Adam Gustafson is a Senior Counsel for Environmental and Regulatory Affairs at Boeing.
Prior to joining Boeing, he served as Deputy General Counsel at the Environmental Protection Agency. Prior to that, he was a partner at Boyden Gray & Associates, where he represented States, federal judges, environmental groups, biofuel producers, agricultural interests, and public policy organizations, on such issues as the constitutional separation of powers, the First Amendment, automotive regulations, environmental computer models, healthcare regulation, and judicial deference to federal agencies.
Mr. Gustafson received his J.D. in 2009 from Yale Law School, where he was an editor of the Yale Law Journal, a managing editor of the Yale Journal of Law & the Humanities, and an executive editor of the symposium issue of the Harvard Journal of Law & Public Policy.
Mr. Gustafson served as a Vice President of the Yale Law School Federalist Society. He was a Coker Fellow, and his legal writing won the Joseph A. Chubb Competition Prize and the Edward D. Robbins Memorial Prize.
Mr. Gustafson graduated with high distinction in 2005 from the University of Virginia, where he was an Echols Scholar, a member of the Raven Society, a member of the rowing team, and a Lawn resident.
Before joining Boyden Gray & Associates, Mr. Gustafson was an associate at Cooper & Kirk, where he specialized in appellate litigation. Mr. Gustafson served as a law clerk to Judge Richard R. Clifton of the U.S. Court of Appeals for the Ninth Circuit, and to Judge Janice Rogers Brown of the U.S. Court of Appeals for the D.C. Circuit.

Jeffrey Holmstead, former assistant administrator of the United States Environmental Protection Agency for Air and Radiation, is one of the nation’s leading climate change lawyers as recognized by Chambers USA (2008-2016) and heads the environmental strategies group (ESG) at Bracewell. The ESG is a multi-disciplinary group that includes environmental and energy attorneys, public policy advocates and strategic communications experts – most of whom have had high-level government experience. Under Jeffrey’s leadership, they work together on a daily basis to advise and defend companies and business groups confronting major environmental and energy-development challenges, both domestically and globally.
From his time in both the government and the private sector, Jeffrey is very familiar with the environmental and energy challenges facing the business community. He advises clients dealing with an increasingly complex regulatory, legal and public relations landscape, drawing on his experience in policy development, administrative and legislative advocacy, litigation and strategic communications. He has worked with clients in a number of industries on issues related to climate change, Clean Air Act policy and enforcement, and energy policy — including the development of new coal-fired power plants, refineries, renewable energy sources, and electric transmission infrastructure.
Jeffrey headed the EPA’s Office of Air and Radiation from 2001 to 2005, longer than anyone in EPA history. During his tenure, he was the architect of several of the agency’s most important initiatives, including the Clean Air Interstate Rule, the Clean Air Diesel Rule, the Mercury Rule for power plants and the reform of the New Source Review program. He also oversaw the development of the Bush Administration’s Clear Skies Legislation and key parts of its Global Climate Change Initiative. Between 1989 and 1993, Jeffrey served on the White House Staff as Associate Counsel to former President George H.W. Bush. In that capacity, he was involved in the passage of the Clean Air Act Amendments of 1990 and the key steps taken to implement those amendments. From 1987 to 1988, he served as a law clerk to Judge Douglas H. Ginsburg on the U.S. Court of Appeals for the District of Columbia.
He received his B.A. from Brigham Young University, summa cum laude, and his J.D. from Yale Law School.

John Walke has spearheaded the NRDC’s national clean-air advocacy before Congress, in the courts, at the U.S. Environmental Protection Agency, and before the public since 2000. Before joining NRDC, he spent three years working as an attorney in the EPA’s Office of General Counsel, where he handled cases related to permitting, air toxins, monitoring, and enforcement under the Clean Air Act. Prior to that, he was an associate in a private law firm based in Washington, D.C. Walke is a graduate of Duke University and Harvard Law School. He is based in Washington, D.C.

Don Daugherty is Senior Counsel, Litigation, at the Defense of Freedom Institute for Policy Studies. He previously served as a Senior Counsel at the Institute for Free Speech and the Wisconsin Institute for Law & Liberty. Before that, he was a partner at three of Wisconsin’s largest firms, with nearly 30 years of trial and appellate litigation experience. He has been consistently recognized as among the “Best Lawyers in America,” as well as Wisconsin’s “Super Lawyers.” He received his B.A. from the University of Virginia and his J.D. from Northwestern University Law School. After law school, he served as a clerk to the Honorable Roger J. Miner of the United States Court of Appeals for the Second Circuit.

Lester Munson joined BGR’s International practice after a 26-year career on Capitol Hill and in the Executive Branch. He most recently served as the Staff Director for Chairman Bob Corker of the Senate Foreign Relations Committee, where he led policy, oversight, legislative and communications efforts for a staff of 25 and negotiated committee priorities with the White House, the State Department and Congressional leadership.
In the past two and a half years, the committee has passed into law several bills regarding U.S. policy toward Ukraine and Russia, including major sanctions legislation, has engaged in efforts to fundamentally reform, reauthorize, or modify key foreign assistance programs, including food aid, PEPFAR, arms transfers, and has taken up legislation on the most important foreign policy and national security issues of the day, including the negotiations over the Iranian nuclear program, authorizations for the use of military force, and various international treaties and agreements.
Previously, Mr. Munson was Chief of Staff in Senator Mark Kirk’s (R-Ill.), Washington, DC office. During Lester’s tenure, Senator Kirk became the leading Republican voice in the Senate on Iran and other national security issues.
During the Bush Administration, Mr. Munson was a Deputy Assistant Administrator at the U.S. Agency for International Development, where he focused on legislative affairs as well as global health issues. He led legislative efforts to develop and implement the President’s Emergency Plan for AIDS Relief (PEPFAR) and won an award for his contribution to the creation of the President’s Malaria Initiative.
Prior to serving in the Bush Administration, at the Senate Foreign Relations Committee, Mr. Munson was the Republican Communications Director and oversaw foreign assistance oversight and legislation. At the House International Relations Committee, he was the Communications Director and Professional Staff Member for Asia-Pacific issues as well as African affairs.
Mr. Munson is a 1989 graduate of the University of Chicago and holds a Master’s degree from St. John’s College in Annapolis. He is married with two children.
