Nancy Hogshead-Makar

CEO, Champion Women

Biography

Hogshead-Makar is a life-long advocate for access and equality in all areas of athletics and throughout society. She is one of the nation’s foremost experts on gender equity in sports participation, sexual harassment and abuse, pregnancy discrimination, legal enforcement of Title IX of the Education Amendments of 1972 and contemporary legal issues within the Olympic Movement. She has successfully represented athletes in precedent-setting litigation, written amicus briefs in the highest courts, integrated research into frequent Congressional testimony, pushed for new state legislation, published numerous legal and professional articles, made hundreds of presentations and keynote speeches, overseen the creation of new policies and position statements and appeared frequently as a guest on national news programs. She practiced law at Holland & Knight LLP, taught torts and sports law courses as a tenured professor of law and has enjoyed a 30 year relationship with the Women’s Sports Foundation, most recently as the organization’s Senior Director of Advocacy. “Looking around the country at the leaders in women’s sports, particularly athletes, many have a relationship with the Women’s Sports Foundation. Some of my dearest friends are from working with the WSF, and I’m grateful to have received 30 years of numerous powerful opportunities to serve,” stated Hogshead-Makar.

She is a graduate of Duke University and Georgetown University Law Center. At the 1984 Olympics she capped eight years as a world-class athlete, where she was the most decorated swimmer at the 1984 Olympics; three gold medals and one silver medal.

Michael T. Morley

Michael T. Morley

Sheila M. McDevitt Professor of Law and Faculty Director of the Election Law Center, Florida State University College of Law

Biography

Professor Morley joined FSU Law in 2018, and teaches and writes in the areas of election law, constitutional law, remedies, and the federal courts. He is best known for his work on election emergencies and post-election litigation, nationwide and other defendant-oriented injunctions, the jurisdiction of the federal courts and their equitable powers more generally. He has testified before congressional committees, made presentations to election officials for the U.S. Election Assistance Commission and participated in bipartisan blue-ribbon groups to develop election reforms. The governor of Florida also appointed Professor Morley to the Criminal Punishment Code Task Force, to propose potential revisions to the legislature.  

The U.S. Supreme Court has cited several of his articles, and he was counsel of record for the successful Petitioner in a landmark campaign finance case. Professor Morley has appeared on C-SPAN, Court TV, Fox News and numerous local news programs, and has been quoted in the Washington Post, Los Angeles Times, Roll Call, Politico, U.S. News and World Report, and a wide range of other national publications. His work has been published in many of the nation’s top law reviews, including the Georgetown Law Journal, Northwestern University Law Review, Boston University Law Review and Emory Law Journal.  

Before joining FSU Law, Professor Morley was a Climenko Fellow and Lecturer in Law at Harvard Law School. Prior to his experience in academia, he served in government as special assistant to the General Counsel of the Army at the Pentagon, as well as a law clerk for Judge Gerald B. Tjoflat of the U.S. Court of Appeals for the Eleventh Circuit. During his tenure with the Army General Counsel’s office, he was awarded the Meritorious Civilian Service Award and the Army Staff Lapel Pin. He also worked as an associate at Williams & Connolly LLP and the Supreme Court & Appellate group of Winston & Strawn, LLP, both in Washington, D.C. 

Professor Morley earned his J.D. from Yale Law School in 2003, where he was a senior editor on the Yale Law Journal; served on the moot court board; and received the Thurman Arnold Prize for Best Oralist in the Morris Tyler Moot Court of Appeals.

Carlos G. Muñiz

Carlos G. Muñiz

Chief Justice, Florida Supreme Court

Biography

Justice Carlos G. Muñiz was appointed to the Florida Supreme Court by Governor Ron DeSantis on January 22, 2019, becoming the 89th Justice since statehood was granted in 1845. Previously, he served as general counsel for the United States Department of Education, where he led the Office of the General Counsel and provided legal and policy advice to the United States Secretary of Education and to other senior department officials. 

Justice Muñiz has wide-ranging legal and policy experience from his years as an attorney and consultant in private practice. He served for three years as the deputy attorney general and chief of staff to Florida Attorney General Pam Bondi. In that capacity he was responsible for managing a 400-lawyer staff and overseeing duties that included enforcement and litigation, legislative affairs, and communications. 

During this time, Justice Muñiz worked with state attorneys general throughout the country and developed substantial experience in multistate enforcement actions, consumer protection issues, government investigations, and disputes between the states and the federal government. 

