Judge Carlos Bea serves as a judge on the United States Court of Appeals for the Ninth Circuit. He received his Bachelor's Degree from Stanford University in 1956 and his J.D. from Stanford Law School in 1958. Judge Bea was born in San Sebastian, Spain, and immigrated with his family to Cuba in 1939. In 1952, he represented Cuba on the Cuban National basketball team in the Helsinki Olympics. Judge Bea became a naturalized citizen of the United States in 1958. He engaged in private practice in San Francisco, principally in the area of civil trials (jury and non-jury), from 1959-75 at Dunne, Phelps & Mills and from 1975-90 at Carlos Bea, A Law Corporation. He taught courses in civil litigation advocacy at Hastings College of Law and Stanford Law School. From 1990 to 2003, Judge Bea served as a judge of the San Francisco Superior Court. He was nominated by President George W. Bush to the United States Court of Appeals for the Ninth Circuit and was confirmed in 2003.
Judge Bea and his wife Louise reside in San Francisco, where they raised their four sons, Sebastian, Alexander, Nicholas, and Dominic.

Judge Randolph was confirmed by the Senate and appointed to the United States Court of Appeals for the District of Columbia Circuit by President George H. W. Bush in July 1990.
Judge Randolph received his B.S. degree in 1966 from Drexel University, majoring in economics and basic engineering. At Drexel, he was president of the debate society, vice president of the Student Senate, and a member of the varsity wrestling squad. In 1969, he received his J.D. from the University of Pennsylvania, summa cum laude. Judge Randolph ranked first in his law school class all three years and was managing editor of the Law Review.
After graduation, Judge Randolph served as a law clerk to Judge Henry J. Friendly of the United States Court of Appeals for the Second Circuit in New York.
Admitted to the California Bar in 1970 (and to the District of Columbia bar in 1973), Judge Randolph worked as Assistant to the Solicitor General, U.S. Department of Justice, in Washington, D.C., 1970-1973.
After two years in private practice, Judge Randolph was named Deputy Solicitor General of the United States, a position he held from 1975-1977.
In 1979, Judge Randolph was appointed Special Counsel to the Committee on Standards of Official Conduct (the Ethics Committee) of the United States House of Representatives, remaining in this position until 1980.
In the 1980s, Judge Randolph held a number of positions while in private practice, including Special Assistant Attorney General for the states of New Mexico (1985 90), Utah (1986-1990) and Montana (1983-1990). He also served as a Member of the Advisory Panel of the Federal Courts Study Committee.
From 1971-1990, Judge Randolph argued 23 times in the United States Supreme Court, winning 20 of his cases.
As an Adjunct Professor of Law at Georgetown University Law Center from 1974-1978 he taught courses in civil procedure and injunctions. In 1992 he taught a course in constitutional law. He is a Distinguished Adjunct Professor of Law at George Mason School of Law and for the past ten years has been teaching First Amendment law. He also serves on the Judicial Advisory Board of the George Mason University Law and Economics Center.
From 1993 through 1995 Judge Randolph was a member of the Committee on Codes of Conduct of the Judicial Conference of the United States, and from 1995 to 1998 served as the Committee's chairman. He also served as the judicial liaison to the American Bar Association’s Administrative Law Section.
Judge Randolph is a member of the Board of Visitors at Drexel University Law School and was named to the “Drexel One Hundred” as a leading alumnus. In 2002 he was presented the James Wilson Award by the University of Pennsylvania Law School. In November 2005 he delivered the Fifth Annual Barbara K. Olson Memorial Lecture at the Annual Lawyers Convention of the Federalist Society. He has published numerous articles, the most recent of which is in the June 2006 issue of the Harvard Journal of Law and Public Policy.

Professor Geyh's teaching and scholarship focus on the operation of state and federal courts in relation to the political branches of government and the legal profession. Following graduation from University of Wisconsin Law School, he clerked for Judge Thomas A. Clark of the U.S. Court of Appeals for the Eleventh Circuit. He then worked as an associate at Covington & Burling in Washington, D.C., and served as counsel to the U.S. House of Representatives Committee on the Judiciary. Professor Geyh began his teaching career in 1991 at the Widener University School of Law and joined the law faculty at Indiana in 1998.

