campaign finance laws, ethics and gifts rules, pay-to-play laws, election administration, government investigations, redistricting, communications law, and election recounts and contests.
Prior to joining Jones Day in 2014, Mr. Ginsberg served as national counsel to the Bush-Cheney presidential campaigns in the 2004 and 2000 election cycles and played a central role in the 2000 Florida recount. In 2012 and 2008, he served as national counsel to the Romney for President campaign. He also has represented the campaigns and leadership PACs of numerous members of the Senate and House as well as the national party committees. He serves as counsel to the Republican Governors Association and has extensive experience on the state legislative level through Republican redistricting efforts.
Before entering law school, Mr. Ginsberg spent five years as a newspaper reporter at The Boston Globe, Philadelphia Evening Bulletin, The Berkshire Eagle (Massachusetts), and The Riverside Press-Enterprise (California). Gerard V. Bradley is Professor of Law at the University of Notre Dame, where he teaches Legal Ethics and Constitutional Law. At Notre Dame he directs (with John Finnis) the Natural Law Institute and co-edits The American Journal of Jurisprudence, an international forum for legal philosophy. Bradley has been a Visiting Fellow at the Hoover Institution of Stanford University, and a Senior Fellow of the Witherspoon Institute, in Princeton, New Jersey. He served for many years as President of the Fellowship of Catholic Scholars.
Bradley received his B.A and J.D. degrees from Cornell University, graduating Summa cum laude from the law school in 1980. After serving in the Trial Division of the Manhattan District Attorney’s Office he joined the law faculty at the University of Illinois. He moved to Notre Dame in 1992. Bradley has published over one hundred scholarly articles and reviews. His most recent books are an edited collection of essays titled, Challenges to Religious Liberty in the Twenty-First Century (published by Cambridge University Press in 2012), Essays on Law, Religion, and Morality and Unquiet Americans: U.S. Catholics and the Common Good (both to be published in 2014.) He is currently working on a book about regulating obscenity in the Internet Age.
