Justice, Supreme Court of Texas
Justice Kyle D. Hawkins was appointed to the Supreme Court of Texas by Governor Greg Abbott in October 2025.
Justice Hawkins previously served in the U.S. Department of Justice as Counselor to the Solicitor General, where he represented the United States before the U.S. Supreme Court. Previously, he served as the Texas Solicitor General, the state’s chief appellate advocate charged with representing the state, its agencies, and its officers in state and federal appellate courts. Earlier in his career, he served as a law clerk for U.S. Supreme Court Justice Samuel A. Alito, Jr., and for Judge Edith H. Jones of the U.S. Court of Appeals for the Fifth Circuit. As an appellate practitioner, Justice Hawkins argued five cases in the U.S. Supreme Court, nine in the Texas Supreme Court, and dozens more in other federal and state appellate courts.
In addition to his government service, Justice Hawkins served as a partner in the Dallas and Houston offices of Gibson, Dunn & Crutcher LLP, and he chaired the Texas appellate practice of Lehotsky Keller Cohn LLP, a national litigation boutique. Justice Hawkins has served as an Adjunct Professor of Law at the University of Texas School of Law.

Jesse, the former third-ranking official at the U.S. Department of Justice, helps clients with their most difficult litigation and regulatory issues─whether that means defending against an enforcement action, pursuing high-stakes litigation and appeals, navigating regulatory thickets at federal and state agencies, or crafting a comprehensive strategy to manage a crisis. Jesse has experience across a range of substantive and regulatory areas. He has sued the federal government and has also been one of its top law-enforcement officials; he has represented states and has also navigated their regulatory agencies on behalf of clients; and he has represented companies in business disputes, both as defendants and plaintiffs.
Before joining the firm, Jesse was the Acting Associate Attorney General at the United States Department of Justice. In that role, he oversaw the civil and criminal work of the Antitrust, Civil, Civil Rights, Environment and Natural Resources, and Tax Divisions. During Jesse’s tenure, the Associate’s office closely managed the Department’s most significant litigation, including matters involving large financial institutions, healthcare companies, automakers, energy companies, and state and local governments. In addition, Jesse served as Chair of DOJ’s Regulatory Reform Task Force and Vice Chair of DOJ’s Task Force on Market Integrity and Consumer Fraud. Jesse regularly provided legal and strategic advice to the highest-level decision makers in the federal government, including the Attorney General and Deputy Attorney General, general counsels across the spectrum of federal agencies, and White House officials.
Jesse served for three years as the secretary of Florida’s labor, economic-development, and land-use agency, the Florida Department of Economic Opportunity. Before that, he served as Governor (now Senator) Rick Scott’s general counsel.
Jesse maintains offices in both Washington D.C. and Florida. From Washington, he focuses on federal litigation and crisis management. In Florida, in addition to federal litigation, Jesse employs his knowledge of state government and regulation to help clients in courts across the state, from trial through the Florida Supreme Court.
Jesse currently serves on the Florida Supreme Court Judicial Nominating Commission, the body that provides the governor with nominees for appointment to the Florida Supreme Court. Jesse is also a fellow at the Center for the Study of the Administrative State at the Scalia Law School at George Mason University, where he writes and speaks about administrative law.
Solicitor General of Oklahoma
Mithun Mansinghani serves as Solicitor General for the State of Oklahoma. He was appointed by Attorney General Mike Hunter in 2017 after serving for the prior two years as Deputy Solicitor General. As Solicitor General, Mr. Mansinghani leads litigation on behalf of the State in appeals, constitutional matters, and relations with the federal government and other states. This includes representing the State in cases before the Oklahoma Supreme Court and the U.S. Supreme Court.
Prior to joining the Oklahoma Attorney General's Office, Mr. Mansinghani was a lawyer for Gibson, Dunn & Crutcher in Washington, D.C., specializing in appeals and administrative law cases. Mr. Mansinghani also served as a law clerk to the Honorable Jerry E. Smith on the United States Court of Appeals for the Fifth Circuit. Ilya Shapiro is a senior fellow and director of constitutional studies at the Manhattan Institute and a contributing editor of City Journal. Previously he was executive director and senior lecturer at the Georgetown Center for the Constitution, and before that a vice president of the Cato Institute.
Shapiro is the author of Lawless: The Miseducation of America’s Elites (2025) and Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020), coauthor of Religious Liberties for Corporations? (2014), and editor of 11 volumes of the Cato Supreme Court Review (2008-18). He has contributed to a variety of academic, popular, and professional publications, including the Wall Street Journal, Harvard Journal of Law & Public Policy, Washington Post, Los Angeles Times, USA Today, National Review, and Newsweek. He also regularly provides commentary for various media outlets, writes the Shapiro’s Gavel newsletter on Substack, and once appeared on the Colbert Report.
Shapiro has testified many times before Congress and state legislatures and has filed more than 500 amicus curiae “friend of the court” briefs in the Supreme Court. He lectures regularly on behalf of the Federalist Society, is a member of the board of fellows of the Jewish Policy Center, was an inaugural Washington Fellow at the National Review Institute, and has been an adjunct law professor at the George Washington University and University of Mississippi. He is also the chairman of the board of advisers of the Mississippi Justice Institute, a barrister in the Edward Coke Appellate Inn of Court, and a former member of the Virginia Advisory Committee to the U.S. Commission on Civil Rights.

