Dr. John Baker is Professor Emeritus of Law, and previously the Dale E. Bennett Professor of Law, at Louisiana State University Law School. He is currently Visiting Professor at Peking University School of Transnational Law (via Zoom) and has been Visiting Professor at The Center for the Constitution, Georgetown Law School (2013-2020). He has also been a Visiting Fellow at Oriel College, the University of Oxford (2012-2014) and taught at Blackfriars Hall, Oxford in 2014. Dr. Baker has also been an adjunct Fellow at the Heritage Foundation (Spring, 2008) and a Distinguished Scholar at the Catholic University of America Law School (2011-12). He has taught at Tulane Law School, George Mason Law School, Pepperdine Law School, New York Law School, Hong Kong University, and the University of Dallas, School of Management and also taught and/or lectured in 17 foreign countries. Notable among his foreign visits are the
following: Visiting Professor at the University of Lyon III (France) (1999-2011); Visiting Professor at the Universidad de los Andes, Chile (2012), as a Fulbright Specialist (2006); and a Fulbright Scholar at various universities in the Philippines. Dr. Baker received his J.D., with honors, from the University of Michigan Law School and his B.A., magna cum laude, from the University of Dallas. He also earned a Ph.D. in Political Thought from the University of London. Baker has taught over a dozen different subjects, mostly courses in public law. His main areas of interest are Constitutional Law (particularly federalism and separation of powers), Criminal Law, Anti-Terrorism Law, International Law, Health Care Law, Mediation, and Comparative Law.
In addition to law review articles and book chapters, Dr. Baker’s academic publications include Hall's Criminal Law: Cases and Materials (with Benson, Force and George; 5th ed. Michie, 1993); An Introduction to the Law of the United States (ed. with Levasseur; University Press of America, 1992). He has also published on Forbes.com, FoxNews.com, in The Washington Times, and a number of times in The Wall Street Journal. He argues in federal court, including two oral arguments in the U.S. Supreme Court. For many years, he co-taught courses for the Federalist Society on separation of powers with the late Supreme Court Justice Antonin Scalia. In September 2016, he co-taught a Supreme Court seminar in China with Justice Samuel Alito. Following law school, he served as a law clerk in federal district court and as an assistant district attorney in New Orleans before joining LSU in 1975. While a professor, he has been as a consultant to USAID, USIA (since rolled into the State Department), the Justice Department, the U.S. Senate Judiciary Subcommittee on Separation of Powers, and the Office of Planning in the White House. He served on an ABA Task Force which issued the report, The Federalization of Crime (1998) and later as a consultant to the “Bi-Partisan Task Force on the Over- federalization of Crime” (2012-2014) created by the U.S. House Judiciary Subcommittee on Crime. Dr. Baker was a co-founder of the first iteration (1995) of Stratfor Inc., a global intelligence agency. He co-authored its first book: The Intelligence Edge (with Friedman, Friedman and Chapman; Crown Books/Random House 1997). In 2022, he began a short, weekly video podcast available on YouTube and Rumble, The Baker Brief.

Sandra Aistars is Senior Fellow for Copyright Research and Policy and a Senior Scholar at the Center for Intellectual Property x Innovation Policy (C-IP2). She also leads the law school’s Arts & Entertainment Advocacy Program. Professor Aistars has over twenty years of advocacy experience on behalf of copyright and other intellectual property owners. She has served on trade missions and been an industry advisor to the Department of Commerce on intellectual property implications for international trade negotiations; worked on legislative and regulatory matters worldwide; frequently testified before Congress and federal agencies regarding intellectual property matters; chaired cross-industry coalitions and technology standards efforts; and is regularly tapped by government agencies to lecture in U.S. government-sponsored study tours for visiting legislators, judges, prosecutors, and regulators.
Immediately prior to joining Scalia Law, Professor Aistars was the Chief Executive Officer of the Copyright Alliance – a nonprofit, public interest organization that represents the interests of artists and creators across the creative spectrum. While at Scalia Law, she continues to collaborate with the Copyright Alliance as a member of its Academic Advisory Board. Professor Aistars currently serves on the boards of the Washington Area Lawyers for the Arts (WALA) and the Howard Intellectual Property Program (HIPP), and she has previously served as trustee of the Copyright Society of the USA (CSUSA). Professor Aistars has also previously served as Vice President and Associate General Counsel at Time Warner Inc. She began her legal career in private practice at Weil, Gotshal and Manges LLP.