Arthur D. Hellman, a professor of law (emeritus) at the University of Pittsburgh, is a nationally recognized scholar of the federal courts who has also written in the area of the First Amendment. His publications include numerous articles and several books, including casebooks in both areas, Federal Courts: Cases and Materials on Judicial Federalism and the Lawyering Process (5th edition 2022) (with David R. Stras, Ryan W. Scott, F. Andrew Hessick, and Derek T. Muller); and First Amendment Law: Freedom of Speech and Freedom of Religion (5th edition 2022) (with William D. Araiza, Thomas E. Baker, and Ashutosh A. Bhagwat).
In addition to his casebooks and academic writing, Processor Hellman has worked with the Judiciary Committees in the House and Senate in drafting federal courts legislation, including the most recent (2002) revision of the Judicial Conduct and Disability Act (Title 28, Chapter 16). The legislative histories of two major jurisdictional statutes – the Federal Courts Jurisdiction and Venue Clarification Act of 2011 and the “Holmes Group Fix” (enacted as part of the America Invents Act) – acknowledge his contributions.
Professor Hellman has testified as an invited witness at numerous hearings of both Judiciary Committees. His testimony has focused on a wide variety of legislative issues related to the federal courts, including the jurisdiction of the Supreme Court; proposals to divide the Ninth Circuit Court of Appeals; federal judicial discipline; unpublished appellate opinions; and the constitutionality of legislative restrictions on the powers of the federal courts.
In 2005 Professor Hellman was appointed as the inaugural holder of the Sally Ann Semenko Endowed Chair at the University. In 2002 he received the Chancellor’s Distinguished Research Award “as a faculty member who has an outstanding and continuing record of research and scholarly activity.”

Dennis Jacobs is the Chief Judge of the United States Court of Appeals for the Second Circuit. He became Chief Judge on October 1, 2006. At the time of his appointment in 1992, he was a partner in the New York law firm of Simpson Thacher & Bartlett.
Judge Jacobs received his B.A. degree from Queens College of the City University of New York in 1964; his M.A. degree from New York University in 1965; and his J.D. degree from the New York University School of Law in 1973.
Judge Jacobs was a lecturer in the English Department of Queens College of the City University of New York from 1967 until 1969. He was in private practice from 1973 with the New York law firm of Simpson, Thacher & Bartlett, serving as a partner there from 1980 until his judicial appointment.
In 1997-2004, Judge Jacobs was a member of the Committee on Judicial Resources of the Judicial Conference of the United States; starting in 1999 he was chair of that committee.

Dr. John Baker is Professor Emeritus of Law, and previously the Dale E. Bennett Professor of Law, at Louisiana State University Law School. He is currently Visiting Professor at Peking University School of Transnational Law (via Zoom) and has been Visiting Professor at The Center for the Constitution, Georgetown Law School (2013-2020). He has also been a Visiting Fellow at Oriel College, the University of Oxford (2012-2014) and taught at Blackfriars Hall, Oxford in 2014. Dr. Baker has also been an adjunct Fellow at the Heritage Foundation (Spring, 2008) and a Distinguished Scholar at the Catholic University of America Law School (2011-12). He has taught at Tulane Law School, George Mason Law School, Pepperdine Law School, New York Law School, Hong Kong University, and the University of Dallas, School of Management and also taught and/or lectured in 17 foreign countries. Notable among his foreign visits are the
following: Visiting Professor at the University of Lyon III (France) (1999-2011); Visiting Professor at the Universidad de los Andes, Chile (2012), as a Fulbright Specialist (2006); and a Fulbright Scholar at various universities in the Philippines. In September 2016, he co-taught a Supreme Court seminar in China with Justice Samuel Alito. Following law school, he served as a law clerk in federal district court and as an assistant district attorney in New Orleans before joining LSU in 1975. While a professor, he has been as a consultant to USAID, USIA (since rolled into the State Department), the Justice Department, the U.S. Senate Judiciary Subcommittee on Separation of Powers, and the Office of Planning in the White House. He served on an ABA Task Force which issued the report, The Federalization of Crime (1998) and later as a consultant to the “Bi-Partisan Task Force on the Over- federalization of Crime” (2012-2014) created by the U.S. House Judiciary Subcommittee on Crime. Dr. Baker was a co-founder of the first iteration (1995) of Stratfor Inc., a global intelligence agency. He co-authored its first book: The Intelligence Edge (with Friedman, Friedman and Chapman; Crown Books/Random House 1997). Alice Fisher is a partner in Latham & Watkins' Washington, D.C. office and is a member of the firm's Executive Committee. She focuses her practice on white collar criminal investigations, internal investigations and advises clients on a range of criminal matters.
From 2005-2008, Ms. Fisher served as Assistant Attorney General in charge of the Criminal Division of the US DOJ. As Assistant Attorney General, Ms. Fisher led more than 750 attorneys and staff responsible for federal criminal enforcement policy as well as handling criminal matters in federal courts across the country in all areas of federal criminal law enforcement. Under her leadership, the Criminal Division pursued a broad array of federal criminal investigations and prosecutions, with particular focus on corporate fraud matters, including securities fraud, procurement fraud, financial institution fraud, anti-money laundering, healthcare fraud, computer hacking and cyber security, national security, as well as US-domestic and international corruption.
Ms. Fisher also chaired the National Procurement Fraud Task Force, supervised the Medicare Fraud Strike Force, and served as a member of the President's Corporate Fraud Task Force. She handled various transnational and multi-national law enforcement operations and policies, including bilateral agreements and treaties involving information sharing and global criminal enforcement initiatives. Representing the DOJ in front of Congress, Ms. Fisher testified on criminal enforcement policies and served on the Federal Criminal Rules Committee.
As a litigation partner at Latham from 2003-2005 and prior to 2001, Ms. Fisher represented both individual and corporate clients in grand jury, agency and congressional inquiries involving allegations of securities and bank fraud, healthcare fraud, the FCPA, criminal antitrust matters, OFAC sanctions and procurement fraud. She has also represented clients in a number of complex civil and regulatory litigations. Ms. Fisher previously held other positions in government, including Deputy Special Counsel to a US Senate Special Committee.

