However, the President has the authority to enforce the law and is also Commander in Chief of the military. The Founders deliberately designed a system where the President and the Congress must share power and balance each other.
Professor Steven G. Calabresi is the Clayton J. & Henry R. Barber Professor of Law at Northwestern Pritzker School of Law. He is Chairman of the Federalist Society's Board of Directors.