Aaron Klein is a fellow in Economic Studies at the Brookings Institution, where he also serves as policy director of the Center on Regulation and Markets. He focuses on financial regulation and technology, macroeconomics, and infrastructure finance and policy. Previously, Klein directed the Bipartisan Policy Center’s Financial Regulatory Reform Initiative. Klein served as Deputy Assistant Secretary for Economic Policy at the U.S. Treasury Department from 2009-2012. While at Treasury, Klein worked on multiple issues ranging from implementing aspects of the financial recovery program to developing new policy for financial regulation, housing finance, transportation and infrastructure, and Native American issues.
Prior to his appointment, he served as Chief Economist of the Senate Banking, Housing and Urban Affairs Committee for Chairmen Chris Dodd (D-CT) and Paul Sarbanes (D-MD). While working in the Senate Klein played a key role in a series of major legislation including, the Economic Emergency Stabilization Act of 2008 (better known as TARP), the Housing and Economic Recovery Act of 2008, the SAFETEA Act of 2005 that re-wrote America's surface transportation policy, the Check Truncation Act of 2003, the Terrorism Risk Insurance Act of 2002, and the Sarbanes-Oxley Act of 2002. A graduate of Dartmouth College and Princeton University, Klein lives in his hometown of Silver Spring, MD with his wife and two daughters.

George Selgin is a senior fellow and director of the Center for Monetary and Financial Alternatives at the Cato Institute and Professor Emeritus of Economics at the University of Georgia. Associate Professor of Law, Antonin Scalia Law School, George Mason University
Associate Professor of Law J.W. Verret joined the Antonin Scalia Law School, George Mason University faculty in 2008. In 2013, he took leave for two years to serve as the Chief Economist and Senior Counsel for the U.S. House Committee on Financial Services. He received his JD and MA in Public Policy from Harvard Law School and the Harvard Kennedy School of Government, respectively, in 2006. While in law school, Professor Verret served an Olin Fellowship in Law and Economics at the Harvard Program on Corporate Governance under the guidance of Prof. Lucian Bebchuk.
Professor Verret then served as a law clerk for Vice-Chancellor John W. Noble of the Delaware Court of Chancery. Prior to joining the faculty at Scalia Law, Professor Verret was an associate in the SEC Enforcement Defense Practice Group at Skadden, Arps in Washington, D.C. He has written extensively on corporate law topics, including Delaware's Guidance, co-written with Chief Justice Myron T. Steele of the Delaware Supreme Court. His academic work has been featured in the Yale Journal on Regulation, The Business Lawyer, the Delaware Journal of Corporate Law, the Stanford Law Review, the University of Pennsylvania Journal of Business Law, and the Virginia Law and Business Review. Professor Verret was selected by the Northwestern Law School Searle Center on Law, Regulation, and Economic Growth for a 2009-2010 Searle-Kaufmann Research Fellowship.
Professor Verret is also a Senior Scholar at the Mercatus Center Working Group on Financial Markets, where he regularly briefs Congressional staff, members of Congress, SEC Commissioners and other financial regulatory agencies on financial regulation topics. He also directs the Corporate Federalism Initiative, where he obtains research grants for a network of students and faculty scholars who study the division between states and the federal government as sources of corporate law. Professor Verret has been invited to testify before various House and Senate Committees four times during the financial crisis of 2009 regarding all of the central provisions of the Obama Administration's 2009 financial regulatory reform proposals. Lieutenant Colonel (Retired), Venezuelan Army
José Gustavo Arocha is a retired lieutenant colonel from the Venezuelan army and a former political prisoner. Following his resignation from the army in 2009, Arocha founded a political consultancy company, GeoFenix, to provide advice and logistical services to high-profile Venezuelan dissidents and regime critics. In 2014, he was detained by government security services on treason charges and imprisoned for a period of eight months, during which time he was physically and mentally abused in an underground prison where he was kept in solitary confinement and tortured. A confession coerced from Arocha during this detainment was subsequently submitted as evidence against leading opposition figures. Since escaping captivity in March 2015, Arocha has resided in the US where he is an incoming Kennedy School Mason Fellow at Harvard University. His current research focuses on developing a systematic process for tracking the actions of individual judges, prosecutors, and security officials in authoritarian regimes who subvert local laws to persecute political enemies or dissidents.