His focus is on clients in the luxury goods, fashion and retail industries. Lee has extensive experience over a broad range of legal matters including intellectual property, licensing, marketing, transactional, securities, commercial and retail real estate, and employment.
Lee has served as General Counsel and in key management positions, most recently as Senior Vice President - Business Affairs, General Counsel & Corporate Secretary at Michael Kors Holdings Limited. He was part of the senior management team that over his thirteen year tenure transformed the company into one of the most successful fashion brands in the world, culminating in the company’s successful initial public offering in 2011.
Prior to Michael Kors, Lee was Senior Vice President, General Counsel & Corporate Secretary at Kasper A.S.L., Ltd., and he spent over eleven years at Polo Ralph Lauren Corporation, including as its Vice President of Intellectual Property and Associate General Counsel. His areas of responsibility included initial public offerings, product and territorial licensing, acquisitions and management of substantial licensees, joint venture agreements, supervision of major litigation, managing and enforcing the global intellectual property portfolio, and a range of compliance and legal issues relating to all production, advertising and public relations matters.
Lee was awarded the Luxury Law Summit's Lifetime Achievement Award. He is at the forefront of academic and industry leadership, including serving as Professor from Practice at Cardozo Law School where he helped create, and is now Co-Director of, its unique Fashion, Arts, Media and Entertainment Law Center (FAME). In addition, he serves as a Lecturer in Law at the University of Pennsylvania School of Law and Adjunct Professor at Villanova Law School. Lee is a contributor to Fashion Law, A Guide for Designers, Fashion Executives & Attorney (Fairchild Books, 2014), and was the project creator and co-editor of the seminal treatise, Trademark Counterfeiting (Aspen Law & Business, 1999). He served as Chairman of the International Anticounterfeiting Coalition and served on its board as a member of its Executive Committee for over a decade, and has been a frequent lecturer to federal, state and local law enforcement personnel, as well as to the trade, on matters relating to intellectual property protection and licensing. Sporn has been featured in publications including Corporate Counsel, Global Legal Post and Women’s Wear Daily.
Sporn received his J.D. Magna Cum Laude from Brooklyn Law School where he was a notes editor on the Brooklyn Law Review and received the Stanley Nathanson Award for outstanding leadership & scholarship. Susan Scafidi is the first professor ever to offer a course in Fashion Law, and she is internationally recognized for her leadership in establishing the field. She has testified regarding the proposed extension of legal protection to fashion designs and continues to work actively with members of Congress and the fashion industry on this and other issues. Her additional areas of expertise encompass property, intellectual property, cultural property, international law, trusts &estates, and legal history. Professor Scafidi founded and directs the nonprofit Fashion Law Institute, which was established with the generous support and advice of the Council of Fashion Designers of America and its president, Diane von Furstenberg, and is located at Fordham Law School. Prior to teaching at Fordham, Professor Scafidi was a tenured member of both the law and history faculties at SMU, and she has taught at a number of other schools, including Yale, Georgetown, and Cardozo.

Over the past five years, Mr. Doniger has handled more copyright cases than any other attorney in the United States, with his firm named as the top copyright litigation firm in Lex Machina’s 2015 Copyright Litigation Report. He has also prevailed in every copyright matter taken to trial, and has been lead trial counsel in many of the largest copyright verdicts in the Central District, including: Advanced Visual Image Design, LLC v. Since prevailing in his first trial as a sole practitioner in 1997 (One World Marketing v. MEK Int’l, Case No. BC 193556 – trademark infringement / trade secret theft jury verdict for plaintiff of $550,000), he has built a successful practice around business disputes in general and intellectual property in particular, representing photographers, authors, fine artists, and clients in the marketing, fashion, entertainment, real estate and hospitality industries. And in his 20+ years of practice Mr. Doniger has successfully litigated cases in the federal and state courts of California, New York, Nevada, and South Carolina, and has overseen litigation in foreign jurisdictions including Canada and the United Kingdom through local counsel.