In addition to his service in the Attorney General’s Office, Justice Muñiz held positions of responsibility throughout Florida state government. He served as deputy general counsel in the Office of Governor Jeb Bush, as a deputy chief of staff and counsel in the Office of the Speaker of the Florida House of Representatives, and as general counsel of the Florida Department of Financial Services. 

Justice Muñiz is a graduate of the University of Virginia and of Yale Law School. Upon receipt of his law degree, he clerked for Judge José A. Cabranes of the U.S. Court of Appeals for the Second Circuit and for Judge Thomas A. Flannery of the U.S. District Court for the District of Columbia.

Jesse Panuccio

Biography

Jesse, the former third-ranking official at the U.S. Department of Justice, helps clients with their most difficult litigation and regulatory issues─whether that means defending against an enforcement action, pursuing high-stakes litigation and appeals, navigating regulatory thickets at federal and state agencies, or crafting a comprehensive strategy to manage a crisis. He approaches these problems with the knowledge gained both from his broad private-practice experience and from having served at the highest levels of federal and state government.

Jesse has experience across a range of substantive and regulatory areas. He has sued the federal government and has also been one of its top law-enforcement officials; he has represented states and has also navigated their regulatory agencies on behalf of clients; and he has represented companies in business disputes, both as defendants and plaintiffs.

Before joining the firm, Jesse was the Acting Associate Attorney General at the United States Department of Justice. In that role, he oversaw the civil and criminal work of the Antitrust, Civil, Civil Rights, Environment and Natural Resources, and Tax Divisions. During Jesse’s tenure, the Associate’s office closely managed the Department’s most significant litigation, including matters involving large financial institutions, healthcare companies, automakers, energy companies, and state and local governments. In addition, Jesse served as Chair of DOJ’s Regulatory Reform Task Force and Vice Chair of DOJ’s Task Force on Market Integrity and Consumer Fraud. Jesse regularly provided legal and strategic advice to the highest-level decision makers in the federal government, including the Attorney General and Deputy Attorney General, general counsels across the spectrum of federal agencies, and White House officials.

Jesse served for three years as the secretary of Florida’s labor, economic-development, and land-use agency, the Florida Department of Economic Opportunity. Before that, he served as Governor (now Senator) Rick Scott’s general counsel.

Jesse maintains offices in both Washington D.C. and Florida. From Washington, he focuses on federal litigation and crisis management. In Florida, in addition to federal litigation, Jesse employs his knowledge of state government and regulation to help clients in courts across the state, from trial through the Florida Supreme Court.

Jesse currently serves on the Florida Supreme Court Judicial Nominating Commission, the body that provides the governor with nominees for appointment to the Florida Supreme Court. Jesse is also a fellow at the Center for the Study of the Administrative State at the Scalia Law School at George Mason University, where he writes and speaks about administrative law.

Adam Putnam

Adam Putnam

Agriculture Commissioner of Florida

Biography

Adam Putnam was elected to serve a second term as Florida’s Commissioner of Agriculture on November 4, 2014, and was sworn into office on January 6, 2015. In this capacity, he oversees the Florida Department of Agriculture and Consumer Services and serves as a member of Florida’s Cabinet.

Commissioner Putnam’s priorities include fostering the growth and diversification of Florida agriculture; expanding access to Florida’s abundance of fresh produce, seafood and other products; securing a stable, reliable and diverse supply of energy; protecting the quantity and quality of the state’s water supply; and safeguarding consumers from deceptive business practices.

Commissioner Putnam is also focused on creating opportunities for our nation’s wounded veterans to hunt, fish and participate in other outdoor activities on Florida’s public lands. More than 3,000 veterans have enjoyed recreational opportunities on Florida state forests through Operation Outdoor Freedom, a program of the Florida Forest Service he established in 2011.

Previously, Commissioner Putnam served five terms as Congressman for Florida’s 12th Congressional District in the U.S. House of Representatives. He was recognized as a leader on a variety of issues, including water, energy and government transparency and efficiency. Commissioner Putnam was acknowledged for his efforts to bring comprehensive restoration to the Everglades, reform food safety laws, modernize programs to ensure Florida agriculture remains a leader throughout the nation, and increase access to fresh fruits and vegetables to counter childhood obesity.

