Biography
Kevin O’Connor is the senior vice president, general counsel and corporate secretary for Lockheed Martin Corporation. He is responsible for the Corporation’s legal affairs and law department, including serving as counsel to its senior leadership and Board of Directors.
Prior to joining Lockheed Martin, O’Connor was the senior vice president and chief legal officer for Carrier. He has had a distinguished career in both the private and public sectors. Prior to joining Carrier, Kevin served as chief legal officer for Point72, as vice president of global ethics and compliance at United Technologies (now RTX), and as a partner in two law firms. His public service career includes service as the Associate Attorney General of the United States, the United States Attorney for Connecticut, Chief of Staff to the United States Attorney General and Senior Counsel at the United States Securities & Exchange Commission Division of Enforcement.
Kevin began his legal career as a law clerk to the Honorable William H. Timbers of the United States Court of Appeals for the Second Circuit. O’Connor earned a bachelor’s degree from the University of Notre Dame and a Juris Doctor from the University of Connecticut School of Law. He currently serves on the Board of Trustees of the University of Connecticut and as an independent director of Encompass Health Corporation.

Patrick Garry is a professor of law at The University of South Dakota and the Director of the Hagemann Center for Legal & Public Policy Research.
Professor Garry has published more than forty scholarly articles and authored ten books, many of which have been the subject of numerous conferences and symposia. Professor Garry has been invited on several occasions to testify before Congress on legal and constitutional matters, and he is a frequent speaker at Federalist Society sponsored events. Aside from his public speaking appearances, Professor Garry often writes for popular audience websites, magazines, and newspapers, including the Chicago Tribune and Washington Times. These writings offer commentary and analysis of current political and legal issues.
Professor Garry received his Ph.D. and J.D. from the University of Minnesota. And he has been invited to teach as a visiting professor at the George Washington University Law School, the University of Utah School of Law, the University of Missouri School of Law, and the University of St. Thomas School of Law.

Biography
Stephen Ware is the author of four books, over 50 law review articles, and many other publications. His writings have been cited by the Supreme Court of the United States and in at least 36 other cases. Ware teaches and writes on: Arbitration, Mediation, and Alternative Dispute Resolution, Bankruptcy, Insolvency, and Debt Collection, Contracts and Commercial Law, and Judicial Selection, each with an international or comparative dimension.
Ware has testified before both houses of the U.S. Congress, several state legislatures and, as an expert witness, in court. He is a frequent guest lecturer and speaker at academic and professional conferences—having given such presentations throughout the U.S. and in several other countries. He has appeared on numerous television and radio stations and been quoted in The New York Times, Wall Street Journal, USA Today, Financial Times, National Law Journal and many other news outlets. He is an elected member of the American Law Institute (ALI) and has served, at various times in his career, on the editorial board of the Journal of Legal Education and as an arbitrator for the American Arbitration Association.
Doug Bandow is a senior fellow at the Cato Institute, specializing in foreign policy and civil liberties. He worked as special assistant to President Reagan and editor of the political magazine Inquiry. He writes regularly for leading publications such as Fortune magazine, National Interest, Wall Street Journal, and Washington Times. Bandow speaks frequently at academic conferences, on college campuses, and to business groups. Bandow has been a regular commentator on ABC, CBS, NBC, CNN, Fox News Channel, and MSNBC. He holds a J.D. from Stanford University.

Biography
William Snape has litigated a number of environmental and related cases in federal court, and argued Center for Biological Diversity v. Interior at the DC Circuit, which rejected the federal government’s plan for oil and gas drilling off the coast of Alaska in part because of climate change concerns. Snape is the author of numerous articles on natural resource issues, including the book Biodiversity and the Law published by Island Press. His public interest work currently focuses upon environmental justice advocacy at the state level, serving as board general counsel to the United States Climate Action Network, and litigating an active federal docket under the Freedom of Information Act (FOIA). In Summer 2020, Snape was named director of WCL’s Program on Environmental and Energy Law (PEEL).

Biography
Rachel Brand is Walmart’s executive vice president of global governance, chief legal officer, and corporate secretary. She oversees the company’s global legal, compliance, ethics, corporate governance, digital citizenship, aviation, investigative, and corporate security functions, including Walmart’s Emergency Operations Center.
Immediately before joining Walmart, Rachel served as the United States Associate Attorney General and holds the distinction of being the first woman to serve in this role. She had previously served in the U.S. Department of Justice as the Assistant Attorney General for the Office of Legal Policy during President George W. Bush’s administration. Her other government service includes an appointment by President Obama to serve as a Member of the U.S. Privacy and Civil Liberties Oversight Board, service as an Associate Counsel to the President at the White House, and judicial clerkships with Justice Charles Fried of the Supreme Judicial Court of Massachusetts and Justice Anthony Kennedy at the Supreme Court of the United States. In the private sector, Rachel was a lawyer in private practice at two law firms in Washington, D.C. and served as the Vice President and Chief Counsel for Regulatory Litigation at the U.S. Chamber of Commerce Litigation Center.
Rachel serves on the board of directors for the Walmart Foundation and is the executive sponsor for Walmart’s Tribal Voices Associate Resource Group. Outside of Walmart, she serves on the board of directors for the International Justice Mission and is a member of The American Law Institute.
Rachel earned her Bachelor of Arts degree from the University of Minnesota-Morris and her J.D. from Harvard Law School.
