Stephen G. Breyer was born in San Francisco, California, August 15, 1938. He married Joanna Hare in 1967, and has three children - Chloe, Nell, and Michael. He received an A.B. from Stanford University, a B.A. from Magdalen College, Oxford, and an LL.B. from Harvard Law School. He served as a law clerk to Justice Arthur Goldberg of the Supreme Court of the United States during the 1964 Term, as a Special Assistant to the Assistant U.S. Attorney General for Antitrust, 1965–1967, as an Assistant Special Prosecutor of the Watergate Special Prosecution Force, 1973, as Special Counsel of the U.S. Senate Judiciary Committee, 1974–1975, and as Chief Counsel of the committee, 1979–1980. He was an Assistant Professor, Professor of Law, and Lecturer at Harvard Law School, 1967–1994, a Professor at the Harvard University Kennedy School of Government, 1977–1980, and a Visiting Professor at the College of Law, Sydney, Australia and at the University of Rome. From 1980–1990, he served as a Judge of the United States Court of Appeals for the First Circuit, and as its Chief Judge, 1990–1994. He also served as a member of the Judicial Conference of the United States, 1990–1994, and of the United States Sentencing Commission, 1985–1989. President Clinton nominated him as an Associate Justice of the Supreme Court, and he took his seat August 3, 1994. Justice Breyer retired from the Supreme Court on June 30, 2022.

Eastland is an accomplished journalist who was editor of The Virginian-Pilot in Norfolk, Va., before working in the Reagan administration as a speechwriter for Attorney General William French Smith and as director of public affairs for Attorney General Edwin Meese.
Eastland was later a resident scholar at the Ethics and Public Policy Center and the editor of Forbes MediaCritic. In 2001, he became publisher of The Weekly Standard and, in 2013, an executive editor. He is now a contributing editor at the magazine. Eastland has published seven books, including two on race preferences, Counting by Race (1979) and Ending Affirmative Action (1996). E. Donald Elliott is a Florence Rogatz Visiting Professor of Law at Yale Law School and a leading academic scholar, as well as practitioner, in the fields of administrative and environmental law. He is “one of the most well-known, well-regarded environmental law professors in the nation,” according to John Cruden, former President of the Environmental Law Institute and Assistant Attorney General, Environment and Natural Resources Division, U.S. Department of Justice during the Obama administration. Elliott has been on the Yale Law faculty since 1981 and currently teaches courses in environmental law, energy law, administrative law and civil procedure. He is also senior of counsel in the Washington D.C. office of Covington & Burling LLP, and co-chair of the firm's Environmental Practice Group. From 2003 until he joined Covington in 2013, he was a partner in Willkie Farr & Gallagher LLP, chairing the firm’s worldwide Environment, Health and Safety Department.
From 1989 to 1991, Elliott served as Assistant Administrator and General Counsel of the U.S. Environmental Protection Agency (EPA). In 1993, he was named to the first endowed chair in environmental law and policy at any major American law school, the Julien and Virginia Cornell Chair in Environmental Law and Litigation at Yale Law School. From 2003-2009, he was a member of the National Academy of Sciences Board on Environmental Studies and Toxicology, which advises the federal government on environmental issues. Elliott also testifies frequently in Congress on environmental issues.
He has served as a consultant on improving the relationship of law and science to the Federal Courts Study Committee, which was chartered by Congress to make recommendations for improving the federal courts, and to the Carnegie Commission for Law, Science and Government. He co-chaired the National Environmental Policy Institute’s Committee on Improving Science at EPA.
Elliott is a Senior Fellow of the Administrative Conference of the United States (ACUS) and an elected member of the American College of Environmental Lawyers and the American Law Institute. He serves on the Board of the Connecticut Fund for the Environment and as chair of its legal committee, as well on the Advisory Board for NYU’s Institute for Policy Integrity. He is a former member of the boards of the Environmental Law Institute, and the Center for Clean Air Policy. He is the author or coauthor of seven books and has published more than 70 articles in professional journals. He was named one of the top 25 environmental attorneys in the United States by the National Law Journal and is highly ranked in Chambers USA: Leading Lawyers for Business; Best Lawyers in America; D.C. Arthur Rizer is the Vice President for the Program on Technology, Criminal Justice and Civil Liberties at Lincoln Network. In addition to his work at Lincoln, Arthur is a visiting lecturer at University College London, and an adjunct professor at George Mason University’s Antonin Scalia Law School. Arthur is also a member of Columbia University Justice Lab’s Executive Session for the Future of Justice Policy, the Federalist Society’s Executive Committee of the Criminal Law Practice Group, the Virginia Advisory Committee to the U.S. Commission on Civil Rights, and other advisory bodies.
Before joining Lincoln, Arthur was founding director of the R Street Institute’s program on criminal justice and civil liberties. Prior to that, Arthur taught at West Virginia University’s College of Law, and was a visiting professor at Georgetown University Law Center. He also served as a trial attorney with the U.S. Justice Department, primarily as a federal prosecutor in the Criminal Division, where he targeted command-and-control drug cartel leaders and narco-terrorists. He also served as a prosecutor in the U.S. Attorney’s Office for the Southern District of California and in the civil division. Earlier in his career, Arthur served in the U.S. Army, originally enlisting as a private before later receiving a commission. He served as an armor officer, later becoming the commander of a military police company and a Reserve Officers’ Training Corps assistant professor. He deployed to Fallujah, Iraq, with the mission to train the Iraqi Infantry and served as an MP acting battalion commander and executive officer. He retired as a lieutenant colonel from the U.S. Army (WVNG). During his Army career, Arthur received the Bronze Star, Purple Heart, Meritorious Service and Iraq Campaign medals.
Arthur is the author of three books: Lincoln’s Counsel (2010); The National Security Implications of Immigration Law (2013); and Jefferson’s Pen: The Art of Persuasion (2016).
Arthur earned his bachelor’s degree in political science from Pacific Lutheran University; a master of laws, with distinction, from Georgetown University’s Law Center; and his JD, magna cum laude, from Gonzaga University School of Law. He is also a graduate of the U.S. Marine Corps’ Command Staff College. He is in the final stages of a doctorate at the University of Oxford, Faculty of Law, Centre of Criminology that focuses on policing.