While in Congress, Commissioner Putnam was elected by his peers to serve as the Republican Policy Chairman during the 109th Congress and Chairman of the House Republican Conference for the 110th Congress, the highest elected leadership position any Floridian of either party has held in Washington. Commissioner Putnam also served as a member of the House Committees on Government Reform, Agriculture, Rules and Financial Services.

Before he was elected to Congress, Commissioner Putnam served in the Florida House of Representatives from 1996 to 2000. He graduated from the University of Florida with a Bachelor of Science in food and resource economics.

Commissioner Putnam is a fifth-generation Floridian who grew up in the citrus and cattle industry. He and his wife, Melissa, have four children.

Biography

Ayman Rizkalla focuses his practice on white collar defense and government investigations related to healthcare fraud and financial crimes. Clients turn to him for strategic counsel on regulatory and compliance matters involving anti-corruption, False Claims Act, Foreign Corrupt Practices Act (FCPA), Racketeer Influenced and Corrupt Organizations Act (RICO), export control, and privacy. R. Alexander Acosta

R. Alexander Acosta

Former Secretary; U.S. Department of Labor

Biography

Rene Alexander Acosta  is an American attorney and politician, who served as the 27th United States Secretary of Labor from 2017 to 2019. 

Secretary Acosta is the son of Cuban refugees, a native of Miami, and first-generation college graduate. He earned his undergraduate and law degrees from Harvard University. 

Following law school, he worked as a law clerk for Justice Samuel A. Alito, Jr., at the U.S. Court of Appeals for the Third Circuit. He then worked at the law firm of Kirkland & Ellis and went on to teach at George Mason University’s Antonin Scalia School of Law.

Secretary Acosta has served in three presidentially appointed, Senate-confirmed positions. In 2002, he was appointed to serve as a member of the National Labor Relations Board, where he participated in or authored more than 125 opinions. In 2003, he was appointed Assistant Attorney General for the Civil Rights Division of the U.S. Department of Justice, and from 2005 to 2009 he served as the U.S. Attorney for the Southern District of Florida.

Prior to his tenure at the Department of Labor, Secretary Acosta served as the dean of the FIU College of Law.                                

Secretary Acosta has twice been named one of the nation’s 50 most influential Hispanics by Hispanic Business magazine. He was also named to the list of 100 most influential individuals in business ethics in 2008. In 2013, the South Florida Hispanic Chamber of Commerce presented him with the Chairman’s Higher Education Award in recognition of his “outstanding achievements, leadership and determination throughout a lifetime of caring and giving back to the community.”

Secretary Acosta and his wife enjoy spending time together as a family, raising their two daughters.

Gregory G. Katsas

Gregory G. Katsas

Judge, United States Court of Appeals, District of Columbia Circuit

Biography

Judge Katsas was appointed to the D.C. Circuit in December 2017. He graduated from Princeton University and Harvard Law School, where he was an executive editor on the Harvard Law Review. Between 1989 and 1992, he served as a law clerk to Judge Edward Becker on the Third Circuit, to then-Judge Clarence Thomas on the D.C. Circuit, and to Justice Thomas on the Supreme Court. Between 1992 and 2001, he was an associate and then partner in the Washington office of Jones Day, where he specialized in appellate and complex civil litigation. Between 2001 and 2009, he served in many senior positions in the Department of Justice, including as Assistant Attorney General for the Civil Division and as Acting Associate Attorney General. In 2009, he returned to Jones Day. From January to December 2017, he served as Deputy Assistant to the President and Deputy Counsel to the President.

Before joining the bench, Judge Katsas argued more than 75 appeals, including three cases in the Supreme Court, 13 cases in the D.C. Circuit, and cases in every other federal court of appeals. By appointment of the Chief Justice, he served on the Advisory Committee on Appellate Rules from 2013 to 2017. In 2016, he was elected to membership in the American Academy of Appellate Lawyers.

Scott Pruitt

Scott Pruitt

Former Administrator, U.S. Environmental Protection Agency

Biography

Scott Pruitt served as the 14th Administrator of the U.S. Environmental Protection Agency.  

As Administrator, Mr. Pruitt’s overarching goal was to lead EPA in a way that our future generations inherit a better and healthier environment as he works with the thousands of dedicated public servants at EPA who have devoted their careers to helping realize this shared vision, while faithfully administering environmental laws.