Attorney General Merrick B. Garland was sworn in as the 86th Attorney General of the United States on March 11, 2021. As the nation’s chief law enforcement officer, Attorney General Garland leads the Justice Department’s 115,000 employees, who work across the United States and in more than 50 countries worldwide. Under his leadership, the Department of Justice is dedicated to upholding the rule of law, keeping our country safe, and protecting the civil rights of all Americans.
Immediately preceding his confirmation as Attorney General, Attorney General Garland was a judge of the United States Court of Appeals for the District of Columbia Circuit. He was appointed to that position in 1997, served as Chief Judge of the Circuit from 2013-20, and served as Chair of the Executive Committee of the Judicial Conference of the United States from 2017-20. In 2016, President Obama nominated him for the position of Associate Justice of the United States Supreme Court.
Before becoming a federal judge, Attorney General Garland spent a substantial part of his professional life at the Department of Justice. He served in both career and non-career positions under five Attorneys General, including as Special Assistant to the Attorney General, Assistant United States Attorney, Deputy Assistant Attorney General in the Criminal Division, and Principal Associate Deputy Attorney General. In those roles, his responsibilities spanned the work of the Department, including criminal, civil, and national security matters. They also included direct supervision of investigations and prosecutions of national importance, including the Oklahoma City bombing, Unabomber, and Montana Freemen cases.
Earlier in his career, Attorney General Garland was a partner in the law firm of Arnold & Porter, where his practice involved civil and criminal litigation, antitrust, and administrative law. He also taught antitrust at Harvard Law School and published law review articles on both antitrust and administrative law.
Attorney General Garland graduated summa cum laude from Harvard College and magna cum laude from Harvard Law School. Following law school, he clerked for Judge Henry J. Burton Craige Distinguished Professor of Jurisprudence, UNC School of Law
Michael Gerhardt joined the Carolina Law faculty in 2005 and serves as the Burton Craige Distinguished Professor of Jurisprudence. His teaching and research focuses on constitutional conflicts between presidents and Congress. Gerhardt is the author of six books, including leading treatises on impeachment, appointments, presidential power, Supreme Court precedent, and separation of powers. He has written more than a hundred law review articles and dozens of op eds in the nation’s leading news publications, including SCOTUSblog, The New York Times, and Washington Post. His book, The Forgotten Presidents (Oxford University Press 2013), was named by The Financial Times as one of the best non-fiction books of 2013. He was inducted into the American Law Institute in 2016. Gerhardt attended the University of Chicago Law School, where he graduated order of the coif and served as a research assistant to both Phil Kurland and Cass Sunstein and as one of the two student editors of The Supreme Court Review. After law school, he clerked for Chief District Judge Robert McRae of the U.S. District Court of the Western District of Tennessee and Judge Gilbert Merritt of the U.S. Court of Appeals for the Sixth Circuit. Gerhardt’s extensive public service has included his testifying more than a dozen times before Congress, including as the only joint witness in the Clinton impeachment proceedings in the House; speaking behind closed doors to the entire House of Representatives about the history of impeachment in 1998; and serving as special counsel to the Senate Judiciary Committee for seven of the nine sitting Supreme Court justices. Burton Craige Distinguished Professor of Jurisprudence, UNC School of Law
Michael Gerhardt joined the Carolina Law faculty in 2005 and serves as the Burton Craige Distinguished Professor of Jurisprudence. His teaching and research focuses on constitutional conflicts between presidents and Congress. Gerhardt is the author of six books, including leading treatises on impeachment, appointments, presidential power, Supreme Court precedent, and separation of powers. In 2015, he became the first legal scholar to be asked by the Library of Congress to serve as its principal adviser in revising the official United States Constitution Annotated. Walter Olson is a senior fellow at the Cato Institute’s Robert A. Levy Center for Constitutional Studies and is known for his writing on the American legal system. Mr. Schwartz has been an advisor for each of the American Law Institute’s (ALI) Restatement (Third) of Torts projects; Products Liability, Apportionment of Liability, and Liability for Physical Injury and Emotional Harm. He is a life member of the ALI.