Professor Richard Sala is the Assistant Director of the Academic Success Program and an Assistant Professor of Law. He joined the VLS faculty in 2019.
Professor Sala enlisted in the United States Marine Corps in 1997, and served as an infantryman for more than a decade, achieving the rank of Staff Sergeant. Professor Sala’s enlisted time included service with Marine Corps Ground Defense/Security Force, Guantanamo Bay, Cuba, 2nd Battalion, 6th Marines, Camp Lejeune, North Carolina, and 6th Marines Regimental Headquarters, Camp Lejeune, North Carolina —during which time he deployed with the 22nd Marine Expeditionary Unit, Special Operations Capable, participating in operations in and around the former Yugoslavia, including Operation Dynamic Response in Kosovo.
In 2001, Professor Sala was selected for commissioned service through the Broadened Opportunity for Officer Selection and Training program. Professor Sala graduated from the University of Colorado in 2003 with bachelor’s degrees in Political Science and International Affairs, a minor in Italian, and a certificate in Central and Eastern European History. He was commissioned as a Second Lieutenant in 2007 through the Naval Reserve Officer Training Corps program. After completing The Basic School and Infantry Officer Course, he reported to 1st Light Armored Reconnaissance Battalion, in Camp Pendleton, California, where he served as a platoon commander, and company executive officer with Company C—completing a deployment in support of Operation Iraqi Freedom.
In 2010, Professor Sala was selected for service a Judge Advocate through the Excess Leave Program. He attended Vermont Law School graduating with a Juris Doctorate (Cum Laude) and a Masters in Environmental Law and Policy (Magna Cum Laude). He was also the recipient of the Maximilian W. Kempner Award.
After completing law school, Professor Sala reported to Legal Services Support Team, Camp Pendleton where he served as a criminal prosecutor with Legal Team Echo and later, as a criminal prosecutor and Officer-in-Charge of Legal Team Delta.
In 2015, Professor Sala joined 1st Battalion, 4th Marines aboard Camp Pendleton, California, where he served as Judge Advocate to the Commanding Officer of Marine Rotational Force-Darwin—completing a deployment to Darwin, Australia in support of bilateral and multilateral training with the Australian Defense Force and regional allies and partners throughout the Indo-Pacific.
Upon returning from Australia, Professor Sala served as Assistant Deputy Staff Judge Advocate to the Commanding General of the 1st Marine Division.
In 2016, Professor Sala was selected to serve as Assistant Professor and Marine Officer Instructor at the University of Rochester where he also earned a Masters in Business Administration from the University of Rochester’s Simon Business School.
Professor Sala retired from the United States Marine Corps in 2018.
Upon retiring, Professor Sala joined the New Hampshire Department of Justice serving as the Attorney to the Commissioner of the New Hampshire Department of Education.
His personal decorations include the Navy and Marine Corps Commendation Medal (x2) and the Navy and Marine Corps Achievement Medal (x2). Appointed under the Bush and Obama Administrations, he also served as the committee’s Co-Chairman from 2008-2010. In addition, Mr. Tramont is active in the Federal Communications Bar Association, where he served in a variety of leadership roles, including as President from 2010-11 and has been awarded the organization’s Distinguished Service Award. Mr. Tramont chairs the Federalist Society’s Telecommunications Practice Group Executive Committee, serves on the International Institute of Communications Canada Board of Directors, and previously served on the Governing Committee of the ABA Forum on Communications Law. Mr. Tramont currently is an adjunct law professor at The Catholic University of America as part of the Communications Law Institute, is a senior adjunct fellow at the University of Colorado, Boulder, has served as the Syracuse University Law School’s Practitioner in Residence, and is on the Board of Trustees at William Woods University. Mr. Tramont is the author of numerous articles on communications policy and is a frequent speaker and lecturer at academic and industry events. Prior to joining Wilkinson Barker Knauer, Mr. Tramont served as Chief of Staff of the Federal Communications Commission under Chairman Michael Powell. As Chief of Staff, Mr. Tramont managed all aspects of the agency’s operations and directed FCC staff in implementing all components of the agency’s policy portfolio including media, broadband, mobility, and traditional telephone services. Before being elevated to Chief of Staff, Mr. Tramont was Chairman Powell’s Senior Legal Advisor, advising him on strategic policy matters and on wireless, international, technology, satellite, and consumer issues. Mr. Tramont also served as Senior Legal Advisor to Commissioner Kathleen Abernathy and, before that, to Commissioner Harold Furchtgott-Roth. He also served as a law clerk for the Honorable Duane Benton on the Supreme Court for his home state of Missouri. In addition, Mr. Tramont has served as an expert witness in a number of communications-related litigation matters.