Prior to the EPA, Pruitt served as the Attorney General for Oklahoma.  Almost immediately upon taking office, he worked with his Democratic counterpart in Arkansas to reach agreement to study the water quality of the Illinois River, which crosses the border between the two states and has been enjoyed by generations of Oklahomans. The Statement of Joint Principles provides for a best science study using EPA-approved methods, with both states agreeing, for the first time, to be bound by the outcome.

Also during his tenure as Oklahoma’s Attorney General, Pruitt led an historic water rights settlement between Oklahoma, Oklahoma City and the Choctaw and Chickasaw Tribal Nations that preserved the ecosystems of scenic lakes and rivers on native lands. The agreement, which required Congressional approval, was enacted into Section 3608 of Public Law 114-322 and signed in December 2016.  It provides a framework that fosters intergovernmental collaboration on significant water resource concerns with the settlement area, while at the same time protecting existing water rights and affirming the state’s role in water rights permitting and administration.

Water settlement cases can be lengthy, costly, divisive and disruptive; however under Pruitt’s forward-thinking leadership, the process was hailed by all parties as one of commitment, hard work, perseverance and cooperation. 

Pruitt became a national leader through a career of advocating to keep power in the hands of hard-working Americans.  He has a proven track record of working with others – including industry, farmers, ranchers, landowners and small business owners - who want to do the right thing by the environment.

He has dedicated his career to creating policy that serves the people. He strongly believes that environmental law, policy and progress are all based on cooperation between the states, cooperation between the states and EPA, and cooperation between regulators and the public. As Attorney General for Oklahoma, he led the state’s legal challenges against property rights intrusion, while protecting Oklahoma’s natural resources and environment.

He is recognized as a national leader in the cause to restore the proper balance between the states and federal government, and he established Oklahoma’s first federalism unit to combat unwarranted regulation and overreach by the federal government.   

Before being elected attorney general, he served eight years in the Oklahoma State Senate where he was a leading voice for fiscal responsibility.  

After earning his Bachelor’s Degree from Georgetown College and graduating from the University of Tulsa College of Law, Pruitt went into private legal practice, specializing in constitutional law.

In addition to his life as a civil servant, Pruitt is a successful entrepreneur. As a co-owner and managing general partner of Oklahoma City’s Triple-A minor league baseball affiliate, the Oklahoma City Redhawks, Mr. Pruitt took over the team’s marketing operations and helped the team become one of the minor league leaders in attendance and merchandise sales.

Pruitt is, first and foremost, a family man. He and Marlyn, his wife of 27 years, proudly raised their daughter, McKenna, and son, Cade, in Tulsa. Pruitt has made it a priority to pass on to his children the same principled family values with which he was raised.

Biography

Daniel Nordby is a partner in the Tallahassee office of Shutts & Bowen LLP, where he is a member of the Appellate Practice Group. His practice focuses on high-profile, high stakes matters of law and public policy, particularly in the areas of constitutional, appellate and administrative law.

Over the course of his career, Daniel has developed extensive experience in the area of government and administrative law. He is a Past Chair of the Florida Bar’s Administrative Law Section and has served on the Section’s Executive Council for more than a decade. Daniel has represented clients in some of Florida’s largest competitive procurements and has served as counsel of record in a variety of administrative and judicial proceedings involving the application of constitutional and administrative law principles. He has personally presented oral argument on multiple occasions before the Florida Supreme Court, Florida’s First District Court of Appeal, and the Federal Court of Appeals for the Eleventh Circuit on high-profile matters of constitutional law. Daniel draws on his prior service in the public sector when representing businesses, individuals and governmental clients on their most challenging legal issues. As General Counsel to then-Governor Rick Scott from 2017-2019, Daniel provided oversight and strategic direction for all major litigation involving Florida’s executive branch agencies and advised Governor Scott on the appointment of more than 100 judges to Florida’s trial and appellate courts. Daniel’s career also includes service as General Counsel to the Florida House of Representatives, General Counsel to Florida’s Secretary of State, Assistant General Counsel to the Florida Department of Education, and Staff Attorney to the Florida Legislature’s Joint Administrative Procedures Committee.