A.B. Chettle Chair in Civil Procedure, Georgetown University Law Center
Professor Vladeck teaches civil procedure, federal courts, a practicum on privacy and technology (taught jointly with MIT), and directs the Civil Litigation Clinic, a student clinic that handles trial court litigation focused on public-interest cases. He also serves as Faculty Director of the Law Center’s Center on Privacy and Technology.
From 2002 to 2009, Professor Vladeck served as Director of the Civil Rights section of Georgetown Law’s Institute for Public Representation, a student clinic that handles complex trial court and appellate litigation focused on civil rights and other public-interest litigation, while also teaching civil procedure and federal courts. From 2009 to 2012, Professor Vladeck took leave from Georgetown to serve as the Director of the Federal Trade Commission’s Bureau of Consumer Protection.
At the FTC, he supervised the Bureau’s 450 lawyers, investigators, paralegals and support staff in carrying out the Bureau’s work to protect consumers from unfair, deceptive or fraudulent practices. Before joining the Law Center faculty full-time in 2002, Professor Vladeck spent over 25 years with Public Citizen Litigation Group, a national public interest law firm, serving the last ten years as the Group’s director. He has briefed and argued a number of cases before the U.S. Supreme Court and more than sixty cases before federal courts of appeal and state courts of law resort.
He is a Senior Fellow of the Administrative Conference of the United States, a member of the National Academy of Sciences’ Committee on Law, Science and Technology, and an elected member of the American Law Institute. He also serves as Vice Chair of the Board of Trustees of the Natural Resources Defense Council, and on the boards of the National Consumers Law Center and the Center for Democracy and Technology. Professor Vladeck frequently testifies before Congress and writes on administrative law, First Amendment, consumer protection, privacy, and access to justice issues.

Walter Olson is a senior fellow at the Cato Institute’s Robert A. Levy Center for Constitutional Studies and is known for his writing on the American legal system. His books include The Rule of Lawyers, on mass litigation, The Excuse Factory, on lawsuits in the workplace, and most recently Schools for Misrule, on the state of the law schools. His first book, The Litigation Explosion, was one of the most widely discussed general-audience books on law of its time. It led the Washington Post to dub him “intellectual guru of tort reform.” Active on social media, he is known as the founder and principal writer of what is generally considered the oldest blog on law as well as one of the most popular, Overlawyered.com. He has advised many public officials from the White House to town councils and in 2015 was named by Gov. Larry Hogan to be co-chair of the Maryland Redistricting Reform Commission, which issued its report recommendations later that year to acclaim across the state.
Before joining Cato, Olson was a senior fellow at the Manhattan Institute and an editor at the magazine Regulation, then edited by future Supreme Court Justice Antonin Scalia. Olson’s more than 400 broadcast appearances include all the major networks, NPR, the BBC, The Diane Rehm Show, and Oprah.

David Schizer served as Dean of Columbia Law School from 2004 to 2014, and as CEO of the American Jewish Joint Distribution Committee, a global Jewish humanitarian organization, from 2017 to 2019. A co-chair of Columbia University's new task force on antisemitism, he also is a co-founder and co-chair of the Center for Israeli Legal Studies at Columbia Law School; co-founder and co-chair of the Richman Center for Law, Business, and Public Policy; and a Charter Trustee of Ramaz. Victor Schwartz chairs the firm's Public Policy Practice Group, which focuses on integrating litigation, government affairs and public relations. Prior to entering the full time practice of law, Mr. Schwartz was a professor and dean at the University of Cincinnati College of Law. He currently serves on the College’s Board of Visitors. In 2012, the College established the Professor Victor E. Schwartz Chair in Tort Law.
Mr. Schwartz, while at the U.S. Department of Commerce, served as chair of the Federal Inter-Agency Task Force on Product Liability, and the Federal Inter-Agency Council on Insurance. He was the principal author of the Uniform Product Liability Act and the Federal Risk Retention Act. He received the Secretary of Commerce’s Award for Professional Excellence.