Rodrigo Diamanti founded international NGO Un Mundo Sin Mordaza (A World Without Censorship) with activists in 200 cities around the globe and presence in 52 countries. He received the recognition of the World Economic Forum as a Global Shaper in 2012 and by the City Council of Rome in 2013 with the "Medal of Rome" for his actions to improve human rights. Ambassador Roger F. Noriega has more than two decades of public policy experience focusing on U.S. interests in the Western Hemisphere. Twice appointed by President George W. Bush (and confirmed by the U.S. Senate) and with 10-year career on Capitol Hill, Ambassador Noriega's breadth of experience and contacts offer strategic vision and practical insight on U.S. foreign policy and aid programs. Noriega is the founder and managing director of VisiónAméricas LLC, which advises U.S. and foreign clients on international business issues, and also is a visiting fellow at the prestigious American Enterprise Institute for Public Policy Research. He serves as Vice Chairman of the Board of Directors of the Congressional Award Foundation and as a member of the advisory boards of the Canadian American Border Trade Partnership and The Americano, an online forum reaching out to Latino voters.
As Assistant Secretary of State for Western Hemisphere Affairs (July 2003 to October 2005), Ambassador Noriega managed a 3,000-person team of professionals in Washington and 50 diplomatic posts to design and implement political and economic strategies in Canada, Latin America, and the Caribbean. He was a leader in an inter-agency team that actively expanded trade and investment opportunities to spur economic growth and to create opportunities for U.S. companies and consumers. He also helped design and execute an annual plan for the effective use of $1.7 billion in U.S. economic assistance in two dozen countries.
As U.S. Ambassador to the Organization of American States (OAS) (August 2001 to July 2003), Noriega coordinated complex and sensitive multilateral diplomacy in a 34-member international organization to bolster OAS efforts to promote trade, fight illicit drugs, and defend democracy.
On Capitol Hill, Noriega counseled powerful Congressional leaders on all aspects of U.S. interests in the Americas, drafted historic legislation, and oversaw U.S. aid programs, the Peace Corps, and international narcotics affairs. From July 1997 to August 2001, he was a member of the Senate Foreign Relations Committee staff of Chairman Jesse A. Helms (R-NC), and from July 1994 to July 1997, he served on the House International Relations Committee staff of Chairman Benjamin A. Gilman (R-NY).

Former General Counsel of the U.S. Immigration and Naturalization, Former United States Ambassador to East Timor
Grover Joseph Rees, a native and resident of Louisiana, served as the first United States Ambassador to East Timor from 2002 to 2006.
From October 2006 until January 2009 Ambassador Rees served as Special Representative for Social Issues in the U.S. Department of State. He was responsible for promoting human dignity, including issues affecting vulnerable persons and the family, within the United Nations system. He served as Acting U.S. Representative to the United Nations Economic and Social Counsel during the fall 2007 session of the UN General Assembly and also served as Deputy Assistant Secretary for International Organizations.
From 1995 until 2002 Rees was a senior staff member on the Foreign Affairs Committee in the United States House of Representatives, where he was responsible for human rights and refugee protection and played a major role in the drafting and enactment of important human rights legislation including the Trafficking Victims Protection Act, the International Religious Freedom Act, and the Torture Victims Relief Act.
Ambassador Rees also formerly served as General Counsel of the United States Immigration and Naturalization Service (1991-93), as Chief Justice of the High Court of American Samoa (1986-1991), and as Special Counsel to the Attorney General of the United States (1985-86).
Prior to his work in Washington, Rees served for seven years as a law professor at the University of Texas. He has written and spoken widely on international law, human rights, refugees, and related issues.
Rees obtained his undergraduate degree from Yale University and his law degree from Louisiana State University Law School, where he served as Editor in Chief of the Louisiana Law Review and was selected for the academic honor society Order of the Coif.
Rees was born in New Orleans, the oldest of 12 children. He is married to Lan Dai Nguyen Rees and has one son. He retired from government service in January 2009 and now lives and works in Lafayette, Louisiana.

Mr. Estrada joined Gibson Dunn in 1997, after serving for five years as Assistant to the Solicitor General of the United States. He previously served as Assistant U.S. Attorney and Deputy Chief of the Appellate Section, U.S. Attorney’s Office, Southern District of New York. In those capacities, Mr. Estrada represented the government in numerous jury trials and in many appeals before the U.S. Court of Appeals for the Second Circuit. In 2011, the Supreme Court appointed Mr. Estrada to brief and argue two criminal cases –Dorsey v. United States and Hill v. United States – in which the Solicitor General declined to defend the judgments of the court of appeals. Mr. Estrada was appointed to argue the position that the Solicitor General had declined to defend.
Mr. Estrada was also part of the team that successfully presented then Governor Bush’s position to the Supreme Court in Bush v. Gore (2000). Other cases that Mr. Estrada handled in the Supreme Court include Granholm v. Heald (2005) (dormant Commerce Clause and Twenty-First Amendment), Vermont Agency of Natural Resources v. In addition, Mr. Estrada is lead appellate counsel to Vivendi S.A. in two securities-fraud appeals from jury verdicts that are currently pending in the Second Circuit, and to the National Association of Broadcasters in a challenge to certain procedures promulgated by the FCC in connection with the upcoming Spectrum Auction. Mr. Estrada also recently presented argument before the D.C. Circuit on behalf of the tobacco industry in a first amendment challenge to certain compelled disclosures that were imposed as part of the government’s long-running civil RICO case against the industry.