Mr. Doniger has been selected by Global Law Experts as its exclusive copyright law expert for California, has been a featured speaker on copyright, trademark, and misappropriation of likeness law for California Lawyers for the Arts, Fashion Business Incorporated and other groups, and has been retained as an expert witness on copyright litigation. He has also been profiled multiple times in the Daily Journal, which complimented that “he projects a thoughtful and ethical wisdom, particularly when it comes to practicing law,” and has featured and quoted in many other articles on intellectual property and business topics. Mr. Doniger graduated from Brandeis University in 1992 with a double major in political science and philosophy, and a minor in international studies. Adam Gustafson is a Senior Counsel for Environmental and Regulatory Affairs at Boeing.
Prior to joining Boeing, he served as Deputy General Counsel at the Environmental Protection Agency. Prior to that, he was a partner at Boyden Gray & Associates, where he represented States, federal judges, environmental groups, biofuel producers, agricultural interests, and public policy organizations, on such issues as the constitutional separation of powers, the First Amendment, automotive regulations, environmental computer models, healthcare regulation, and judicial deference to federal agencies.
Mr. Gustafson received his J.D. in 2009 from Yale Law School, where he was an editor of the Yale Law Journal, a managing editor of the Yale Journal of Law & the Humanities, and an executive editor of the symposium issue of the Harvard Journal of Law & Public Policy.
Mr. Gustafson served as a Vice President of the Yale Law School Federalist Society. He was a Coker Fellow, and his legal writing won the Joseph A. Chubb Competition Prize and the Edward D. Robbins Memorial Prize.

Jeffrey Holmstead, former assistant administrator of the United States Environmental Protection Agency for Air and Radiation, is one of the nation’s leading climate change lawyers as recognized by Chambers USA (2008-2016) and heads the environmental strategies group (ESG) at Bracewell. The ESG is a multi-disciplinary group that includes environmental and energy attorneys, public policy advocates and strategic communications experts – most of whom have had high-level government experience. Under Jeffrey’s leadership, they work together on a daily basis to advise and defend companies and business groups confronting major environmental and energy-development challenges, both domestically and globally.
From his time in both the government and the private sector, Jeffrey is very familiar with the environmental and energy challenges facing the business community. Jeffrey headed the EPA’s Office of Air and Radiation from 2001 to 2005, longer than anyone in EPA history. During his tenure, he was the architect of several of the agency’s most important initiatives, including the Clean Air Interstate Rule, the Clean Air Diesel Rule, the Mercury Rule for power plants and the reform of the New Source Review program. He also oversaw the development of the Bush Administration’s Clear Skies Legislation and key parts of its Global Climate Change Initiative. Between 1989 and 1993, Jeffrey served on the White House Staff as Associate Counsel to former President George H.W. Bush. In that capacity, he was involved in the passage of the Clean Air Act Amendments of 1990 and the key steps taken to implement those amendments. From 1987 to 1988, he served as a law clerk to Judge Douglas H. Ginsburg on the U.S. Court of Appeals for the District of Columbia.

John Walke has spearheaded the NRDC’s national clean-air advocacy before Congress, in the courts, at the U.S. Environmental Protection Agency, and before the public since 2000. Before joining NRDC, he spent three years working as an attorney in the EPA’s Office of General Counsel, where he handled cases related to permitting, air toxins, monitoring, and enforcement under the Clean Air Act. Prior to that, he was an associate in a private law firm based in Washington, D.C. Walke is a graduate of Duke University and Harvard Law School. He is based in Washington, D.C.