Harmeet K. Dhillon is the Assistant Attorney General for Civil Rights at the U.S. Department of Justice. She was nominated by President Donald Trump in December 2024. She was confirmed by the U.S. Senate on April 3, 2025, and sworn in as AAG by Attorney General Pam Bondi on April 7, 2025.
Prior to joining the Division, Ms. Dhillon founded both the Dhillon Law Group, Inc., a successful legal practice with offices in California, Florida, Virginia, and New Jersey; and the Center for American Liberty, a nonprofit organization dedicated to pursuing civil liberties legal claims. Her law practice focused on First Amendment / free speech, civil rights, and campaign and election law issues. Among her many notable cases, Ms. Dhillon brought legal challenges against the University of California, Berkeley over its free speech policy, against an Antifa organization for an assault on a conservative journalist, against several states for their restrictive responses to Covid-19, and against various large tech companies for a host of civil rights issues.
Assistant Attorney General Dhillon was born in Chandigarh, India, and lived in London before moving to The Bronx, New York. Her family ultimately settled in rural Smithfield, North Carolina. After graduating high school at age 16, Ms. Dhillon attended Dartmouth College where she became editor-in-chief of The Dartmouth Review. After earning her bachelor’s degree in Classical Studies, she attended the University of Virginia School of Law and served on the editorial board of the Virginia Law Review. She later clerked for the Honorable Paul V. Niemeyer of the United States Court of Appeals for the Fourth Circuit in Baltimore, Maryland.

Michael P. Moreland was appointed University Professor of Law and Religion and Director of the Eleanor H. McCullen Center for Law, Religion and Public Policy at Villanova University in 2017. Professor Moreland joined the Villanova faculty in 2006 and served as Vice Dean from 2012 to 2015. His research is primarily in the areas of torts, law and religion, constitutional law, and Catholic social thought, and he regularly teaches Torts, First Amendment, seminars in law and religion, and undergraduate courses in ethics.

