Tara Ross will examine the Constitutional procedures for Presidential elections in the Electoral College, the House of Representatives, and the Senate as set out in Article II of the Constitution and the Twelfth and Twentieth Amendments. She will first review the Framers’ purpose in designing the Electoral College to prevent tyranny of the majority, and she will describe how it discourages voter fraud and encourages coalition building and national campaigning. She will demonstrate how the Electoral College works today and what it means for major parties and third parties. Finally, Ms. Ross will examine the issue of deadlock in the Electoral College and the role that the House of Representatives and the Senate play in choosing the President and the Vice President.

Tara Ross is the author of Enlightened Democracy: The Case for the Electoral College (2d ed. 2012) and a co-author of Under God: George Washington and the Question of Church and State (2008) (with Joseph C.