Machalagh Carr is a trusted and strategic counselor with decades of private sector and government experience. She has nimbly navigated the intersection of congressional investigations and oversight, law, geopolitics, and policy, most recently as the top staffer in Article I as Chief of Staff to Speaker of the House Kevin McCarthy.
Prior to her role as Chief of Staff, she served as General Counsel for the Speaker and Office of the Republican Leader at the U.S. House of Representatives. Josh Chafetz received his B.A. from Yale University, his doctorate in Politics from Oxford (where he studied as a Rhodes Scholar), and his J.D. from Yale Law School. Following law school, he clerked for Judge Guido Calabresi of the United States Court of Appeals for the Second Circuit.
His research interests include structural constitutional law, American and British constitutional history, legislation and legislative procedure, American political development, and the intersection of law and politics. His second book, Congress's Constitution: Legislative Authority and the Separation of Powers, was published by Yale University Press in 2017. He is also the author of Democracy's Privileged Few: Legislative Privilege and Democratic Norms in the British and American Constitutions (Yale University Press, 2007) and is a co-editor (along with William N. Eskridge, Jr., Elizabeth Garrett, and James Brudney) of the leading casebook in Legislation, Cases and Materials on Legislation and Regulation: Statutes and the Creation of Public Policy, published by West.
His scholarship has been published in a number of top law reviews, including the Harvard Law Review, Yale Law Journal, University of Chicago Law Review, University of Pennsylvania Law Review, Duke Law Journal, Notre Dame Law Review, and Yale Journal of Law & the Humanities, among others. He has also written for a number of popular press outlets, including the New York Times, the Washington Post, Politico, Slate, and the New Republic. President, Hoppe Strategies
After serving 29 years on Capitol Hill, Dave Hoppe returned to the private sector as president of Hoppe Strategies, a strategic planning, lobbying and political consulting firm.
Hoppe brings a wealth of experience to this job, having dealt with legislative development and strategy at the highest levels on Capitol Hill. He directed Whip offices in both the House and Senate, and led the Senate Majority Leader’s office during the Clinton and Bush 43 administrations. Both positions oversaw and coordinated the flow of legislation through Congress, and both required working with political personalities on both sides of the aisle as well as the White House, to achieve passage for each bill. Hoppe recently reprised this role for Sen. Jon Kyl in the Senate Whip Office.
Additionally, Hoppe was the lead staff member on such historic Constitutional and structural events as the power shift in the Senate (when one Senator changed his party affiliation, throwing into chaos the entire Senate committee structure and requiring extensive negotiations between both parties), and the Senate impeachment trial of President Clinton. These events give him a unique perspective on the interaction of political agendas with legislative outcomes.
Other Hill positions held by Hoppe include Chief of Staff to Rep. Jack Kemp during his presidential bid, and Chief of Staff to Sen. Dan Coats who was appointed to replace former Senator Dan Quayle. Sen. Coats was required to conduct two statewide campaigns in a 4-year period in order to confirm his Senate appointment and then to retain the seat, unusual demands which impacted the work of his Senate office. Early in his Hill career, Hoppe served as energy and environmental policy analyst for the Republican Study Committee.
Among the highlights of Hoppe’s years on House leadership staff were the passage of the Economic Recovery Tax Act of 1981 and the Omnibus Budget Reconciliation Act of 1981, both key elements of the first Reagan administration. During his tenure with Rep. Jack Kemp, the Tax Reform Act of 1986 was passed and signed into law. He was also involved with the Balanced Budget Act of 1997, the Economic Growth and Tax Relief Reconciliation Act of 2001, the Individuals with Disabilities Education Act of 1997, and numerous other issues including welfare reform, tax policies and education reform.
In 2003, Hoppe left the Hill to work for the public affairs firm Quinn Gillespie & Associates, serving as President of QGA 2007-2011, when he returned briefly to the Senate to direct the Whip office for Sen. Kyl. Currently Hoppe is a Senior Policy Advisor at Squire Patton Boggs, he also serves as a Senior Advisor to the Bipartisan Policy Center, and is an advisor to the Jack Kemp Foundation. He is an emeritus member of the Board for Easter Seals of DC, Maryland and Northern Virginia, was Chairman of the Government Affairs Committee for the National Down Syndrome Society, and serves on the national board of SourceAmerica and of the Coalition to Promote Self Determination, a group of organizations working to empower disabled individuals to achieve greater independence.
He holds a B.A. in Government from the University of Notre Dame, and an M.A. in International Relations from Johns Hopkins School of Advanced International Studies. He is married and has three children.