Professor Moreland was a Visiting Professor of Law at the University of Notre Dame and the Mary Ann Remick Senior Visiting Fellow at the Notre Dame Center for Ethics and Culture from 2015 to 2017. He was the Forbes Visiting Fellow at Princeton University in the James Madison Program during academic year 2010-11. He has served as the project leader for grants from the John Templeton Foundation and the Charles Koch Foundation. He serves as the Chair of the Federalist Society’s Religious Liberties Practice Group Executive Committee and the Chair of the Board of Trustees of the Institute for Advanced Catholic Studies at the University of Southern California.
Professor Moreland received his BA in philosophy from the University of Notre Dame, his MA and PhD in theological ethics from Boston College, and his JD from the University of Michigan Law School. Following law school, Professor Moreland clerked for the Honorable Paul J. Kelly Jr., of the United States Court of Appeals for the Tenth Circuit and was an associate at Williams & Connolly LLP in Washington, DC, where he represented clients in First Amendment, professional liability, and products liability matters. Before coming to Villanova, he served as Associate Director for Domestic Policy at the White House under President George W. Assistant U.S. Trade Representative for Labor
Lewis Karesh was named Assistant U.S. Trade Representative for Labor Affairs in August 2005. In this capacity, he oversees trade and labor issues for USTR, including negotiation of labor provisions in multilateral, regional, and bilateral free trade agreements, monitoring and enforcement of those labor provisions, countries' adherence to worker rights provisions of U.S. trade preference programs, and development of U.S. positions on the relationship between trade and labor in international fora, including the International Labor Organization, World Trade Organization, Organization for Economic Cooperation and Development, and Asia-Pacific Economic Cooperation.
Mr. Karesh began his work on trade and labor issues in 1994 with the negotiation and implementation of the North American Agreement on Labor Cooperation (the labor supplemental agreement to the North American Free Trade Agreement). From 1996 to 2005, Mr. Karesh served in the U.S. Department of Labor’s Bureau of International Labor Affairs as Deputy Director and then Director of the office responsible for administering U.S. obligations under the North American Agreement on Labor Cooperation and the labor chapters of bilateral and regional free trade agreements. During his tenure, Mr. Karesh served as the Department’s lead representative on U.S. labor and dispute settlement negotiating teams for free trade agreements with Chile, Singapore, Australia, Central America, Morocco, and Bahrain.
From 1988 to 1996, Mr. Karesh worked as an attorney in the Department of Labor's Office of the Solicitor serving as legal counsel on a variety of domestic labor matters, including the Labor-Management Reporting and Disclosure Act and the Veterans’ Reemployment Rights Act, and international labor matters, including the North American Free Trade Agreement, the World Trade Organization, and the International Labor Organization.

Matthew Levin’s office oversees the negotiation and implementation of labor provisions in free trade agreements, participates in the administration of U.S. trade preference programs, negotiates guidelines governing lending by multilateral development banks and international financial institutions, and coordinates international technical cooperation addressing worker rights in key trading partner countries. Mr. Levin participated in the negotiation of the USMCA Labor Chapter and the Rapid Response Labor Mechanism. He has served as legal counsel to the U.S. delegation to the International Labor Organization Conference on numerous occasions and has a long history of working on labor issues all over of the world. Mr. Levin graduated from the State University of New York in Albany and Case Western Reserve University School of Law.

Philip A. Miscimarra is the former Chairman of the National Labor Relations Board (NLRB). Phil leads the firm’s NLRB special appeals practice and is co-leader of Morgan Lewis Workforce Change, which manages all employment, labor, benefits, and related issues arising from mergers, acquisitions, startups, workforce reductions, and other types of business restructuring. He represents clients on a wide range of labor and employment issues, with a focus on labor-management relations, business acquisitions and restructuring, and employment litigation. Phil was named Chairman of the NLRB by President Donald J. Trump on April 24, 2017, after previously serving as Acting Chairman and a Board Member. He was confirmed by voice vote in the US Senate on July 30, 2013, and served from August 7, 2013, to December 16, 2017.