Daniel continues his public service as a gubernatorial appointee to the Florida Supreme Court Judicial Nominating Commission. After serving on the Commission from 2012-2018 as a direct appointee of Governor Scott, Daniel was appointed by Governor DeSantis in July 2019 to a third term. Robert L. Glicksman is a nationally and internationally recognized expert on environmental, natural resources, and administrative law issues. A graduate of the Cornell Law School, his areas of expertise include environmental, natural resources, administrative, and property law. Before joining the law school faculty in 2009, Professor Glicksman taught at the University of Kansas School of Law, where he joined the faculty in 1982 and was named the holder of the Robert W. Wagstaff Distinguished Professor of Law in 1995. Adam J. White is the Laurence H. Mr. White practiced constitutional and administrative law, particularly in the regulation of energy and financial markets. He started his legal career as a law clerk for Judge David B. Sentelle at the US Court of Appeals for the DC Circuit.

Mr. White has written for the Wall Street Journal, the New York Times, the Washington Post, National Affairs, Commentary, Harvard Journal of Law & Public Policy, and Notre Dame Law Review, among other publications. He is a regular contributor to the Yale Journal on Regulation’s Notice and Comment blog, and for many years, he was one of the Weekly Standard’s lead writers on constitutional law and the Supreme Court.

Mr. White has testified often before Congress, including before the Senate’s Committees on the Judiciary; Commerce, Science, and Transportation; and Homeland Security and Governmental Affairs and before the House’s Judiciary and Financial Services Committees. Ron DeSantis is the 46th Governor of the State of Florida. On November 19, 2019, Judge Robert J. Luck was appointed to the United States Court of Appeals for the Eleventh Circuit by President Donald Trump. Prior to serving on the federal bench, he was appointed to the Florida Supreme Court by Governor Ron DeSantis on January 14, 2019. He previously served on the Third District Court of Appeal in Miami after his appointment there by Governor Rick Scott in March 2017. 

Earlier, Judge Luck served on the Eleventh Judicial Circuit Court of Florida from September 2013 to March 2017. He presided in the Criminal, Civil, and Appellate Divisions. Judge Luck, in his years as a trial court judge, tried seventy jury trials, and heard dozens of appeals from the county court and municipal agencies. Judge Luck was appointed to the circuit court in 2013 and was elected by the voters of Miami-Dade County to retain his seat in 2016.

Prior to his service on the bench, Judge Luck was an Assistant United States Attorney for the Southern District of Florida. In his years as a federal prosecutor, he was assigned to the Appeals, Major Crimes, and Economic Crimes Sections of the U.S. Attorney’s Office. Judge Luck tried nineteen jury trials before the federal district court and argued three appeals to the United States Court of Appeals for the Eleventh Circuit. In his final year in the Office, he was a Deputy Chief in the Major Crimes Section.

Earlier in his career, Judge Luck was a legislative correspondent for two United States Senators, a law clerk and staff attorney to Circuit Judge Edward E. Carnes on the United States Court of Appeals for the Eleventh Circuit, and a part of the Greenberg Traurig firm’s appellate section. Judge Luck received his Juris Doctor from the University of Florida Levin College of Law magna cum laude and was asked to join the Order of the Coif. Judge Luck also served as Editor-in-Chief of the Florida Law Review. Judge Luck received his Bachelor of Arts in Economics from the University of Florida with highest honors.

Neily is the author of Terms of Engagement: How Our Courts Should Enforce the Constitution’s Promise of Limited Government. His writing has appeared in the Wall Street Journal, Forbes, and National Review Online, as well as various law reviews, including the Harvard Journal of Law and Public Policy, George Mason Law Review, Georgetown Journal of Law and Public Policy, NYU Journal of Law and Liberty, and Texas Review of Law and Politics. Neily is a frequent guest speaker and lecturer for the Federalist Society, Institute for Humane Studies, and American Constitution Society.

Before joining Cato in 2017, Neily was a senior attorney and constitutional litigator at the Institute for Justice and director of the Institute’s Center for Judicial Engagement. He is also an adjunct professor at the University of Texas School of Law, where he teaches constitutional litigation and public-interest law.

Neily served as co-counsel in District of Columbia v. Heller, the historic case in which the Supreme Court held for the first time that the Second Amendment protects an individual right to own a gun for self-defense.

Neily began his legal career as a law clerk to Judge Royce Lamberth on the U.S. District Court for the District of Columbia. After that he spent four years in the trial department of the Dallas-based firm Thompson & Knight. Neily received his undergraduate and law degrees from the University of Texas, where he was Chief Articles Editor of the Texas Law Review.