From 1972-79, Schoenbrod served as one of the leaders of the Natural Resources Defense Council, where he campaigned to reduce lead in gasoline, resurrect the then-decrepit New York City subway, and protect the environment of Puerto Rico. Previously, he was Director of Program Development at the community development project that Senator Robert Kennedy established in Bedford Stuyvesant. He has also been a senior fellow at the Cato Institute and the American Enterprise Institute.

United States Senator, Utah
Elected in 2010 as Utah's 16th Senator, Mike Lee has spent his career defending the basic liberties of Americans and Utahns as a tireless advocate for our founding constitutional principles.
Senator Lee acquired a deep respect for the Constitution early on. His father, Rex Lee, who served as the Solicitor General under President Ronald Reagan, would often discuss varied aspects of judicial and constitutional doctrine around the kitchen table, from Due Process to the uses of Executive Plenary Power. He attended most of his father's arguments before the U.S. Supreme Court, giving him a unique, hands-on experience and understanding of government up close.
Lee graduated from Brigham Young University with a Bachelor of Science in Political Science, and served as BYU's Student Body President in his senior year. He graduated from BYU's Law School in 1997 and went on to serve as law clerk to Judge Dee Benson of the U.S. District Court for the District of Utah, and then with future Supreme Court Justice Judge Samuel A. Alito, Jr. on the U.S. Court of Appeals for the Third Circuit.
Lee spent several years as an attorney with the law firm Sidley & Austin specializing in appellate and Supreme Court litigation, and then served as an Assistant U.S. Attorney in Salt Lake City arguing cases before the U.S. Court of Appeals for the Tenth Circuit.
Lee served the state of Utah as Governor Jon Huntsman's General Counsel and was later honored to reunite with Justice Alito, now on the Supreme Court, for a one-year clerkship. He returned to private practice in 2007.
Throughout his career, Lee earned a reputation as an outstanding practitioner of the law based on his sound judgment, abilities in the courtroom, and thorough understanding of the Constitution.
Today, Lee fights to preserve America's proud founding document in the United States Senate. He advocates efforts to support constitutionally limited government, fiscal responsibility, individual liberty, and economic prosperity.
Lee is a member of the Judiciary Committee, and serves as Chairman of the Antitrust, Competition Policy and Consumer Rights Subcommittee protecting business competition and personal freedom.
He also oversees issues critical to Utah as the Chairman of the Water and Power Subcommittee of the Energy and Natural Resources Committee. He serves on the Commerce Committee and the Joint Economic Committee, as well.
In the 114th Congress, Lee also began his tenure as Chairman of the Senate Steering Committee, where he works with his Republican colleagues in the Senate to introduce bold and innovative solutions to issues facing the American people.
Lee and his wife Sharon live in Alpine, Utah, with their three children. He is a member of The Church of Jesus Christ of Latter-day Saints and served a two-year mission for the Church in the Texas Rio Grande Valley.
Executive Vice President, The Federalist Society
Dean Reuter is Executive Vice President at the Federalist Society for Law and Public Policy Studies. He has served in two federal government agency Offices of the Inspector General, as Counsel to the Inspector General and Deputy Inspector General, responsible for policing the use of federal funds granted and contracted through those agencies. As such, he helped conduct and oversee criminal investigations across the country. He is the principal author of the non-fiction book, The Hidden Nazi: The Untold Story of America's Deal with the Devil, and editor of Liberty’s Nemesis: The Unchecked Expansion of the State and Confronting Terror: 9/11 and the Future of American National Security. He was appointed by the President and served as Vice-Chairman of the Board of Directors of the Corporation for National and Community Service, and recently served as an appointee on the U.S. Commission on Presidential Scholars. Distinguished Fellow, Hudson Institute
Christopher DeMuth is a distinguished fellow at Hudson Institute. He was president of the American Enterprise Institute for Public Policy Research (AEI) from 1986 to 2008 and was the D.C. Searle Senior Fellow at AEI from 2008 to 2011.
Mr. DeMuth was raised in Kenilworth, Illinois, and attended the Lawrenceville School (1964), Harvard College (A.B. 1968), and the University of Chicago Law School (J.D. 1973). He served as staff assistant to President Richard M. Nixon from 1969 to 1970, working first for Daniel P. Moynihan (then assistant to the President for Urban Affairs) on urban policy matters and then as chairman of the White House Task Force on Environmental Policy. Following law school, he practiced regulatory, antitrust, and general corporate law with Sidley & Austin in Chicago (1973-1976) and was associate general counsel of the Consolidated Rail Corporation (Conrail) in Philadelphia (1976-1977).
From 1977 to 1981, Mr. DeMuth was lecturer in public policy at the Kennedy School of Government at Harvard University, and director of the Harvard Faculty Project on Regulation. There he taught courses on law, economics, and regulatory policy and conducted and sponsored research on health, safety, environmental, and economic regulation.
Returning to Washington in 1981, Mr. DeMuth served as administrator for information and regulatory affairs in the U.S. Office of Management and Budget, and as executive director of the Presidential Task Force on Regulatory Relief during President Ronald Reagan’s first term of office. From 1984 to 1986, he was managing director of Lexecon Inc., a law-and-economics consulting firm; in 1986, he was also publisher and editor-in-chief of Regulation magazine. He was elected president of the American Enterprise Institute in December 1986.

