Christopher Mills is the founder of Spero Law LLC. He was previously a partner at a national law firm and a Constitutional Law Fellow at the Becket Fund for Religious Liberty. He served as a law clerk to Justice Clarence Thomas on the U.S. Supreme Court during October Term 2018. He also clerked for the Honorable David B. Sentelle, then-Chief Judge of the U.S. Court of Appeals for the D.C. Circuit. He has authored briefs and motions in the Supreme Court, courts of appeals, and trial courts, and successfully argued before the D.C. Circuit. He has served as special counsel to South Carolina Governor Henry McMaster, and is an Adjunct Professor at the Charleston School of Law.
A 2012 magna cum laude graduate of Harvard Law School, Christopher was a senior editor of the Harvard Law Review, an editor of the Harvard Journal of Law and Public Policy, and served on the Executive Board of the Harvard Federalist Society. In 2009, he graduated Phi Beta Kappa and summa cum laude with a degree in economics from Furman University.
Christopher lives in Charleston, South Carolina with his wife, children, and golden retriever.

O.H. leads Alliance For Consumers, which fights to ensure that consumer protection efforts, class action lawsuits, and attorney general enforcement actions are consistent with the rule of law and benefit everyday consumers, not just class action lawyers and career bureaucrats.
His work with AFC builds off his time with the Arizona Attorney General's Office under Attorney General Mark Brnovich, where he not only defended constitutional questions and served as the State's lead counsel in the U.S. Supreme Court, but also had the privilege of leading Arizona's consumer protection lawsuit against Google over the tracking of consumers' location, and the successful case against Volkswagen over well-publicized diesel-related consumer deception.
O.H. is a 2010 graduate of Harvard Law School. Before joining Attorney General Brnovich in 2016, O.H. practiced at WilmerHale and Ropes & Gray in Boston and clerked for the Hon. J.L. Edmondson of the United States Court of Appeals for the Eleventh Circuit in Atlanta, Georgia.
Solicitor General, West Virginia
Michael Williams is the Solicitor General for the State of West Virginia. In that role, Michael represents the State in appeals before state and federal courts, including the U.S. Supreme Court. Michael also coordinates strategic affirmative litigation on the State’s behalf, including litigation against the federal government.
Before joining the Attorney General’s Office, Michael co-led the complex briefing and appeals group at a Michigan boutique firm, representing Fortune 50 companies and others in actions across the country. He also practiced in the litigation groups of two Washington, D.C. firms and clerked with the Appellate Division of the U.S. Attorney’s Office for the District of Maine.
Michael’s work has been honored with a Best Brief Award from the National Associationof Attorneys General and a Leader in the Law Award from Michigan Lawyers Weekly. He often speaks and writes on appellate-related issues.
Michael clerked twice in the Fourth Circuit: once with then-Chief Judge Deborah Chasanow of the U.S. District Court for the District of Maryland and later with Judge G. Steven Agee of the U.S. Court of Appeals for the Fourth Circuit. He attended George Washington University Law School and Bates College.

Paul Rosenzweig is an accomplished writer and speaker with a national reputation in cyber security and homeland security. He is the founder of Red Branch Consulting PLLC, a homeland security consulting company. He is also a Senior Advisor to The Chertoff Group. Mr. Rosenzweig formerly served as Deputy Assistant Secretary for Policy in the Department of Homeland Security.
He is a Professorial Lecturer in Law at George Washington University, and a Senior Fellow in the Tech, Law & Security Program at the American University, Washington College of Law. He serves as an advisor to and former member of the American Bar Association Standing Committee on Law and National Security, and a Contributing Editor of the Lawfare blog. He is a member of the ABA Cybersecurity Legal Task Force and of the United States Court of Appeals for the District of Columbia Circuit Advisory Committee on Admissions and Grievances. He serves, as well, as a Hearing Committee Member of the District of Columbia Board of Professional Responsibility. In 2011 he was a Carnegie Fellow in National Security Journalism at the Medill School of Journalism, Northwestern University.
Mr. Rosenzweig is a cum laude graduate of the University of Chicago Law School. He has an M.S. in Chemical Oceanography from the Scripps Institution of Oceanography, University of California at San Diego and a B.A from Haverford College. Following graduation from law school he served as a law clerk to the Honorable R. Lanier Anderson, III of the United States Court of Appeals for the Eleventh Circuit.

He is also co-editor (with Timothy McNulty and Ellen Shearer) of two books, Whistleblowers, Leaks and the Media: The First Amendment and National Security, and National Security Law in the News: A Guide for Journalists, Scholars, and Policymakers. Mr. Rosenzweig is a member of the Literary Society of Washington.
