I have had the privilege of serving as a judge on the Ninth Circuit Court of Appeals for nearly two decades. Needless to say, I feel a deep attachment to the court on which I sit and a sincere admiration for its leaders. Nevertheless, since completing an LL.M. in Judicial Process with the Graduate Program for Appellate Judges in the early 1990s, I have been convinced that the Ninth Circuit must be restructured into at least two smaller circuits.