Matt Glassman, Ph.D., joined the Government Affairs Institute as a Senior Fellow in 2017. He has taught courses on and off the Hill on American government, congressional process, congressional-presidential relations, and congressional leadership.
Prior to joining GAI, Matt worked on the Hill at the Congressional Research Service (CRS) for ten years. His portfolio included congressional operations, separation of powers, appropriations, judicial administration, agency design, and congressional history. James Wallner is a senior fellow of the R Street Institute and member of R Street’s Governance Project and Legislative Branch Capacity Working Group teams. He researches and writes about Congress, especially the Senate; the separation of powers; legislative procedure; and the federal policy process.
James joined R Street in July 2017 from the Heritage Foundation, where he was group vice president for research. He also serves as an adjunct professor in the politics department and the Congressional and Presidential Studies Program at the Catholic University of America as well as in the Department of Government at American University. Additionally, James is a Fellow at American University’s Center of Congressional and Presidential Studies.
Earlier in his career, he was executive director of the Senate Steering Committee during the chairmanships of Sens. Pat Toomey, R-Pa., and Mike Lee, R-Utah. He also has served as legislative director to Toomey and to former Sen. Jeff Sessions, R-Ala.
He is the author of two books, The Death of Deliberation: Partisanship and Polarization in the United States Senate, published in 2013 and On Parliamentary War: Partisan Conflict and Procedural Change in the United States Senate published in 2017.

Susan Dudley is the Founder and Director of the George Washington University Regulatory Studies Center, established in 2009 to raise awareness of regulations’ effects and improve regulatory policy through research, education, and outreach. She is also a distinguished professor of practice in the Trachtenberg School of Public Policy and Public Administration. She is past-president of the Society for Benefit Cost Analysis, a senior fellow of the Administrative Conference of the United States, and on the Regulatory Transparency Project Regulatory Practice Working Group. From April 2007 through January 2009, Professor Dudley served as the Presidentially-appointed Administrator of the Office of Information and Regulatory Affairs in the U.S. Office of Management and Budget and was responsible for the review of draft executive branch regulations under Executive Order 12866, the collection of federal-government-wide information under the Paperwork Reduction Act, the development and implementation of government-wide policies in the areas of information policy, privacy, and statistical policy, and international regulatory cooperation efforts.
Prior to OIRA, she directed the Regulatory Studies Program at the Mercatus Center at George Mason University, and taught courses on regulation at the George Mason University School of Law. Earlier in her career, Professor Dudley served as an economist at OIRA, as well as the Environmental Protection Agency and the Commodity Futures Trading Commission. She was also a consultant to government and private clients at Economists Incorporated. She holds a Master of Science degree from the Sloan School of Management at MIT and a Bachelor of Science degree (summa cum laude) in Resource Economics from the University of Massachusetts, Amherst.

Nathan Kaczmarek is Vice President for Networks at the Federalist Society.