Biography

Gregory Conko is an Adjunct Fellow at the Competitive Enterprise Institute and Vice President of Programs at DonorsTrust. His research at CEI focuses on health care, food and drug regulation, agriculture and agricultural trade, and nutrition and public health. He also has broad expertise in science and environmental policy and in administrative and regulatory law.

Since 2021, Conko has managed the grants and grantee programs at the donor-advised fund sponsor DonorsTrust, but he continues to research and write on policy matters for the Competitive Enterprise Institute. Before joining DonorsTrust, Conko was Deputy Director of the George Mason University Law & Economics Center, a Senior Fellow and later Executive Director of CEI.

Conko is the author or co-author of numerous books, studies, and articles, and Barron’s called his book, The Frankenfood Myth: How Protest and Politics Threaten the Biotech Revolution, co-authored with Henry I. Miller, one of the 25 best books of 2004. His other writings have appeared in such journals as Nature Biotechnology, Transgenic Research, Health Matrix: Journal of Law & Medicine, and the Cumberland Law Review, and in such newspapers as the Financial Times, The Wall Street Journal, Los Angeles Times, and USA Today.

Conko is a member of the Federalist Society’s Regulatory Transparency Project Working Group on FDA & Health, a member of the American Council on Science and Health’s Board of Scientific and Policy Advisors. Biography

Philip K. Howard is a well-known leader of government and legal reform in America. He is Chair of Common Good and a bestselling author, and has advised both parties on needed reforms. In his new book, Not Accountable (Rodin Books, 2023), he argues that public employee unions undermine democratic governance and should be unconstitutional.

Philip is the author of the bestseller The Death of Common Sense (Random House, 1995), The Collapse of the Common Good (Ballantine Books, 2002), Life Without Lawyers (W.W. Norton, 2009), The Rule of Nobody (W.W. Norton, 2014), and Try Common Sense (W.W. Norton, 2019). His commentaries are published frequently in major media outlets. 

 

In 2002, Philip formed Common Good, a nonpartisan coalition dedicated to simplifying laws so that Americans can use common sense in daily choices. His 2010 TED Talk has been viewed by more than 750,000 people. His 2015 report, “Two Years, Not Ten Years,” exposed the economic and environmental costs of delayed infrastructure approvals, and its proposals have since been incorporated into federal law. The son of a minister, Philip got his start working summers at the Oak Ridge National Laboratory for Nobel laureate Eugene Wigner. He has been active in public affairs his entire adult life. He is Senior Counsel at the law firm Covington & Burling, LLP. A graduate of Yale College and the University of Virginia Law School, Philip lives in Manhattan with his wife Alexandra. Biography

Edward Whelan is a Distinguished Senior Fellow of the Ethics and Public Policy Center and holds EPPC’s Antonin Scalia Chair in Constitutional Studies. He is the longest-serving President in EPPC’s history, having held that position from March 2004 through January 2021.

Mr. Whelan directs EPPC’s program on The Constitution, the Courts, and the Culture. His areas of expertise include constitutional law and the judicial confirmation process. As a contributor to National Review Online’s Bench Memos blog, he has been a leading commentator on nominations to the Supreme Court and the lower courts and on issues of constitutional law. He has written essays and op-eds for leading newspapers—including the Wall Street Journal, the New York Times, and the Washington Post—opinion journals, and academic symposia and law reviews. The National Law Journal has named Mr. Whelan among its “Champions and Visionaries” in the practice of law in D.C.

From just before the terrorist attacks of September 11, 2001, until joining EPPC in 2004, Mr. Whelan was the Principal Deputy Assistant Attorney General for the Office of Legal Counsel in the U.S. Department of Justice. In that capacity, he advised the White House Counsel’s Office, the Attorney General and other senior DOJ officials, and departments and agencies throughout the executive branch on difficult and sensitive legal questions. Mr. Whelan previously served on Capitol Hill as General Counsel to the U.S. Senate Committee on the Judiciary. In addition to clerking for Justice Scalia, he was a law clerk to Judge J. Clifford Wallace of the U.S. Court of Appeals for the Ninth Circuit.

In 1981 Mr. Whelan graduated with honors from Harvard College and was inducted into Phi Beta Kappa. He received his J.D. magna cum laude in 1985 from Harvard Law School, where he was a member of the Board of Editors of the Harvard Law Review.
